Anthony in the phone book and found that he lives at#59. 1 had received a call from the police department of ice in the road 1/22/03. When I responded I found that the home owner at#79 was pumping water into the street with a garden hose. It was comming down the driveway and running north past the next driveway to the catch basin. Because of the temperature the water was freezing on the pavement. The owner at#79 Mrs Margaret Scharr called me at 8:10 am to ask for us to sand in front of her house. I informed her that she could not pup water into the street and she said there wasn't any thing else she could do. I told her to direct the water accross her lawn to the catch basin south of her property. After returning there later in the day to take pictures I saw that the hose had been directed accross the lawn but was not long enough to reach the basin. Less water was reaching the road. This area has only a slight crown but good grade. It does not normally cahse a problem. Frost heave may also be contributing to a wider than normal flow in the gutter. I asked Mrs Scharr to plan for the future and make a connectio all the way to the catch basin after the ground has thawed out. do not recall a e-mail concerning P. Anthony at#59 but it was likely in regards to this problem. Maps on file prior to construction of your home and aerial photographs show that a driveway existed at this location. Some time after construction, the driveway was eliminated and the retaining wall constructed. This work was not a municipal improvement and was constructed by others, possibly the owner previous to you. The wall is not required to maintain the community's right of way and therefore can be removed without an adverse impact on the Town's facility. You may remove it or replace it as you wish. However, if you choose to replace it, you will need to acquire a permit from the Engineering Division. Very truly yours, Melvin C. Stead, Jr. Superintendent of Street Services MCS/gh cc: /M. On the Avery side of my land is a retaining wall. Tracey Lapine confirmed that the wall is on town property. This wall has become extremely unstable over the years. It has reached the point that it is actually dangerous for anyone walking on the high side of the wall, as it shifts and crumbles under your feet. I am especially concerned about the kids I pay to mow the lawn, loosing their footing while the lawn mower is running. I would like the town to either replace the wall or to remove it and flatten out the remaining edge. I am considering putting my house on the market in 1998, and an inspector would surely complain that the wall needs to be replaced. Thank you for your time. You can contact me at either of the phone numbers at the top of this letter. We discussed the water in front of his house. Water was not there at this time. I told him I noticed water coming from the side of the driveway at house 22, east of his house and that I thought it was ground water. The treatment plant would test for chlorine when water started to surface in front of his driveway. ~~ l° he Further we discussed the missing street sign and pole. Mr. McDougall was told the sign would be replaced. The next was relocation of two mailboxes on Avery Street that are approximately four feet off the road. I explained the reason the boxes were placed there, was to keep the mail truck off the road because of the 3 way stop at the intersection. If the boxes were brought out to the edge of the road , it would cause a site line problem, therefore we would not move them. If he wanted , he could talk to his neighbors at 759 and 677 on the west side of Avery Street and work something out with them. I told him if they were moved we would take pavement out and loam the area. He then asked if we could install a curb. I told him it did not call for curbing , and he said he would install one himself . Three problems have existed for quite some time now. In order of importance, they are: 1. There is a water pipe leak at the bottom of my driveway. During the entire winter, a thick layer of ice forms, often reaching a size of 3 feet by 12 feet long by 1 inch thick. It is extremely dangerous to drive or walk on. Two years ago, some workers apparently tried to fix it, but the leak returned the following winter. 2 . The street sign on the corner of Pine Knob Drive and Avery Street is missing. It disappeared sometime around this past September. 3 . The side of my property which is on Avery Street has patches of tar and patches of grass. It is an eyesore, and in my opinion brings down the overall appearance of the house. I would like to see a curb put in and grass planted. i Please contact me when you receive this letter, as I am anxious to have these problems resolved.
