Mike, we repaired the road and the driveway. We removed the 4"orange berg pipe installed by Mr. Zocco the
abutter, and installed a paved slice way with a stone out fall area to prevent erosion located at the low point,
where the orange berg pipe was installed by Zocco. We have had now more complaints in that area.

To whom it may concern,
Please see the enclosed emails I have sent to DPW in the past several months. I was contacted by someone
from DPW or street services and was told someone would look into my problems in the front of my driveway.
As of today 9/6/08 no one has been to my house to review this serious and now dangerous problem. The past two
rain storms including tonight have now created a ditch and a river through my stone driveway. The puddle that
builds up in front of my driveway is not only dangerous to other drivers because it becomes several inches deep
with water when it rains and it is dangerous to my family and my children who were completely soaked and
knocked over when a car drove by splashing up a wave of water onto my driveway.
It seems that the town has no problem collecting my taxes each and every time they are due, but the town
apparently has a problem when it comes to repairing a dangerous situation. Pardon my frustration, but it has been
several months now and there has been no action taken and now my children have been hurt and my driveway is
a complete mess. I am going to copy everyone in town that I can because it appears that sometimes my email get
returned because of something on your end.
Please see below.
Very truly yours,
JP Reed

Dear Mr. Gantic,
I sent this email on April 7th, 2008 and I was wondering if there has been any progress as to what may be done to
the street in front of my house.
I took some pictures today during the storm to give whomever an idea as to what is happening during a good rain
storm.
The contact information is below and I would appreciate a response as soon as possible.

Dear Mr.Gantic,
My name is John Reed and I own a home at 994 Pleasant Valley Road. I called several weeks ago after a couple
of the winter storms and spoke to someone in your office about where my driveway and street intersect. It
appears during the plowing or the winter spring freeze and thaw that some of the street is coming apart and it has
dipped creating a huge puddle in front of my driveway when it rains. It also appears that during heavy rain instead
of the water running down the side of my property it builds up by my driveway and mailbox then pours down my
driveway and runs off to the right of my property as you are facing the house.
I am wondering if the town of South Windsor can repair the damaged road and divert the water away from the
front of my property to the right of my property.
Very truly yours,
John Parris Reed

Dear Mr. Zocco:
I have reviewed the water damage problem coming down your driveway from the road and I have
discussed it with the Town Engineer and the Director of Public Works. It is my understanding that
some of the listed items were caused by work that was done by CL&P and the Town did an enormous
amount of work on Pleasant Valley Road to take care of it.
After conferring with the Director of Public Works it is his opinion that none of the items listed have
been the fault of the Town. If you really need to proceed with this further, I would suggest that you
contact Mr. Michael Gantick, Director of Public Works 644-2511 ext. 242 to go over any additional
things that might have been done since you indicated that the date of the damage was 3/02/07. He
indicated that a lot of this was done way before that date and the Town tried to alleviate some issues
that were done on Pleasant Valley Road due to CL&P.
If you have any further questions, please feel free to contact me again, but more importantly, you
should be directing this to the Director of Public Works.
Very truly yours,

Re: Pleasant Valley Road/Clark Street Reconstruction Project
Dear Resident:
This is an update on the reconstruction of Pleasant Valley Road and Clark Street. This
project consists of reconstructing Pleasant Valley Road from the Town line to just past
the intersection of Clark Street and Clark Street from the Town line to just past the
intersection of Pleasant Valley Road.
Spazzarini Construction has extended the sanitary sewer on Pleasant Valley Road and has
extended the water main south on Clark Street to the culvert crossing.
Clark Street will be closed to through traffic between Pleasant Valley Road and Margaret
Drive starting July 25th through approximately August 29th to replace the culverts that
carry Quarry Brook under this road. In September Spazzarini Construction will extend
the water main south to Margaret Drive and install the storm water drainage pipes and
catch basins on Clark Street. In October, Spazzarini Construction is planning to
reconstruct and pave Clark Street. This schedule is subject to change during construction
activities.
In addition to this work, CL&P, SBC and Cox are working on relocating poles and wires
and Yankee Gas Company will be relocating some of their pipes on Pleasant Valley Road
and Clark Street.
.The reconstruction of Pleasant Valley Road is tentatively scheduled to begin in the spring
of 2006.
We appreciate the patience of the public and local residents while this work is ongoing.
Any questions about this project can be directed to the South Windsor Engineering
Division or the Connecticut DOT, District 1 office in Rocky Hill.

Starting Monday, July 25, Clark Stret will be closed between Pleasant Valley and Chapel Rd. The closure
is neccesary for roadway reconstruction in the area of the dip and culvert just south of the power lines.
Residents on either end of the closure will be allowed access to their homes from the respective ends.
There will be no through traffic of any kind in the area. The worksite will be protected with jersey
barriers and proper signage will be in place on both ends. Laidlaw bus and the U.S. Post Office have
been notified. Police/Fire/EMS dispatch has been notified and will dispatch accordingly.

Subject: Pleasant Valley Rd Closure
During the week of 06/20 to 06/24/05 Spazzarini Construction will be installing a major sewer line on
Pleasant Valley Rd between Ivy Lane and Garden Lane. The location and depth of the trench
necessitates the road closure for the safety of both the motoring public and the construction workers on
site. Through traffic will be detoured Wheeler to Smith to Clark. The detour route is extremely short and
will actually be quicker than alternating traffic through the tight work zone. The route will be clearly
marked. I will be on site daily to check the route. It is expected that the road will close at about 6:30 am
each day and reopen at 3:30 pm. Residents of the houses in the immediate area will be allowed through.
Emergency vehicles may pass to a local destination but the detour is suggested for through traffic. There
will be two police officers and two private traffic persons on site to assist motorists through the area.
Please contact those services under your purview(i.e. Waste Mgmt, Street Services)regarding this
closure. The public safety dispatchers will notify emergency services as needed. If needed, I can be
contacted at 628-6211 or cell 982-0351. Thanks for all of your help.

Dear Mr. Galligan,
I have been a resident of this town for 41 years. The town of South Windsor owns a piece of property adjacent to
mine at 102 Pleasant Valley Road that has been mowed by the town for all of the years I have lived here. However,
this year no one has mowed it so I called Mr.Reichles office and was told by a employee named Steve that the
town was too busy to mow this piece. The mower goes right by this property in order to mow the Union School
field, and it takes them less than five minutes to mow this small strip. I do not feel I should mow this piece of town
Property as it does not belong to me.Please read the attached clipping from the newspaper and let me know how
the public works department is too busy to maintain town property yet has an entire day to devote to little school
children playing with their equipment. Something seems out of whack here. I would appreciate an explanation.
Thank you for your consideration in this matter as I await your reply.
Sincere,
l

Condition of Pleasant Valley Road
between Long Hill Road and Clark Street
July 1996
Pleasant Valley Road from Longhill Road to Clark Street is a two lane asphalt road 5,500
feet long of varying width, but averaging 24-25 feet.
It is of built-up oil and sand construction with a 1 '/2" Class H overlay in 1969 after sewer
installation and a number of chip seals after that; the most recent being 1993.
Numerous utility services (gas, water, and sewer) have been installed. The most recent
being a gas service under permit#2156 and water permit # 2154. Both in November and both
for house number 994.
The road base is not of uniform thickness and there are indications that the freeze/thaw
cycle contributes to the uneven rolling surface.
We have shimmed part of this area in 1993 prior to the chip seal. Additional shimming
would improve rideability for the short term. The uneven surface will reappear because of the
base condition and the limited drainage.
Additional information should be gathered prior to making additional recommendations.
• Review soil tests done for sewer construction.
• Take additional core samples to learn pavement thickness and composition,
and to get base depths.
• Three line profile the pavement and check driveways for potential drainage
problems.
A reconstruction plan for this street was prepared around 1970. I was unable to find a
copy of it. Some time prior to May 2, 1983, Pleasant Valley Road had been approved by
CRCOG Policy Board to have interstate trade-in funds allocated for reconstruction. (Source T,P
&Z minutes 12/11/84 and council minutes 5/2/83.) However, the funds were re-allocated to the
"Connector Road".
More research would need to be done to define the"Connector Road". I think it was
parrellel to the RT 291 corridor, but I have not confirmed that as yet.
The two utility patches at#994 have recently been repaved by the permit holders. The
Town is holding the prepayment permanent patch money to make the final permanent repair.

Dear Mr. Zozco:
RE: Drainage Complaint
This is in reference to our conversation Thursday, April 25, 1991
concerning a water problem at 1020 Pleasant Valley Road.
During this conversation I explained that the Town would install a
driveway apron across the width of your driveway 4 feet wide. (4 feet
from the edge of the road back: into your- driveway. ) I explained that the
Town would not provide you with pipe or loam to install in your yard to
allow filling the low area to the east and north of your garage. I also
explained that the Town would not provide any loam or fill to cover the
pipe you requested.
Information gotten from the Town Hall (maps) , indicated the work: you are
doing may not be on your property, but the property of the Connecticut
Light and Power Company. That was for your information only. See
enclosed photocopy of aerial map.
Lastly I explained that there was no existing easement or right-of-way to
the Town for any kind of improvements on your property. The Town would
not provide or install pipe on private property without prior
authorization.
I hope this information is of benefit to you.
Sincerely,
