Dear John:
Re: Abandonment of( N ry Ro
A public hearing was held on January 4th in connection with the
abandonment of Newberry Road east of Route 5 and whether to install
a traffic signal at either the Newberry Road or South Satellite Road
intersection on Route 5.
The long term plan of this Commission has been to complete Governor ' s
Highway and close Newberry Road east of Route 5. It appears this
will be accomplished in the near future. Also, there will likely
be significant increases in traffic volume along Route 5, particularly
if I-91 traffic flow is impaired by construction.
Therefore, the Planning and Zoning Commission unanimously voted to make
the following recommendations :
1. The State Department of Transportation should make a formal
presentation before Town officials and staff regarding its
proposal to signalize and improve the intersections along
Route 5. Many concerns which were raised by the public, the
Commission, and staff at this hearing could not be answered,
and can only be satisfactorily addressed by those familiar
with the State plans. To date, the State has furnished only
conceptual information and greater detail is needed before
final decisions can be made.
2. Newberry Road should be closed east of Route 5 only in conjunction
with the completion of Governor' s Highway, which this Commission
thinks is imperative, i. e. , the remaining 1, 150 feet. The
completion of Governor ' s Highway will ensure access for emergency
vehicles and other traffic to and from the residential areas
west of Route 5, including Main Street, Colony Road and Newberry
Road.
3. South Satellite Road should be signalized at its intersection
with Route 5.

4. Safe vehicular egress from Newberry and Colony Roads into
the southbound and northbound lanes of Route 5 must be ensured.
At this time, the Commission recommends this be accomplished
by continuing the median opening on Route 5 at Newberry Road,
with deceleration lanes. A suitable traffic control
measure, which might include a traffic signal, should be
provided to ensure safe vehicular movement. Of particular
concern to this Commission is that Colony Road residents have
safe egress to northbound Route 5.
5. In the event the State determines it must close the Newberry
Road median on Route 5, every effort should be made to guarantee
safe and convenient access to the Route 5 northbound travel
lanes from Newberry and Colony Roads. The plan should assure
that traffic from these streets can safely cross Route 5 to make
a U-turn at South Satellite Road to travel north on Route 5.
6 . Deceleration lanes at the South Satellite Road intersection
should be of adequate length to ensure sufficient queuing capacity
when traffic turning into South Satellite Road is stopped
due to a passing train.
Yours very truly,
PLANNING AND ZONING COMMISSION
