Purpose Of Meeting:
To present preliminary design plans for the reconstruction of Nevers Road and to obtain the publics input
regarding the project.
Transactions and Determinations:
1. Jeffrey Doolittle opened the meeting at 7:10 pm with a description of the project history and
purpose. Then introduced members of the Town staff and Cardinal Engineering.
2. David Arzt of Cardinal Engineering presented preliminary design plans for the project with a
description of the project limits and what the project entails. This section of Nevers Road has very flat
roadway slopes, insufficient roadway cross slopes and subsequently has many areas that do not drain
properly impacting several properties along Nevers Road. Improvements proposed under this project
consist of the reconstruction and widening of the road to a width of 26 feet from Hazel Street northerly
to a point 300 feet past the Miller Road intersection for a total length.of 1550 feet. Storm drainage
improvements consisting of catch basin and adequately sized pipes as well as underdrains where
required are proposed. Mr.Arzt requested input from property
Town of South Windsor
Nevers Road

owners regarding any problems they may be experiencing on their properties and opened the meeting
for discussion.
3. Owner at house#447 stated that his driveway is flooded after a rain storm and is deteriorating due to
poor drainage.
4. Owners at house#365 reported no drainage problems at their property.
5. Owners at house#411 stated that they are still experiencing flooding in their driveway although not as
severe, after the Town installed a drywell catch basin. They stated that the water is coming from—
Nevers Road itself and not from the rear of their property, however they do experience some flooding
in the side yard at their southerly property line.
6. Resident questioned why sidewalks are not proposed for the entire length of the project. Mr. Doolittle
explained that the walks shown were proposed and bonded for as part of the Brightman Circle
subdivision. Mr. Gantick stated that the Town presently has a committee studying the feasibility of
sidewalks and bikeways townwide. Mr. Bazzano stated that the Town will work with property owners
wherever sidewalks are wanted by the residents. Resident also questioned whether the width of Nevers
Road could be increased to allow for a construction of a bikeway. They stated that they would be in
favor of sidewalks and expressed concerns over children having to walk in the road.
7. Mr. Bazzano asked for citizens input regarding the project.
8. Mr. Gantick stated another meeting on the project will scheduled sometime in the spring.
9. Mr. Doolittle explained that preliminary design plans have been developed by Cardinal Engineering
and that specific issues such as storm drainage and curbing will have to be addressed in subsequent
levels of the design.
Meeting adjourned at 7:45.
The above record reflects the writer's understanding of discussions and statements made during the subject
meeting. If any of the parties believe a discrepancy exists, please notify this office in writing prior to the next
project meeting.

Dear Mr, Gantick:
Please be advised that the tree trimming and removal

Attached communication from Town Attorney in regards to leasing Porter
Collins' land on the corner of Nevers and Sand Hill Roads. As indicated in
the memo, prepare a map defining the area to be leased by the Town. Tom

FROM: Richard M. Rittenband, Town Attorney
SUBJECT: Use of Porter Collins ' property on Nevers Road
This is in response to your memorandum of Nove,,' er 17,
1978 `concerning Deputy Mayor Myette"s request for me to
investigate the poss-ibility of a hold-harmless agreement so
that Town residents can use the property during the winter
for sliding. I recommend the following:
1. A lease between Mr. Collins and the Town from
December 1, 1978 to April I, 1979 and the same period
for an additional four years,; at $1. 00 for each four
month period for the property. in question and the
subject purpose.
2. The lease would have the same effect as a hold-
harmless agreement as far as Mr. Collins' liability
problem, and under a lease ar'rariq_ ent, I am advised
that Tom Burgess has informed the Town Manager that
the Town's general liability insurance policy would
cover the area. This should be obtained in writing
from Mr. Burgess.
i 3. I have asked Mr.. -.Talb-at-..to-:-have_th€_engineerin -
department prepare a map defining the portion of
Mr. Collins ' property that ,will be used, and this will
then _be--described- in_:a lease- S--will-prepare

, g . posted to show the- area _
that may and may not be used by. citizens, and to advise
them that it is an unsu ervised recreational, area that
they will be using at .heir own risk. This will preclude
the Town having to maintain the area or having someone
there to supervize it, and should :further persuade
citizens not to go on other parts of Mr. Collins ', property.

MEMORANDUM January 30, 1975
To: Terry V. Sprenkel
Re: Miller/Nevers Road Drainage Project (Acct. ##4023)
I have been asked by Emil to try and complete the above-mentioned
project in the present 1974/1975 budgetary period.
To this end, I have obtained the following quotes for material
from the below-listed suppliers. However, as you will note
the expenditure for this material will exceed $2, 000.
Leonard Concrete Pipe - 700 linear feet @ $4.43/l. f. _ $3, 101
Delta Wire & Steel - 700 linear feet @ $6.00/l. f. _ $4, 200
Capital Pi e(Class III) - 200 linear feet @ $4.80/l. f.
Field Concrete Pipe - 300 linear feet @ $4.80/l. f.
Balf (Seconds) - 200 linear feet @ $3. 50/l. f.
The State Aid price is $4.92 per linear foot.
By using - Balf Seconds - 200, L.F. @ $3.50 = - $ 700
Capital Pipe - 200 L.F. @ $4.80 = 960
$1, 660
Field
Concrete Pipe 300 L.F. @ $4.80 = 1,440
TOTAL FOR (2) SUPPLIERS $3, 100
Attached are quotes from four (4) local Contractors for equipment
and labor.
I will need your "O.K. " on the above before proceeding any further.
However, I urgently request your reply soon, as I do not believe
this project can be done for the Budget figure if construction
is delayed beyond March 1, 1975.
