This water is causing a nuisance and will cause a safety hazard during cold weather. Northview Drive is scheduled to be overlaid this construction season and must be dry during the paving process. It is your responsibility to provide measures to mitigate this and redirect the water away from the Town road. Should you have any questions regarding this matter , please contact Russell Cable, Assistant Superintendent of Street Services or myself. Sincerely, Michapl J. c = r - --_Director of -Pub_1-i_c _Works MJG/ds cc: Jerry lazzetta, Town Engineer Mel Stead, Superintendent of Streets Russ Cable, A. Superintendent Northview Drive An Analysis of Existing Conditions SWPS Traffic Unit r PROBLEM The residents of Northview Drive report traffic problems with 1. Speeding Vehicles 2. An increase in thru traffic volume, due primarily to the use of this road as a "short cut" to retail outlets on the east end of Pleasant Valley Road and Buckland Rd. A petition bearing 40 signatures, representing 35 households, has been submitted to the Town Council. The petition requests the investigation of possibility of 1. Installation of Stop Signs on Northview Drive at Tudor Hill Road. or 2. Creation of a cul de sac at either end of Northview Drive. ASSUMPTIONS Petitioners have assumed that(1) The problem is severe enough to warrant immediate, major corrective action (2) Stop signs are an endorsed and effective means of speed -control and (3) A cul de sac is a viable option. FACTS ROADWAY Northview Drive is a two lane roadway with a road surface of traveled asphalt. Its average width is 30 plus or minus feet. Raised asphalt curbing is provided along both sides of the street. The road surface is in good condition. The overall length is .6 mile. Simcka Drive intersects from the north approximately 500 feet east of Route 30; Tudor Hill Road intersects from the south approximately 1000 feet east of Route 30. There is a substantial negative grade running west from the area of Tudor Hill Road to Route 30. There is a 90 degree tight radius turn .4 mile east of Route 30 that shifts the roadway direction from east/west to north/south. s Page 1 of 8 0 TRAFFIC CONTROL IN PLACE The posted speed limit of 25 mph. Signs are located as indicated on the attached diagram. Stop signs and stop bars are in place on Northview at Route 30 and at Pleasant Valley Road. Stop signs and bars are also in place on both Simcka and Tudor Hill at Northview. SAFETY/SERVICES Highway illumination is provided in the form of street lamps in six locations: *Just east of Route 30 *At intersections with Simcka and Tudor Hill *East of Tudor Hill *In the center of the 90 degree curve *North of Pleasant Valley Rd The lamps vary in intensity from 4000 lumen mercury lamps to 9,500 lumen high pressure sodium. Storm sewers provide drainage in the area. City water is provided and four fire hydrants are in place along the length of the street. ACCIDENT HISTORY From 1991 to present there have been a total of 6 reported accidents on Northview Drive. They are summarized as follows: 1996 96-09219 Vehicle backing along roadway struck a parked car. There was minor damage and no personal injury. 96-06119 An unattended vehicle rolled from a private drive and struck a utility pole. There was no personal injury. 1995 No reported accidents. 1994 No reported accidents. 1993 93-07033 Operator became distracted and vehicle drifted, striking a mailbox. Minor Damage and no personal injury. i 1992 Page 2 of 8 i 92-03735 Operator swerved to avoid a domestic cat in the roadway and hit a parked car. There was minor damage and no personal injury. 92-00627 Vehicles negotiating hill during heavy snowstorm. Vehicle traveling down the hill applied brakes to slow; tires locked and vehicle slid into an eastbound car. There was no personal injury. 1991 99 91-06600 A vehicle traveling northbound from Pleasant Valley was being operated at a speed too fast for condition (rain). The vehicle left the roadway and hit a retaining wall and shrubs. There was no personalinjury. Since 1991 there have been: *NO car versus pedestrian or bicyclist accidents *NO accidents involving a thru vehicle and a vehicle entering or exiting a private driveway. *NO accidents at the intersections with either Simcka Drive or Tudor Hill Road. *2 accidents involving speed too fast for conditions (1 in snow, 1 in rain) *NO ACCIDENTS INVOLVING PERSONAL INJURY TRAFFIC COUNTS/SURVEY Traffic counts and speed analysis were conducted in August of 1995 and August/September 1996. Results were as follows: Average vehicle count per day: 08/95 08/96 597 446 This represents a 25% decrease. Page 3 of 8 Average Vehicle Speed 08/95 08/96 32.8 mph 31.9 mph This represents a 2% decrease. There are 51 plus or minus homes on Northview Drive. If each household had 2 vehicles making a conservative estimate of two trips per day, this would yield a vehicle count of approximately 204 vehicles per day. this would leave 242 vehicles per day making "thru trips". Making the assumption that the hours between 2330 and 0530 are relatively quiet, this would leave 240 thru trips per day over 18 hours, or 13 + thru vehicles per hour. Obviously, peak hours would be higher and off peak hours lower. By way of comparison, traffic counts were taken on Hilton Drive, a through street in a nearby residential area, in July of 1996. Hilton Drive also has a 25 mph posted limit. The average vehicle count per day was 431. The average speed was 31.2 mph. This shows a count within 3% and an average speed within 1 mph (2%). The conditions on . Northview are consistent with other residential areas in the southern portion of Town. Page 4 of 8 A i DISCUSSION OF REQUESTED REMEDIES 1. CREATION OF A CUL DE SAC There are a number of public health and safety issues that arise with the creation of a cul de sac. They are, in no particular order. Longer trips for FIRE/E.M.S/POLICE. Installation of a cul de sac at Pleasant Valley Road would result in longer trips and delayed access to homes on the southern leg of the street. As an example, the residence at 243 Northview is currently just off Pleasant Valley Road, a major route for all emergency services. If a cul de sac if formed, the shortest alternate route is Pleasant Valley to Tudor Hill to Northview, .65 mile. The other altemate, Pleasant Valley to Long Hill to Route 30 to Northview, is 1.1 miles. Tudor Hill Road is a narrow road and not conducive to rapid response by Fire or E.M.S. vehicles. The primary E.M.S. care provider during weekdays, the Ambulance Service of Manchester, would be responding westbound on Pleasant Valley from their headquarters. In an emergency, seconds count! Fire Department operations are hampered by a single entrance/exit. Many .: . fireground operations and response planes depend on access to a home or structure from two directions. Further, apparatus "blocked in" at a response in a cul de sac area may not be able to respond to a second emergency should the need exist. Roadways with cull de sacs take twice as long to clear during winter storm operations. Consequently, they may, out of necessity, be moved to a lower priority. Snow removal and sanding operations are predicated on the most efficient handling of the largest areas, with preference to high volume and thru streets. School buses, by Board of Education and bus company policy, often do not enter streets that have cull de sacs. Town requirements indicate that cul de sacs must have a paved radius of 42 feet and a right of way radius of 55 feet. Buses currently in use require a radius of 87 to 96 feet to turn around without stopping and backing. State regulations guiding the operation of school buses state that"backing of the school bus shall be avoided if possible. Buses will enter a cul de sac only if: *The pupil load is greater that 17. *For elementary levels, if entrance to cul de sac is off major local or state road. *For mid day kindergarten pupils. *if the street is over .5 mile in length. Portions of Northview Drive affected by a newly formed cul de sac may not fall under _these guidelines. This would result in stops well removed from the residence of the students. Page 5 of 8 *The installation of a cul de sac would involve the taking of property currently enjoyed by private owners for the roadway construction. Northview Drive at Pleasant Valley Rd poses some particular engineering and logistical issues as well. Cost issues would arise at either end. 2. ADDITION OF STOP SIGNS AT TUDOR HILL ROAD ON NORTHVIEW DRIVE. Regulation and guidance for the placement of stop signs is provided by the Manual on Uniform Traffic Control Devices. The parameters for the installation of any stop signs are clear(Copies attached). Further, the Manual states that stop signs "should not be used for speed control". Section 213-6 regulates the use of multiway stop signs such as those requested at the above intersection. Multiway stops should be used : *Where volume of traffic on intersecting roads is approximately equal in count. (Tudor Hill Road has a far lower count than Northview Drive.) *Where accident history, "as indicated by five or more...accidents in a 12 month 4 period" indicates signs would be appropriate. (Accident count for Northview is 1 per year, none of which would have been correctable by the signs.) *Where total vehicle volume must average 600 vehicles per hour for any 8 hour period of an average day. *Where combined vehicular and pedestrian traffic from the minor street (Tudor Hill Rd) must average 200 units per hour for the same 8 hour period. If the 85th percentile approach speed is 40 mph or more(Northview is 38.9), then 70% of the above values may be used. Installation of stop signs at Tudor Hill could pose problems, particularly westbound, in snow or icy road conditions. Further, installation of stop signs in residential areas such as this often lead to complaints from the residents in direct vicinity of the signs. Chief complaints are the noise and pollution caused by the stopping and starting of vehicles. 3. INSTALLATION OF SPEED BUMPS FOR TRAFFIC CONTROL. Installation of speed bumps on a public thru street is not viewed as an acceptable corrective measure for speed control. Problems with this type of measure include: -- -- --- - - Page-6-of-8 % *Potential loss of control by motorists , particularly in rain or snow. This can result from impact with the actual bumps or panic stops when slowing for the bumps. This may pose a hazard to homes/yard/pedestrians in the immediate vicinity. *Potential liability on the part of the Town due to damage caused by the bumps or while traveling over same. If installed, the bumps require a great deal of maintenance, including: -Reconstruction of eroding or damage bumps. -Constant repainting -Installation and maintenance of proper warning signs *Bumps are a particular hazard to men and equipment during snow removal operations and can double maintenance time for the area. *Bumps pose a hazard to bicyclists. *Bumps pose a hazard to emergency equipment such as fire, ambulance and police vehicles. t. CONCLUSION AND RECOMMENDATIONS The accident history and traffic surveys do not support major changes in either traffic control devices or roadway configuration. All such changes pose problems greater than the current traffic concerns on Northview Drive. The following improvements could be made in order to improve the general character of traffic flow in the area. 1. Upgrade of existing street lamps to 9,500 lumen high pressure sodium lamps. 2. Addition of a street lamp on Pole#4653, in the 90 degree curve. 3. Addition of arrow signs, south and west of the 90 degree turn, indicating the presence of the tight comer. 4. Addition of signs east of Tudor Hill and west of Simcka indicating the intersections ahead. 5. Addition of a 25 mph speed limit sign , eastbound, west of Simcka. - -- r 6. A review of all existing signs in place by Police and Town Highway staff to ensure that they are proper, safe and up to code. 7. Identification of particular problem times by using raw date from traffic counts. These problems to be addressed by the intermittent use of Selective Enforcement by the SWPS Traffic Unit. 8. Addition of"Strictly Enforced" signs to bottom of existing speed limit signs at the Pleasant Valley Rd and Route 30 entrances. It is felt that these changes, all or in part, could only serve to improve traffic conditions in the area. The STOP sign shall be an octagon with white message and border on a red background. The standard size shall be 30 x 30 inches. Where greater emphasis or visibility is required, a larger size is recommended. On low- volume local streets and secondary roads with low approach speeds, a 24 x 24 inch size may be used. At a muldway stop intersection (sec. 2B-6), a supplementary plate (RI-3) should be mounted just below each STOP sign. If the number of approach legs to the intersection is three or more, the numeral on the supplementary plate shall correspond to the actual number of legs, or the legend ALL-WAY (R14) may be used. The supplementary plate shall have white letters on a red background and shall have a standard size of 12 x 6 inches(RI-3) or 18 x 6 inches (RI4). A STOP sign beacon or beacons may be used in conjunction with a STOP sign as described in section 4E-4. Secondary messages shall not be used on STOP sign faces. 2B-5 Warrants for Stop Sign Because the STOP sign causes a substantial inconvenience to motorists, it should be used only where warranted.A STOP sign may be warranted at an intersection where one or more of the following conditions exist: 1. Intersection of a less important road with a main road where application of the normal right-of-way rule is unduly hazardous. 2. Street entering a through highway or street. 3. Unsignalized intersection in a signalized area. 4. Other intersections where a combination of high speed, restricted view, and serious accident record indicates a need for control by the STOP sign. Prior to the application of these warrants, consideration should be given to less restrictive measures, such as the YIELD sign (2B-7) where a full I c► Ray.3 Rev.9164 28-2 f at all times. Periodic reviews of existing installations -lc► stop is not necessary Rw.s may be desirable to determine whether, because of changed conditions, the use of less restrictive control or no control could accommodate traffic demands safely and more effectively. STOP signs should never be used on the through roadways of expressways. Properly designed expressway interchanges provide for the continuous now of traffic, making STOP signs unnessary even.on the entering roadways. Where at-grade intersections are temporarily justified for local traffic in sparsely populated areas,STOP signs should be used on the entering roadways to protect the through traffic.STOP signs may also be required at the end of diverging roadways at the intersection with other highways not designed as expressways. In most of these cases. the speeds will not warrant any great increase in the sign sizes. STOP signs shall not be erected at intersections where traffic control signals are operating. The conflicting commands of two types of control devices are confusing. If traffic is required to stop when the operation of the stop-and-go signals is not.warranted, the signals should be put on flashing operation with the red flashing light facing the traffic that must stop. Where two main highways intersect, the STOP sign or signs should normally be posted on the minor street to stop the lesser now of traffic. Traffic engineering studies, however, may justify a decision to install a STOP sign or signs on the major street, as at a three-way intersectionter flw f where safety considerations may justify stopping the traffic to permit a left-turning movement. STOP signs may be used at selected railroad-highway grade crossings wu-s tcf only after their need has been determined by a detailed traffic engineering Rw.2 study. Use of the STOP sign at railroad-highway grade crossings is described in Section 8B-9. Portable or part-time STOP signs shall not be used except for emergency purposes. Also, STOP signs should not be used for speed control. 28-6 Mnidway Stop Signs The"Multiway Stop" installation is useful as a safety measure at some locations. It should ordinarily be used only where the volume of traffic on the intersecting roads is approximately equal. A traffic control signal is more satisfactory for an intersection with a heavy volume of traffic. Any of the following conditions may warrant a multiway STOP sign installation(sec. 2B-4): 1. Where traffic signals are warranted and urgently needed, the multiway stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation. 28-3 Rev.9184 2. An accident problem,as indicated by five or more reported accidents of a type susceptible of correction by a muldway stop installation in a _ 12-month period. Such accidents include right- and left-turn collisions as well as right-angle collisions. 3. Minimum traffic volumes: (a) The total vehicular volume entering the intersection from all approaches must average at least 500.vehicles per hour for any 8 hours of an average day, and (b) The combined vehicular and pedestrian volume from the minor must average at least 200 units per hour for the same 8 street or highway g hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but (c) When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements. 2B-7 Yield Sign (111-2) The YIELD sign assigns right-of-way to traffic on certain approaches to an intersection. Vehicles controlled by a YIELD sign need stop only when necessary to avoid interference with other traffic that is given the right-of- ... way. The YIELD sign shall be a downward pointing, equilateral triangle having a red border band and a white interior and the word YIELD in red inside the border band. The standard size shall be 36 x 36 x 36 inches. YIELD 2R4 Warrants for Yield Signs ` The YIELD sign may be warranted: 1. At the entrance to an intersection where it is necessary to assign iatcl right-of-way and where the safe approach speed on the entrance exceeds Rm.s 10 miles per hour. 2. On the entrance ramp to an expressway where an acceleration lane is not provided. 28-4 SECTION 11 GUIDELINES FOR REGULAR BUS SERVICE i il. A. Town requirements indicate that the radius of cul-de-sacs must be.forty (40) feet, with the exception of those that were put down'a long time ago. Buses cannot turn in a cul-de-sac with a forty (40) foot radius in one swing because they need an eighty-seven (87) foot turning radius. Therefore, the bus would have to stop and back up. Example: Tallwood Drive - 40; Farnham Road- 38 .. State of Connecticut Regulation Section 14-275C-18 enticed "Operation of School Buses' states: Backing of the school bus shall be avoided, if possible. SOUTH WINDSOR, CT. 06074 TownoorksD rtmur 2 h61ic Works Oe9artent Dear Sir: N This letter concerns the sewer back-up at my home, 34 Northview Dr. , on April 18 , 1985 at 3: 00 PM. The damage was caused by the water coming up through the toilet and spilling over onto the bath- room floor, into the recreation room, to a small bedroom and then spilling into the basement. I called the Imperial Plumbing and Oil Co . , 981 Sullivan Ave . and they sent a man right out but he couldn' t do anything. He suggested that I call General Sewer Service in Hartford, which I did immediately. I also called the South Windsor Sewer Dept . , and two men came out and they said that they couldn't do anything either. They looked into the manholes in the street and couldn't see any problem. The two men who came from the General Sewer Service went out to the street and poked into the pipes and found the problem right away. When they loosened the debris in the pipes , it stopped the sewer water from coming into my house . But a terrible odor remained. My son, Dick, came home from work to help me mop up the water. We tried to mop it all up, but the floors and carpet were saturated. My other son, William, rented a cleaner to try to remove some of the water and odor. I called the Power- Tech Cleaning Systems, in Rocky Hill , and all they could do, was to leave a blower to dry the carpet, for which they charged me $20.00. Then I called the ChemLawn Rug Cleaners but they wouldn't guarantee that the odor would be removed. We tried all means to clean the rug and remove the odor. 2- I finally went out looking for a new carpet for the recreation room and the bathroom. A new carpet was installed in the recreation room and new flooring put in the bathroom, May 7, 1985. Enclosed is a copy of the bill from ED JORDON'S CARPET PLACE, Vernon, CT. for $ 1046.00. If I hadn't been home, much more damage could have happened. I would like to know if anything can be done to prevent this from happening again. Also, enclosed is a copy of my Household Insurance Policy which does not cover Sewer Damage . Please reimburse me . The call was received at 3 :40 p. m. , outside normal working hours. Staff members on call reported back to work, arriving at the Northview Drive address at about 4:00 p. m. Attached herein is a report (Exhibit A) prepared by Edward Cusson, Plant Operator III, which outlives the events that transpired. Enclosed, as well, is a memorandum (Exhibit B) from Robert Deptula, Environmental Health Officer, describing his efforts to assist the owner. I phoned the owner, Mrs. Uziemblo, on Friday April 19th, to offer assistance, and located for her places where she could rent equipment or secure the services of a professional cleaner to complete the job of cleaning and sanitizing the basement rug. The cause for the sewer backup was a blockage in the main line. The pipe, however, was only partially blocked, and therefore the rate of flow, after equalization, was the same above as below the blockage. This .factor explains the field observations made by the Staff. The backup occurred because the house lateral intercepted a sewer of particularly steep slope (8 percent) , at a point upstream from the blockage. While the partial blockage of the pipe was not sufficient to reduce flow rate, it did cause an impoundment of water which, due to the steep slope of the pipe, created enough head-pressure to--cause-a-backup -into the -house. -- - - - - - - - -- -- - - - -- AW SOW M 8 f+` ) R Town o-P Spa& ?dZqd4qt ti c, 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 w rdSOR-CO AREA CODE 203/644-2511 -2- This house was the only one affected; the basement facilities appeared to have the lowest elevation in the area. F. Shaw, Supt. of Pollution Control Re: 34 Northview Drive On April 19, 1985, I was contacted by Helen Uziemblo of the above address regarding a sewer backup into her home. I advised her to contact Pollution Control. She had already done this, but was concerned regarding proper cleanup procedures to follow. I advised her to contact a professional cleaning service, but also on do-it-yourself type clean methods, as was requested by her. On April 22, 1985, her son, Dick Uziemblo, visited my office requesting that I view his mother's home. I recommended to him also that a professional cleaning service be employed, but also advised on proper sanitizing methods which could be employed by the homeowner. When I arrived at 34 Northview Drive, the Uziemblo's stated that a pump, carpet cleaner and vacuum had veen used by them to clean the backup, and that affected areas were sanitized with chlorine. Mrs. Uziemblo also said that ChemLawn Carpet Service was scheduled to clean the area professionally on April 24, 1985. Uziemblo : I received your letter dated August 19 , in which you reiterated your claim for damages associated with the April 18 , 1985 sewer back-up at your home . Although I certainly sympathize with you and the fact that you received some damage because of this wastewater backup , upon its review of your claim, the Town ' s insurance carrier has determined that the Town was not negligent and has , therefore , denied your claim. Since the Town ' s insurance carrier is responsible for indemnifying the Town for any losses associated with claims made against it , I have no option but to accept their judgement in this matter . Please also noti-that the "STUB" of over 200ft. to connect Black& Dr, with the Northview Drive and Wbe all the work done on both sides of said STUB including the storm sewers should not have been my responsibilities, This work and the materials had to be the responsibility of the developer of the Northview Drive and the Town had accepted Northview Drive without the "STUB" being completed.
