5+vat Ulu- MEMORANDUM DATE: November 30, 1998 TO: Jerry Iazzetta FROM: Mel Stead V4- RE: Water Main Break, Oak Street Friday, November 27, 1998 Rich Rylander, Service Specialist, was called at 5:28 a.m. by South Windsor Police because of a water main break on Oak Street. Rich responded to the site, which was about 200 feet north of Kelly Road, at 5:48. Connecticut Water was there already, but had not yet shut off the water. The water was shut off by 6:10 a.m. A police officer was on the scene so Rich went to get barricades and signs to close off Oak Street at Kelly Road and at Brian Road. Rich indicated that the water was coming out of all the cracks in the road below the break. Most of the flow was on the surface, either going west onto private property, or flowing down the gutter. It was dark, no pictures were taken during the time water was flowing. Rich remained on the scene until 4:30 p.m., after the repair was completed. The sewer lateral to 27 Oak Street was broken. It was repaired with PVC and two Fernco couplings. I believe CT Water should be taking out a permit for this emergency repair and that we must get a commitment on how the permanent repair will be made. The water company representative said they would be in to pave the area on Wednesday. I spoke with Rich Norris today about the patch. He said he is trying to line up a contractor to do it Tuesday. Scott and Rich have marked out the area that needs to be repaired. I asked Rich Norris to come in for a permit. He said he would. MCS/gh cc: Mike Gantick, Director of Public Works s Fs_4* Tomvii Hall, 1540 Sullivan Avenue, South %Vindsor, Connecticut 06074 Engineering Department March 1, 1973 Mr. Andrew Hall 200..,Pak StreeC South Windsor, Connecticut Dear Mr, Hall: The Public Works Department has investigated the alleged problem with the underdrain in front of your home. On February 281, 1973, the entire length of the line was snaked with the Sewer Department's high pressure sewer cleaner. There were no obstructions and the pipe was found to be completely clean. During this operation, we pumped over 2,000 gallons of water into the pipe. The water completely disappeared into the pipe and surrounding stone. Upon inspection of the lower end of the pipe in the catch basin, we found water running freely from the pipe. We also pumped water into the lower end of your 1" diameter pipe--your pipe was also clean. Since your system functioned satisfactorily for about two weeks after your hook-up, I feel that your problem may be in the size and depth of your outlet pipe. It is possible that due to the shallow depth and small diameter of this pipe, any slight vertical bow in the pipe would retain water. This water, if frozen, would either block the pipe or restrict the flow enough to cause your problem. I suggest that you put in a 4" Orangeburg pipe, such as Mr. Gallagher is doing. The 4" pipe is rigid and large enough to eliminate the freezing problem. If you feel that this is not the cause of your system's poor operation, please feel free to contact meat 644-25119 Ext. 22. South NVindsor, Connecticut 06074 Engineering Department February 27, 1973 Mr. Andrew Hall 200 Oak Street South Windsor, Connecticut Dear Mr. Hall: In recent weeks I have set -up & repair crew to determine the reason for the poor operation of the underdrain in Oak Street, and upon determination, to repair it. However, the weather has been against us. The frost depth has varied to as deep as 16". This has made it undesirable to attempt a repair. I can assure you that barring any adverse weather conditions, a crew will repair the drain in the very near future. The Town's new Sanitary Sewer system is not designed to accept the additional flow of storm or ground water, For this reason no connections for flow, other than sanitary, are allowed. Therefore I must advise you that sump pumps may not be connected to the Sanitary Sewer system in any area of the Town. De .r Mr. SiDrenkel: Last year your office issued a directive that homeowners should not drain sump pulps into the street, but connect underground to the storm se viers. When I atte.,i,pted to comply ,rith your directive, I learned. that no storm sewer -::as provided for this section of Oat Street. Late last summer the town provided a shallow trench which was dug inside the curb across at least four driveways with an outlet into the nearest catch basin. It was su e_ted t ,.at we could cor-nect to this line. This I did with much physical effort and some expense.. It soon beca.Ie apparent that this plan was ineffective, for the line beca_:r!e bloc ;ed sof-iie-There between its beginninr, and the catch basin. I had to disconnect to prev :nt burning out the motor of my sump pump. Once again I am pumping gallons of water every hour or so into the street. I am faced vrith the anger of all those who pass my house (and rightly so) . When the wea tier is cold, the water freezes and covers the street from curb to curb. Drivers brake, and skid, and curse. When the weather is warm the crater collects and s-tagnates.' :5a public nuisance eitrier way, and neither safe nor sanitary. I feel that since this section of Oak Street is taxed at the same rate as the r .st of the area, we have the right to expect full-depth storm sewers with an appropriate number of catch basins. We have sat in this polluted pooh. for twelve long years and never knew we had been discri.mated against until we attempted to comply with your directive. Shortly I plan to have my sanitary sewer connection made. I is h to seek per_,,dssion to drain my sump into the sanitary sewer at that t irie. Please advi:-e what action I must take to et ay p:roval for this acti o-rz.. McAndrew It has been brought to our attention that on a short stretch of Oak Street, water, bleeding up through the pavement and freezing during the late Fall and hinter months, is causing a dangerous situation. In addition to the obvious hazards, the pavement in this area is breaking up. The Town Engineering Department has determined the cause of the problem to be ground water pressure, and proposes to correct it by installing a drainage pipe in front of the homes indicated on the enclosed map. The project will involve digging a trench, approximately two and one-half feet (22-') wide and three feet (3 ') deep in the strip of land located immediately behind the curb and in front of the street lane. Driveways in this area will be cut clean so that a good bond can be made between the existing driveway and the newly-patched trench. When the job is completed (which should take about one week) , the trench will be loamed .and seeded, and the surrounding area involved left in a satisfactory condition. Should you have any questions, please feel free to contact me at 644-2511, Extension 22.
