RE: 590 MILLER ROAD BASEMENT WATER PROBLEMS
Dear Mr. & Mrs. Collins:
It was a pleasure meeting you both last Wednesday afternoon, even if the weather
wasn't so wonderful. As was discussed by Mr. Michael Gantick and myself, there are
some options that you can implement which should resolve your basement water
problem that occurs during a heavy rainstorm. These can provide relief while a long
term solution is being evaluated, designed and constructed. As we indicated, this long
term solution will take about two years or so and depends on funding.
Attached are two options for an immediate solution discussed at our meeting. Once
you have had a chance to review these, please call me at 644-2511, Extension 245 to
set up a time to discuss these options with you.

PROPOSED IMMEDIATE SOLUTIONS
OPTION 1
Disconnect the footing drain outlet pipe from the""collector pipe system"and install a
sump pump outside the house with a discharge pipe on the ground. This will pump any
groundwater in the footing drain system onto the ground and away from the house.

PROPOSED IMMEDIATE SOLUTIONS
OPTION 2
Place a sump pump outside the house, in line with the footing drain outlet pipe. Place a
"backflow preventer"valve on the outlet side of the sump pump. The sump pump
outlet"by pass" pipe is to be placed on the ground. When the"backflow preventer"
valve is not activated, the system functions normally without the pump. When the
"backflow preventer"valve is actuated, it prevents stormwater from the collector pipe
system from backing up into the footing drain around the house. The pump will then
be activated when groundwater is in the footing drains and pump it out onto the
ground. When the stormwater in the collector pipe is reduced and the"backwater
preventer"valve is opened, the pump will stop and the system returns to normal.

RE: 590 MILLER ROAD BASEMENT WATER PROBLEM
Dear Mr. & Mrs. Collins:
The South Windsor Engineering Department has investigated the situation of
stormwater in the basement of your house at 590 Miller Road and the flooding of
Miller Road. To alleviate the problem of stormwater in your basement you should
implement the following steps.
1. Remove your footing drain connection to the collector pipe leading to the
brook. Place a sump pump and outlet it at an elevation of 300 feet or
higher. This will alleviate the problem of water backing up the collector
pipe into the house.
2. Provide a backflow valve in the collector pipe system to prevent backup of
water.
3. The roof leaders should be outletted onto splash blocks rather than into the
collector pipe.
If you have any questions, please feel free to call me at 644-2511, Ext. 245. -

RE: MILLER ROAD DRAINAGE PROBLEM
& MR. & MRS. COLLINS, 590 MILLER ROAD
The Engineering Department has made a preliminary investigation into the
problem of the Miller Road Drainage problem and of Mr. & Mrs. Collins (590 Miller
Road) basement flooding problem. We have not worked on this since my June
11, 1997 memo to you, as other projects have been priority.
Problems for Mr. & Mrs. Collins started in 1989 when the house at 590 Miller Road
was new. Attached are copies of the Collin's 10/1/89 letter, our 4/2/90 letter to
them and a 10/10/89 memo from Steve Groves.
It appears from our recent investigations that the basement flooding problem is a
result of the original "design"for groundwater around the house. A possible
solution to this problem is to revise this system as follows:
1) Remove the footing drain connection from the collector pipe leading to the
brook and place a sump pump and outlet it at an elevation of 300 feet or
higher. This will alleviate the problem of water backing up the collector pipe
into the house.
2) Provide a backflow valve in the collector pipe system to prevent backup of
water.
3) The roof leaders be outletted into splash blocks rather than into the collector
pipe.
These should resolve the problem of water in the Collin's basement.
The situation of Miller road flooding will require an in-depth study. At the present
time this project is listed in the Jan. 1997 dated Capital Improvement Plan in the
1998/1999 fiscal year.

To Whom It May Concern:
As of today, I'm requesting the Certificate of Occupancy
and any bonds in regard to lot #5, 6, and 7 of Kyle Woods be
held up, regarding Mr. Wayne Gerlt.
I'm in complete disagreement in the items listed below:
1. ) New survey mar) .ems -incorrect. Upon close
observation, more items appear to be incorrect.
a. ) Number of feet our house is to the property
line of lot #6 on the north side of our house is
incorrect.
b. ) We do not require an easement from lot #6 to
use a drainage pipe that was installed on our - Y
property to handle our water problems.
c. ) We have no use for-the drainage pipe any
further back than the -north corner of our house and
request it be disconnected from that point back.
d. ) We do not grant an easement for lot #6 to allow
their water to drain through our pipe as we have
enough water problems of our own. Originally both
houses had their own drainage pipes on their own
property and drained toward the brook and we
believe that this is the proper way the drains
should be ----- separate from each other. Our pipes
had to be replaced three times because the
originals that were put in never worked correctly.
e. ) Limit of construction changed from the original
map ------ why? -
f. ) Dimension of pipe drains from our house to main
,•p -1 l2 drain-off pipe are incorrect --- they are smaller
y (four inches from gutters and black corrugated
'r flexible pipe, not heavy white PVC) : dimension of
yard drain pipe in front of house is incorrect,
pipe running in back of house is black corrugated
OGt pipe--dimension is wrong and is not needed. It only
drains a gutter.
co
g. ) New print shows the large white drainage pipe T
is on lot #6 and is incorrect.
5
h. ) Dimension of our property line from Miller Road
to border of lot #6 reads 297 .96 feet -- on new map
it reads 279.96 feet -- k1hich is correct?_ As of
this date we can not find the property markers to
verify these measurements. We were verbally told
all markers are in --would someone show them to us
so we can check .and re-mark them?
Why were the eight items mentioned above changed from
the original map?
2. ) Water problems -- the new drains were installed for
us for our water problems on our property.
a. ) Swail on lot #6 runs backwards into the woods
instead of 'towards the brook like ours to handle
the flow of water coming down from Ellington Road.
The berm on lot #6 will not hold the water back
from flowing into our yard. I believe it should be
having the water running towards the other side of
the house on lot #6, not towards our property. We
are having enough water problems of our own. I do
not believe the water can run back up to Ellington
Road, at least I never saw water run up hill.
b. ) Pond located in back of house on lot #6 ---
with heavy rains it overflows and ends up running
into our yard. Verbally a drain was to be hooked
up to it and run to the brook on the north side of
lot #6 to help eliminate water problems in our
yard.
3 . ) Our yard --- due to the wash outs our top soil is
gone. The grass and hay were put down to "beat the
inspector" and our yard was to be fixed completely
at a later date. Also, while we were waiting for
lot #6 to be graded and seeded, we have lost our
swail creating a green slime pond in our back yard
-- we have to string trim it since a mower gets
stuck leaving ruts. To correct this our dirt
(clay) has to be pulled back from the woods in the -
back of our house and a new swail has to be made
with dirt as the pond area has an approximate
10-12" drop. Next, top soil has to be brought in
and the lawn has to be re-seeded. Since I also had
to have my under ground wires replaced beside the
drainage pipes, a bobcat could probably do the job
-- very heavy equipment may disturb the new wires
or pipes under ground. Who would be responsible
for them in the future?
0
With all this digging going on since October, 1988, the'
trees that gave us privacy from the house on lot #6 have been
getting knocked down more-'and--more-and now an opening has
been created. We though we bought a completely wooded lot.
If we were not ignored by the builder after the closing,
these problems could have been corrected very easily by him.
I called his secretary numerous times asking to talk to him.
He was never available so I told her the problems every time
and requested a return call from him. As of this date, I
have not heard from him. He's "very busy" I was told. But
the house on lot #6 has been getting done and none of our
problems have been taken care of and there are more than
those listed above.
When the house on lot #6 is sold, I do not want to argue
with the new neighbors because the builder should have the .
problems corrected completely before lot #6 gets a It
Certificate of Occupancy. Water has always been our problem
from the start and we would like to see something being done
to correct it.
To be sure our basement stays somewhat dry, we purchased
a 40 pint dehumidifier and run it continuously causing
extremely high electric bills.
If the problems mentioned above could be corrected
completely now, it would be a start. We love the house but
hate the "little problems". We thought we made a good friend
with all we went through together in the building of our
house. I guess we were wrong and it seems to be true, once
the closing is over you are forgotten and so are the problems
you keep complaining about.
Any help you can give us would be greatly appreciated.
Sincerely,
' 6

RE: KYLE WOODS SUBDIVISION, LOT 5
On September 28 , 1989 Mrs . Collins came to me complaining about
various problems concerning drainage, the accuracy of her as-
built drawing, and the responsibility of the builder, Wayne
Gerlt.
Because I had inspected this site last June for a C.O. I felt the
Town had some obligation to help correct the problem. The
following day I met with her to further understand the extent of
her problem. I observed some problems with the drainage and the
as-built which I will try to answer from her list of
discrepancies , submitted to the Town on October 2, 1989 .
1. New Survey Map is incorrect.
a. Lucek Engineer has certified the as-built as a A-
2 Survey. To check the house location Lucek
would have to do this.
b. Mrs . Collins feels that the drainage easement is
on her property - again Lucek would have to
verify this .
C. She needs the pipes north of her house to pick up,
her roof leader.
d. She is correct - both houses were to have
separate drains . No change order was submitted
for the extra drain pipe although she knew about
a common drain, per Wayne Gerlt. Her deed also
indicates a common drain between Lots 5 & 6 .
These pipes were installed to drain her basement.
e. Not on our plans, construction limits remained
unchanged.
f . Lucek has labeled the size and type of pipe
incorrectly on as-built drawing, per Wayne Gerlt.
Jerry C. iazzetta
October 10, 1989
Page 2.
9. Cannot verify without digging it up.
h. 279 .96 is what we show on all our drawings .
2 . Water Problems
a. Grading on Lot #6 and Lot #7 is not completed.
This will have to be done before a C.O. is given
out. I will make sure grading is correct for
Lots 6 & 7 .
b. Grading on Lot 6 is not complete.
3 . Our Yard
There is presently a puddle which run around the N. E. corner
of her house. This water was designed to flow out towards
. the street. Wayne Gerlt agreed to correct this when it is
possible to run equipment ovee her yard.
Conclusion: Mrs . Collins has a drainage problem in the north
east corner of her house. This can be corrected by filling and
grading to allow the runoff from the backyard to drain out to the
street. Wayne Gerlt agreed to do this. The .as-built will have
to be checked by Lucek Engineering. I believe the as-built is
incorrect based on * a field measurement I made to the drainage
easement from the house.

Dear Mrs . Collins :
In response to your . complaint about having water in your
basement, we believe the problem is a result of the soil type
that exists on your property. The soil type around your house is
a "Wapping Silt Loam" having a seasonal_ groundwater table of 10"
to 20" . This may be causing water to seep through your
foundation under hydrostatic pressure above the foundation drain.
Whatever the exact cause of your problem is, it is felt that
additional undedrain or diversion may be required. This would be
the responsibility of the builder.
We understand the headaches that this problem is causing and
regret that we cannot assist you further. We will continue to
talk to Mr. Wayne Gerlt and ask him to correct this problem.
Very truly yours,

Attached is a copy of Tracy's status report on this project. It must be noted that
Mr. & Mrs. Collins (590 Miller Road) have a footing drain that outlets to the brook
and the invert is close to the bottom of brook. A solution to their problem would
be to put a sump pump and new pipe which would outlet at grade closer to the
house and at an elevation above the flood level of the brook. I believe that Bo
proposed this solution to Mr. & Mrs. Collins, however this was never confirmed in

RE: PROJECT NO. 96-807 MILLER-ROAD DRAINAGE
This letter is to state the present status of this project and what remains to be
accomplished.
At this point I have made a general preliminary analysis of one design option. That
option is to replace the existing culvert on Miller Road approximately 250' west of the
intersection of Ellington Road and directing the downstream flow toward Foster Street
Extension. This design would entail:
1. Replacing culvert on Miller Road approximately 250' west of intersection with
Ellington Road.
2. Replacing culvert on Miller Road approximately 1850' west of intersection with
Ellington Road.
3. Replacing culvert on Miller Road approximately 3500' west of intersection with
Ellington Road.
4. Replacing culvert on Foster Street Ext. approximately 850' south of intersection with
Miller Road.
5. Possibly replacing culvert at Abbe Road approximately 2200' north of intersection
with Miller Road.
6. Provide 1100' of channel stabilization.
7. Waterproof up to 13 buildings.
To make a decision and/or a design, a TR-20 and a water surface profile analysis on
upstream and downstream impacts would have to be made. The scope of this analysis
would be from the upstream of the culvert at Miller Road down to all watersheds above
Abbe Road and possibly down to the Graham-Nevers culvert.
"Jerry C. Iazzetta, Town Engineer

Re: Miller Road Drainage
Page 2.
Also, analysis will be needed from Miller Road along Avery Brook down to the crossing
at Beelzebub Road and an analysis of any impact to Avery Dam II. This analysis will
also have to include but is not Limited to, additional survey work, inspection of existing
structures, possible property surveys, wetland delineation, verification of utility locations
(gas, water, sanitary, storm), impacts to buildings and properties, the evaluation of
construction easement needed, scope of legal activity needed and cost estimates for
each option and design.proposed.
In addition, analysis would have to be based on multiple designs:
1. To have downstream flow from culvert directed to Foster Street Ext.,
2. To have downstream flow from culvert directed to Ellington Road,
3. To have a split weir to divide flow between Foster Street Ext. and Ellington Road.
Please note as a sidebar that Mr. Wayne Gerlt has expressed extreme opposition to any
additional flow being directed toward his property.

Subject: Drainage at 590 Miller Road
Date: January 25, 1996
On January 19, 1996 at 8:02 p.m., Richard Rylander was called by SWPD to respond to a
resident's complaint about water entering their basement. Crews were dispatched to the.
scene to clear catch basins and open the existing sluiceway to allow the flooding waters to
subside. At the time of their arrival, there was approximately four feet of water over the
road. As a result of the storm water backing up, it then traveled up the resident's 8" PVC pipe
connected to their curtain drains, thus flooding the basement. The Fire Department was
called to the scene to pump the basement.
On Monday,January 22, 1996 crews went to the area again to assess the situation. They
came back with the consensus that the RCP traveling under Miller Road may be inadequate
for a rainstorm and snowmelt of that magnitude and that the resident should not be allowed
to extend their pipe that close to the brook without a check valve of some kind being utilized
in the pipe.
I would suggest that the Engineering Department do an evaluation of the water flow in this
area to determine if the existing structure is of adequate size to handle the anticipated flow. I
would also suggest that they contact the resident,John L. Collins, at 590 Miller Road to advise
them in this matter.
