South Windsor, Connecticut Dear Sir: I request that the Town of South Windsor make the proper repairs to the road at the entrance to the driveway located at 108 Maskel Road. A slumping of the road at that location has caused a dangerous condition for vehicles entering or leaving the driveway as the underside of the vehicles strike the road causing both physical damage to the vehicle and chance of acci- dent due to driver distraction. Sprenke - Town Manager From: Me n , Jr. Pollution Control Superintendent Subject: Maskel Roa Complaints; Preliminary Report On Per your direction this Department has conducted various investigations on properties located on the east side of Maskel Road. On the morning of 17 June we tried to contact several of the homeowners, and spoke with three (3) of them at some length. At -0g50 we inspected the property of John E. Loker, known as House # 148. There is no apparent system failure here. The run-off to the catch basin ona the R.O.W. appears to be caused by storm water and roof leaders. At 1005 we spoke with Mrs. Robert D. Crawford of House # 132. They are in the process of re-landscaping after an in-ground pool installation.. The landscaper exposed the end of one (1) leaching trench; however, extra backfill has been placed to correct .this, along with contouring in conjunction with grading around the pool. There is an erosion problem because of the new fill around the pool and this is causing some run- off; however, this should be cleared up after new grass has set. At 1020 we spoke with Mrs. Edward W. Reinhardt of House # 160. There is no apparent field failure here; however, the runoff on her property is septic during rainy periods due to a field failure next door. Our.next stop, at 1035, was at House # 174 where we spoke with Mrs. Philip 0. Stoddard. The septic system on this property has definitely failed. In fact, there almost seems_ to be an underground spring welling up at times in the immediate vicinity_ of the distributions box for this field. Most of the trench ends appear to have blown out, as if from pressure. We advised Mrs. Stoddard that she would be hearing from the Director of Health on this matter. Other than the above mentioned failure, none of the houses checked show signs of system collapse. However, everyone to whom we .talked di& remark that their fields have a strong tendency to overflow during the Spring. All expressed the feeling that rising ground water at this time of the year was the major cause of problems 'in the area. The entire hillside behind these homes is honeycombed with springs and climbs quite steeply to the power company R.O.W. The springs are a constant problem - especially in the case of 174 Maskel. At the time of building there was some work done on the installation of a curtains drains to the rear of all these properties, as shown by the red line on the attached drawing. However, there is some doubt that this work was ever completed. I will advise you--of further developments on this matter. Maskel Road Resurfacing I spoke to Frank Rossi after the Council work session on this item, and again on April 17, and informed him of the Council' s order that the cul-de-sac paving be completed as soon as the plants opened. i Frank advised me that he would speak with Hymie Maskel and call back with a definite date and schedule. To date, I have not heard anything in this regard. I anticipate that Maskel will tend to procrastinate on this project. For that reason, I recommend that rather than request a schedule from Maskel, that I, at this time, establish a deadline date for the completion of the paving. I suggest, and submit to you as a completion date, the date of May 15, 1975. I will so inform Maskel Construction Company by letter. 3. Spring Pond Repairs On Wednesday, April 30, Jim Snow, Karen Fellows, Lou Jeski, Bill Shuteran, and I inspected Spring Pond for spring repairs. I have prepared an itemized list of work to be done, and Jim is preparing a cover letter to you including this list. The only added point I mention here is that, in my opinion, the old Pavilion should be raised and replaced with a simple concrete block structure, to house the bathrooms, and lifeguard and storage area. The repair and maintenance costs due to Memorandum Page 2 May 1, 1975 vandalism have reached a point where the expenditure of these funds towards amortizing the capital costs of a new vandal-proof structure is reasonable and logical. 4. Main Street Sewer Grant The Public Hearing for the Main Street Sewer Grant will be held on Thursday, June 5, 1975, at 10:00 a.m. , at 340 Capitol Avenue. I strongly urge that Town officials attend and speak on behalf of our continued eligibility. In my meeting this morning at DEP, I requested a Letter of Eligibility be sent immediately, rather than wait until after the Public Hearing. The representative I spoke with stated that he would check this with Mr. Hupfer and comply with my request, if possible. i Emil W. Lucek Director of Public Works EWL:p rb MEMORANDUM February 18, 1975 To: Terry V. Sprenkel Re: Status - Maskel Road Completion With regard to the petition received by the Town Council on February 3, 1975 from Maskel Road residents, and with further . regard to your request for a complete report on the background, status, and proposed improvements to Maskel Road, I submit the following. The development of Maskel Road was accomplished in two phases-- the first, a subdivision approved in 1957, including Garnet Lane and the majority of Maskel Road, which was completed, approved, and accepted by the Town on October 19, 1962. The deed representing the acceptance of these streets is on file in the Office of the Town Clerk. The second phase of development involved a 200 '± extension of Maskel Road to the south, as part of a subdivision by Land Development Corporation, approved July 27, 1971. This extension has not, at this time, received final approval or acceptance by the Town. In order to receive final approval, the Developer must apply a final surface course pavement and curbing to this southerly extension. This paving will probably be applied this Spring of 1975--provided that contemplated plans for subdivision development north of Maskel Road does not materialize. The vacant land north of Maskel Road has been submitted preliminarily to Town Departments and agencies for consideration as a subdivision; and specifically is discussed in the attached correspondence, dated February 15, 1973, to Mr. Frank Rossi of Maskel Construction, from Mr. J. E. Page, Planning-Coordinator. The development of this land would require the installation of a substantial drainage system the full length of Maskel Road, southerly, with eventual drainage into the Podunk River. If this' subdivision proposal is pursued, it would be desirable to postpone the final paving of the southerly extension of Maskel Road until the completion of this additional construction work. Memorandum Page 2 Re; Maskel Road February 18, 1975 z Recent discussions with Frank Rossi appear to indicate that plans for this additional development are no longer active; and if this is the case, Land Development Corporation will be directed to apply this pavement surface this coming Spring. In response to your question regarding the bonding for this subdivision, an investigation of pertinent correspondence, and Planning and Zoning Minutes, indicate that a Bond was not required prior to, or after, subdivision approval (see attached Letter of Approval, dated 7/30/71) . Apparently, the reason a Bond was not felt to be required was because the road construction and improvements involved in the subdivision had already been built at the Developer's expense. Subdivision approval required the addition of a temporary cul-de-sac which was not bonded. It is pertinent to note that on October 17, 1972, 89 acres of presently vacant land surrounding the Maskel Road area was approved for a Zone Change- to A-30 zoning, subsequent to the - submission of a preliminary subdivision proposal for this land. Further, several preliminary requests have been made to the Sewer Commission for extension of sanitary sewers into this area. For these reasons, it is likely that some development will take place in this neighborhood in the future. Based upon these facts, and with the understanding that there may be additional construction work on Maskel Road in the future, it is recommended that the Developer be directed to complete the paving and curbing work as requested in the subject petition; and that the Town officially accept this portion of roadway. It is further recommended that the Town install the street lights, as requested. Acceptance of the roadway will not prejudice our position in the future, since the additional development will still require the installation of the improved drainage system on Maskel Road by the Developer. In response to your request for a cost estimate to make immediate repairs through the expenditure of Town funds, to the entire length of Maskel Road, it is estimated that the installation of an underdrainage system would require an expenditure of approximately $7, 500. An improved pavement overlay would be provided through our Town Aid paving program, after this installation. This 1 Memorandum Page 3 Re: Maskel Road February 18, 1975 underdrainage system would provide for direct connection of the numerous cellar drain pipes now noted to be exposed in the front yards of homes on this street. However, please note that this underdrainage system need not be installed if a new Maskel - Road drainage system is installed by future developers in this area. In response to your request for information with regard to septic system failures, please refer to the attached report of June 18, 1974, by Mel Edwards; which involved the investiga- tion of four homes, and noted one apparent septic system failure. This failure was referred to the Director of Health for resolution, and I direct you to that office for further - information in this regard. ('111 W. Lucek EWL:prb cc: J. E. Page Wm. William Grace, Chairman Town Planning and Zoning- Commission 1734 Ellington Road - South Windsor, Connecticut 06074 Dear Bill: _ Re: Abby Road-Ma.skel Road Subdivision I-have taken certain actions with regard to eliminating. the problems attendant to this subdivision. However, there are _ certain additional actions which I would request be taken by - the Planning and Zoning Commission. The actions which have .taken have been to direct Jaan Laine, the builder of the 'homes, to accomplish the following immediately: 1. To pipe all footing drains either into permanent dry-wells or storm sewers. - 2 . To repair broken curbing. 3.- To stabilize yard erosion. 4. To remove from the street all erosion debris. - I gave Mr. Laine a deadline of May 1 for this work. He has not met this deadline, but has pleaded weather conditions as the reason I have, therefore, given him a grace period to start to substantially complete this work during the week of May 14, with the stern warning that if this is not done, the Town will immediately move in its own contractor$ do the work, and turn the bill over to our Town Attorney for collection from Mr. Laine, In its letter of July 30, 1971 to Mr. Herman Maskel, giving approval to this subdivision, the Commission made no mention of storm sewer or underdrain installations. In my opinion at this time, this was an oversight and an error on both the part of the Engineering Department and the Planning and Zoning Commission. Hopefully, this oversight has been noticed in time, and I feel that the Commission has full Atty, Wm, Grace Page -2 May 10, 1973 authority to direct the subdivider, Herman Maskee, to provide additional storm sewer systems on Maskel Road--the need for which has developed as a result of the development of his abutting property. I would ask that the Commissions therefore, direct Mr. Maskel to install the following storm sewer facilities : 1. An additional underdrain, extending from- the northern most catch basin on Maskel Road, 300 feet (more' or less) northerly, to the vicinity of the existing cul-de-sac. 2, That a storm sewer system be installed along -the northern curb line of the road stub constructed between Lots #7 and #8, ending in a catch basin in the vicinity of the_ rear _ property lines of said lots . _ 3, A storm sewer system be -constructed, commencing at the intersection of Garnet Lane and Maskel Road, and proceeding south in Maskel Road to the cul-de-sac, constructed as part of this subdivision, and emptying into the Podunk River. 4.
