ZURBRIGEN Town Manager November 2, 1989 Mr. Stanley Greenberg 116 Edgewood Drive_ South Windsor, Connecticut Dear Mr. Greenberg: Thank you for your letter regarding what you perceive to be a dangerous curb installation at the intersection of Route 30 and Long Hill Road. I am referring these concerns to Police Chief Gary Tyler (whose defined responsibility is for traffic planning and safety) , as well as to Public Works Director Michael Gantick. By copy of this letter I am requesting that Chief Tyler and/or Mr. Gantick contact you regarding this matter; and, unless I hear from you to the contrary, will assume your concerns are being addressed. Very truly yours, 12 wn Manager c: Police Chief Gary Tyler Dr. of Public Works Michael Gantick 116 Edgewood Drive \' TC:1' 8 " South Windsor, CT 06074 ' October 18, 1989 To: South Windsor Town'Manager-;" ` '/ Dear Ms Zurbrigen, I am writing to call your attention to a dangerous curb that was recently installed at the intersection of Route 30 (Ellington Road) and Long Hill Road. The placement of this curb is likely to cause some automobile accidents, as I will explain. Please refer to the enclosed diagram. The top half (labeled "Before") shows the intersection before the recent road construction. There was no curb, and Long Hill Road faired smoothly into Route 30. The bottom half (labeled "Now") shows the intersection as it is now. The problem is not that curbs have been installed; it is with the PLACEMENT of the left-hand curb, shown in red. Imagine that car B starts to make a left turn just before car A reaches its stopping point. Car B will normally follow the path I've shown, and that path takes it through the position occupied by car A as it approaches the stop sign. In most cases, car B will see car A and will swerve to the right to clear car A, and then sharply to the left to pass between car A and the right-hand curb. But in some cases (especially at night, in inclement weather, and when there is oncoming traffic) , the car B driver will NOT make this maneuver because he will not see that the situation requires it. Meanwhile, the car A driver normally looks to his left to check the oncoming traffic (car C) and determine when he can proceed out onto Route 30. So he will often fail to notice car B, who may be cutting through the spot he (car A) will occupy as he bends to his left and stops at the stop sign. Clearly, the "red" curb should have been placed along the dashed line that shows where the edge of the road was BEFORE. I'm astonished that anyone would show such poor judgment as to position it where they did. Please take whatever actions are necessary to move or remove this curb before accidents begin to happen. RE: Sanitary Sewer 7 Long Hill Road f Dear Mr. Gantick: You recently requested a proposal to design a sanitary sewer in Long Hill Road just north of Chapel Road. This work would be included in the plans for the Chapel Road Reconstruction as a non-participating item. The work would consist of designing 600+ feet of sewer connected into the existing sanitary line on Chapel Road west of Long Hill Road. The line would contain three manholes and be placed vertically so as to permit a gravity outlet from existing development. The work would also include the design of services to the street lines. No additional survey work or contact with property owners is required. We estimate our costs to design the facility, prepare details specifications and required estimates to be $2,000. We suggest a lump sum method of payment. Please inform me of your conclusions. We are prepared to incorporate this work in the contract upon your direction to proceed. Very truly yours, William D.
