Dear Mr.Collins:
We would like this letter to serve as a formal complaint against the recent actions of our neighbor on 70
Horizon Circle whose property is adjacent to ours.This property is owned by Thomas Phillips,who we
have been complaining to for 14 years about other actions(or lack of actions)on his property.Until
recently,old rusted metal objects laid about in his yard,trees had fallen over and were not picked up,and
fallen leaves had gone untouched since we moved here in 1986.
Recently,without prior notification,he employed a crew of tree cutters and removed at least 5 perfectly
healthy trees over sixty feet in height with trunk circumferences exceeding three feet. Several of these trees
were on our shared property and are now the subject of civil litigation. While this is not the town's concern
his other actions are.
In doing this he also substantially changed the grade and slope of our adjacent properties.He moved over
30 large boulders that comprised an existing rock wall and are now placed along another property line.
He scraped off all of the topsoil in his back yard and has left it barren.This area is approximately 150 feet x
40 feet and has created a significant erosion problem.
More importantly he has created a danger to the children in the area.He has placed 12 large tree trunk sized
logs on top of each other in an obviously unstable pile.These logs probably weigh over a ton each and
could easily be dislodged from their precarious placement and crush anyone playing in the area.My son
has seen children playing on this very attractive and potentially deadly nuisance.
We have enclosed pictures of this problem.I hope the town will act on this before someone gets seriously
injured or property is damaged further.
