Future Expansion Plans of Gerber Complex I. INTRODUCTION The Town Council of South Windsor authorized the formation of the Kelly Road Study Committee at its regular meeting of 7 January 1980 . A request for persons interested in acting on the Committee was initiated. Mayor Edward F. Havens, acting on behalf of the Town Council, appointed the persons listed in Appendix "A" to serve on the Committee The charge of the Committee was established as providing to the Planning and Zoning Commission, via the Town Council, of the effects of the proposed widening of Kelly Road as a consequence of the proposed expansion of- Gerber Scientific Company. i II. SUMMARY OF FINDINGS As a result of several meetings and a publicized informational hearing headed by a large number of residents, substantial data has been gathered to permit an assessment of the impact caused by the widening of Kelly Road. The impacts are categorized as POSITIVE an. .NEGATIVE EFFECTS for the purpose of this study. The evaluation includes consideration of the impact on the residential area adjacent to Gerber Company and the overall influence of the Company on South Windsor The scope of the Committee pertains to the widening of Kelly Road. However, the interaction of expansion within the Gerber Complex is inter-related and does influence the overall considerations for which the widening is required. Therefore, numerous issues are addressed in the separate categories of this .study, but the financial benefits or detriments of the Gerber Complex expansion cannot be fully determined• at this -time. III.CONSIDERATIONS ADDRESSED The aspects considered which are discussed separately include: A. Kelly Road and connecting streets B. Traffic safety considerations C. Surface drainage requirements D. Environmental influences E. Sanitary disposal systems F. Financial and taxation G. Concern over property value Evaluation is based (1) on data gubmitted from reports of agencies, departments, and commissions which were contacted by the Committee, and (2) on concerns as expressed by citizens of South Windsor. A. KELLY ROAD AND CONNECTING STREETS The present width of Kelly Road is approximately twenty-two (22) feet. This paved two-way street is proposed for •widening to thirty-six (36) feet, with three lanes , including one turning lane. The expanded width will be taken from the adjoining Gerber and Town owned property. The volume of vehicles on Kelly Road and adjoining streets (Diane Drive, Oak Street, Benedict Drive) is expected to increase substantially as noted in the report by Fuss and O'Neill. The site line will be improved slightly by lowering the grade of Kelly Road. B. TRAFFIC SAFETY CONSIDERATIONS The widening of Kelly Road with left turn lanes is addressed in the State Traffic Report 132-7905-03 (appendix "B") wherein the roadway must be widened to provide turning lanes. Traffic control signals at the intersection of Gerber Road-East and Kelly Road and pavement markings for left turn lanes will enhance safety and vehicle movements . The State 'Traffic- Commission has, issued Certificate #.292 . S B. Traffic Safety Considerations (cont) dated 19 February 1980 to Gerber Scientific Company for the proposed widening. The plans as submitted for the grade change and roadway reconstruction do not define any changes to the sidewalk area on the north side of Kelly Road. The walkway is in a deteriorated condition and is discontinued at the Vernon town line. The slope change and roadway contour should include a total replacement of the walkway from Oak Street to the town line and continued over the Hockanum Creek in Vernon, in accordance with existing Town specifications. Kelly Road, west of Diane Drive, does contain safety hazards for both pedestrians and bicycle traffic as a result of the projected increase in traffic. Of special emphasis in this area is the number of school age children which reside or utilize this area. C. SURFACE DRAINAGE REQUIREMENTS The increased paved areas and street widths may accelerate the rate of surface run-off water. The adequacy of the storm drainage must be evaluated. Any water run-off problems on private properties should not be considered unless caused by the new construction. The drainage requirements are addressed in the report of Appendix "B" . It is expected that the Public Works Department, Town of South Windsor, will review and the Planning and Zoning Commission will approve the roadway and drainage plans. D. ENVIRONMENTAL CONSIDERATIONS The improved traffic flow, as proposed for Kelly Road and Gerber Roads (East and West) can reduce emissions of standing vehicles awaiting to make turns at peak traffic hours. The significant in- increase in vehicle activity on Kelly Road, Oak Strebt, Diane Drive, and/or Benedict Drive will increase emissions 'in those areas. However, any assessment of Air Quality would require extensive study and expense. Noise barriers to properly screen the additional vehicular activity from adjoining residential properties are recommended. The proposed expansion in the Kelly Road-Diane Drive area will add to the adverse environment factors already evident in the area. According- to a preliminary evaluation (Appendix F) ,prepared by the Department of Environmental Protection, Air Compliance Unit, the carbon monoxide levels will be in violation of the eight hour National Ambient Air Quality standard in 1982. This report was prepared to determine the air quality impact for the proposed reconstruction of I-86 from Vernon to Manchester. The Kelly Road-Diane Drive area is less than one-half mile from this highway reconstuction. These standards did not take into account the expansion of Gerber Scientific Company and the widening of Kelly Road. The expansion of the Gerber Scientific Company can only aggrevate this environmental impact problem by leading to: a. Increased automobile traffic b. Increased truck traffic c. Pollutants resulting from starting and idling of cars . and trucks associated with the Gerber Complex. f B. Environmental Considerations (cont. ) Area residents have voiced complaints of Noise pollution from trucks on Gerber Road-West and Kelly Road, (2) Vibration from vehicles passing within 150 feet of their homes, and (3) in the plans as subitted by Gerber Company, the parking lots and loading docks will be relatively close to properties on Diane Drive. E. SANITARY DISPOSAL SYSTEMS The expansion of facilities in the Gerber Complex has been addressed in the report of Appendix "C" , as reported by the Sewer Commission and the Pollution Control Department of South Windsor. The reserve capacity and the adequacy of the lift station are reported as not detrimental to the expansion. There are sanitary sewers in Kelly Road which service the adjoining residences , but the connection of the Gerber Complex is via service mains in Diane Drive. Previous repairs to the lift station force mains in 1977-1978 have apparently resolved the line breakages which had been previously experienced. Minor electrical problems occurring in the recent past are being resolved by component replacement and an effective alarm system centered on the Police dispatch board. F. FINANCIAL and TAXATION The widening of Kelly Road may be a benefit to the Town of South Windsor in the following respects : 1 . The improvements will be designed and financed by the Gerber Scientific Company, as required by the State Traffic Commission, with no bonding or other front-end .costs •to the town. 2. The road widening will provide an improved transition from the fifty-two (52) ' foot boulevard widening which is required at the Kelly Road-Route 83 sector of Exit #95 of the Interstate Highway system. 10, r i i F. Financial and Taxation (cont. ) 3. The Town will derive benefits from the widening, but the traffic will increase substantially over the next two or three years. 4. The Town may be required to participate in the costs of sidewalk improvements to the north side of Kelly Road. 5. Tax benefit. to the Town would be adverseley affected by any tax abatement granted to Gerber Scientific Company. IV. POSITIVE and NEGATIVE EFFECTS This study, as related to the widening and improving of Kelly Road, considers the following aspects as important to the Town of South Windsor, the quality of life, and the benefits lost or gained: A. POSITIVE EFFECTS 1 . Increased street width improves safety due to greater visibility and control. 2. Road widening costs are not initially borne by the Town. 3. No bonding costs are incurred by the Town for the road construction financing. 4 . Transition of road width from tjae Vernon town line of fifty-two (52) feet to thirty-six (36) feet in South Windsor. 5. The rebuilt road will reduce major maintenance costs for several years . 6 . Improved traffic flow in the west-bound lane of Kelly Road during peak volume periods through the provision of the left turn lane. 7. Although there will be greater total exhaust emissions, the net effect will be lessened due to decreased standing traffic. IV. Positive and Negative Effects (cont. ) B. NEGATIVE EFFECTS 1 . Increased street width may attract new or increased traffic volumes through primarily residential areas. 2. Potential for increased vehicular speeds will reduce safety factors in the area. This may require greater speed surveillance and enforcement. 3. The roadway may be more hazardous for any bicycle useage. 4 . Increased truck traffic to and from the Gerber Complex. 5. Increased peak hour traffic volumes. 6 . The quality of life in the immediate neighbor- hood will be adversely affected in terms of increased noise, air and visual pollution. . Increased vibration from truck traffic . 8. Road maintenance cost increases due to any accelerated deterioration. 9 . No improvements are proposed for sidewalks . /0. The Committee considers the road site-line problem as not adequately addressed. 11 . Proposed future development for two or more buildings . 12. Three petitions have been submitted to the South Windsor Town Council opposing the widening of Kelly Road and the Gerber Complex. 13.Children, pedestrian and bicycle safety may be jeopa=rdized. V. CONCERNS EXPRESSED At the Public Hearing held by the Committee on 11 March 1980, the following concerns were discussed: 1_ . Increased vehicular parking space being available would generate greater weekday volumes. 2. Apprehension of adding more industrial buildings in the Gerber Complex. 3. Increased truck traffic for pickup or deliveries and possible restrictions and/or prohibitions in the residential areas. 4 . Traffic speed enforcement on the streets. , 5. Mechanical problems of the sanitary sewer system. 6. Concerns on property values of the adjoining areas . 7. Timetable for expansion plans by Gerber Company. 8. Use of vacant lot on Diane Drive as a .roadway access. 9. Inland-Wetlands encroachment in the area near Diane Drive. 10. Erosion problems which may occur. 11 . Trucks prohibited from Gerber Drive-West. . 12. Safety of children and senior citizens using Kelly Road 13. Difficulty of Kelly Road residents egressing from their driveways. 14. Regarding taxes, some residents stated "Gerber Company pay its fair share" . VI. RECOMMENDATIONS 1 . Truck traffic be restricted to Gerber Road-East, thus diminishing noise volumes , air pollution levels , and vibration. 2. Reduce the parking lot adjoining Gerber Road-West by approximately ten feet. This would create an improved buffer between the parking lot and the residences on Diane Drive;approximately -f ive parking spaces would be eliminated. v VI. Recommendations (cont. ) 3. Gerber Company to provide traffic control during peak traffic conditions for safety. A possible danger may exist for traffic exiting Gerber Road- West and making left turn, since the sight line of traffic on Kelly Road may be obscured by any standing left turn traffic on Kelly Road. 4 . Strict law enforcement and intense surveillance be conducted by the Police Department. 5. Gerber Company adopt a staggered work shift to reduce traffic congestion at peak hours. 6. Sidewalks on Kelly Road to be reconstructed and a bicycle path be provided. 7. Gerber Company consider providing cafeteria service to reduce lunch hour exodus and return trips. 8. Construction of a buffer strip along Gerber Road- West to effectively screen the complex from the residences along Diane Drive. 9. Ap a result of this, the Town of Cauth Windsor is proposing a separate project to CRCOG for .the widening of Kelly Road to accommodate future traffic volumes. The current estimated water useage for the calendar year 1979 for the named firm is approximately 3,500.000 gallons per year for the estimated 800 employees. 2. The useage is also considered as the approximate sewage discharge into the sanitary sewer system. 3. The expected revenue from the noted firm will be approximately $2050. on user charges for the 1979 calendar year. 4. The estimated water useage upon expansion completion is approximately 71350,000 gallons per year, which equates to approximately $4200. user charges, based on current rates. 5. The sewage discharge occurs during a 9 hours per day, 45 hours per week in the off-peak residential use period. 6. The additional discharge does not compromise the capacity of the Benedict Drive station, or of the supporting lines. 7. A connection charge of $1000. per acre on the remaining fourteen acres will be assessed and payable upon the proposed site development approval. All the above information is based on preliminary data as received by the Sewer Commission and the Pollution Control Department of South Windsor. • 'M Walter S. RE: KELLY ROAD STUDY COMMITTEE -- REQUESTS I I i As per your request, I am submitting a written report to you in reference to the requests of the Kelly Road Study Committee in the Mayor's February 20, 1980 memorandum. I met with the Committee on February 6, 1980, and all their requests were addressed verbally. This meeting took place before Gerber submitted their plans to the Planning and Zoning Commission; and you know, Planning and Zoning has the final jurisdiction for acceptance of their proposals. The i Town Engineer is the laison between Public Works and Planning and Zoning, so our input into the proposals will be requested and submitted. The Town has certain requirements and standards relating to drainage, road construction, sanitary disposal, and traffic safety, as well as i pedestrian safety. These will all be addressed, as well as other considera- tions not only by Public Works but also, I am sure by the Planning and Zoning Commission. As of now, the proposals as submitted, address the zoning requirements, the Public Works specifications referring to drainage, sewage disposal and road specifications. We are still working with the Gerber people to finalize their plan, which will be presented at the Public Hearing of the Planning and Zoning Commission on April 15, 1980. Richard A. McNamara, Assessor DATE: March 14, 1980 SUBJECT: Reason for decrease in taxes for Gerber in 1974 On October 1, 1974 the Town wide revaluation became effective and due to the increase in the Grand List the mill rate was lowered from 54.5 to 33.3 mills. Gerber Real Estate assessment increased b 1 rate had a reduction of $199725 in taxes or28.6%and with the new mill Residential Real Estate assessments increased an average of 75.4% and with the reduction in the mill rate had an increase of 7%. The assessor is directed by State Statute to assess at Fair Market Value. The reason for the difference in increase for Commercial and Industrial compared to Residential is because the Market Value of homes increase more rapidly than the other two categories. As an example two recent articles in the Hartford Courant confirm this One was the effect of revaluation in the City of West Hartford (see attac;i -,1 1). The other the fact that a legislative committee was considering proposals for tax relief to residential taxpayers because of the 'shift of the tax burden after a revaluation (see attached 2). Further confirmation of the difference in values is brought out by the Sales Assessment ratio study done by the State Tax Department. ago / the Legislature directed the State Tax Department to initiate a`Jsales/Assessment ratio study for equalizing Per Pupil Grants to the municipalities. The most recent was completed last month and indicate the following ratios for the Town of South Windsor: Residential 44_48% Commercial 64.027 Industrial 57.88% Vacant Land 38.207 In 1974 these values had been equalized at 70%. Based on the above ratios if we had a revaluation completed on .October 1, 1979, the increase to return to 70%0 would be as follows: Residential 57.37% Commercial 9:34% Industrial 20.93% Vacand Land 83.24% These fiqures ar-e presented only to show that there is a difference in the increase of various types of Real Estate., When the revaluation occurs in 1984 I'm sure there will be a-diffence in the present ercenta e ' r M p g s. i Jamir-iry 21, 1980 Re: Gerber Road: APPENDIX E rp he follov.,ing are the amounts that were appropriated, as of this date-, for the inst:allati.on of roads and sewers pertaining to th= Gerber property: 1964 (roar: construction) $13, 000 1977 (sewer construction) 10,000 1978 (roads and sovmrs) 156, 000 TOTAL $179, 000- .allmyin[j 1ist L:i a record p ta7: payments made by S: Liii • •t1a1om oL SoLs.1L1 t-:ii..ds or for thf- )?Criocl j.96 6 _C,;,g1i 1973: 1/1/G6 $ 42, 785.44 G 59, 353. 20 FSf> (,5, 000.92 69 10cS, 503.51 70 176, 258 1.G 71 157, !52.40 72 151, 440.69 73 134, 9r,9.25 1/1/74, 133, 1 59I.P,G 10/1/14 7.7, 4• 15.84 10/1/.75 f-14, 070.08 10/1/76 76, 53 A .00 _ 10/1/77 115, 315. 14 10/1/7 8 140 Tc)ta1. $1, 5 22. 78 .45 . Design Consideration The drainage area tributory to this proposed culvert is approximately 750 acres. Considering the possibility of some future de¢elopment in this area as well as the present land we use we have assigned a value to the run-off coefficient, C, of 0.25. The design criterion of the intensity of rainfall is based on 50 year storm of one hour duration related to City of Hartford Frequency Curves. This gives a value of three inches per hour. According to the Rational Formula, the design flow at the proposed culvert is: Q = 750 x 3 x 0.25 = 560 cfs According to the Bureau of Public 'Roads Formula, the design flow at the proposed culvert is: Q = 750-x 0.93 x 0.6 x 1 .2x 1 .0 = 510cfs 11. Capacity of Culverts Based on a constant slope of the culvert of 0.6°Io, the capacity required fot the various materials of construction are shown below. This is in accordance with Manning's Formula. 4 TAB LE I Capacity required for various culverts Item Type Size Total Area Manning's n Capacity-Q 1 Conc. box culvert Twin 56 sf 0.013 580 72" x 60" M rI 2 Reinf, conc. This limitation has been reflected when selecting the culvert sizes indicated in Table I. Ill. Cost Comparison- Pipe Culverts From Table 1, the total quantity of pipe required for Item 5 and 6 is one and one third times the amount required for Item 3. The total quantity of pipe required for Item 4 is the some as that required for Item 3. However, the cost of the materials for Items 4,5 and 6 is substantially in excess of the cost for the materials for Item 3 without a corresponding reduction in the cost of making the installation. Also, these pipe com- binations do not have the required capacity of at least 530 cfs. Therefore, our study resolves itself into a comparison of costs for Items 1,2 and 3. Let us consider only Items 2 and 3 for the moment, since these are in the nature of pipe items. Item 7 must be eliminated .from our study because of lack of capacity, tight vertical clearance and uneconomical material costs. Based on theprevailing construction costs for the two remaining items of work, Item 3 is the most economical . See Table IF. TABLE 11 Comparative costs of various culverts furnished and installed Item Description LF Material Cost Labor Cost Total Cost Total Cost per If per If per If Per If of complete installation 2 Lo-head pipe 2 40. 20. 60. 120. Reinf. cone. 3 Reinf. cone. pipe 3 20. 15. 35. 105. These prices do not include the cost of excavation, backfill, stone bed under pipe, endwalls or road repairs. The total cost for these items of work will be approximately the some for each installation. Of the two pipe items (2 and 3) the triple 60 inch reinforced concrete pipe is superior, from the standpoint of economy and will provide ample vertical clearance. While the installation of two culverts as opposed to three offer better hydraulic characteristics at the entrance the increased capacity of the triple 60 inch reinforced concrete pipe as compared to the to-head pipe should offset the entrance losses. i There now remains to compare the costs of a twin box culvert with the reinforced concrete pipe to determine the best alternate of the original seven possibilities. Based on walls and slabs 12 inches thick and 150 lbs. of reinforcing steel per cubic yard of concrete the following quantities and costs obtain for the construction of one foot of twin box culvert, 72" x 60" : Class "C" Concrete 1 .8 cy @$60.00 = $108. Deformed Steel 275 Ibs @ .14 - 39. Total Cost $147. This figure is forty two dollars a foot more than the cost of using reinforced concrete pipe. The cost for excavation, backfill, stone bed, endwalls and road repairs will be substantially the some for either method. However, it is important to note that the choice of the box culvert would necessitate a temporary by-pass of Avery Brook in order of pour the concrete for the bottom slab. Can the other hand it is permissible to intfall concrete pipe in the brook without constructing a by-pass. And note that no traffic should be permitted across the box culvert for at least twenty days after concreting the top slab. In addition, we estimate the total required construction time as follows: Item Description time Calendar Days 1 Box culvert 25 3 Reinforced concrete 15 pipe The additional costs to the Town for engineering (inspection and design) as well as the increased inconvenience to the public are further reasons favoring the selection of a precast pipe culvert rather than a cast-in-place box culvert. r } A Qdty Kell sabeilit 1!. ` sidorertiat ' _ the dre1 `.urea trlbatery ta'thls.ptspsri l"erlve t i rpp eeImotoly 730 ` iderit the p"llollity 4f seams future d""Ont.In tklo aroa as well as the`wVsent lertd wo"so war he osooned a violue, to tkar row--off aaeffiaiokt, C, of O.
