Dear Mr. Karalinas,
Thank you for contacting this office in regards to an
erosion problem that you noticed on your property.
This erosion problem has been identified
and inventoried as a high priority area for treatment
by the Natural Resources Conservation Service.
The reason that this erosion problem was classified
as a high priority treatment area was that very large
amounts of sediment are being eroded away from this
channel that extends from the industrial park across
your property and ends at the Scantic River. This
means that this sediment is being directly deposited into
the Scantic River, which is a direct threat to the wetland
wildlife associated with the Scantic River.
In order to handle the volume and velocity of the storm
water coming from the industrial park, sections of Sullivan
Ave. and Route 5, this gully will need to be stabilized with
a properly sized riprap channel with 2 : 1 side slopes.
The estimated cost to repair this section of channel from
the industrial park to the Scantic River will be $200, 000.
At this time, you may want to contact the town manager,
town engineer, town public works director and the towns
inland wetland commission on the severity of this erosion
and sedimentation problem.
If you need any assistance in the future, please contact
this office.

RE: STATE PROJECT NO. 42-234 - RESURFACING OF U.S. ROUTE 5
Dear Dick:
This letter is to confirm my telephone conversation of yesterday
with Mr. Joseph Subach concerning utility adjustment in conjunction
with the resurfacing of U. S. Route 5 .
The Town of South Windsor is responsible for a minimal number of
sanitary sewer manholes. The Town will make the necessary adjust-
ments to these structures using Town forces . The number of structures
is estimated to be between one and four, depending on field investi-
gations and conditions .
Our contact person for this project is Mr. Melvin Stead, Street
Superintendent. His telephone number is 644-2531.
It would be desirable to have one week ' s lead time on the
resurfacing so that we can schedule and coordinate our efforts.

Dear Commissioner:
Re: State of Connecticut Permit No. 03129
Permittee - Mr. Samuel Cohen, 2780 Berlin Turnpike
Berlin, Connecticut
In January 1971, the subject permittee approached the Town of
South Windsor for approval of the proposed construction of an 00
industrial facility.
One aspect of concern to the Town of South Windsor, at that
time, was the amount of storm water run-off from that site
in relation to the capacity of the existing storm water
culvert under John Fitch Boulevard (U.S. Route 5) . This
culvert was, in fact, undersized and required replacement
to handle the design run-off from the proposed construction.
A long discussion ensued regarding whose responsibility it
was to replace this culvert. Since this discussion promised
to be long and arduous, a. temporary solution of constructing
an on-site retention facility was formulated. This facility
was designed: by a qualified Professional Engineer, and reviewed
and approved by the engineering personnel of the Town of South
Windsor. The function of the retention facility was to control
the run-off from the site, to insure that no additional flow
(or burden) would be .placed upon the culvert during peak
storm periods.
Since that time, the Town of South Windsor has recognized, and
approved, the concept of storm water control through the use
of retention and detention facilities; and now encourages their
use--particularly in industrial or commercial areas, where large
paved areas'produce significant peak flows.
Commissioner Koch
Page 2
December 6, 1974
For this reason, we have now removed the requirement from the
subject permittee that the culvert in John Fitch Boulevard be
reconstructed; and we have approved the retention facility as
. an acceptable means of storm water control on this site.
Further, we have directed the permittee that additional
construction on this site will be accommodated through design
and construction of expanded retention facilities.
The referenced Permit stipulated (at the request of the Town of
South Windsor) that this matter be resolved within five years
of the issue date, and that the State be kept informed of our
progress. By this letter, I am informing your department of
this progress and resolution.
Very truly yours,

Dear Mr. Mather:
Some time ago, the Town of South Windsor installed a
Sanitary Sewer along the west side of John Fitch Boulevard
(Conn. Route #5) at the crossing of this highway with the
Podunk River. This sewer installation included the
construction of new head and wing walls for the culvert
which carries the Podunk River under Route 5.
During the past several years, I have had communication
with your department with regard to the erosion of the
backfill placed behind this new head-wall which, in turn,
has on occasion exposed our sewer pipe.
Initially, it was the opinion of all concerned that the
erosion was due to poorly stabilized backfill, and my
department made the necessary repairs. Recently, however,
it has become apparent that this is not the cause of the
periodic erosion; rather, the erosion is caused by the
inability of a catch basin located at a low point on the
west curb line of Route 5 to accept storm water that flows
entering from both north and south. As a result, the
storm water ponds at this point until its level is higher
than the curb, and then flows westerly over the bank--
causing the erosion.
Mr. R. W. Mather Dept. of Trans.
Page 2

This condition was most evident in the recent heavy downpour
of June 30.
In light of this new information, it is obvious that the
responsibility for repair of the present erosion, and the
construction of new storm drain facilities to prevent
further erosion, lies with your department. I will be
glad to continue to cooperate in every way; however, I
-must stress the importance of insuring that the sewer
pipe is protected from further damage.
Thank you for your prompt attention to this matter.
Very truly yours,
