OF GOVERNMENTS c x r 221 MAIN STREET HARTFORD, CT 06106 as Tel, (203) 522-2217 0 DAN>A S.HANSON RNMENT& ExccurIVE DIRECTOR TO.- Marcia Banach,Director of Planning FROM: Tom Maziarz,Transportation Planner DATE: December 18, 1990 SUB, : Proposed Governor's Highway Closure I have prepared a forecast of the probable alterations in traffic patterns that will result from a decision to close Governor's Highway. The focus of this effort has been on the potential increase in traffic on nearby roads that parallel Governor's Highway and therefore might serve as alternate routes.,These are: Sullivan,Avenue, Strong Load, and Pleasant Valley Road. The expected traffic increases on these roads are presented below after a brief discussion of current traffic volumes. Current 'Traffic Volumes. Existing traffic volumes are presented in Figure 1. The volume on Governor's Highway itself is about 2,900 vehicles per day.The volumes on the parallel facilities are: Sullivan Avenue(14,700), Strong Road(2100), and Pleasant Valley Road (5,900). Traffic Diversions to Parallel Routes. An estimate of how much traffic will be diverted to parallel routes has been prepared through the use of the South Windsor travel forecasting model developed by CRCOG. The model is a computer simulation model that was developed specifically to prepare a new townwide transportation plan. Some minor modifications have been made A VOLUNTARY COUNCIL OF GOV5ANMENTS FORMED TO INITIATE AND IMPLEMENT REGIONAL PROGRAMS OF BENEFIT TO THE TOWNS AND THE REGION. Traffic zones have been subdivided into smaller units and some roads have been added to the roadway network. The expected traffic impacts are displayed in Figure 2. Shown are the the volume of trips that would be diverted from Governor's Mghway if the roadway were closed today (1990). most of the traffic diverted from Governors Mghway will be redirected to Pleasant Valley Road.it is expected that about 1,500 vehicles per day will use Pleasant Valley Road as an alternate to Governor's Highway. This would increase the current volume of 5,900 to 7,500.While this will;not create any congestion problems on pleasant Valley Toad itself,it is possible that the level-of-service at the Pleasant Valley-Route 5 intersection and/or the Pleasant Valley-Route 30 intersection night be adversely affected.Detenn atxon of this will require turning movement counts and capacity analyses at both intersections. The impacts on Strong Road and Sullivan Avenue are expected to be less. About 800 vehicles per day will be diverted to Strong Road and only 300 vehicles per day will be diverted to Sullivan Avenue. It is unlikely that these volumes will create any congestion problems on these roads. It is recognized that the Sullivan Avenue-Route 5 intersection is already congested. However, the addition of only 300 cars per day(or about 30 cars in the peak hour) is unlikely to add appreciably to the problem. A,turning movement count and capacity analysis is needed to confirm this. He relayed his concerns and demonstrated the problem he has each time it rains. The dry well constructed here 20 - 22 years ago was intended as a temporary solution to the problem of water ponding in front of his driveway. His recollection is that 3 truck loads of stone was used to fill around the catch basin and that it worked fine for several years. . It is apparent that after all these years the voids between the stone have silted in with fine sand- and the volume of water contained is only that- which will fill the catch basin. w The water was approximately 2 inches below the grate on September 26 and it has not rained since Saturday, September 22. I discussed the long range solution of installing drainage westerly and connecting to the system on Beldon Road. I showed him the Capital Improvement printout so he is aware of the cost magnitude of the project. He would really appreciate a short term solution. We discussed replacing the dry well with another and he mentioned how at one time it was suggested that the water be piped to the rear. He mentioned the shortcomings of putting water in the backyard and I mentioned that the leaves and sticks would plug up the inlet pipe to Beldon Road drainage system. I have noticed that the water stays on the road here longer and longer after storms. This will present icing problems this winter, both on Governor 's Highway and on Mr. Tersavich ' s driveway. I feel a short term project such as replacement of or addition to the existing dry well is in order. I also suggest that the __1_awn area directly behind the basin be lowered so the overflow would run down_tffe-lawn area instead of the driveway. We also discussed a driveway apron. In conclusion I told him I would discuss options with the Director of Public Works and get back to him. 'd Page 2 Memorandum Governor 's Highway Dry Well The water problem here is severe enough that we have put out barricades on several occasions this year to warn motorists to slow down. I propose that the dry well be replaced and that a driveway lip/apron raising the driveway about 2 inches be installed, but only if the lawn is lowered to accept overflow during heavier rains. At the ends of the wall , which runs the length of his property, are columns 2 1/2 ' in height. This structure is constructed at the edge of the pavement within the Town 's right-of-way. The wall is a greater safety hazard than the railroad ties. A moving object, such as snow and ice control vehicles, striking the wall could result in flying debris. Please re-evaluate this situation; was a proper permit issued, and is the wall constructed to specifications of the permit. Our neighborhood is a very populated residential area and our needs and concerns for our street and the safety of our children and us have gone unnoticed much too long. With more and more construction taking place, this will pose a definite traffic, health, and safety problem for our neighborhood. Please take into consideration what has happened in the past on Prospect Street in East Hartford. Now, as a result of original poor planning, East Hartford is presently taking steps to alleviate residents concerns by planning an alternate traffic route over the dike and by-passing the residential area. Please, we ask you once again for your support. Thank you. (A copy of that letter is attached) . Since you were not in attendance at the meeting, you will find enclosed a copy of the minutes of that meeting for your review. In an effort to reduce the volume of truck traffic on the . residential section of Governor's Highway, the Town is asking the cooperation of all businesses in the area whose trucks or carriers use Governor's Highway to avoid travel on that portion of the roadway. We are asking that you instruct your drivers and request your carriers to avoid travel on the residential portion of Governor's Highway. The Town is asking that such volunteer measures be taken in an effort to avoid imposing more stringent restrictions upon the use of Governor's Highway. I will be calling upon you during the next week to discuss the Town's concerns with this issue. Your cooperation in this matter is greatly appreciated. Very truly yours, Johit J. The complaints, coming primarily from residents of Governors Highway, Chapel, Pleasant Valley and Strong Roads, have reached the Town Hail and the Town Council. Pressures are mounting to severely control truck traffic or at best, limit the hours these roads can be used by trucks, primarily the big tractor trailers. . As the voice of the business community, the South Windsor Chamber of Commerce is inviting truck companies and large truck users to a meeting where the problems will be outlined and mutual cooperation sought to prevent prohibitive ordinances being••ereated. It is of the utmost importance that you or your representative be present to tackle this rapidly growing problem. The meeting will be held Thursday, Oct. 13 at 2 p.m. in the Council chambers at the South Windsor Town Hall, 1540 Sullivan Ave. RSVP regrets only to the Chamber office, 644-9442. Very truly yours, a. Mr. Burnham stated that invitations had been sent to the lcal businesses in South Windsor. He explained that the uckpurpose in the the meeting was to discuss the problem of stated ofhe that the use Governor's Highway residential area. residents of Governor's Highway have asked the Town Council lhf r relief from the large amount of trucks using their area. people at this meeting were asked here to discuss the pros and cons of alternatives that might help alleviate the problem before it gets more serious. Mr. Burnham stated that cooperation with the community is always the best approach. Town Manager Richard Sartor then spoke. He stated that petition had been received from residents of Governor's Highway as ing that all large trucks be banned from using Governor's Highway. Mr. Sartor indicated the area of concern on a map of South ested Windsor and explained the alternatives which had been Hefelt this by the residents and discussed by the Town Council. kind of a meeting would bring about suggestions. stated that e He which government's only tools are regulatory ens are best used only when all other options have been explored. Mayor Havens stated the following options as those being considered at the Council level: a Neighborhood Watch program, a traffic light at the Ellington- Road/Governor's Highway intersection, enforcemHighway,t of the speed might cause aoreduction minor in repairs of Governor's the noise generated by the trucks. He stated that the Council would welcome any suggestions from the business community regarding this matter. Mr. John Shemo said that he sympathized with the businesses which need to travel in that area as well the residents and stated that there are noeasy solutions- lessen hoped this meeting could bring some suggestionsss the degree of hardship to businesses in resolving this problem. MEETING MINUTES OCTOBER 131 1988 RE:GOVERNOR'S HIGHWAY PAGE 2 Police Chief Gary Tyler reported that there were plans for a meeting with the homeowners in the Governor's Highway area and explained that a Citizen's Watch program would be initiated at that time. This program would help in identification of the companies which the residents felt were the problem. He cautioned that complaints will increase once this is in effect. He stated that enforcement of the speed limit had been stepped up and this had showed that speeders were basically vehicular, not trucks. Mr. Joseph Tine suggested that offenders be identified and notified of the problem rather than ticketed. The Town Manager stated that South Windsor has a long standing agreement with the J.C. Penney warehouse in Manchester. The agreement, which requests that South Windsor roads not be used by the company, has been very successful and might be used as a guideline for this situation: -It was suggested that trucks might be stopped as they go through the area, told of the problem and asked to use a different route if possible. The Police Chief felt there would be a legal problem with this. Mr. Mike Carew presented alternative wording of signs which might be used to _ stop the truck traffic. Mr. Joe Ravalese agreed with Mr. Tine's suggestion, expressed a willingness to cooperate and stated that specific offenders need to be identified and told what they need to do. The firms in attendance stated that they were willing to notify the trucking companies- they use. It was felt that if these companies were asked to cooperate and given suggested routes to use, they would be cooperative. The Town Manager summed up what had been discussed as the following: - The offenders need to be identified " The businesses. which were not. at the meeting will be contacted - A flyer/poster will be made up giving suggestions on alternate routes and requesting that trucks not use Governor's Highway. These will be distributed to the South Windsor businesses for their dispatch areas. Mr. Burnham thanked everyone for coming and the meeting adjourned at 2:45 P.M. Respectfully, Den se E.
