SUBJECT: RAILROAD CROSSING GOVERNORS HIGHWAY
DATE: MAY 18, 2009
On May 15,2009 Mark Owens, Ron Asselin and I met with Mr. Gilbert Smart and Mr.
Stephen Curley of the Connecticut Department of Transportation, also in attendance
where Mr. Tres Meyer and Mr. Steve Coomes of Rail America Operations Support
Group Inc., to discuss the railroad crossing at Governors Highway and South Satellite
Road.
We all agreed that we would work jointly in the rebuilding of the railroad crossing at
Governors Highway and South Satellite Road. The railroad would do the work on the
tracks new ties and raise the crossing as much as possible. We would do the work on the
streets including all of the paving and incidental work associated with the jobs.
We have scheduled to do Governors Highway the week of June 15, 2009 and South
Satellite Road the week of July 6, 2006.Ron is working with Stephen Curley to secure
permits from CONNDOT to work in their ROW. Ron is also putting together a traffic
plan to submit to the local Traffic Authority for approval to close the road while work is
going on. Mark is putting updated cost and manpower estimates for the job as to what we
committed to.
I am very confident the Railroad will deliver on the commitment they have agreed to.
I am available to discuss the issues at your convenience.

DATE: JANAURY 16, 2009
On January 16, 2009 Mark Owens and I met with Mr. Gilbert Smart of the Connecticut
Department of Transportation about the problems with the railroad crossing at Governors
Highway. We reviewed the crossing's problems and Mr. Gilbert then asked if the Town
of South Windsor could cooperate and provide paving for that crossing. If agreeable he
would guarantee that the Railroad Company would replace all the railroad ties in that
crossing. This would be a coordinated effort and take place in the spring of 2009.
This is a situation that has been haunting us for the last three years and in order to take
care of this I have agreed to the do the paving and provide traffic control for work at this
crossing. I am very hopeful he can deliver on what he has committed to as we will do
what we have agreed to. This will make the best of a bad situation. I will be working an
estimate of our projected costs in the next two weeks.
I am available to discuss the issues at your convenience.

MEMORANDUM
TO: MIKE GANTICK
FROM: MEL STEAD AP
SUBJECT: 711 GOVERNOR'S HIGHWAY-DRAINAGE
DATE: SEPTEMBER 8, 2000
I met with Gary Wichroski on 711 Governor's Highway at 6:30 a.m. Friday,
September 08, 2000.
We had a thorough discussion about the water problem he is experiencing and what
the possible solutions were.
711 Governor's Highway is the former Doreng residence. It is almost across from
the Tersavich house where we put in a beehive type dry well just behind the street line with
an overflow for severe storm events.
I suggested this solution to Mr. Wichroski. He did not embrace it nor did he say if it
was unacceptable. He is looking for a permanent solution.
We discussed three possible solutions:
-Pipe through his yard(not the whole depth) then ditch to the brook in the
rear.
-Cut the high spot in the road in front of#711 west to #691 so water would
flow west.
-Install a complete drainage system from#725 west to Beldon Road.
All of the homes on the south side of Beldon Road in this area are below the road.
The driveways go down to basement garages and except for the snow shelf, the lawn areas
slope down to the houses. Preventing water from flowing off the street in front of one
residence will cause it to deepen in the street and seek a low driveway or lawn area
elsewhere to run off.
The only short-term option is a dry well. The dry well we installed across the street
has worked well. It was installed in 1990. The cost was $3,000. It would probably cost
$5,000 to install today complete with pavement, curb, loam and seed.
r
r
I told Mr. Wichroski that I would have our engineering staff look at the area to
propose the best long-term solution and then get back to him.
Note: Governor's Highway is lined with large trees almost adjacent to the pavement
and depending on depth, control of ground water could be difficult. It would likely be best
to install the main storm sewer in the street and use manholes with stubs to catch basins at
the curb.
I will get a firm price for the short-term solution before recontacting Mr. Wichroski.

MINUTES OF
MEETING REGARDING GOVERNOR'S HIGHWAY
THURSDAY, OCTOBER 13, 1988
SOUTH WINDSOR TOWN HALL
COUNCIL CHAMBERS
Mr. Dexter Burnham called the meeting to order at 2:00 P.M.
Present were Mayor Havens, Town Manager Richard Sartor, Economic
Development Coordinator John 5hemo, Mr. Dexter Burnham, Executive
Director of the Chamber of Commerce, Michael J. Carew a resident
of Governor's Highway and the following representatives of local
industries: Daniel Wheeler and Hal Griesing of International
Fuel Cells, Nick Pennasilico of Vallerie Transportation, J.
Ravalese, Jr. and Ron Manzo of Tobacco Valley Sanitation, Gabriel
Gaulin, Joseph F. Tine of PYA/Monarch Food Service, Don LaVigne
of B & B Associates, Ken Safir of Standard Printing and John
Decker of Gerber Scientific Inc.
Mr. Burnham stated that invitations had been sent to the local
businesses in South Windsor. He explained that the purpose of
the meeting was to discuss the problem of heavy truck use in the
Governor's Highway residential area. He stated that the
residents of Governor's Highway have asked the Town Council for
relief from the large amount of trucks using their area. The _
people at this meeting were asked here to discuss the pros and
cons of alternatives that might help alleviate the problem before
it gets more serious. Mr. Burnham stated that cooperation with
the community is always the best approach.
Town Manager Richard Sartor then spoke. He stated that a petition
had been received from residents of Governor's Highway asking
that all large trucks be banned from using Governor's Highway.
Mr. Sartor indicated the area of concern on a map of South
Windsor and explained the alternatives which had been suggested
by the residents and discussed by the Town Council. He felt this
kind of a meeting would bring about suggestions. He stated that
government's only tools are regulatory and enforcement, which
are best used only when all other options have been explored.
Mayor Havens stated the following options as those being
_ considered at the Council level: a Neighborhood Watch program, a
traffic light at the Ellington Road/Governor's Highway
intersection, enforcement of the speed limit and possible minor
repairs of Governor's Highway, which might cause a reduction in
the noise generated by the trucks. He stated that the Council
would welcome any suggestions from the business community
regarding this matter. Mr. John Shemo said that he sympathized
with the businesses which need to travel in that area as well as
the residents and stated that there are no easy solutions.
hoped this meeting could bring some suggestions that might lessen
the degree of hardship to businesses in resolving this problem.

MEETING MINUTES
OCTOBER 13, 1988
RE: GOVERNOR'S HIGHWAY
PAGE 2
Police Chief Gary Tyler reported that there were plans for a
meeting with the homeowners in the Governor's Highway area and
explained that a Citizen's Watch program would be initiated at
that time. This program would help in identification of the
companies which the residents felt were the problem. He
cautioned that complaints will increase once this is in effect.
He stated that enforcement of the speed limit had been stepped up
and this had showed that speeders were basically vehicular, not
. trucks . Mr. Joseph Tine suggested that offenders be identified
and notified of the problem rather than ticketed. The Town
Manager stated that South Windsor has a long standing agreement
with the J.C. Penney warehouse in Manchester. The agreement,
which requests that South Windsor roads not be used by the
company, has been very successful and might be used as a
guideline for this situation. It was suggested that trucks might
be stopped as they go through the area, told of the problem and
asked to use a different route if possible. The Police Chief
felt there would be a legal problem with this . Mr. Mike Carew
presented alternative wording of signs which might be used to
stop the truck traffic. Mr. Joe Ravalese agreed with Mr. Tine's
suggestion, expressed a willingness to cooperate and stated that
specific offenders need to be identified and told what they need
to do. The firms in attendance stated that they were willing to
notify the trucking companies they use. It was felt that if
these companies were asked to cooperate and given suggested
routes to use, they would be cooperative. The Town Manager
summed up what had been discussed as the following:
- The offenders need to be identified
- The businesses which were not at the meeting will be
contacted
- A flyer/poster will be made up giving suggestions on
alternate routes and requesting that trucks not use
Governor's Highway. These will be distributed to the
South Windsor businesses for their dispatch areas.
Mr. Burnham thanked everyone for coming and the meeting adjourned
at 2:45 P.M.
Respectfully,
Denise E. Sa3otka

RE: DRAINAGE COMPLAINT AT #608 GOVERNOR' S HIGHWAY (DUBIEL)
Mr . Dubiel had registered complaints through the Engineering
Department on June 7 , 1984 and again on August 14 , 1984 (copies
included) .
A visual inspection of the site was made on February 26 , 1985 by
Deputy Town Engineer Davies and Project Engineer Lessard . There is
a drainage system comprised of makeshift yard drains and pipes at
the rear of House Numbers 620 and 630 that carries the storm water
to the northeast , away from the Dubiel property .
The property at 608 Governor's Highway (Dubiel) has been built up
and is at a higher elevation than that of the rear yards of his
neighbors (620 & 630) . Within this built-up area , Mr. Dubiel ' s
property appears to be "dished" or slopes back to his driveway,
and consequently , his house. He has dug a small ditch in the east
(towards #620) but this has not been sufficient to relieve the
water accumulation.
The backyard drainage system of pipes and drains appears to be the
type for agricultural use. Our research indicates that the Town
has no rights or responsibilities associated with this system.

7. Infornal P-betin-- Jim Rei - Land on Governor's HL;hwaY - Mr. Reidy told the
Agency members he has an option to buy six acres, with an existing house, on
Governor's Highway, near Beldon Road, east of Route 5. The parcel measures
396 ft. across the front and 610 ft. back. He would like to subdivide the
land into.three lots, one on either side of the existing house. The proposed
lots to measure 100 ft. by 200 ft. He proposed placing the houses toward the
front of the property and leaving the back part of the property open.. He '
would not be interested in acquiring the property, if it cannot be subdivided,
as the price would be prohibitivedue .to the amount of land in the parcel. The
land is not feasible for keeping horses as it is too small and there are too
many stumps.
Mr. Finch asked if i&. Reidy saw any evidence of ponding and 1,x. Reidy
replied that drainage was slow, elevation was fairly level -- 80 to 82 ft.
Xu. Reidy had tried to get flood plain info=ation before coming to the meet-
ing., but was unable to on such short notice. He had been told ho:•rever, that
during the last big flood, no Crater had got over Main Street.
( Mr. Reid asked about the distance to the drainage ditch. -.1r. Reidy didn i t
know., he had seen it but never
, e walked back that far.
2'1r. Reid told Mr. Reidy that at this time, without specific plans and
application., there is no way the Agency can say yes or no, it can give an idea

as to problems to look for, if there are t•.etlands there '
people Irish to build.
The DiA tries.to see that nothing is done to hamper or hurt the wetland.
Mr. Finch asked about the condition of the basement in the existing house. _
ice.Reiir said there is a sump pump, but he has never heard it go on so far.
: r. Reid said that a sump pur_p is necessary in the area, problems arise when
the power goes off, however.
Mr. Reidy told the IeTA members that he expects to live in the existing
house and, hopefully, sell the lots individually; the buyers would build the
houses on the other lots. Mr. Finch reminded h-m that t-.hoever bought the
individual lots would have to come to DIA with application before building.
iir. Reid) was aware of this and said he planned to inform potential
buyers that sale of the lots would be contingent upon DWA approval of proposed
plans for the land.
Mrs. Eri 1c son gave Pair. Reidy a copy of the SCS report from !.Zr. :N ei deruerfer,
explaining it would be of help to him perhaps in making- his decision.
Mr. Herzog noted that the front part of the property (roughly fro.c the
front of the existing house to the street) doesn't seem to be considered wet-
land soil, based on what is stated in the 4CS report.
Mr.. Comer suggested that if nothing is done to the back part of the
property, there shouldntt be a problem.
Ps. Herzog reyunded the Agency that the sewer line was Sarin's not
the totrzts, but that any new building being constructed, must tie into a
sewer line if it i s -in service.
Mr. Reidy informed the Agency that he was aT•rare of the necessity to
apply for a zone change—the area in question is presently zoned A20.
Mrs. Eriksson explained that the E-TA had given rix`. Rei t, as much it-for-
mation as they could without an actual,spec_Lic,application; he would have
to review the 'information recieved and make his u j figment,:•rheaher to pursue
the project, or not. Finch added, the Agenc,- can help by giving in 'or

situations which might effect nearby properties, but the;; cannot advise

Mr. Reid told Mr. Reid that factors involving the wetland, itself,, are
important for the ITA to know, is sometzing going to be done in the wetland,
will there be gradingeffecting retention capabilities, either during or after

Cconstruction. He suggested Mr. Reidy develope his plans to .minirdse any
effect on the wetlands.
Mr. Finch suggested verifying whether there is good drainage base,
perhaps 11r. Neiderwerfer would help. He also suggested taking soil samples
and. noted it might be prudent to check if there is enough roo:1 for activity
during construction of houses, without interfering with the• wetland. Also
suggested was checking the depth, in the event it uras necessary to go down
8' or 10 ft. for a basement. rlr. Reid suggested the soil lines be checked
as they could vary., important to verify.
8. Other Business - Scantic River Watershed Association - Mr. Finch reported
on the meeting which he attended on Mauch 6. He said the.SRTA was very
well organized. He thought it might be well to join PACE with the Scantic
Group. Mr. Finch felt they could use as many people as they could pick up
from South Windsor. Another suggestion was to possibly keep PACM until the
Land Trust is well organized. There was a very good turnout fro:a South 1.4indsor
and surrounding towns.
The speaker was Roger Seamans, from the Farmington River Watershed Asso.
He noted that 100 year floods are 1% of all floods, more than a flood occurring
every 100 years. Floods happening in 1936, `1;938, 1952 and 1953--r'l0O yr."floods.
Mork on 100 year flood plains w511 be pr6viding towns :pith information. People
within these lines would be aware of this. Extra-engineering may not be worth the
blockages tahich night occur during a flood, abutments might pick up debris and force
more debris into the.flood palin. Air. Seamans felt it was not practical to
look at zero run-off as a legislative goal, due to econo_m3cs.
11r. Reid asked if the Agency had had any feed-back from the meeting.
T-irs. Eriksson said th;.t -it had'not, so far.
Connecticut Inland ':?etlands. Project - Mrs. Eriksson told the members than
there is money left in the account for educational r+aterials and said the
report 'Evaluation of Inland Wetland and ,itatercourses Functions" is an
excellent and informative educational tool. She said the Aggencyy has pur-
chased one copy, so far, but suggested each member should have his own copy
for reference. Mr. Finch and Mr. J'ureiricz agreed it seeded w-orth:rhil e and
the Agency members needs as much information available to then.i . as.pos6ible,
when revieTdng applications.
Mrs. Eriksson suggesting everyone think about it and they can decide at
the next meeting.

Mr. Peter DeMallie
South Windsor Town Hall
1540 Sullivan Avenue
South Windsor, CT 06074
Dear Peter:
Savin Brothers, Inc. , is now ready to complete the extension
of Gevernors Highway from its present terminus easterly to
Newberry Road. In addition, the permanent connection between
the northerly end of Nutmeg Road South with the southerly end
of Savin Drive will be completed this winter. With the above
improvements in place, Newberry Road from John Fitch Boulevard
easterly to its intersection with Governors Highway should be
abandoned.
I would appreciate your placing the matter on the Planning
& Zoning Commission agenda for action. I will be pleased to
answer any questions you may have and furnish any other information.
I am also sending the request to the Town Manager.
Very truly you s,;'
Edwin A. Lassman
