Since almost 34 years have passed since the sewer connection was installed with no record of any problems, the Town can only assume that the building sewer was properly installed and therefore the Drain Layer's Permit No. 751 will be treated as a permit that has been issued. As the property owner of 110 Graham Road, you have all the rights and responsibilities of an owner.of property connected to the Town sewer system with an issued drain layer's permit. We have scheduled a public information meeting on Monday, March 24, 2008 at 7:00 PM in the Town Council Chambers at the Town Hall, 1540 Sullivan Avenue. You are invited to attend this meeting to review the plans and provide input if you so desire. A Temporary Construction Easement and a Permanent Easement are desired on your property at 110 Graham Road to replace these culverts. These easements would be over the area in front of the culverts to allow the contractor to clear brush, replace the culverts, construct a new headwall, grade and restore the area around the culvert entrance, and to temporarily store materials and park equipment. The Contractor will be required to keep the easement area clean during construction and restore the area to its existing condition or better prior to the completion of this project. The Temporary Construction Easement will terminate one year after the completion of construction. The Permanent Easement will remain to allow the Town access to the culvert entrance area for periodic maintenance. Enclosed is a preliminary plan for the replacement of the Graham Road culverts showing the approximate areas suggested for both a Permanent Easement and a Temporary Construction Easement at 110 Graham Road. Also enclosed is a sample Easement document for this project. Please call me at 644-2511 ext 245 to discuss this matter further after you have reviewed these documents. Whenever a rain event occurs, storm water sheets across your property onto Graham Road at such a rapid velocity that it then flows into the driveways at 385 and 395 Graham Road. This situation is causing a significant impact upon the residents at 385 and 395 Graham Road and must be corrected. It is our understanding that there is a tenant leasing this property, however, as the owner it is your responsibility to have corrective measures implemented. We have been told that the Soil Conservation Service is in contact with your tenant and that they are investigating the problem and will be making recommendations as to what corrective measures should be implemented. However, as we have indicated, it is ultimately your responsibility to correct the problem in a timely manner. Each day' s delay can cause more damages to the properties at 385 and 395 Graham Road. Please advise as to what corrective measures will be proposed and a proposed schedule for implementing these measures. It would be appreciated if you could let us know before September 15, 1993 . THE SUVEY DEALT WITH A QUESTION OF A BLIND DRIVEWAY AND DANGEROUS TRAFFIC PORBLEM AT. THE VEGETABLE STAND ACROSS THE STREET FROM 41.9 GRAHAM ROAD ON THE EAST SIDE OF THE ROAD. THE TOPOGRAPHY OF THE AREA IN QUESTION IS AS FOLLOWS; GRAHAM ROAD IS A TWO- LANE ROAD WITH A POSTED SPEED OF 30 MPD IN THE AREA THAT IS IN QUESTION . BETWEEN NUMBERS 419 AND 427 GRAHAM ROAD IS A CREST OF A SMALL GRADE . GRAHAM ROAD IS A WELL TRAVELED ROAD FROM NORTH TO SOUTH, ESPECIALLY DURING PEAK TIMES OF 0700-0900 AND 1400-1830 HOURS, WHEN MOST PEOPLE ARE COMING AND GOING TO WORK. VEHICLES LEAVING THE ADDRESS of 419 GRAHAM ROAD ARE NOT READILY OBSERVED BY SOUTHBOUND TRAFFIC, BECAUSE OF THE CREST OF THE HILL, AND DUE TO THE HIGH SLOPE OF EMBANKMENT IN FRONT OF 419 AND 427 GRAHAM ROAD, THERE IS POOR .SITE _ LINE LOOK.I.NG NORTH FROM 419 GRAHAM ROAD. THE SITE LINE FROM THE NORTH DIRT DRIVE TO THE VEGETABLE STAND IS VERY POOR LOOKING NORTH ON GRAHAM ROAD, BECAUSE OF A LARGE STAND OF HEMLOCKS AND .CREST OF HILL. VEHICLES GOING SOUTHBOUND HAVE A DIFFICULT TIME OBSERVING VEHICLES PULLING OUT OF THE NORTH DIRT DRIVE AND CROSS GRAHAM ROAD AND HEAD SOUTHBOUND, IT WAS ALSO LEARNED THAT VEHICLES THAT MAKE THEIR PURCHASES AT THE STAND WHEN THE PARKING LOT IS FULL, PARK THEIR VEHICLES ON THE PAVEMENT ON THE EAST AND WEST SIDE OF GRAHAM ROAD IN FRONT OF 411 GRAHAM ROAD. THE FOLLOWING RECOMMENDATIONS. ARE BASED ON GUIDELINES CONTAINED IN THE MANUAL ON TRAFFIC CONTROL DEVICES AND FROM OBSERVATIONS MADE AT THE SITE . 1. INSTALL ONE 2C-39, LIMITED SIGHT DISTANCE -(W14-4 - 30" X 30") ON THE WEST SIDE. OF THE PAVEMENT, 80 FEET NORTH OF NUMBER 427 GRAHAM ROAD'S DRIVEWAY. (SEE MAP) .
