Gantick, P.E., Director of Public Works FROM: Jeffrey Doolittle, P.E., Town Engineer DATE: March 16, 2006 RE: Property on Foster St. Ext. for Culvert Replacement The Town has plans to replace the twin culverts crossing Foster Street (extension) as part of the Miller Road Drainage improvements. I have contacted the property owners on both sides of Foster Street extension to secure easements for the construction and maintenance of the new culverts. The property on the east side of this road (by the culverts) is 4.3 acres of undeveloped land owned by Ralph Winn Jr. with an address of R048 Foster Street. The Town has requested an easement from Mr. Winn of approximately 2100 square feet (0.048 acres) on this property to replace the culverts. This included paying a fair price for this easement. Mr. Winn's reply was that he is not interested in an easement but he would like to give the entire property to the Town in lieu of the back taxes owed on this property. The property is wooded, flat, has two streams passing through it, and is mostly covered with wetlands (according to the Town's wetland map). According to the Town Assessor, this property was appraised at $53,750 in 2002. The total back taxes with interest (including a sewer assessement) owed are $54,949. No taxes have been paid on this property for the past 15 years. Attached is a map showing the location of this property and a second map showing the approximate topography and location of the stream channels on this property. Please let me know how the Town will proceed with this property. \ i / I YG 7-________________ --•---. __T` \ ; - S e ' i i 1 \ .r r : 1 l ' t, l Town of South Windsor R048 Foster Street N ; ``. ! Bowen Davies, Deputy Town Engineer ,' / RE: Foster Street Extension DATE: September 30, 1993 In researching the origin of the "Extension"., I couldn't find in the Town Clerk' s records where there has been a road name change. The confusion appears to be around the intersection with Ellington Road, at Fire House No. 2 . On the 1869 map no names were given to the streets . The layout had not changed much to the 1949 map, revised to 1963. As noted on this map, it is showing present Town roads as recommended by the Board of Selectmen. It was noted that this plan was not officially adopted. On the 1958 subdivision plan, it shows the edge of pavement going around the front of Lot A, the Fire House lot: The Street Map for that time showed an island at that intersection. The ConnDOT 1979 and 1987 listing of Town maintained roads does not help much with a listing for Foster Street No. 1 & 2 . I don't know where this came from. Since that time, with the recent work with Fire House No. 2 and the realignment of Foster Street to meet the intersection with Devonshire, Windshire Abbe Estates, Section VI, the Foster Street pavement ends are not opposite each other, as in normal intersections . It would appear that the Town intended the street name to be Foster Street for the entire length. The three street signs at Ellington Road, Saginaw Street and Miller Road with Foster Street . Ext. on them are incorrect, and should be replaced. Sprenkel, Tom IMLalnaaer _DATE: December 4, 1975 SUBJECT: COMTHETION OF _FOSTER STREET EXTENSION CULVERT INSTALLATION I had earlier indicated to Council the culvert installation work on the above- mentioned project would commence December bath Mr. Delisle signed his easement on December lst. We rescheduled the installation work with the contractor for Thursday, December 4, 1975• The work was commenced on December 4, 1975 and the culvert installed with the road completely re-opened at 2:00 p.m. Rip-rap work and channel clearing is being completed. -We were able to install the tu-in culvert appro,—dimtely six to eight inches lower that the existing concrete culvert. The Lmnnediate results were most satisfactory. The water level of the channel and the large swamp area to the east of Foster Street Extension dropped immediately. Within a period of several days we anticipate dowering the water level of the swamp area by almost a foot in elevation. This will lessen potential flooding problems mentioned at the November 3, :1975 Council meeting. In addition to the above project the drainage installation at the intersection of Foster Street Extension and Ellington Road is proving to function in a satisfactory manner. The installation of the two basins has eliminated the continual flooding and long standing puddles at this intersect_on. This project had originally been scheduled for the spring of 1976 but was accelerated in the schedule to eliminate the continual hazard and complete the two drainage projects on Foster Street Extension this fall. This project was completed about six weeks ago. cc Melvin Stead :ate October 16, 1975 Xa. SOUTH WINDSOR, CONN. 06074 SOR•CO AREA CODE 203/644-2511 October 10, 1975 Mr. Emil Lucek, Direcror of Public Works Town Hall 1540 Sullivan Avenue South Windsor, CT. 06074 Dear Emil: The recent week of heavy rains resulted in flooding conditions that were not apparent problems in past years. Specifically, I am referring to the flooding condition that resulted on Foster Street Extension where the Podunk River passes through a culvert under the road. The property on the easterly side of Foster Street Extension is the land that was filled several years ago by Mitchell Brothers and was the center of a controversy between the owners and the Conservation Commiss- ion. The fill material appeared to restrict the flow of the water to some degree though I realize the culvert was running to capacity. However, I am concerned that the culvert may not be of adequate capacity or at the proper elevation and causing further complications to the flooding condition. I would appreciate your investigating the situation surrounding the flooding problem and informing me of the ramifications the fill material might have caused in the problem as well as the pipe size of the existing culvert. You should also indicate any recommendations that might be implemented to eliminate or reduce this potemmtial flooding location. I would appreciate your report and comments by Friday, October 17, 1975. Sprenkel, Town Manager DATE: October 23, 1975 SUBJECT: FOSTER STREET CULVERT INSTALLATION REQUEST Council has received the report and recommendation pertaining to the installation of a thirty-six inch culvert on Foster Street for a cost of approximately $3,000. This item is to be reviewed at a Council work session on Wednesday, October 29th at 7:45 P.m. I want you to attend this portion of the Work Session to cover the following aspects of the proposal. 1. Cause and effect of the recent and potential flooding in the area of the existing thirty-six inch culvert. 2. Calculations of increased velocity of runoff within the watershed area due to recent construction of "residential units in such areas as Timber Ridge and other areas. 3. Effect of upstream swamp areas being saturated as the result of rains during the week of September 22, 197 6. 4. Anticipated future flooding problems within this area and quantity of estimated rainfall that can be handled before a flooding condition occurs. 5. Anticipated downstream erosion and flooding problems that could result from the doubling of the culvert capacity under Foster Street. 6. Recommendations to eliminate any potential downstream erosion or flooding conditions referred to in 5 above. 7. Any other comments or ramifications that are pertinent to this flooding: problem or recommended improvement. Please submit your comments to me by noon on Tuesday, October 28, 1975. Thank you for your cooperation. MEMORANDUM October 28, 1975 To: Terry V. Sprenkel Re: Foster Street Culvert The following is in answer to the seven questions put. forth in your Memorandum of October 23, 1975. 1. Cause - The pipe is undersize for the area. Even during a 10-year storm, the flow is such that the 36" is marginal. 2. Increased Run-Off - From U & R development according to their figures is 33 cfs (cubic feet per second) , for a 25-year storm. My calculations indicate that they could be contributing as much as 55 'cfs during a 25-year storm. Compared to the total flow of 401 cfs, during a 25-year storm, they have increased the flow by 13.7/. The Dzen tree farm has not caused increased flows. 3. Effect of upstream swamp areas being saturated - The result of being saturated prior to the downpour is that most of the rain that fell, ran off immediately. 4. Anticipated Future flooding - Future flooding can be expected here due to the marginal pipe size. Most common occurrence will be in the Fall, when the water table is high;and in the Spring when the ground is frozen. These conditions allow for almost complete run-off without any percolation into the soil. 5. Downstream erosion - This is not a serious problem at the present time. The landowner has, over the years, established a fairly stable channel. However, any dredging, shaping, or lowering of the streambed will not only increase the possibility of erosion, but will more than likely result in substantial amounts of erosion. Flooding - Doubling the culvert will not, in itself, add to the flooding on the downstream or west side of Foster Street. The channel there almost disappears as you go westerly from the street. At about 150-175 feet out, it Memorandum Re: Foster St. Culvert Page 2 October 28, 1975 5. (Continued) turns into a swampy marsh area, where the water flow decreases to about three feet per second. The channel here is about 18" to 2 ' wide and is partially choked with heavy vegetation. The slope here is less than .5. In the next 200 feet, the slope increases to about 1/; however, due to the dense growth of grasses, the velocity does not increase. Due to these conditions, I would expect to see continued flooding in this area. By flooding, I do not mean the flooding of homes, but the flooding of land only. Basements in this area will continue to have problems of seepage due to the high water table. 6. Recommendations - Erosion is presently under control but should we install an additional pipe, rip-rap should be installed to check erosion. There are two things that should be done to eliminate potential downstream flooding. First, a definite channel should be established through the swamp area at the rear , of #995 Foster Street and across the powerline property to Maskel' s Pond. , Secondly, the outlet pipe in the dam at Maskel's; Pond should be cleaned to allow the water level to recede back_ to the level of 1971. At the present time,, the water level is about two feet (2 ' ) above the 1971 level, and is flowing over the dam, instead of through the spillway. 7. Comments - This drainage area is at the headwater of the Podunk River. It should be understood that any increase in flow generated here will flow through every other drainage structure along the river channel--all the way to the Connecticut River. Drainage structures .such as on Miller Road, as well as others, should be watched carefully for their potential, and eventual, obsolescence. Many contributing factors led to the flow over Foster Street. I cannot point a finger at anyone factor and say "this caused the flooding." These factors may never duplicate themselves again--or, they could occur again at anytime. r Memorandum Re: Foster St. Culvert Page 3 October 28, 1975 7 . (Continued) To conclude, I would like to say that this condition exists at a time when only 70± acres of the total 450-600 acres have been developed. The potential for development in this area, and in others throughout the Town, is why we are very concerned about long-range affects of our existing drainage facilities. Our concern has led to. the Town-wide drainage study becing conducted by a consulting engineering firm. It might be wise to review his findings before we commit ourselves to anything other than doubling the existing culvert. Again, I would like to emphasize that, regardless of our efforts, 980 Foster Street will continue to have basement flooding. This condition is due to the fact that this walkout basement doorway is only .about one and one-half feet above the flow line- of our existing pipe. The home- owner himself should undertake some type of flood proofing, such as installing a hatch-way type entrance into his basement. This would not prevent seepage, but water then would not be permitted to flow in through the doorway. Melvin C. Stead, Jr. MCS:prb M E M O R A N D U M TO: Melvin Stead FROM: Terry V. Date of Acceptance: Signature FORM 118-3 COPYRIGHT 1960-Available from Inc.,Townsend,Mass.01469 MEMORANDUM October 17, 1975 To: Terry V. Sprenkel - Re Flooding on Foster Street As previously reported to you, during the recent storm (Eloise) there was significant flooding in the nothern sections of Foster Street. Immediately following the storm, I had Mel Stead investigate the causes of the flooding. To begin with, -it has been known for some time that to the east of the flooded area is a very flat swampy area, which is unpredictable in terms of its eventual direction of flow. Depending upon numerous natural and man-made conditions, the flow sometimes goes easterly into the headwaters of Avery Brook; and on other occasions, flows westerly into the Podunk River headwaters. Something as small as a fallen tree could effect this change in flow. Since the Town has no control over what happens on this private land,, it is my opinion that any culvert revisions should be designed for the most extreme situation. It is immediately apparent from the hydraulic analysis that, the existing 36-inch culvert is inadequate. The design flow requires .the installation of an additional 36-inch culvert. I am requesting at this time that the Council appropriate funds . in the amount of $3,000 for the installation .of this additional culvert. I feel this should be an emergency appropriation, and the culvert should be constructed immediately. I would hope you would include this on the next Town Council agenda. You have requested that I comment on the fill material placed last year by private developers in this immediate area. It is my opinion that the addition of the fill has 3)negligible affect upon the flooding and flow at this cuYvort. l W. Luce k EWL:prb MEMORANDUM October 6, 1975 To: Emil W. Lucek Re: 36-Inch Culvert at 980 Foster Street The following is a brief history, as I know it, of the problem at the above-mentioned site. Prior to 1967, but sometime after 1960, the 36-inch pipe was installed. Before 1960, it was common to see water crossing the street at this point. This 36-inch pipe has functioned well until this time. In March of 1972, the residents cited problems with some local Spring flooding that left stagnant ppols in the area, and they requested a larger pipe. In 1973, two major storms caused flooding of the basement at 980 Foster Street. However, the water did not flood over the road. The storm that occurred in September of 1975 also filled the basement of 980 Foster Street, but also caused flows too great for the 36-inch pipe. to handle. Rain gauge information for the storm has indicated that it was of 100-year storm magnitude; and based on that data,. a larger or an additional pipe should be provided, to lessen the possibility of this happening again.
