There is a strip along the roadway with a 6" rut and he reports that people walking along the roadway have twisted their ankles many times. This resident told me he has called Public Works many times but nothing has been done up to this date. Please have somebody go out and take a look, as there are no sidewalks there. Apparently, he has been maintaining this property, along with some other neighbors. It seems that it could be just a right-of-way that is there between properties. Please look into this and get back to me on how we can take care of this situation. Thank you for your cooperation on this matter. town a,, n " µ 4' SEC - OSOR•COP a MEMORANDUM March 1 , 1991 TO: Mike Gantick, Director of Public Works FROM: Mel Stead, Superintendent of Streets RE : Response to Request for Responsibility of Sediment - Basin Felt Road Several years ago the Berry Patch Farm (Dzen & Wetheral ) engaged the soil conservation service to recommend soil management of their strawberry farm. A part of the improvements was to dredge the large pond to the rear of and south of Oakland Road. A small bowl shaped basin was constructed to contain silt before it could contribute to the silting in the larger pond previously mentioned. The bowl was constructed in a brook (Farm Brook ) for farming related purposes and may not have been subjected to the usual review processes normally conducted. I do not know of any easement granted to the Town. Apparently this property is no longer owned by the Berry Patch or either of their principals. Mr. Dzen contacted me last year to clear the silt from this pond. I declined at that time indicating that the Town had no ownership or trespass rights. MCS/ds RAW MAR 41991 . December 3, 1990 M EiM O R A N D U M TO: Marcia A. Banach, Director of Planni FROM: Jerry C. Iazzetta, Town Engineer j1__ RE: FELT ROAD Felt Road from Oakland Road south is a narrow roadway. With a proposed site plan and a proposed resubdivision along this road currently under review, we have some concerns as to the adequacy of Felt Road. 'In March of this year we reviewed the proposed Oakland Center resubdivision and commented "It is suggested that Felt Road be widened sufficiently to safely accommodate two way traffic from Oakland to the southwest corner of the properties" . This resubdivision was approved and the road remained unchanged as the widening was to be addressed when a site plan was submitted for the newly created parcel on Felt Road. We now have a site plan for review for this parcel - Atlas Oil Car Wash. The improvements to this "new" parcel are minor at this time. (Atlas Oil purchased this land and added it to the parcel the gas station is on. ) It is still a possibility that. the remainder of .this property will be developed at a later date. The resubdivision of the Burrill Property on Felt Road to create a total of four (4) lots with access onto Felt Road presents an additional load on this "narrow" roadway. As it exists today Felt Road presents a problem for trash and snow removal vehicles. The road needs to be widened and a "turnaround" provided for Town vehicles. It is felt that the developers making added use of this roadway should bear the cost of the upgrade. We realize that the two proposals referred to earlier seem to be "Minor" at the present time, however, the need for improvements on Felt Road seems to be overdue. If I can be of assistance in this matter by appearing before the Commission, I will be more than happy to attend. JCl/jsv cc: Michael J. Kuehn Approximately 34.6 acres Easterly of Felt Road Dear Bob: I represent Dr.` Paul G. Kuehn, who is in the process of preparing plans to seek Planning and Zoning Commission approval of a proposed 27 lot subdivision easterly of Felt Road and westerly of Foster Street (to the rear of the High Ridge Subdivision) in South Windsor. Attached please find a concept map showing the proposed layout of the lots and road system. Mr. Ken Peterson of Gardner and Peterson Associates is in the process of preparing the detailed plans for submission to the Planning and Zoning Commission. However, I would like your input into the proposed plan at this time, so that if you have any objections to the proposed road layout, we can be made aware of those concerns before extensive engineering work is completed. We have reviewed the proposal with Mr. Peter Demallie, Bo Davies, and Ric Martel. You will note that the proposed road layout does provide a connection to Greenwood Drive and Wildrose Drive, opening up those cul-de-sacs. In addition, the road layout would provide a means of access from Felt Road easterly through the High Ridge Subdivision to Foster Street. While I am very familiar with the controversy which surrounded the proposal several years ago to extend Tallwood Drive from Felt Road to Foster Street, I am aware of the concern of providing an alternate means of access from Foster Street to Felt Road. It would be my hope that the enclosed plan would meet with your approval , in that it would allow for police, fire and safety a KUEHN, CAVANAUGH AND CUMMINGS, P. C. Page 2 vehicles, school buses and the like to access Foster Street from Felt Road without taking the more round-about route which presently exists. At the same time, since the route being proposed is not the direct thoroughfare that would have resulted from an extension of Tallwood Drive, it is also our hope that the plan will meet with neighborhood approval . Given the indirect nature of the connection, it would seem unlikely that the proposed connection would become a commuter route. I would appreciate your reviewing the enclosed sketch and forwarding a letter to me with your comments. obviously, feel free to give me a call if I can provide any further information to assist you in your review. Shattuck, Director of Public Works RE: FELT ROAD BETWEEN OAKLAND ROAD AND DEMING STREET 1. The Deeds for the abutting properties refer to a highway or Felt Road as one of their bounds. 2. There appears to have been a travelway in the past, and a portion is unimproved at present. 3. From the Deming Street side, on May 19, 1976, the Z.B.A. granted an appeal for a building lot "on an unimproved but accepted Town road--the owner will be responsible for maintaining the driveway." 4. From the Oakland Road side, a new house was built in the fall of 1978. A variance, #1269-78, was granted--"The lot will meet the requirements for the AA-30 Zone, except it is located on an unimproved but accepted Town road. The owner will be responsible for maintaining the driveway." The Board felt the unimproved condition of the road presented a hardship which was not the choice of the applicant but that of the Town. 5. A sewer lateral was installed by the applicant. 6. The existing paving appears to be oiled gravel. The drainage and utilities are limited. Without extensive research, it appears that the abutters have considered and accepted Felt Road as a Town road. The two latest homes built have accepted their own driveway maintenance. I✓ A. The Town will not participate in the costs of installing a "lateral" on private property as proposed. The owner could install the sewer at their own cost with the following provisions: a. 350' is in excess of our ability to clean lines and the maximum allowable is 3001 . b. 16,6/ is excessive unless energy dissipators are provided. 2. The feasible way to sewer these properties is by installing an 8" sanitary sewer line in Felt Road. Unfortunately, we do not have funds available for this installation at this time. We could propose this project in Fiscal Year 1979/1980; however, that would not provide the immediate solution requested. Allan S. Young Director of Public Works ASY:prb R MEMORANDUM October 11, 1978 To Allan S. Young, Director of Public Works Re: Sanitary Sewer Lateral Serving Property at 74 Felt Road As you can see by the attached site plan, a house connection running for 600+ feet through property "A" has been proposed to service a property "B". Several weeks ago, the owner of pro- perty "A" came in to discuss the possibility of a sewer connection to property 11B", owned by her daughter and son-in-law. At that time, I suggested she approach the Sewer Commission with a plan of action for running a Main Line up Felt Road to service the existing structures as well as the property she may subdivide at some point in the future. Scaling off the distance from the manhole at the Oakland Road and Felt Road intersection, there is approximately 660 feet of main that would have to be laid. Since there is an 8 inch stub out from that manhole and the invert is at 122, an 8 inch gravity line could be installed with only one problem. According to the as-built drawings of Contract "C ' which shows -the main in Oakland Road, some ledge may be encountered. However, I observed two test pits on property "B" and after seeing the soil conditions up there, I do not feel uncomfortable with any great excavation problems. If this proposal is not acceptable, then a septic system -should be designed. Unfortunately, the Town would not reap any benefit through user fees, etc. this way. Also, the owner was informed that a system on site would be costly. Bridge On numerous occasions since the Felt Road Bridge was widened, I have requested that the hand railings be installed at this site. The design of this project, done by me, included the installation of bolts in the concrete abutments to facilitate hand-rail installation. I even recall discussing the construction of the reailing, using 2" diameter pipe with tees and elbows welded to pre-drilled steel plates. Please see that this hand railing is installed before December 15, 1976. Melvin C. Stead, Jr. MCS:prb cc: Allan S. Young MEMORANDUM March 3, 1976 To: Terry V. Sprenkel Re: Felt Road Drainage The area referred to in your letter of February 18, 1976 is, as you have said, a longstanding problem. In the initial stages of development, when Bill O'Neill was Director of Public Works, the developer was instructed to . install underdrains in this area. After installation, there was no visible water problem. However, as has been seen in many areas of Town, the water table characteristics have, in' recent years, contributed to the appearance (or reappearance) of several situations thought resolved. This area is no exception. . The high water table, and the frequency of rain on frozen ground, has contributed to the slow destruction of a portion of Felt Road. A simple restoration of this section of pavement will not be sufficient. Additional underdrains must be installed under the pavement, and the area behind the curb regraded to an inlet pipe draining to the storm system. I believe that this is a drainage problem that could be eligible` for drainage improvement funds administered by Planning and Zoning, and I will contact them in this regard. Melvin C. U&R is the owner, at present. I believe they are presently planning to develop this area; however, sewers may have to be extended to this property prior to approval. There are three catch basins in front of this property, from which we could install pipe stubs to a swale. This would probably keep the surface water from this area off the roadway. Lester A. Road just south of the intersection of Scott Drive. I indicated to Councilman Sorosiak our awareness of this continual problem and the fact we have had to send crews to the area to cut the ice build up. This property is owned by Dr. Paul Kuehn and the runoff problem has been brought to his attention in the past. I am not aware of any conclusions that were reached in earlier discussions with Dr. Kuehn. I would appreciate your immediate involvement in this matter and suggesting a solution that will either carry the water into a catchbasin or be diverted to a location that will not cause a problem on a neighboring piece of property or just move the icing problem to another part of the road. I reviewed this proposed extension in the field on Friday and have instructed our Manager to place an order immediately for the additional 800 feet of 12-inch cast iron, cement-lined ductile pipe in order to complete this section inasmuch as the Town proposes to reconstruct Felt Road all the way to Oakland Road. We must place caveats on all property fronting on both sides of Felt Road so that if anyone connects to this main in the future they must pay their proportionate front foot assessment to the Water Company. If the major development planned for the Buckland Road area requires water before other customers attach to this additional 800-foot extension, they would have to pay their proportionate share for this extension at that time. Considerable blasting and road reconstruction apparently must be done before we can install the above pipeline. There is also a brook crossing which may involve some additional engineering design. Now that your subdivision on Felt Road has been approved, there is no further need to put off your installation of water and sewer lines in Felt Road It is the intention of the Town to immediately begin preliminary phases of the reconstruction of this road. It is imperative that your sewer line and water line installations also be undertaken immediately, and that this work be closely coordinated with the efforts of the Town. On Monday, September 10, Town crews will begin excavating in the shoulders of Felt Road. Your work must begin at this same time and be accomplished promptly, in order that we may have this road paved before the asphalt plants close. Also,. in your contractural arrangements with your contractor, it will be necessary that all trench backfilling be compacted properly and backfilled in pavement areas, in accordance with Town Specifications. If scheduling develops properly, the Town may require that, in lieu of permanent Bituminous Concrete patching of your sewer and water trenches, a cash payment on your part will be accepted and allocated toward the total pavement overlay of the reconstructed roadway. It is obvious that careful cooperation and clear lines of communication between you, your contractor, and the Town must be maintained to successfully complete the reconstruction of this road. s s Mr. Illmar Rupner Page 2 September 6, 1973 In light of this, I am scheduling a meeting for Monday, September 10, at 10:00 a.m. , here in the Town Hall, at which time I would like your contractor, and yourself, to be present to discuss the project scheduling and procedures. Sprenkel, Town nager DATE: August 13, 1973 SUBJECT: L PERMIT FOR SANITARY SEWER LINE INSTALLATION ON FELT RO This is to confirm our discussion of this date regarding the installation of the sanitary sewer line on Felt Road by the U and R Construction Company under a developers permit. It is my intention that the reconstruction of Felt Road will be completed during the current construction season. Our delays have been extended for various reasons. However, the mechanics of the sewer line installation by U and R have been resolved. It is my opinion that U and R, now that it has obtained the permit, is not moving at a rate of speed or urgency evidenced in the past several months. You are to inform U and R Construction that the Town expects this sewer line installation to start immediately and to proceed as rapidly as possible. If the work is not commenced within a very short time the Town will carry out its required work and prohibit U and R Construction from opening the road once our reconstruction work has started. I realize this decision can result in additional costs to the developer. However, it is imperative that the sewer work start and be completed in order to allow the Town to meet -its obligations. I fully expect the sewer work to start no later than September lst. Failure on the part of U and R to commence work by the September lst deadline will result in my notifying them of my intent to prohibit the sewer line installation. Tight sheeting shall be used to protect the Highway when and as directed by the State Representative. All or portions of the sheeting shall be drawn or remain in place as directed. All driveways shall be graded to a specified gutter grade and ramped upward so that an elevation six inches (6") above the gutter grade will be obtained back of the gutter or as directed and this area paved sufficiently far back to prevent erosion and the acceptance of highway water. It shall be the permittee's responsibility to remove ledge, outcroppings, boulders, trees or to flatten side slopes as required to afford maximum sightline as determined by the State. Bituminous lip curbing, where required, shall be placed either on the existing shoulder or on a prepared base as directed to provide a uniform grade and appearance along its top, at permittee's expense. Bituminous Pavement - The base for bituminous type pavement shall be composed of eight inches (8") of processed stone or other acceptable material laid in two (2) four-inch (4") layers, after compaction. A temporary bituminous surface acceptable to the State will be placed on this base compacted to meet the surrounding pavement, and maintained to grade. Concrete Pavement shall be temporarily replaced with processed gravel or other accept- able material and topped with bituminous concrete as above. Permanent pavement shall be replaced with concrete conforming to Bureau of Highways specifications. The temporary ma- terial will be removed to the elevation of the bottom of the surrounding concrete. The existing pavement shall be cut back at least eighteen inches (18") beyond both edges of the original excavation. The final cut, made with a concrete saw shall extend only to the top of the existing steel reinforcement and the concrete below this reinforcement shall be removed with a pavement breaker. Additional steel shall be added as directed and the pave- ment poured. Whenever the present pavement opening is six feet six inches (6'-6") or less from a transverse joint, or three feet (3' ) or less from a longitudinal joint or the outer edge of the pavement, the entire part of the concrete from the excavation to the joint or edge shall be removed and replaced with the new surface. All existing joints shall be car- ried through the new patch. Edging tools shall be used only in areas where an existing edge is to be continued through the new work. Concrete shall be cured at least seventy-two hours (72 hrs.) by approved methods. f 1 Page 3a ENCROACHMENT PERMIT NO. All pipe of less than 30" diameter used in crossing "limited access" or major highways shall be encased within a sleeve to allow for future maintenance. New or relocated installations of utility sewers, mains or conduits shall be located outside the pavement area whenever possible or feasible. Such locations shall not, however, conflict with existing or future drainage systems. If it is necessary to install such facilities within the pavement or shoulder area they shall be placed at least three (3) feet below the top of sub-base to prevent any damage to any part of the subsurface systems by weather or traffic and construction loads. If these conduits are placed less than three (3) feet below the top of sub-base they shall be en- cased in concrete. This concrete shall be six (6) inches above and below the conduit and extend to the full width of the trench. All conduits or pipes shall be of a long-lived type which shall be suitable for car- rying highway loads and shall retain its original shape and will not break when its lateral soil support is removed. This drainage work will be' completed during the present work week. The Committee, appointed,by Council, to ascertain pomsible damages to abutting property owners has had a meeting with the Director of Public Works, the Town Attorney and a land appraiser. Mr. Harry Odlum of South Windsor has been retained to undertake the necessary technical assistance for the Board of Selectmen who are serving as the Committee. It is anticipated the report will be submitted to .the Town Council within two to three weeks Arrangements have been made to _undertake the necessary construction work to improve .the road as noon as the flown Attorney advises me that we can enter upon the, "to-be-acquired" -property. This will assure.us of starting immediately on the 1,800 feet of improvements and having it completed well before the end of the current construction season. vie are now making excellent progress on this long delayed project and with the completion of the drainage work this week-the actual removal of existing base and placement of-the new material will move rapidly once we can proceed and receive the authorization from the. Town Attorney. I might further add that land acquisition costs shouldbe minimal in this project unless we run into an unforeseen problem w`th a reluctant property owner. 7 Fi ally, the necessary utility poles have been relocated so this problem, that we have encountered in the past, will not be facing us or causing a delay in -.he actual construction. .
