Wfndsor; -CT 06074 December 9, 1985 South Windsor Town Manager Town Hall, Sulivan Avenue South Windsor, CT 06074 Dear Mr. Sartor: This letter is mainly to thank you for your attention to the water table problem that I first wrote to you about on October 11 . To begin with, I was glad to have the opportunity to meet with you a few weeks ago and discuss various aspects of this situation in person. It was obvious that you were informed on the subject. Secondly, I received a copy of the 1982 ground water study from the Town Engineer. Thirdly, I was told by Phil Braender that you had inquired about the map I mentioned which shows an underground stream passing through my property. He also mentioned, as did Mr. Martel's letter, that the possibility of connecting my footing drains to the nearby storm sewers is being investigated. I have a few comments concerning the study entitled "Groundwater Conditions of the Parkcentre Development, South Windsor, Connecticut". It referred to an "accompanying map" which was not included with the copy I received. The study seemed to me to be somewhat vague and undefinitive. (Five pages were devoted to the study itself, and ten pages were devoted to Environmental Management Counselors and the three consultants. ) Perhaps the most interesting item in the report were two references to ditches that substantially lowered the water table in their immediate vicinities. Can future earth-moving activity in Parkcentre include such ditches near our neighborhood, especially near my property? I have continued to think about the "randomness" of the water table height over the years, and I must say this: The level of the water table, as observed in my sump hole, has been reasonably commensurate with the time of year and magnitude of precipitation throughout the twenty years I have lived in this house. . . .until this summer! I still believe that the likeliest explanation for this unprecedented water level is that earth moving activities in Parkcentre have affected drainage, quite possibly altering the flow of my infamous underground stream. I hope to explore this theory further, and I certainly wouldn't mind if the Town did the same. I look forward to hearing from you when further information has been developed. I very much hope that the efforts being expended to explore this problem will lead to concrete steps to alleviate it. Thanks again, and have a happy holiday.
