TO: Jean E. Zurbrigen, Town Manager
SUBJECT: OPEN SPACE: DEVONSHIRE DRIVE
MICHAEL O'MALLEY LETTER OF 9/21/90
The subject area has been reviewed by Mr. Karl Reichle,
Superintendent of Parks and Grounds. The broken rail and posts
have been removed. At this time, no replacement of same is
planned.
The number and variety of these types of open space areas,
makes it difficult to maintain them in the manner expected by
adjoining property owners due to our, Department's commitment to
current projects and programs. We have been working with the
Planning and Zoning Commission the past two years to develop low
maintenance Open Space areas so that neighborhood aesthetics are
maintained in concert with the intent of open space subdivisions .
As we have discussed previously, this Department is
currently reviewing all Town Open Space with the intent of
preparing an Open Space Management Plan. It is anticipated that
some strategies regarding this Plan will be available by the end
of December.
Should you have any questions regarding this matter, please
contact me.

Mayor Lincoln Streeter
Town Hall
1540 Sullivan Avenue
South Windsor , CT 06074
Dear Mayor Streeter :
I am writing to express my concern about the town ' s failure to .
follow through on its commitment to open space . The land behind
my house is town owned open space , with an access path adjoining
my property . The path is gravel with a post and rail fence on
each side. Due to the poor quality fence that was originally
installed , the fence is beginning to fall apart . Two posts and
several rails are down. In addition , weeds are overtaking the
path . More gravel and probably some herbicide are needed to
control the weeds . When we called the town to request the fence
repairs , we were told ther was "no money in the budget" for
maintaining the access path.
I support the town ' s commitment to open space. I feel this
commitment must include maintenance efforts as well as funding
for acquisition. I think of the town as my neighbor, and as I
expect other neighbors to maintain their property , I expect the
town to maintain theirs also.
I look forward to your reply so that we might reach an acceptable
resolution of the problem.
