HomeMy WebLinkAboutDiane Drive Cr MEMORANDUM TO: JOE PERNA FROM: MEL STEAD %4k SUBJECT: DIANE DRIVE DATE: JANUARY 11, 2006 The Town did extensive work here in 1997. Erosion in the channel was corrected with rip rap and concrete was pumped in and spread to hold it in place. Chain fink fence was also installed along both sides of the channel. The fence at the Gerber Town line was bent from debris accumulating along the lower edge. The debris was removed. Easements (temporary) were acquired to access the site through the east side of the house at ##160 Diane Drive. We also received a call May 13, 2002 about debris along the fence from Mrs. Dubiel, that debris was removed on May 23, 2002. It appears that the accumulation of sticks and leaves from private properties (160 and 170 Diane Drive) are carried by storm water up against the fence. This has an effect on the fence only as it serves to create an energy dissipater lessening the potential for erosion and serves to contain silt from the run off. The fence appears to be a common boundary between two private property owners that if they wish can remove or they may wish to reset it and cut out the lower portion to allow the debris to be deposited on the Gerber property. I will plan to remove the debris in the next few days. CC: Jeff Doolittle Mike Gantick TOWN OF SOUTH WINDSOR, CONN., Na _ 19124 BUILDING PERMIT Est. Ganrick Director of Public Works Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Gantick: I greatly appreciate the fine job the Town did last year repaving Diane Drive. However, the repaving has caused us a problem. The end of my driveway is now below the level of the street. Consequently, I had a skating rink in that location all winter and a pond for most of the spring. I notice that in other parts of Town, like Birch Hill Drive , that this problem was taken care of by the paving contractor after the roads were repaved. Since I am having this problem and our neighbors at 345 Diane Drive have the same problem, we feel that the town must have this condition corrected. Additionally, I was told by tray Hallowell , of Planning & Zoning, that the contractor was in fact to correct these problems at the time of the repaving. We appreciate the Town' s timely attention to this problem. Thank you. Very truly yours , Peter R. Attached, as requested, is a copy of the Design Stage Noise Report for the subject project. The Diane Drive neighborhood was given a cursory review at that time and was not given a detailed analysis as it lies outside the normal range of areas impacted by traffic noise (600 - 650 feet away from Interstate 86). As stated in previous correspondence to you, the noise levels in this neighbor- hood should be typical for a residential area and would not exceed the federal noise abatement criteria used in determining the need for noise abatement. A copy of this material will be forwarded to the Town Manager of South Windsor. If you should have any further questions concerning this matter, please contact Mr. James F. Attachment i 1 i p DESIGN STAGE NOISE REPORT PROJECT 76-89 RECONSTRUCTION OF I-86 VERNON-MANCHESTER The noise study made for the subject project consisted of measuring the existing noise levels and then comparing these levels to the future predicted levels. Existing noise measurements were made .using a General Radio 1933 Precision Sound Level Meter (Type 1) and recorded on an Esterline- Angus MS 401BB Chart Recorder. All noise levels are reported as decibels on the "A" scale as this scale closely approximates the response of the human ear to noise. The future noise levels were determined using the "complete method" as described in the National . Cooperative Highway Research Program Report #117 "Highway Noise, a Design Guide for Highway Engineers" (NCHRP 117) and Report #144 "Highway Noise, a Field Evaluation of Traffic Noise Reduction Measures" (NCHRP 144) . The calculation of the future noise levels was carried out using a computer program. Both the existing measurements and the future predictions represent the noise levels exceeded for 50 percent and 10 percent of the time and are designated L50 and L10 respectively. The Federal Highway Administration has established design noise levels for various land uses in their "Procedures for Abatement of Highway Traffic Noise and Construction Noise" Federal-Aid Highway Program Manual (FHPM 7-7-3) . These levels are listed in Table 1. The five areas that were evaluated with regard to noise analysis and the locations of the individual noise measurements are shown in Figures 1 and 2. The existing- and future noise levels along with the corresponding land use are listed in Table 2. ANALYSIS Areas I and III are expected to experience future noise levels which exceed the design noise levels established in the Federal-Aid Highway Program r. Manual (FHPM 7-7-3) for residential areas. Areas II , IV, and V will not experience noise levels above the design criteria in the year 2000. A brief discussion- of each of the five areas which were considered is listed below. AREA I —RESIDENCES ON BRYAN DRIVE AND BALDWIN ROAD Twenty-four homes and one undeveloped lot located along the south side of Bryan Drive in Manchester and north of Interstate 86 presently experience noise levels in excess of the design Levels. These homes are situated about 225 feet from the nearest existing Interstate 86 travel lane. A noise barrier is proposed which would begin at STA 663+34WB (abutting Deming Road) and extend east- ward approximately 4,2501 to STA 705+80 WB. The barrier would range in height from approximately 11 feet at STA 671+50 to 32 feet at STA 683+00 measured from the ground elevation at the location of the noise barrier. AREA II - BUSINESSES ON TOLLAND TURNPIKE Four commercial properties-an antique shop, Howard Johnson's Restaurant, and two gasoline stations are located along Tolland Turnpike in Manchester within 200 feet of the I-86 roadway. The future LlO noise level will decrease from existing levels due to the new vertical alignment of the proposed expressway and will not exceed the design noise levels of FHPM 7-7-3 for a commercial area therefore, noise abatement is not required. Noise abatement was previously proposed for this area however due to this new analysis and the nature of the commercial activities it is recommended that this noise barrier be eliminated. AREA III TALCOTTVILLE POND OPEN SPACE Three houses, a nursery school , and the tract of 4(f) property bordering Talcottville Pond in Vernon are situated south of Interstate 86 and will experience future noise levels which are above the established design noise levels. The Section 4(f) land is owned by the State of Connecticut and managed by the State Department of Environmental Protection. It has been proposed by the town of Vernon as public open space, reserved for such activities as fishing, hiking, and sight-seeing. . The proposed Interstate 86 alignment and flyover ramp to the Vernon Circle shopping area will cause the nearest travel lane to pass approximately 100 feet from the nearest house and.50 feet from the 4(f) property. In addition, one of the houses on Main Street is of local historical significance and is registered with the Vernon . Historical Society. Noise abatement requires the extension of the previously proposed barrier to provide proper protection for the affected area. The noise barrier would begin at STA 730+00 EB and extend eastward over the bridge at Route 30 for approximately 1 ,950' to STA 49+50 EB (flyover ramp). It will be 16 feet above the proposed grade at the baseline of the flyover ramp. AREA IV - RESIDENCES ON CAMPBELL AVENUE Thirteen homes are located on the north side of Campbell Avenue in Vernon. Noise measurements taken at the closest receptor (see Figure I) show.- no increase in the noise level for the year 2000. This is due to the proposed vertical alignment (cut situation). Other residences along Campbell Avenue are located at a greater distance from proposed Interstate 86 and the noise levels they would experience are not anticipated to exceed design levels. Therefore noise abatement is not required. . AREA V - ROUTE 30 TRAILER COURT Fourteen families reside at the Route 30 Trailer Court in Vernon just north of Interstate 86. The future L10 will approach 70 dBA; however, this area has recently been rezoned from residential to commercial use and the trailer court will eventually be replaced by commercial property. Therefore the future noise levels will not exceed design levels established for this type of land use and noise abatement is not required. CONSTRUCTION NOISE Construction noise is expected to cause a short term. impact on these five areas. In order to limit this impact, a special provision has been developed and is included in this report as Appendix "A". It is recommended that this special provision be made a part of the contract for this project. Additionally it is strongly recommended that the construction of the recommended noise barriers be the first stage of construction wherever possible. Sartor, Town Manager RE: DIANE DRIVE PETITION REQUESTING. NOISE ABATEMENT BARRIERS We have received a response from the State D.O.T. to our request for an investigation based on the recent petition from residents in the Diane Drive neighborhood. The State is contending that no noise barriers are warranted in , this area based on the following reasoning: 1) _ Noise barriers are not effective in reducing sound levels for areas that are more than 250 feet from the noise source. (Diane Drive is ±600 feet from the highway in question. ) 2) Noise barriers are used to abate noise levels of 70 db. or greater. (Apparently, the noise level in the Diane Drive area is around 60 db. ) 3) Noise barriers are used only to protect residential neighbor- hoods. With Gerber Scientific being located adjacent to the highway, any barriers erected would be abating noise to an industrial area. The Federal Highway Administration Guide- lines do not allow .for noise abatement barriers for properties other than residential adjacent to an inter-state highway. I-86 South Windsor This is in response to your recent letter concerning noise in the Diane Drive neighborhood of South Windsor. During the design of the section of I-86 adjacent to this neighborhood, a detailed noise impact analysis was undertaken. Noise readings were taken at various locations , future noise levels were predicted and where warranted noise barriers were designed and constructed. No readings were taken specifically in the Diane Drive neighbor- hood. This was due to the fact that only areas relatively close to an expressway (e.g. the Bryant Drive neighborhood) can be expected to have noise levels which exceed the federal noise abatement criterion of an L10 of 70dBA or more. The Diane Drive area is over 600`from I-86 and would be expected to have an L10 noise level in the low 60'sdBA, well below the criterion for abatement. Even if warranted, abatement for this area, by construction of a noise barrier, would not be feasible, again due to the extensive distance between the expressway and the neighborhood and the proximity of Gerber Scientific, an industrial property. Your complaint, as I see it, concerns the children congregating, running through the back yards, throwing debris on your property and the mini-bikes and motorcycles running through the open space to the rear of the mini-park. At this time, we cannot justify erecting a fence around the boundary. I have instructed the Park Bureau to place two refuse barrels at this location to be emptied as needed.
