We should focus on making it safer and/or less convenient for truckers and others looking for a shortcut. Any improvements to that road should include traffic calming. Evergreen Run may be a model to look at. The curve was made more severe, rather than straightened, and the travel portion of the roadway in each direction narrowed with a raised median and textured, colored pavement on the sides with a guardrail. Textured pavement was also added leading up to the curve to get the driver's attention. The result is that it is very difficult to make it through the curve at a speed over 20 mph. Have we had any accidents there? I know the speed has diminished, because Hesketh told us that the 80th percentile speed before the re-engineering was well over 40 mph, and now it could not possibly be that high. The idea of closing the eastern portion of Deming, between Imperial Drive and Oakland also makes sense. If loaded trucks can't get a running start up the hill, they will lumber up it, again making it less convenient for them. Stop signs on uphill portions have a similar effect. The road needs improvement, but not by making it wider, straighter, and smoother--that will just increase the traffic and the speed. If we make it less convenient for truckers, they will be more inclined to believe signs that say: "Best Truck Route, Oakland Road". I did not want to belabor the point last night. We should address this at a Capital Projects meeting. I think we should give Mike Gantick a heads-up. Joseph W. Maddaluno Property Oakland Road at Deming Street South Windsor, Connecticut - Dear Mrs. Chmielecki: Reference is made to your request to review the feasibility of removing the dirt road that now traverses the Maddaluno property and serves as a connection between Deming Street and Oakland Road. Refer to attached Exhibit A. Peak hour traffic counts were performed at the intersections of the dirt road at Oakland Road and the dirt road at Deming Street to determine the current vehicular usage of this dirt road. These counts were conducted for a two-hour period, between 6:30 A.M. and 8:30 A.M. at the northern junction on Monday, March 14, 1988, and for a two-hour period, between 4:00 P.M. and 6:00 P.M., at the southern junction on Friday, March 18, 1988. These counts indicated that only two vehicles utilized this dirt road during the morning two-hour period, while seventeen (17) vehicles utilized this dirt road during the evening two-hour period. Therefore, it is very unlikely that more than 60 vehicles utilize this dirt road on a daily basis indicating a very low usage. Travel on this dirt road is most probably by residents living on Imperial Street, and directly near the junction of this dirt road and Deming Street. Attached Exhibits B and C are graphical summaries of the one-hour peak periods for this dirt road. The dirt road is only about sixteen (16) feet wide at best and not-conducive to two-way traffic. Although sight distances from both ends are satisfactory, the existence of the road at its northern junction is not readily discernible by motorists on Oakland Road. The dirt road is controlled by a STOP sign at its northern junction at Oakland Road, but no STOP sign was found at its southern junction at Deming Street. The dirt road also intersects Oakland Road at a very flat angle (i.e., less than 20 degrees) which may cause a problem for motorists exiting onto Oakland Road in viewing westbound approaching vehicles if care is not exercised. In my opinion, this dirt road can be closed to traffic without adversely impacting those motorists who now utilize this road. Additionally, the removal of this road will enhance the Maddaluno property as well as the surrounding area in general. Various 177 CENTER ROAD WOODBRIDGE.CT 06525 HARTFORD(203)666-3366 NEW HAVEN(203)387-8360 alternatives to this dirt road have been explored and are shown in attached Exhibit D as follows: Option A: The first alternative is the "do nothing" option which will require that motorists who now utilize this dirt road to reach points west to travel instead west on Deming Street and north on Slater Street to reach Oakland Road. The return trip home will require that they follow this route in the reverse since a passenger vehicle cannot easily maneuver around the nose at the intersection of Oakland Road at Deming Street. With a new traffic signal now under construction at the Oakland Road/Slater Street intersection, this option provides a safe and viable alternative. Option B: The second alternative is to cut back this nose to accommodate a passenger vehicle returning home to this area from the west on Oakland Road. This cut-back will permit a safe maneuver, but will require the relocation of a utility pole and the removal of some trees. Option : The third alternative is to cut back this nose to accommodate a larger 30- -foot single-unit vehicle such as a delivery truck, snow plow, garbage truck, etc. Unfortunately, this cut-back is too close to the Imperial Street intersection and would be far better if aligned with Imperial Street instead. This option additionally creates a wide open pavement area at the Oakland Road/Deming Street intersection, which would require some island treatment to remove conflicting traffic movements and to provide better delineation. Option : This alternative aligns a cut-through directly opposite Imperial Street and can accommodate single-unit vehicles. It would pose the least disruption to motorists now utilizing the subject dirt road and would probably meet the least resistance. recommend Option A, the "do nothing" alternative, if such is acceptable to Town officials. The only inherent problem is the difficulty for the unfamiliar eastbound motorist who, after having passed the route offered by Slater Street, will have difficulty negotiating a right-turn around the existing nose at the Oakland Road/Deming Street intersection. If Option A is not deemed appropriate, then my second preference would be Option D which addresses all possible concerns. Various 177 CENTER ROAD WOODBRIDGE,CT 06525 HARTFORD(203)666-3366 NEW HAVEN(203)387-8360 .i alternatives to this dirt road have been explored and are shown in attached Exhibit D as follows: Option A: The first alternative is the "do nothing" option which will require that motorists who now utilize this dirt road to reach points west to travel instead west on Deming Street and north on Slater Street to reach Oakland Road. Option : The third alternative is to cut back this nose to accommodate a larger 30- foot single-unit vehicle such as a delivery truck, snow plow, garbage truck, etc. Option D: This alternative aligns a cut-through directly opposite Imperial Street and can accommodate single-unit vehicles. It would pose the least disruption to motorists now utilizing the subject dirt road and would probably meet the least resistance. I recommend Option A, the "do nothing" alternative, if such is acceptable to Town officials. Please let me know if you have any questions or if you require additional information regarding this matter. In addition, please let me know how you wish to proceed. This is the firt time, I believe, the abutter has participated. 1 . There is no established street line on Deming or Oakland roads . Oakland is monumented. 2 . The dimensions On the assessors map does imply a boundary survey. It isn't on file. 3 . There is a drainage problem on their land that could be accommodated. 4 . P.D. probably would support the change if concept were approved. 1 . Would need a taking survey. 2 . Marcia indicated that you would follow through on its removal. Thanks. Michael J. Gantick, P.E. Director of Public Works MJG:bmr Attachment June 6, 2001 Dear Mr. Gantick, I have two concerns that I would like to bring to your attention. The first one is the intersection of Slater and Deming Streets that is a four-way stop. A tree was planted in that triangle a number of years ago. It has grown to the point where it now is a hazard. Without the tree, that particular intersection was a problem since vehicles pause rather than stop. With the increase in the volume of traffic and the decrease in visibility due to the height and width of that tree, it has become a dangerous intersection. The second concern is at the intersection of Deming and Oakland(RTE 30). A sign was recently posted advertising manure for sale. That is another intersection that poses a problem because of the angle of Deming Street leading into a faster traffic situation. The manure sign is positioned so the view to the left is obstructed. Perhaps the sign could be relocated or better yet, removed. I also wish to thank you for taking time to visit our area regarding the cul-de-sac at the end of Slater Street. I anticipate that project will be put in effect as you projected. Hopefully, the two concerns listed above will be resolved. South Windsor is no longer a little farm community and has to deal with issues concerning a rapidly -n suburban area. The high volume of traffic and faster speeds certainly constitu gnpial hazards without obstructions adding to it. I would like to hear from you regarding these issues. VA Thank you. SUN Pat Thompson i 3 i f MEMORANDUM October 16, _1990 .E i 1 TO: Mel Stead, Superintendent of Streets i FROM: Ron Asselin, Road Supervisor I RE: Deming Street Storm Drain Reconstruction A 12" corrugated storm drain lateral located in front of 33 Deming Street is failing. A settlement in the westbound lane, evident since this spring, is a sign that the corrugated pipe, which runs south to north across Deming Street, is deteriorated. ! After closer inspection it was found to have been patched at the inlet end with a piece of 12" PVC. The rest of the pipe has rusted severely and is recommended that it be removed in its entirety and replaced with 15" Hi-Q pipe. The lengths of the pipes that need to be extracted and replaced make it necessary that construction take place on both the east and westbound traffic lanes simultaneously. For the safety of both the motoring public and the Street Service crew, Deming Street should be closed between 9:00 A.M. and 2 :30 P.M.4 (October 22, 1990 or rain date October 23, 1990) , from Buckland Road to Clark Street while construction is underway. 33 Deming Street is located nO ' east of Clark Street. RA/ds cc: Mike Gantick, Director Tom Hart, Sergeant MEMORANDUM March 30, 1990 TO: Mike Gantick, Director of Public Works FROM: Mel Stead, Superintendent of Streets RE: Dumping along Deming Street near Imperial Drive I visited the location on Deming Street you referred to me. The area has been filled in by small sections of tree logs and wood chips. Thursday morning, I spoke with Ed Havens about his concern regarding the dumping and suggested that the material could have come from the land to the west of the cut off road. He told me that last fall was when the material appeared there and that it was about the time the land owner remodeled his home. The tree logs look like they are from the same species of trees growing next to this home and Ed and I suspect it may have come from there. He did not see who dumped the logs. I had Ron Asselin refer this matter to the Police Department. Ron met with Officer Barile at 10:30 A.M. , March 29, 1990 and discussed the dumping problem with him. Officer Barile referenced Section 121-5 of the Town Code on litter and said he would follow up. I called Jean Zurbrigen at 3 : 15 P.M. , March 29, 1990 to let her know what we were doing and that we would clean up the area ourselves if we were unsuccessful in pinpointing the source. MCS/ds MEMORANDUM March 30, 1990 TO: Michael Gantick, Director of Public Works FROM: Melvin Stead, Superintendent of Streets Ivy RE: Dumping along Deming Street near Imperial Drive I received a call today from Mr. Maddeluno, 539 Deming Street about a contact made to him this morning by Officer Barile of SWPD. He expressed his concern about various problems that he has made known to the Town Manager, Town Council and others. He was also concerned that the Town may enter private property to remove material dumped at Deming Street. A very clear impression was left with me that he contends he owns the property where the material was dumped and that he expects to be formerly notified to clean it up. It appears that if we are to follow proscribed procedures as outlined in Chapter 121-6 "Order of Abatement" , the ownership of the property must be established. This is, unless the source of the material can be established. Ownership of this parcel is in dispute. Mr. Maddeluno claims to own it by deed. You have indicated that the State of Connecticut also has a claim. I expect that the Chief of Police will be looking for assistance in determining ownership in order to serve an abatement order. MCS/ds South Windsor Police CRIMINAL INVESTIGATION REPORT Case No. Character of Case Date of Report 1 —1 5-76 Rep0rt Made By AREA INVESTIGATION Number of Pages ( > Capt. William Ryan South Windsor Police This is Page ( Initha [ X ] Supplement [ ] Closing [ ] AREA UNDER INVESTIGATION: The immediate area surrcu nding the Buckland Road-Dem- ing Street intersection in the Town of South Windsor Conn. REFERENCE: A study is being conducted to evaluate improvements in the general area of this location known as the Buckland Rd./Deming Street intersection and the type of motor vehicle traffic and accident rate applied to this location since the year of 1970 to the present date. ACTION TAKEN: As of this date, a research of the accident files indicate since January 1 , 1970 to December 31 , 1975, some twenty-eight ( 28) motor vehicle accidents have occurred in and around the general area under invest- igation. The breakdown is as follows: 17 Property type damage cases, ( vehicles and land only). 9T Personal Injury cases, none fatal. of which 24 were considered driver error. 4 resulted from icy road conditions. Conclusions: It is the opinion of this officer that improvements in the redisigning of the intersection per se is a necessary one as the present status is one that could be concluded as a minor hazard. The visability as one approaches easterly on Deming to Buckland Road, is such that creates somewhat of a hill-holding plan whilewaiting to cross Buckland Road. The topography in all directions is such that improvements are needs to insure a normal flow of traffic with the least amount of resistance and create a bainute possibility of other accidents, such as recorded, to date. 1 3WP•6 Page r#2 of 2 EXHIBITS: Twenty-eight (28) copies of the accident card file main- tained by the Sough Windsor Police Dept. that indicate the case number, date, type of accident and approximate location, the operators involved, and probable cause of the accident as well as any enforcement action taken. STATUS: Investigation is open, pending further needs by the re- searchers to aid in the reconstruction of the intersection and surrounding areas pertinant to the Buckland Road-Dem- ing Street section of South Windsor, Conn. --.. . Emil W.' ,Lucek EWL:prb - r Town Hall, 1540 Sullivan Avenue, 'South Windsor, Connecticut 06074 Engineering Department May ^3, 1973 krs, Erika Cicero 376- Deming Street South Windsor, Connecticut Dear -Mrs. Cicero - A short time ago, you applied for, and received, a building permit to construct a dwelling at 364 Deming Street in - south Windsor. That permit allowed you to construct a building, but did not "cover the installation of a driveway within the Deming Street ="= r ht-of-waY For that ty pe of construction., you_must _obtain a driveway permit. The purpose of this permit is to alert the Public Works Department that work' is being done and should receive an inspection. Since a driveway permit was not obtained, the Engineering Department was unaware of its installation and it was, therefore, not inspected. Unfortunately, the driveway was not constructed- properly and water from the street now flows down onto Mr. Augustinsen's driveway, causing unnecessary erosion and puddling. Please instruct your driveway contractor to pick up a permit in. the Public Wo=ks Department at the Town Mall, and then to make the needed repairs. I will be happy to assist you and/or your contractor in making the necessary grade correction. 2 .
