RE: 170 DART HILL ROAD
At 'the request of the Town Manager, I contacted Mr. Robert S. Leavitt
at the above address to answer specific questions relative to a sewer
service connection.
In the telephone conversation with Mr. Leavitt, he indicated that his
septic system was failing, and wished to know how sewer service could
be provided.
I outlined three options he could pursue in resolving his problem.
1. Connection to the existing sewer on Paper Chase Road.
2. Repair the subsurface system and continue to use this system
until the day when future development in that area extends
the sewer near enough for his use.
3. Petition the W.P.C.A. for sewers.
I advised Mr. Leavitt that Option No. 1 would be expensive, for there
was ledge in the area and sewer construction costs would be about
$70 per foot; I recommended to him to compare the costs of options
1 and 2 .

MEMORANDUM October 31, 1978
To Allan S. Young
Re: Dart Hill Road Area Complaint
To my knowledge, there have been only three (3) house connections
installed on Dart Hill Road in the past month. I personally
inspected each one of these and did not find evidence that work
was performed after normal working hours. In fact, the contractor,
on at least one occasion, came back on a Saturday to finish grade.
Furthermore, the same contractor performed the work on all three
installations, and to date, he has always displayed, to me, a high
degree of workmanship.
Regarding the second point, if, in my opinion, a line is closer
than 75 feet to a well, then that line is tested by the contractor.
(My opinion is based on information provided to me by the contrac-
tor and/or homeowner, if not detailed on the As-Built Sewer Con-
struction Plans. ) Also, in quoting a memo to Frank Messenger from
DEP, PVC pipe manufactured to Specifications D-3033 or D-3034 is
acceptable, when within 75 feet of a well. For your information,
every contractor working in Town uses this pipe regardless of the
proximity to the well.
It appears that if work was being performed at 8 :30 p.m. , that a
"bootleg" hookup was being installed. I do not think it is my
responsibility to police the Town after normal working hours,
unless a blatant attempt at making a bootleg connection is
brought to my attention. If you wish me to investigate the matter
further, please provide me with the complaintant' s name and I will
personally contact him.
