Dear Mr. Marra:
On Monday, September 25, 2006,I met with South Windsor's account
representative from the Connecticut Light and Power Company to discuss several street
lighting issues in South Windsor. Among the issues presented was the situation of the
leaning light poles along Cornerstone Drive. I brought the representative to the street so she
could observe the current setting of the poles. Her observations will be forwarded to CL&P
construction for further action.
The lighting fixtures atop the poles in your neighborhood are not uniform. Some of
the fixtures are the newly mandated"full-cutoff" fixtures. These fixtures look similar to the
older fixtures except the actual light bulb is recessed in the top of the.fixture. The newer
fixtures do NOT have a glass enclosure. The older fixtures have the bulb mounted in the
lower portion of the luminaire and include the glass diffusers on the outside.
I am unable to provide you with a precise explanation for the mixing of light fixtures.
The most plausible explanation I have been given is that over the years as bulbs have been
replaced the luminaire was replaced to meet the new"full cutoff' standard.
The police department is responsible for the maintenance of all street lights in town.
While we have made contact with CL&P regarding the"leaning" of the poles,we have no
way of controlling where this issue ends up on CL&P's list of priorities.
Thank you for your letter of concern. Our goal is to ensure that our streets are
properly lit to ensure the safety of all vehicle and pedestrian traffic.
