Sullivan Avenue to Ellington Road? e,,e1 Paul F. Talbot By MEMORANDUM December 24, 1975 To: Terry V. Sprenkel Re: Regrading at "Wapping Church Community Building" I have been asked to review and -E on the regarding of the parking area to the rear---e above-mentioned building, and adjacent tC mmunityRoa ere was no permit or site plan filed for --t3e Town Planning .and Zoning Commission, or Building Department. It is my understanding that no permit was needed. The area was a very roughly graded site, which has been regraded with some of the native soil, removed, and replaced with gravel and traprock. I do not believe that if this area is left at its present size (and with this material) it will affect the properties to the west of Community Road with water run-off any differently than prior to the regrading. Pavement, or other surface treatment, may change this situation. Lester A. Braddock LAB:prb cc: Melvin C . Stead, Jr. M E M O R A N D U M TO: Melvin Stead, Acting Directo('of Public Works FROM: Terry V. Sprenkel, Town' Manag'er DATE: December lg, 1975... SUBJECT: POTENTIAL 'DRAINAGE RUNOFF PROBLEM I, have noticed that the parking area to the rear of the Wapping Church community building has been regraded and is presently surfaced with trap rock. It appears to me that the area has been graded to run the water onto Community Road. As you know Community Road doe not have any adegaue drainage system to handle the water from t __street. This dditiona runoff has the potential of causing problems on the street and overflowing onto private property to the west of Community Road. I would appreciate your investigation this Potential runoff and flooding condition and transmitting to me your findings and recommendations. Thank you for your time and cooperation. MEMORANDUM November 19, 1976 To: Allan S. Young Re: Short Road between Sullivan Ave. and Community Road I reviewed the Assessor' s plans and the deeds in the Town Clerk's office. From the deed description and sealed measurements on the topo maps, it appears that the Town of South Windsor does own the subject street. If a more exact answer is required, I can have Les and Bob stake the north property-line of the church property. Melvin C. Stead, Jr. MCS:prb MEMORANDUM November 1, 1976 To: Paul F. Talbot Town Manager Regarding your request for information on the island between Sullivan Avenue, Ellington Road, and Community Drive: The Town does not own any portion of the island; therefore, we do not control the use of the paved way between Community and Sullivan Avenue. The decision to close off this right-of-way should be made by the owner, subject to land rights-of-way laws. In short, we have no jurisdiction, unless we choose to try to keep it open as a right-of-way for public use. Allan S. Young Director of Public Works ASY:prb i
