Condition Report Chapel Road Storm Drain LOCATION: One near SNET pole#622 (178 Chapel Road) one near SNET pole#623 (160 Chapel Rod) ORIGIN: The type of design and construction would indicate that this storm drainage system was constructed in the mid-thirties to early forties. T. A. Petersen was a local engineer that often did work for the community and used this design in several areas (clay tile with 90° elbow hood to prevent floating debris from entering the pipe). CONSTRUCTION: The inlet structures are constructed with clay brick and mortar. An opening has been left on the southwest face near ground level to allow water to enter. I suspect that when originally constructed, there was a swale left along the north side of Chapel Road to collect the street run- off and overland flows from the north. Steel bars were installed in the opening and a rectangular concrete cover was placed over the manhole shaped structure. CONDITION PRIOR TO JULY 16, 1997: The two structures in question were as they have been previously described. They were complete and undamaged. Several homes had been constructed since the original installation and there was no visible evidence that a swale ever existed along the north side of Chapel Road. The area is mostly lawn area. CONDITION JULY 16, 1997: The structures had been damaged by some sort of mechanical equipment as evidenced by the condition of the structures and the tire tracks left adjacent to them. The top row of bricks is not completely intact. DETAILS: The inside diameter of the round manholes is 46". The outside diameter is 62 inches. The rectangular covers were 66" x 66" and are broken and no longer usable. Standard manhole frames are not large enough in diameter to safely span the 46" diameter hole. Special manhole frames are available. r 8 One frame that is available has a grate type top has an outside flange dimension of 50 '/2 inches. This would leave a 2" wide footprint on the brick if the manhole frame was perfectly centered. Another frame available is larger at 62" outside frame diameter. This has two covers. One smaller than the other at 22" inch diameter. The other 50" in diameter. No inlet type grate is available. ALTERNATIVES: 1. Remove and replace entire structure with all standard construction. $1,500 ea. 2. Leave at current height, replace loose or missing bricks and place one of the non standard covers. $750 ea. 3. Remove 10 or more courses of brick and corbel in to fit standard manhole frame. $1,000 ea. SPECIAL NOTES: The structure furthest east at Starr's (178 Chapel) serves to collect water from the vacant land north of Chapel Road. During months when the ground is frozen, rain on accumulated snow could create conditions where a grated structure may not receive the run off at a sufficient enough rate to contain the flow. Even leaving a side opening may not be enough if grass, leaves, etc. accumulate at the inlet. Neither of these structures will be needed for collection of the street run off since the new construction. However, the pipe in them will carry the flow downstream to the Podunk River. If the structure near 178 Chapel is completely rebuilt a stub pipe should be left on the north side for a future private connection. MEMORANDUM TO: Jerry C. Iazzetta, Town Engineer FROM: Robert T. Donahue, Project Engineer 7/ g/97 DATE: July 24, 1997 RE: CHAPEL ROAD — REPORT OF CONVERSATIONS WITH.MR. JURGELAS I was inspecting the Chapel Road Culvert project on the afternoon of July 11, 1997. The Guerrera Construction crew had left the site and Mr. Starr and Mr. Jurgelas were present at the driveway entrance to Mr. Starr's house. Mr. Starr brought my attention to the yard drain in the tree belt just west of his driveway and asked when it would be repaired. I explained to him that there were no Immediate plans to upgrade the two yard drains he referred to. The other is abutting the Cordeiro property approximately two hundred feet west. He became loud and angry upon hearing this and Mr. Jurgelas began to complain as well. They remarked that the rich people on the other side of Town wouldn't be neglected. I told them that I did not have the authority to upgrade the structures at their request. Mr. Starr then asked why the Town should bother to send me to a job site if I could not fix what was wrong. Mr. Jurgelas then began to complain about the Guerrera Construction crew. He felt they did nothing all day besides building one catch basin while the roadway was dirty and dusty. He said to me, 'you call yourself a [expletive] inspector — would you want to live with that [expletive] being blown on your home". Since these men were becoming abusive I told them that I was returning to the office and I left. I inspected the site on July 14, 1997 and Mr. and Mrs. Starr were present in front of their house. They complained to me that no one had contacted them about the yard drains. When I told them there were no immediate plans to upgrade the structures, they both became visibly upset but Mrs. Starr seemed to be more rational so I continued to speak directly to her. She mentioned contacting a State representative but I told her that might be a bit extreme. I suggested that she deal directly with Town officials and politicians regarding this matter. She mentioned the high taxes that she was paying and I changed the subject to the South Windsor Public Schools which she seemed to approve of. Her husband remained annoyed at the situation but the conversation ended there. While inspecting the Chapel Road site during the morning of July 15, 1997, I had the truck parked in the tree belt next to John Jurgelas's house. He drove by me in a golf cart while I was seated in the truck talking to the Engineering Department office. He drove by the vehicle very close and stared right at me without saying anything or acknowledging me in any way. (It seemed to me that he was attempting to intimidate me and seemed to enjoy being abusive.) A ' Jerry Iazzetta Re: Chapel Road July 24, 1997 Page 2. When I inspected the site later that afternoon, Mr. Jurgelas was using his own roller to compact a trench patch connecting two new catch basins east of his home. When he stopped operating the roller he looked - at me and began complaining about the yard drains and the outrageous taxes that he pays. I replied that South Windsor was among the finest towns east of the Connecticut River to which he replied, "[expletive] you" He was again loud and abusive to me in front of the entire Guerrera Construction crew. I finished my inspection and returned to the office. On the morning of July 16, 1997, the operator for Guerrera Construction brought my attention to the damaged yard drains which were the subject_ of past complaints from the Starrs and John Jurgelas. I immediately contacted Ron Asselin who appeared at the site ten minutes later. He informed me to report this to Jerry Iazzetta and to take photographs of the damaged structures. I went to the Engineering Department to inform Jerry and to get the camera. When I returned to the site I ,spoke to a police officer concerning all that I knew about the situation. On short notice I failed to report all of the contents of this report but mentioned Mr. Starr and Mr. Jurgelas as two residents who were upset about the condition of the existing yard drains. I then photographed the structures and noticed tire tracks in front of both which indicated that a skid steer loader might have been responsible for the damage. MEMORANDUM April 29, 1988 / TO: Richard Sartor , Town Manager RE: One hundred and twelve .Chapel Road in between Route 5 and Main Street. It is on the north side of the road , and a little west of the center of this stretch. If one is driving westerly on Chapel Road from Main Street the illusion of a mailbox and paper tube being in the street is presented. The pavement is not in the center of the right-of-way. It meanders left and right , and in some cases the north edge of pavement appears coincide with the apparent street line. As one approaches 112 Chapel , which is just over a slight knoll , the ` pavement alignment becomes more centered in the right-of-way and the ' illusion of the mailbox in the street disappears. The driveway at 112 is fairly flat and looks to be below the road. It is even possible that water from the street may enter the driveway here. Certainly, if the gutter at this location were raised the water would run down the driveway toward the garage. The visual impression when looking from east to west , is that the road tilts northerly and that it may have 7 or 8 inches of crown. However , when looking from west to east , the crown does not look that severe*. I think the flatness of the driveway has something to do with it. I will ash the Engineering Division to take elevations at this location to see just what the elevations are, and refer the site question to Chief Tyler for a recommendation on signing. I would also like to offer the following information concerning Chapel Road ,and the railroad crossing on Chapel Road at Route 5 in South Windsor. We have, at present, two distinct projects in the preliminary design phase. The first project is the "Reconstruction of Chapel Road" from the Manchester Town Line to within ± 30 feet of the previously mentioned railroad crossing. This will be a federally funded project administered through the Connecticut Department of Transportation. Construction of this project is expected to begin in 1985 . The second project is also being administered by the Connecticut Department of Transportation. This project involves the total reconstruction of three (3) railroad crossings within South Windsor, one of which is the crossing that you referred to. The timetable established for this project is similar to that set for the recon- struction of Chapel Road. Both of these projects were initiated through the realization of both local and State personnel that serioud problems do exist. Until construction can actually begin on these projects, every effort is being, and will continue to be made, to insure that this roadway is kept in the best possible condition. All you are doing is making more bumps in the road as there is no way a few pats with a hand shovel will make a smooth filling. And, the excess loose tar pebbles end up sticking to or hitting your car each time you drive over a newly filled pothole. This letter, which should have been written five years ago, is now being sent to you, along with others named at the bottom, due to the recently filled holes on the road of the Bissell Bridge; Rte 291, Windsor to Bloomfield; School Street, East Hartford; as well as complaining about why the railroad tracks on Chapel Road, South Windsor and School Street, East_ Hartford (both sets) are still a mess. I have been driving on these roads to and from work in Bloomfield daily for the past five years and my boyfriend also has been driving on these roads since 1971. About three years ago, the RR tracks -on School St, EH near Rte 5 were poorly repaired, the tracks near Tolland St are still shock absorber killers. Why is this? Part of School St was repaved, poorly I might add_ , why not all of it? As for the RR tracks on Chapel -Road, 'South -Windsor. near. Rte 5, .they are the pits! Bob and I will be traveling on this road come July, as we will be moving to Tolland and do not look forward to crossing them. Why should we have to break every time we come to RR tracks when they could look as good ad:he ones. on Ellington Rd, South Windsor, near Lou's Restaurant. And, now, the Bissell Bridge/Rte 291 roads. I cannot believe. that pakting white lines on either side of -the -toll booth takes precedence over repair and repaving the main road. There are more bumps on the Rte 291 now than before. At least when you fill potholes, get a roller out instead of hand shovels. The intersection at Rte .291 and Deerfield St has never been repaired without causing a roller coaster ride daily. The cost of the toll increasei2 years ago so "the roads could be improved" among other reasons, however, Bob and I have yet to see any noticeable improvement. Page 2 I am sure you, Commissioner, travel on roads that aren't to your liking or cross RR tracks that perhaps cause you to get new shocks sooner, but why prohibit tandem trailers from using- the major highways when Connecticut cannot even take care of their regular roads that its residents travel daily. Young Re: Jurgelas Claim - Chapel. Road I visited the subject site and observed the following: Chapel .Road at this point is straight. There are no curves, and no special plowing problems. This area of Chapel Road is and has been plowed as any other street in Town; that is, the plow is lowered to the pavement and the vehicle moves along the street uninterrupted from one end to the other. There is no negligence in the way the street is plowed. Further observation shows the land immediately west of this house is substantially higher than the house allowing overland flow of surface water in its direction. There is also a drainage structure approximately six feet off the road and west of the house lot. On the day I checked this site - March 20, 1978 - water was flowing easterly along the north gutter line and into this drainage structure. Storm Jerry, which dumped 13" of snow over a two-day period, occurred on January 20th and 21st. Drifting and icing conditions continued for an additional two days. The build-up of plowed snow along the street gutters should have contained any water on the street. The driveway at this location pitches downward from the road. Storm water could flow down this driveway if the volume were substantial enough. I received your memo and the attached claim March 15, 1978. I had not been aware of any abnormal accumulation of water on Chapel Road and am unable to supply first-hand knowledge of the subject com- plaint. If this is to be pursued further, perhaps the Engineering Depart- ment should make a topographic survey at this location. E f Melvin C. Department of Transportation 24 Wolcott Hill Road Wethersfield, CT 06109 Dear Commissioner Heintz: Attached is a revised proposal for "Advanced Preliminary Engineering" for your review. This revised proposal- is the result of a meeting with members of your staff and RMA. We view the activities to be undertaken by this proposal as representing approxi- mately 25% of the preliminary engineering phase of most of the Interstae Trade-In projects presently proposed. Examples of specific projects we would initially undertake to evaluate include: 1) East Hartford - Reconstruct Tolland Street - Burnside Avenue to the Manchester Town Line. 2) Manchester - Reconstruction of Vernon Street - Lydall Street to Vernon Town Line. 3) South Windsor - Reconstruction — Chanel Road, 4) Wethersfield - Pedestrian Ramps - Various Locations. 5) Windsor - Widen and reconstruct Day Hill Road - Prospect Hill Road easterly 9060+. A VOLUNTARY COUNCIL OF GOVERNMENTS FORMED TO INITIATE AND IMPLEMENT REGIONAL PROGRAMS OF BENEFIT TO THE TOWNS AND THE REGION. As we have mentioned in previous correspondence, anticapted funding for this project would be 70% federal and 300 local. We would greatly appreciate your comments on this material at your earliest convenience. Sincerely, / Francis P. AkMahon Senior Transportation Planner /mh Enc. cc: Donato Altobelli Mayor Richard Blackstone Oo ul Talbot Robert .-Weiss Cynthia Matthews Albert Ilg ADVANCED PRELIMINARY ENGINEERING (APE) ' Objective: To assist the towns of the Capitol Region with the various engineering aspects of projects to be implemented using Interstate Trade-In funds. Methodology: CRCOG staff will prepare an engineering evaluation of proposed projects in this category. Upon completion of this evaluation, preliminary plans will be prepared showing proposed solutions to the problems defined in the engineering evaluation and cost estimates of each. These plans will be at a scale (20 or 40) suitable for review by local boards and commissions as well as state and federal agencies. The specifc areas to be studied and plan detail to be provided shall include: A) Traffic Counts - Staff will collect and reduce pedestrian and vehicular traffic volume data as required (peak hour, ADT) . This data will then be analyzed to determine capacity of the existing system. Projection of future volumes will be made for various alternate proposals and related to the system capacity, i.e. one way systems, turn prohibitions, pedestrian volumes, etc. B) Accident Analysis - Staff will collect and analyze accident data, (latest three years). Specific recommendations will be made to improve safety in areas found to be deficient. C) Parking Regulations - Existing parking regulations will be compiled. In addition to this,on and off street parking data will be collected and analyzed. Recommendations will be made concerning changes necessary in existing regulations to implement proposed improvements, and the impact of these on surrounding properties. D) Transit Service - An analysis of existing transit service will be made. Recommendations for improvements such as bus shelters, turnouts, bus stop adjustments to facilitate traffic flow, etc. will be the output of this activity. E) Environmental Impact - Staff will work with DEP to access the impact of the proposed project on air and water quality. Recommendations will be made concerning specific areas to reduce adverse impacts. F) Town standard specifications will be reviewed and areas of conflict with Form 811 will be outlined. This will allow for an early determination of what materials will be specified. G) Typical cross sections will be developed incorporating the above-mentioned specifications. AM • - 2 - H) ROW - Existing ROW information will be incorporated in the plans to be prepared. This data will greatly assist in determining feasible alternates and specific impacts of various plans. Where applicable potential sites for replacement parking will be investigated. I) Speed and delay studies will be conducted, where appropriate, to define areas of congestion. This data will then be analyzed to determine the cause of this congestion (i.e. , outdated signal equipment, lack of capacity, substandard geometry, etc.) and recommended improvements. K) An inventory of traffic control devices (signing, signal equipment, pavement markings) will be prepared and evaluated. Q Other activities related to specific aspects of invididual projects. Products: A "Preliminary Evaluation Report" will be prepared presenting the various inventory data, evaluations of these data and recommended improvements. This report will be circulated for review and comment by appropriate officials and the public. MEMORANDUM September 9, 1976 To: Allan S. Young Director of Public Works Re: Industrial Area of Chapel Road This memorandum is to bring you up to date on the developments on the Chapel Road well problems. To date, we have found three (3) wells contaminated in the Chapel Road area. A lab report from the State Health Department revealed a count of 1 mg/l of Carbon Tetrachloride, or some closely related substance. This sample was removed from the Nielsen Brothers Plant. We are cooperating with DEP officials in a survey of all the wells in the area. In a very cursory inspection on September 8, we found numerous health code violations, such as--crank case oil being discharged onto the ground; soluable oil used for cooling in machine shops was being discharged onto the ground; chlorinated hydrocarbons stored in 55 gal. drums which were rusting out and leaching into the soil. These solvents are transported by rail sometimes, and it is apparent that spills have occurred in transfer, in the past. As you are aware, we have no Director of Health. This puts us in a compromising position. Although DEP is aware of this, they are not exactly sure what jurisdiction they have in these matters. I feel it is my duty to inform those citizens involved of the likely health problems; however, I have no wish to start a panic in the residential sector. Frank J. Smith Superintendent FJS:prb Saws. Sprenkel Re: Borzage Residence 503 Chapel Road Although it is true that Mrs. Borzage is having a water problem at 503 Chapel Road, I cannot connect this problem with the sanitary sewer system installed in the street. Ground water in the area is high and flows westerly from Long Hill Road. The surface contours indicate that a large low area exists to the rear of the Borzage home. This serves as a collection point for surface water which, in turn, enters the water table at that point. The sewer line in the street is at elevation 63.9. The elevation of the basement floor is approximately 64.5, and is somewhat higher than the sewer line. As you know, the sewer line has been bedded with suitable material.'and, therefore, is the path of least resistance. I believe that no ground water will flow southward toward the Borzage home through 50 feet of undisturbed soil due to the sewer installation, but rather, it would flow north and west to, and along, the sewer line. The reason for the volume of water being pumped is the installation of the foundation drainage tile that was installed as a perimeter drain. This drain is apparently functioning as it was intended to. It collects and concentrates the ground water around the foundation to a location where it can be pumped. This keeps seepage through the walls to a minimum. However, the ground contours indicate that the water being pumped out onto the surface is reentering the ground water table and is being recycled through the pump. There is no drainage in this area to carry the surface water off the site. Melvin C. Stead, Jr. MCS:prb April 5 , 1976 Mr. Terry V. Sprenkel Town Manager Town of South Windsor 1540 Sullivan Avenue South Windsor, Connecticut 06074 Dear Mr. Sprenkel : In reply to your letter dated March 8, 1976 and Memorandum from Mr. Melvin C. Stead, Jr. , dated March 1, 19169 I cannot agree with Mr. Stead's report of the water problem at my house. It is fast that the sewer line runs north and west past my property. The perimeter foundation drainage the has been properly installed at the bottom of the foundation footings , at approximately elevation 63 .5 . The sewer elevation at 63 .9 is above the perimeter drainage tile, thereby, capable of draining into the perimeter drainage system. The suitable material the sewer line is embedded in is a path of least resistance, but has greatly increased the underground volume of water flowing past my house. The 50 feet of undisturbed soil now has much more volume of water to retain and is not able to do so. The fact that recently the Town had to install a storm drain manhole next to my driveway further indicates that water volume has increased. It is also possible that by installing the sewer system, an underground spring has been diverted, changing the flow or direction of the underground water. Mr. Stead indicates that in the rear of my house is an existing low area that collects water. This area has been there for many years . My pump is discharging the water into this area which is approximately 100 feet away from the house. I cannot believe that water can run uphill for 100 feet, to be recycled by the pump. I cannot understand how the Town can claim no responsibility for water coming into my basement when for over ten years the low water collection pond has been there, and I had no drainage system without any water in my basement, until the Town installed the sewer system. Since then, at great expense, I have had to install a perimeter drainage system and that the water flow keeps increasing. Nith all of the timely previous facts , it can only be determined that the Town sewerage system has created water in my basement. I feel the Town needs to make :a...more accurate survey of this problem and resolve the problem it created. Please advise me as to what corrective action the Town is taking to resolve this problem. The lawsuit arises out of an automobile accident which occurred at the intersection of Chapel Road and Long Hill Road in South Windsor on December 28, 1972 at approximately 5 p.m. One of the issues in the lawsuit involves the condition of the stop sign on Chapel Road at the intersection governing. traffic travelling in a westerly direction on Chapel Road.
