Dear Bill: #4 DEPT
IL At
I am sending along a letter that was received here at the Tow '
157 Burgess Road, South Windsor and a copy of my response.
The area that Robert Forbes is referring to has been problematic for
several years. East Hartford crews have repeatedly patched numerous potholes
here, but usually after cold weather has set in and the material does not stay.
An effort undertaken now with hot material may hold this stretch of
Burnham Street together until a more permanent solution is implemented.
Is this something that you would consider doing? It would be a repair
welcomed by the numerous East Hartford and South Windsor resident who use
this road.
Sincerely,

Dear Robert:
Thank you for your letter concerning the condition of Burnham Street in
East Hartford. I have forwarded it to the Department of Public Works in East
Hartford, CT.
Burnham Street east of Route 5 has received attention through a
reconstruction effort by the Town of East Hartford. I am aware that this effort
did not extend to the west of Route 5 and I will request that East Hartford
address the condition there.
Again, thank you for your concern.
Sincerely,

1-0- Whom It May Concern:
The upgrade of Burnham-;.Street has been concerning people in that area
more and more recently. Many drivers and pedestrians have first hand
knowledge about the pothole problepras well as I do because of attending
a private school on King St. Not only does this road hardly "qualify"
for being safe to drive on, it holds the potential of causing serious
problems. To make the situation even worse, the low upkeep of the
street has a direct relationship with the neighborhood. Shouldn't some-
thing be done at once before any injuries are reported?
You'd think the safety of the citizens would send 'a shiver down somebody's
spine in the town government. On certain days, one would see children
walking with the traffic in the road on their way to school. At the same
time, cars sometimes drive on the opposite side of the road, trying to
avoid all of those potholes. Same drivers drive on -the wrong side when it
rains too. They seem to do this because they don't want to drive through
huge puddles on the side of the road, there the big holes seem to lie,
Wouldn't it be a nice feeling to know that the town doesn't have to worry
about this road anymore?
The poor maintenance of this road truely has ann.dffectoon those who live
on Burnham Street. Not only are dhildrenis lives Boss#Y-,In,jeoperdy,
those of the drivers are too. According to a S. Windsor police report,
there hhs been an accident in 2003 and i06 on Burnham. Fixing the p9t-
h6les in the street would also prevent the possibility and increase of
lawsuits filed against the town. One has seen cars that have popped tires
and cars that have lost hub caps intthe last year. You couldn't say that
the road's condition isn't directly related to the surrounding liviAg
area. Anybody will say that a prospective family will move to a more
well-kept section of town. In effect, families might move in, which
could lead to making this street an eyesore section of town. Something
should be done before any more time is wasted to prevent these problems
from arising.

Why hasn't anything been done in recent years to improve Burnham Street?
A joint effort between S. Windsor andl E. Harpford is essential. This way,
the cost is atIleast split. The minimum one of the towns could do is just
fill in the potholes. Better yet, repaving the whole road would eliminate
all of the problems. Rain water would flow to the drains and end the large
puddles while making the road safe to drive on. Although it will cost a
little bit of money to complete, it will surely pay off in the long-run.
Those who aren't familiar with this road should be educated at once. There
has been several incidents that have occurred dtLe to safety. Not;.ohly that,
a few drivers have had to stop, some at our school, to fix their damaged cars.
Thankfully though, it is very possible to resolve this delimna by just
paving the road. Act quickly and don't waste time, the neighborhood needs
an improvement. Let's be proactive and make sure problems are eliminated
before they happen.
Cordially yours,
Wdd `

Subject: Street Closure--Burnham Street, East hartford
I received a called this am from the Town of East Hartford indicating they have had a large cave-in on
Burnham street near the Manchester/SW townline. They will need to close the street next week for
approximately three days to make repairs. This will mean that traffic would need to be detoured along
Chapel Road and Long Hill Road (in SW)around that section of Burnham street. East Hartford would put
up detour signs as required. You may want to contact your friends in the East Hartford PD for their
perspective? I assume EH will put a notice in the paper as the redirected traffic would be primarily EH
traffic.

RE: Burnham Street Railroad Crossing Improvement Project
Project No. 42-269
Dear Mr. Galligan:
Enclosed is one set of the prints for the Burnham Street Railroad Grade Crossing
Improvement Project for your use. The improvement project will require that Burnham
Street be closed to traffic for a two to three week period. The road closure is necessary to
install the roadway storm drainage system and for the railroad to install their track
structure through Burnham Street. A detour plan has been developed for the work and is
included in the attached set of plans. Due to the location of Burnham Street, the detour
will utilize a portion of the roadway network located in South Windsor. The road closure
will only be utilized for work associated with the railroad crossing improvements.
During the overall Burnham Street Reconstruction Project-Project No. 42-272,Burnham
Street will remain open to traffic.
The Department of Transportation(DOT)has recommended a minor modification to the
detour signing shown on the attached plans. The detour signing proposed in the vicinity
of Comeau Way on Burnham Street had been added to the plans after initial
conversations with the Town of South Windsor a few years ago. The signs were added to
provide additional notice to vehicles entering Burnham Street from South Windsor. Due
to the fact that the only means of access to Comeau Way is from Burnham Street, the
DOT has inquired if the detour signs can be removed from this one location. We have
indicated to DOT that the signs would be eliminated only if the removal is acceptable to
the Town of South Windsor.
The Department of Transportation(DOT)has requested that the Town of East Hartford
obtain a letter from the Town of South Windsor indicating that the proposed detour plan
is acceptable and that the Contractor will be able to utilize Town property to install the--
necessary signs for the detour. At your earliest convenience, please review the enclosed
materials and let us know if the detour plan and the proposed modification are acceptable.
If you have any questions, do not hesitate to contact our office at 291-7380. Thank you
for your attention in this matter.

Re: Public Hearing Burnham Street Reconstruction
State Project No. 42-272
I had attended the Pubic Hearing on 11/12/98 concerning this project.
Attached is the handout given at the meeting.
The meeting followed the program agenda listed.
John Wallace, D.O.T. opened the meeting and gave introductions.
Mike Mancini gave introductory comments and the scope of the project and went over
the funding details.
Ramesh Gupta, Purcell Assoc. gave the design presentation.
Mike Marzi, D.O.T. R.O.W. spoke on R.O.W. issues.
John Wallace opened up Public participation.
The public's comments were addressed in a clear organized manner without excess
emotions.
Some of the public's concerns were;
• Ensuring adequate drainage system in roadway. —Gupta stated that they had approx.
size piping on plans and that final design was not done at this time and he would go
over specific areas of concern with anyone after the meeting.
• Sidewalk issues were expressed as to why they were on plan and legal risk associated
with—Mike Mancini stated that sidewalks were placed due to the need for persons to
walk to work in industrial area from public transportation on Rte 5 and that property
owners were responsible for clearing snow, maintenance and liability of sidewalks in
front of property.
• Mr. Bogli, prop. owner stated concerns with speed of traffic, possible signage, tree
impacts in the front of his property and primarily the request for a second curb cut on
his property because he currently has two driveways on lot and plan only showed one.
• Mrs. Coughlin expressed concern with the surface runoff on her property and
expressed concern with the culvert in her front yard and she expressed the need for a
curb cut onto a open parcel that she owns for farm equipment travel.
• The Town of E. Hartford Mayor Mr. Larson expressed that the Town of South
Windsor would not be allowed to make any more curb cuts on the north side of
—--
Burnham St. and the only curb cuts that would be permissible would be those that are
currently existing. Larson also restated Mr. Mancini's comments that there was no
plan to extend project limits to Long Hill due to lack of funding
• Senator Gary Lebeau made statements supporting project.
• Mrs Caughlin and Mr. Bogli expressed that they had wished to hear someone speak
representing South Windsor and their concerns. Mr. Mancini stated that they were
working closely with the Town of South Windsor on this project and addressing their
concerns. The residents still expressed they wished that South Windsor was
1
represented at the meeting. Mr. Mancini stated that South Windsor was represented
here and that a member of their engineering staff was here observing that meeting and
taking notes. I stood and introduced myself. The residents expressed that they were
happy that South Windsor was represented.
Mr. Wallace ended the meeting and offered to answer questions on an individual basis.
The Bobgli's and Coghlin's expressed concerns to me.
Terry Coghlin of 328 Burnham St. expessed her concerns to myself and CT. Senator
Gary D. LeBeau. Mrs. Coughlin expressed concerns regarding surface runoff around the
back and side of her house to the culvert at the street and the adaquacy of the drainage
system. At present she stated she has a 16" pipe in her front yard. I reviewed the plans
and stated to her that the preliminary size of the culvert in her front yard was a 30" or two
and a half foot pipe and that when they design the final sizes they will make sure that
they are of adaquate size. Sen. LeBeau expressed to Mrs. Caughlin that that was twice the
size pipe they presently have out there. Mrs. Caughlin expressed that the runoff across
her property is due to the industrial development that has occurred in the surrounding
area in the past, 10 yrs. ago. She stated that she has expressed her concerns before to
Mike Gantic and Matt Galligan and that they had said there was nothing they could do.
She stated the Jerry Iazzetta was very nice to her and came out to look at her problems
during a rainstorm. She expressed concern with the pond going behind her property with
the new development going in and a concern with the pond overflowing and a concern
with mosquitoes. Sen. LeBeau asked me if I was familiar with the pond she was talking
about. I replied that I wasn't familiar with the project she was asking about. Then she
stated that it was Output Tecnologies. I stated that I hadn't reviewed those plans but the
pond she was talking about was also a detention area. She asked Richard Abo (realtor
involved with Output Techn.) to step over. She expressed concern of pond overflowing
into parking lot during a heavy storm. Abo expressed that it would take a very heavy
storm to overflow the pond and that if a storm that size occurred there would be many
areas flooded. Mr. Abo stated that the site was designed for no increase in runoff and that
if there was runoff that was heading from their property onto hers that this would now be
intercepted and that this would help her situation to some degree. She again expressed her
concern regarding development and increase in runoff causing her problems. I expressed
to her at the present the Town requires that any development have no increase in surface
runoff and that this would prevent adding any problems in the future. However, we are
limited in what we can do for developments from the past. She again expressed that Mike
Gantic and Matt Galligan said there was nothing that could be done to assist her. Sen.
LeBeau said that he had to leave and that he would like a copy of any correspondence
that goes out to Mrs. Caughlin. I told Mrs. Caughlin that I would let Mike Gantic know
that she still expressed her concern.
John and Susan Bogli of 350 Burnham St expressed concern to me regarding two issues.
The first was with respect to the cutting down of an entire row of significant trees in front
of his property. I expressed to him that with this type of project that there is a landscaping
plan that would take into account these impacts and that the Town of E. Hartford may
2
replace those trees with smaller ones. Secondly he expressed concern with the need for a
second curb cut for his driveway. I said that Mr. Mancini would work with him on that
(Mr. Mancini had stated during the audience participation part that they would
accommodate them with a second curb cut where they had a gravel drive that had not
been shown on plans).
On reflection I think that we may want to have Karl Reichle take a look at whether these
are trees that we may want to save and see if there are any options with the grading.
This meeting was recorded and written transcripts will be available. I believe we should
contact E. Hartford and obtain a copy when available.

I. PROJECT DESCRIPTION
This project begins just east of the railroad crossing and extends in an easterly direction and ends
810 feet(247 meters)east of the intersection with Dolores Drive, a distance of approximately
2280 feet(695 meters). The project location is shown in Exhibit 1.
Burnham Street will be reconstructed to improve the existing conditions by widening the roadway
width from approximately 25 feet(7.5 meters)to 30 feet(9 meters)with granite stone curbing, and
concrete sidewalk along the south side.
The drainage system will be designed with sufficient capacity to handle flows generated from the
high point, at intersection with Long Hill Street and adjacent lands.
H. PROPOSED IMPROVEMENTS
The proposed improvements for this project are the result of recommendations outlined in the request
for proposal and meetings with Town of East Hartford and State of Connecticut, Department of
Transportation(DOT)officials.
The proposed improvements include:
• A reconstructed Burnham Street consisting of 30 feet(9 meters) wide curb-to-curb roadway for
2193 feet(668.5 meters). The roadway transitions for 89 feet(27 meters)at the eastern limit of
construction to meet the existing pavement width. Total length of improvements, including
transitions is 2280 feet(695 meters).
• Improved vertical geometry, while minimizing impact to adjacent properties and keeping
construction outside the town line to a minimum.
• Improved drainage system to accommodate future improvements to Burnham Street.
• Four foot(1.20 meters)wide concrete sidewalk along southbound side of roadway.
• Provision for a minimum.right-of-way width of 50 feet(15 meters).
Existing right-of-way limitation necessitates some property acquisitions to accommodate the planned
improvements.

Re Burnham Street
o ert o red B. Burnham,
East Hartford side
Dear Mr. Lucek:
Mr. Burnham consulted this office regarding drainage of
land located on the North side of Burnham Street, South Windsor,
across Burnham Street southerly to my client's land in East
Hartford. This exists just westerly of P & G Trucking.
Mr. Burnham informed me that under the direction of the Town
of South Windsor drain pipes were laid across Burnham Road
draining South Windsor land onto his property in East Hartford.
Mr. Burnham also informed me that there had been old drain pipes
existing therein and the drain pipe carried water from undeveloped
land. Now that the land has been developed and raised, there is
an increased amount of water going onto his property. Mr. Burnham
has had problems for years taking care of his own drainage without
any added burdens such as those just placed upon his Land.
Mr. Burnham was not consulted by anyone from your Town with
regard to this situation and in the course of doing the work there
has been created a ditch approximately six feet deep, well beyond
the depth of the old ditch. The new ditch creates a hazardous
situation unprotected- by guard rails or fences and it is possible
that Mr. Burnham, the Town of East Hartford and the Town of South
Windsor may face a law suit in the event there is an accident
involving this hazard.
While Mr. Burnham is vitally concerned over the present condition
he shudders to think what may happen to him if there is any more
development on the North side of Burnham Street which would cause
this condition to be aggrevated.
Emile Lucek, Town Manager -2- September 25, 1972
It would be appreciated if your department would, together
with the Engineering Department of East Hartford, consult with
Mr. Burnham to see how this condition can be rectified. It may
be best for both towns to consider installing storm sewers so that
property owners on both sides of the street would not have to
worry about the situation.
Very truly yo4.rs ,

Re: Proposed Bruedan Corp. Building
Burnham Street
South Windsor, Connecticut
Dear Mike,
Enclosed is a list of concerns and comments generated by this
office with regard to the above site plan. As can be noted, drain-
age and traffic are major concerns to the Town of East Hartford.
It appears the applicant must strengthen that portion of his pro-
posal.
Please forward our comments to your Planning & Zoning Commission
and to the applicant. We would be very interested in meeting with the
applicant and further discussing his proposal.
Please keep me informed about changes and other developments with
regard to this application.

Departmental Memorandum

To Town Engineer Date January 26 , 1988
Tim Bockus Proposed Bruedan Corp u
FromOnerations Engineer Subject: South Windsor Town Line
After reviewing the proposed site plan for the possible affects
upon the Town of East Hartford, I have the following questions and
comments :
- A detail should be given for the retention galleries .
- The overflow empties into a low area which naturally
drains to a 21" C.M. pipe in Burnham Street . What will
be the affect on this pipe and will a right to drain be
required by the Town of East Hartford?
Details and a schedule are given for implementation of. an
E & S system, however, the areas are not shown on the plan.
Haybales or silt fence should be installed along the street
line and as a protection at the plunge pool.
- Who will be the person responsible for maintaining the E & S
system? Provide a name and number where this person may be
reached.
- The anti-tracking apron detail should be-. revised to.:show 50 '
depth into the site and width as directed by the Town Engineer.
This construction entrance should also be designated on the
plan.
- A pavement detail should be shown.
- A bond and excavation permit bhould be required by the Town
of East Hartford for all roadwork and curb cuts .
- What type of traffic is anticipated and will be generated ,
.-entering::and.-exiting this ,site?
- What turning movements are anticipated?
- Show the radii at the entrance to the site ._-------
- There are 13 proposed parking spaces for 26 employees . Is
this. insufficient parking and will this create any street
parking?
- A Professional Engineer and Land Surveyor' s stamps should be
on the plans .

Dear Mr. Calafiore:
The dumping of waste material on your property is prohibited by
statutes and regulations. To prevent illegal dumping is your respon-

MEMORANDUM November 13, 1978
To: Town Manager's Office
Re: Complaint--North side of Burnham Street
I have driven the length of Burnham Street, from Route 05 to
Long Hill Road, and find that there is no "terrible mess"
related to the Street Services Division.
There is, however, an unsightly mess on two parcels of land
caused by indiscriminate filling with multiple-types of fill.
The parcels I refer to are east of #380 Burnham Street, and
west of *450 Burnham Street. The Assessor has the parcels
marked as Number 30 and Number 3 - Map #36.
This type of operation is a regulated activity under the
jurisdiction of the Inland/Wetland Agency and the Planning
and Zoning Commission. These two agencies are the ones which
have enforcement power and authority.

Dear Paul:
At our last Economic Development meeting, the terrible mess
that the Town of South Windsor is permitting to remain on the
north side of Burnham Street, between Route #5 and Long Hill
Road, is becoming very distasteful to the Commission, to the
citizens of the town, and myself.
I took time today to traverse that street again and it is one
big mess.
May I request that you inform the proper agency and have the -
property owners instructed to clean it up immediately.
Thank you very much for your kind consideration in this matter.
