Town of South Windsor info@southwindsorchamber.org 1450 Sullivan Ave South Windsor, CT 06074 Dear Matt: On behalf of the business community, The South Windsor Chamber of Commerce is very pleased to see sidewalks being added between ECHN and the Manchester town line on the west side of Buckland Rd. These sidewalks will enable people on foot, bikes, wheelchairs and pushing strollers to more easily access the various businesses on Buckland Road. The Chamber strongly advocates the continuation of sidewalks to connect the southern most areas of Buckland Rd to the remaining businesses on Buckland Rd and to the intersection of Ellington Rd including the Town Center shops and then continuing to at least the South Windsor Town Hall and library. People, who either have to or choose not to drive vehicles between local businesses need safe and easy access to the businesses and town services along these areas. Sidewalks will provide access and contribute to successful commerce and the wellbeing of the businesses and the residents of the community. We wo uld appreciate being kept apprised of efforts to make our town more accessible and safe by adding sidewalks on Buckland Rd and potentially Ellington Rd. . Sincerely, Cate Evans, Executive Director South Windsor Chamber of Commerce on behalf of the businesses of South Windsor I r cc: Marcia Banach, Director of Planning South Windsor Town Council I South Windsor j Chamber of Commerce Page 1 of 2 s Gantick, Michael From: Gantick, Michael Sent: Thursday, April 10, 2008 9:06 AM To: Bond, Richard Cc: Tyler, Gary;Doolittle, Jeffrey; Owens, Mark; Caldwell, John;Asselin, Ronald; Reichle, Karl Subject: RE: Buckland Road Rich: We will proceed to have our Traffic Consultant review what we can do now to have a safe crossing. My concern is that we not put in an official crosswalk that gives the appearance of a safe crossing yet does not meet code and invites a dangerous situation. It needs to be done the right way. We will work toward a solution and hopefully find the dollars to implement. We will keep you posted. From: Bond, Richard Sent: Wednesday, April 09, 2008 12:50 PM To: Gantick, Michael Cc: Tyler, Gary; Doolittle,Jeffrey; Bond, Richard Subject: Mike, As you may know, the Police Department has received numerous requests for a painted crosswalk on Buckland Rd at the rear entrance to Town Center Plaza. This driveway also serves restaurants, medical office buildings and New Alliance Bank. Historically, these requests have come from residents of the Berry Patch complex. In the past, it has been explained to them that while the east side of the roadway has the proper sidewalk, ramp and pedestrian actuator, the west side requires some work to serve as a proper destination for a painted walk. The requests continue, and, in fact, the area is used by pedestrians from Berry Patch to access those services on the west side of Buckland Rd. At least one user is confined to a motorized wheelchair. At my request, Jeff Doolittle and Marcia Banach have evaluated the area and found: 1. That the pedestrian button on the east side of the road is damaged and does not function. Pedestrians who cross from east to west must do so in 5-7 seconds with the green light from west side driveway. 2. The button on the Terry Office Park side(west side)does work, and if pressed, allows up to 16 seconds for a pedestrian crossing. 3. The west side will require a handicapped ramp and sidewalk that would allow access to both the pedestrian button mounted on the aluminum pole and access to the plaza area. Jeff has indicated that they will be contacting the property owners/management in an effort to gain their cooperation. At Jeffs request, I have contacted our contractor,Airway Electric, to do three things: 1. Immediately repair the button on the east side of the roadway so that it affords those crossing the extra time required. 2. Evaluate the light cycle at that location to see if a dedicated pedestrian phase is plausible. 3. Prepare an estimate for: 4/11/2008 Page 2 of 2 The work required for the installation of any components needed for that pedestrian phase. The cost of installing"walk/don't walk" lamps on both sides. Chief Tyler and I have evaluated the area, and determined that the pedestrians currently crossing in this area are doing so under conditions that must be addressed. We are aware that the west side improvements, necessary to bring the crosswalk up"to code", may not be prompt and do require the cooperation of the property owners. However, we also realize that immediate steps must be taken to improve the situation within the parameters of"what we have to work with"at this time. The malfunctioning button on the east side will be repaired as soon as possible to address that issue. On behalf of Chief Tyler, I hereby request the installation of a painted crosswalk at this location. The walk is to extend from the concrete ramp on the east side and cross Buckland Road at a 90 degree angle and end at the west curb line. The size and design of the walk should be in accordance with the Manual on Uniform Traffic Control Devices. In addition, proper signage in accordance with the Manual will have to be installed on Buckland Road. Ideally, all of the pieces of this puzzle would come together at the same time. I believe we both know that probably won't happen. It is, however, imperative that we take any steps we can to improve this situation. These initial steps will provide some relief by ensuring that those that cross at this location will have the proper time to do so in a clearly marked safe passageway. I would be happy to meet with any of your folks to discuss the details (location, signage etc.)at their convenience. In addition, our Agency will provide traffic control for all phases of this immediate work as required to ensure safe work site conditions. I appreciate your prompt consideration of this matter. Attached you will find a copy of Jeffs e-mail to me regarding his observations. I think it speaks for itself,we have first hand knowledge of a situation that must be improved, and any steps we take will be a move forward. Respectfully, Lt. As delineated in the Drainage Easement Agreement dated July 28, 2006, the Town of South Windsor has monitored and inspected the new drainage inlet and pipe for one year after the installation was completed (August 29, 2006)to ensure that the system functions as designed. A recent inspection of the storm drain pipes and structures indicate that the system is indeed functioning as designed although it was observed that the trash rack on the inlet structure was partially clogged with debris. It is imperative that you or your property manager inspect and clean this inlet structure at least twice a year(in the spring and fall)or more often if necessary to ensure that the drainage system continues to function as designed. Now that this one-year period has expired, you as the property owner will be responsible for the maintenance and repair(if needed)of that portion of the drainage system which is located on your property. There has been flooding of 1, 2 and all 4 lanes of Buckland Road several times.each year.....Flooding of the road is a safety concern as-'it-can cause a motor vehicle accident and it is a-maintenance concern, as the Town has to.send out a crew to barricade , the Toad.and clean up any debris, often on overtime hours: There is an old:catch basin in-the back of the'property at,326 Buckland Road with-an old 8" pipe that runs down the north side of this.property and connects to a double catch:basin in the grass Right-of Way next to.the north driveway. However, this pipe may be damaged and it appears to be..too smalli to.handle all the water from the up hill drainage area-so the storm water builds up until it floods the property at.300:and 326 Buckland Road arid- overflows down the north driveway of 326 into the road. As we have.discussed, the Town-has explored many options.to:collect thisewater and convey it,into the stormdrain system in Buckland-Road to alleviate the flooding. There have .'been, discussions with the owners-of.300 Buckland Road.(Messiah Lutheran Church)and 350 Buckland:Road:(property to the north.of yours)about the flooding.problem, but we have not been able to:come to an agreement that would help to alleviate this problem. Most. recently the Town has developed two options to alleviate the road flooding involving your . property at 326,Buckland-Road.and one.option working entirely within the.Town owned Right-of-Way for Buckland Road. 1 tried to meet with you on Tuesday 3/7/06 to go over . -these options but this meeting did not happen, so lam writing to explain these three options- to you. Option 1 involves only work within the existing Right-of-Way for..Buckland Road. The newer, northern driveway on the property at 326 Buck-land Road would-be removed to install two double catch basins and create a grass depression to catch the water coming off this. property before it gets into the road. A 24" pipe would be installed-along the east side of Buckland Road and an existing 15M pipe crossing the road would be replaced with a 24" pipe to the existing outlet on the west side of the road. With this plan your property.would still flood but most of the water running.off your property would be captured before it flooded the road. The property at 326 Buckland Road would be left with one of the two existing' Page 2 Mr. & Mrs. Schiavone March 27, 2006 driveways, the original one closest to the house. The work within the Right-of-Way could be done without any easements, however if you agree to this option and would like, a new gravel parking area can be constructed off the remaining driveway near the garage. Any work on your property would require a temporary construction easement. A sketch of this option is included for your review. Option 2 is to replace the existing 8" pipe along the northern property line of 326 Buckland Road with a 24" pipe: The inlet structure in the-back of 326 Buckland Road and the double CB in the Right-of-Way would also be replaced. A separate 24" pipe would be installed along the east side of Buckland Road to the north of your property and a 15n'pipe crossing the road would be replaced with a 24" pipe to convey the flow into the stormwater system and to the existing outlet pipe on the west side of the road. The trees and bushes along the northern property line of 326 Buckland Road would need to be removed as part of this . project to replace the pipe. For most rain storms this option would alleviate the flooding on your property at 326 Buckland Road as well as on the road. The northern driveway and gravel parking area on your property would not be changed under this plan. You would be expected to keep the inlet clear of grass, brush and debris so the stormwater can easily enter the new pipe. This option requires a temporary construction easement from you to allow the Town to work on your property. A sketch of option 2 is included for your review. Option 3 was developed at your request and includes regrading the north driveway and gravel parking area at 326 Buckland Road to direct the water into the existing double catch basin in the grass Right-of-Way north of the driveway. This would require significant cuts, fills and regrading of the north driveway, gravel parking area and the area along the northern property line. All the trees and bushes along the northern property line to the back of the gravel parking area would have to be removed as part of this plan. A drainage swale would be created between the driveway/gravel parking area and the northern property line. This swale would be about 15-25 feet wide, 1-2 feet deep and lined with 6" Rip Rap stone to prevent erosion. A second double catch basin would be constructed in the grass Right-of- Way, a 24" pipe installed to the north, and the 15" pipe across Buckland Road replaced with a 24" pipe to the existing outlet. A temporary construction easement would be required from you for the Town to complete this work. A sketch of option 3 is included for your information. Although this option would catch much of the water flooding the road, it has several major drawbacks including: The water would still pond in the back of your property at 326 Buckland Road, the septic leach field is under the existing gravel parking'area and we believe it is shallow and may be damaged by heavy equipment digging or filling over this area, the northern driveway and parking area would have a significant cross slope that would make-them awkward to use, the large stone lined swale would be unsightly to some and difficult to keep clear, if the swale was not kept clear the driveway and road would still flood, and this is the most expensive option of the three. For these reasons, this option is no longer being considered. o Page 3 Mr. & Mrs. Schiavone March 27, 2006 The Town would like to pursue option 2 as we feel it would greatly reduce the flooding of your property and best alleviate the flooding on Buckland Road. However, the Town is also willing to construct the improvements shown in option 1. Please contact me by April 17, 2006 to let me know if you agree to option 1 or 2. The Town needs to submit an application to the Inland Wetlands Agency/Conservation Commission in April for this project and we will need your signature on this application for any work proposed on your property near wetlands. We will also need a temporary construction easement to work on your property. If I do not hear from you by April 17, 2006 (20 days)the Town will construct option 1 within the existing Right-of-Way for Buckland Road and eliminate the northern driveway to your property without any other improvements to your property. can be reached at 860-644-2511 ext. 245. Although we had a full discussion at that time, the town did not follow-up on that meeting. I know that we did follow-up on our end,but we never heard from the town again after that meeting. On November 3, 2004 you wrote a letter to Pastor Mielke indicating that the town had hired an engineer to study the storm water drainage and make certain determinations. You indicated that the town was going to review the town's proposal to alleviate the situation. Although almost two months have passed,Messiah Lutheran Church has not received any communication from the town. We don't know whether or not the inspection was made nor do we know what the town's position is with respect to this matter. Are you going to follow up on the meeting that we had many months ago, or is that discussion simply something that is to be forgotten? I specifically want to note that your comment that the water is coming off of the church's property. It is the view of the Messiah Lutheran Church that they did try to work closely with the Town. They waited a long time while the Town was reviewing and planning this situation, but when they could wait no longer they went ahead with their own plans. They paid over $19,000.00 just for fill and they also cut the trees and bushes and took care of their own problem in the parking lot. I know that this was a matter of previous discussion and I am not going to go into it in more detail. At the present time, any agreement that the Church might reach with the Town of South Windsor would be solely as an accommodation by the Church. At this point, the Church would be just as happy if the project did not proceed. That having been said.however, I have been advised that the Church Officials and I would be willing to meet with the Town Officials at an appropriate time. For example, we could meet on the 14th or the 15th at six o'clock at the Church. We prefer an evening meeting, and six o'clock is about as early as we can make it, but the Church would like its Board of Directors to be able to attend. This letter will serve as a demand to you on my client's behalf that you immediately take steps to prevent the massive drainage problems and the ongoing erosion, and secondly, present to us an engineering proposal, which will need the Town of South Windsor's approval, concerning the repair of the damage that has been done to 114-116 Buckland Road. Your failure to respond to this letter will result in legal action. I am sending a copy of this letter to Matthew Galligan, Town Manager of South Windsor, Connecticut and also to Attorney Laurence Rubinow, counsel for your predecessor in title. Storm water runs down a drainage channel on the southern side of property of Messiah Lutheran Church at 300 Buckland Road and them runs north across this property in a ditch that has been created just east of the lawn area. Water ponds in a low area on this property that is behind 326 Buckland Road. During moderate and heavy rain storms the ponded water level builds up such that it floods part of the property of 300 Buckland Road, the back yard of 326 Buckland Road, and flows down the northern driveway for 326 Buckland Road and floods the road. There has been flooding of 1, 2 and all 4 lanes of Buckland Road several times each year and we believe it has become more frequent in recent years. There has been flooding of Buckland Road here three(3)times this spring. Flooding of the road is a safety concern as it could cause a traffic accident and it is a maintenance concern, as the Town has to send out a crew to barricade the road and clean up any debris. In addition, water flowing out onto Buckland Road has eroded the driveway of 326 Buckland Road and begun to damage the road itself. Aerial photographs of this area taken over the past 50 years show that a pond existed on the property of 300 Buckland •Road just behind property of 326 Buckland Road up to at least 1986. At some time between 1986 and 1995 this pond disappeared. .The photographs also show the drainage ditch that runs to the north just east of the lawn area on 300 Suckland Road became better defined between 1986 and 1995. This ditch has concentrated the stormwater runoff coming down the hill on this property and directed it to the north. The pond provided storage of storm water runoff. Since the pond is no longer there this storage is unavailable to detain the storm water runoff that is still concentrated and directed to the northern part of this property. There is not an adequate outlet for the water from this area so it builds up until it floods the property at 300 and 326 Buckland Road and overflows down the driveway into the Road. The Town has been working with Messiah Lutheran Church since last year to build-a berm on their property which would recreate this storage area, and Install a new pipe to release this water into the existing drainage pipes In Buckland Road in a controlled manner. This plan was approved by the Inland Wetlands Agency in May 2002, and the Town Council appropriated $60,000 for drainage improvements along Buckland Road and on properties at #300 and #326 Buckland Road in July 2002. It should be noted that the Town Council does not usually approve of spending Town funds for work on private property, however we 06/25/2003 16: 16 8606447280 SOUTH WINDSOR PAGE 03 thought this was the best way to solve this problem for all parties involved. Representatives of Messiah Lutheran Church were aware of these actions and the Town formally presented our plan to the Church Council on August 19, 2002. The Church Council had some comments about this project but we thought it was approved. The plan included a new pipe connecting the drainage in the parking lot to the Town's drainage structures. Comments included, removing one spruce tree on the north side of the driveway, seeding the side slopes and top of the berm with grass so it could be mowed and easily inspected, establishing a maintenance agreement between the Town and Church, and establishing an agreement between the Church,-owner of property at#326 Buckland Road, and the Town that would possibly include rights to drain, a hold harmless clause and release from liability clause. We have been working with the Church and owner of property at 326 Buckland Road since last fall and still do not have these agreements in place. More conversations and or meetings are necessary to finalize these agreements. The Town even bid this project and had a contractor ready to start work last fail in anticipation of completing the work before winter. We believe this project benefits the Town, the Church and the owner of property at 326 Buckland road. Everyone benefits from the reduction and control of flooding that now occurs on all these properties. The Church, and owner of 326 Buckland Road benefit from the Town assuming the cost of this project and some of the maintenance responsibilities and reduced liabilities due to water from their property flooding a public road. The Town needs to move forward with this project or we will have to look at alternative measures to protect Buckland Road and the traveling public. Enclosed is a draft copy of an Operation and Maintenance Agreement between the Town and Church, and a draft of an agreement between the Church and owner of property at 326 Buckland Road. Please review these documents and return them to us with your comments by July 11, 2003. I am available to discuss this further and 1 Can be contacted at(860)W-2511 ext. 242. Guliano, Town Attorney Town of South Windsor 1540 Sullivan Avenue South Windsor CT 60014 Re: Messiah Lutheran Church Dear Barry: After you, Mike and Jeff left the meeting the other day, the Board of the Church discussed the matter. They believe that although the advantages to the Church have been removed from the project because of timing, the Church would still like to cooperate with the town to the extent they can.. Since we recognize that the town has the power of condemnation, we request that the town exercise that right. This would clarify the fact that the granting of the easement was required by the town, and thereafter the town would maintain the easement. However, the Church will cooperate in the condemnation by allowing the process to move along quickly, and also by waiving any right that the Church may have to compensation. As the easement is laid out, we would like to make sure that certain promises made by Jeff are incorporated. This would involve moving the pipe to the best location so that it will cause the least interference with the property. Also, the retention area would all be located within the wetlands on the property. We would also like the town to work with us to the extent possible in our desire to obtain the ability to work in the easterly end of developable portion our property by offering as mitigation a piece of our upland area that intrudes into the wetlands and we think would enhance the wetland area on the property. Although we have no current plans, this might be helpful to the'.Church hits future development. Perhaps this can be discussed. The issue of sewers continues to surface with every event or action related to the area.' Why didn't the Town install sewers in Buckland Road when it was reconstructed? This in spite of the fact that the Economic Development Commission undertook a comprehensive study and reported the results to the Town Council. The Water Pollution Control Authority (WPCA) provided further input. The land to the East was zoned R 40 and the land to the West was zoned RR. The owners of two mndred and fifty acres planned to use it for a cemetery. There are extensive wetlands and the watershed slopes from East to West. Sewers were estimated to cost over $2 million for projected low density development. There are several actions that have or are being taken which if considered together could be enhanced to facilitate economic development as they are intended. They are: New zoning for the Buckland Road area. WPCA Buckland Road sewer study. I 291 Corridor study including sewers and infrastructure. Tax abatement policy for industrial business. Industrial park development policy. ` Sewer extension policy. It appears that these actions and maybe others may not by themselves do the job of attracting new development to the Buckland Road area or the I 291 Corridor. According to Joe Carino, Chair of the WPCA, South Windsor has over eight hundred acres of land zoned for industry and business which already has roads, sewers and water paid for by the people of South Windsor. This is a substantial investment which is not providing a return to the Town and is not being. developed for a variety of reasons. Now we are planning to add substantially more acreage to this inventory. This will require a substantial investment in infrastructure. I am proposing that a special team be appointed with representation from the majors players that have a part in the development of the Buckland Goad area and if appropriate include the implications to the I 291 Corridor. They would be charged with reviewing the actlins listed above and any other appropriate- items and recommend any changes in scope that should be made to encourage economic development in the Buckland Road and I 291 Corridor. They should also determine what State and Federal assistance programs may. be available. If the council is in agreement with this proposal, we should then ask Jean Zurb.rigen to prepare a resolution which would charge the special team to develop a scope of study and time-line and move on with the study. They should also be advised that they should consult with the Water Pollution Control Authority, Planning and Zoning Commission, Town staff, and any other individuals or agencies in developing the scope of the study and in undertaking the study. Time action is important since the sewer study and the I 291 study are about to be completed and we should be in a position to move ahead with economic development of these areas. It is our understanding that the plan includes a driveway cut onto Buckland Street approximately 55 feet south of the Manchester/South Windsor town line. As is clearly indicated in the attached correspondence, South Windsor has long had safety concerns on that portion of Buckland Road between the town line and Smith Street to the north. This section of roadway has had many serious traffic accidents, including fatalities. Our safety concern was exacerbated by the recent roadway modification on Buckland Street in Manchester. There now exists a very abrupt northbound taper which appears even more awkward due to the horizontal curve within the road at the tape. The proposed driveway will be located within the taper area. The Town of ` South Windsor is extremely concerned that additional traffic entering and exiting within the taper area will create further safety hazards in an existing area of concern. We respectfully request that the Planning and Zoning Commission not allow a driveway cut between the north access road to the Pavilions and the town line. As required by the State Traffic Commission, the developers of Buckland Hills Mall have reconstructed Buckland Street. The approved plans require the developers to provide two through lanes northbound on Buckland Street at its intersection with Pleasant Valley Road and the North Access Road. To the north of the intersection, Buckland Street is to taper back to a single northbound lane at the South Windsor Town Line. The return taper back to a single lane is constructed along a curve in Buckland Street. Although this appears somewhat awkward in the field at this time, a survey conducted by Fuss -and O'Neill , Inc. indicates that the roadway has been constructed according to plan. To help ease the merge of vehicles, the last two skip lines northbound on Buckland Street are to be removed in order to extend the taper length. Appropriate signing for the lane reduction is in place. O .Drawer A Wethersfield, Connecticut 06109 Dear Mr. Stoeckert: Re: State Traffic Commission Improvements - Buckland Road The Town of South Windsor wishes to bring your attention to a State Traffic Commission permitted road modification project which may be a detriment to the safety of the traveling public. The area in question consists of road widening modifications on Buckland Street in Manchester at the South Windsor Town Line. Lane tapers heading north on Buckland Street at the Town Line appear to be too short and tend. to create a bottleneck effect. Additionally, the lack of proper signage, location of telephone poles and poor lighting appear to compound this potentially unsafe condition. _ Your_ attention-to--this .public_ safety concern is_greatly__. appreciated. Tyler Police Services 151 Sand Hill Road South Windsor, Connecticut 0607.4 Dear Chief Tyler: Subject: Buckland Street South Windsor/Manchester Town Line Thank you for your October 16, 1989 letter regarding the reconstruction of Buckland Street, in Manchester, in the vicinity of the South Windsor Town Line. Although this appears somewhat awkward in the field at this time, a survey conducted by Fussiand O'Neill , Inc. indicates that the roadway has been constructed according to plan. To help ease the merge of vehicles, the last two skip lines northbound on Buckland Street are to be removed in order to extend the taper length. Appropriate signing for the lane reduction is in place. Since Buckland Street is a Town road and no requirement was made of the developers of Buckland Hills Mall to install additional illumination, any concerns about the adequacy of the illumination in the area shoul -mut-uaJly rj JAN 91990 An Equal Opportunity Employer Chief Gary K. Guliano, Esquire Phelon, Squatrito, Fitzgerald, Dyer & Wood P.C. 773 Main Street Manchester, CT 06040 Dear Mr. Guliano: RE: 15 Buckland Road In response to your August 15, 1989 letter concerning additional information on the street line and ROW line on Smith Street in front of 15 Buckland Road, the Town undertook both a field investigation and documentation search. Attached is a copy of part of a map which is on file in the South Windsor Town Clerks office, entitled "Property of Baltrus Daltriva, Smith. Road, South Windsor, Conn. , Scale 1" = 401 , March 25, 1959, Certified Hayden L. Griswold C.E. " . This map in addition to deeds on file document the property known as 15 Buckland Road (Mrs. Varrick) . We have marked up this map to indicate that we have found on the property, the pin for the northwest corner of the property in question. This pin is situated approximately 15 feet from the current edge of road (Smith Street) . Utilizing this pin as a guide, the current Town ROW is approximately 15 feet off the edge of pavement at the northwest corner and slightly less at the corner at Buckland Road. Since the waterline was placed only 3 to 5 feet off the edge of road, it therefore would be within the Town ROW and not on your clients property. I hope this will clear up any questions you or your client may have as to the waterlines location. If you require further information or need any clarification in this matter, please contact Mr. Jerry C. Iazzetta, P.E. , Town Engineer on 644-2511, Ext. 245, as he is familiar with this matter. Varrick have asked that I correspond with you relating to your letter to them of June 28 , 1989 .- in which you discuss the situation of the installation of water lines on Smith Street by the . Connecticut Water Company on property owned by Mrs . Charles Varrick, Sr . 15 Buckland Road. My letter is directed primarily to paragraph 3 in ' e... 11' letter. You state that both the town and the water company have:;.researched-. the right-, and are satisf ied that the location of the pipe is within the tows right-of-way. Would you please provide us with any information; n documentation or support for this statement. Essentially, the Varricks are just concerned that the pipe may not be within the right-of-way. If you can provide us some documentation that would establish this, aside from the simple ascertion by the water company, I believe the matter would be at an end. However , this may not be the case if the pipes are not within any right-of-way. I will be away on vacation until August 30 $ 1989 , but would ask that you . contact my office after that date to discuss this matter further . Thank you for your cooperation in this regard. Very truly yours , Bar " D. G uliano e-=/ , G o -BDG/teb i rC4 4q REPORTS OF EVENTS sly BARN DEMOLITION BUCKLAND ROAD RWAV" / JULY 25 1987 Thunderstorms, Saturday, July 25th, caused several trees in Town to come down across roads and power lines . The police dispatcher called both Ray and I out at approximately 1: 00 P .M. . Sergeant Tom Hart of the South Windsor Police Department met me at 90 Foster Road, while the Town crew and Northeast Utilities were removing a tree that was blocking traffic. He told me, at that time, that the old tobacco barn on Buckland Road, near the Corn Crib, had fallen into the road, and that he had Slater Construction push it out of the road with their loader. A call came from the dispatcher that another tree had fallen across Colony Road. I went there and then went to Buckland Road to look at the barn. About one-third of the barn was leaning toward the road with the edge of the roof out to or a little over the curb line. The ridge line of the barn (peak) was split and severely sagging. I went around to the west side of the barn where I saw a large hole had been broken into the side. I could see that several of the supporting poles were broken. I radioed for Ray to put up a barricade in the southbound lane of Buckland Road to keep cars away from the shoulder near the barn and then went to the Police Station to talk with Sergeant Hart. I told him that the Building Inspector and Fire Marshal should look at the barn. Tom began to make calls to locate someone from the Archdiocese of Hartford. He talked with Earl Reichle who told him to call Stanley Waldron. It was around 3: 00 P .M. , and I had not eaten, so I went home for a meal. Tom called me at 4: 03 P.M. and told me he had arranged a meeting at the barn with Tom D'Auria, Sgt. Lewis and the Fire Department Duty Officer (I believe it was Captain Bond) . He said he had talked to the Town Manager and the four of. us should evaluate the situation and let him know. The meeting took place at 4: 40 P.M. . We considered the severe weather warnings, the clear open field to the west, the instability of the structure, the closeness to the public street and the potential consequences if the barn fell while a vehicle were passing. We decided it should come down now. " Report of Events Barn Demolition Buckland Road July 25 , 1987 Page 2. I called Billy Mitchell at 4: 50 P.M. and arranged to take it down at 6: 30 P.M. . I called Russ Cable to come in to remove a limb from Clark Street, and told him to call in a Maintainer III to assist with the barn demolition. I called the Town Manager and informed him of what was to occur, and he asked that we contact the Archdiocese and get them to agree. Sgt. Lewis and Sgt. Hart made all the calls to the Archdiocese. The result was that a Mr. McKernan, representing the Archdiocese, met with me and Billy Mitchell at the site. I told him the seriousness of the situation and asked if it was all right. He said he did not have the authority to tell us to go ahead. He asked if we could wait until Tuesday so he could get bids to take it down. I explained the weather warnings , the conditions of the barn and the concerns •of the public safety. He said, "You gotta do what you gotta do. " Sgt. Lewis took pictures of the barn, and Engine 6 of the South Windsor Fire Department arrived at 5 : 45 P.M. . At 6: 30 P.M. , Buckland Road was closed at Smith Street and Deming Street. The payloader began demolition and was done at 7 : 20 P.M. . Sgt. Lewis took pictures after the barn was down. Melvin C. They are as follows: 1) A concrete sidewalk on the east side of Buckland Road near Station 10 + 00 will have to be reconstructed because of a grade problem between the existing sidewalk and the proposed new curbing. - After discussion with Mr. Ferola, Project Engineer, and Mr. Corsine, - Chief Inspector, it was decided that extra funds would be needed to - correct this problem, and that I notify you to take appropriate action. The sidewalk length in question is about 50 feet. 2) A fence used to contain farm animals on the east side near Station 22 + 75 had to be moved slightly to accommodate drainage and grading. The person who owns the land want it permanently repaired, and we feel this should be addressed also. The length of the fence that was disturbed is approximately 30 to 40 feet. I would also like to take this opportunity to tell you that Mr. Corsine has been very friendly and cooperative with us and want to express our thanks to him. District I Auditorium in Rocky Hill at 10:00 A.M. on February 23, 1981. In attendance were Lester Braddock, myself, three representatives from King Trucking Company, Inc., a representative from S.N.E.T. Co. and several representatives from the State. M.D.C. representatives were not present, and the State will contact them to schedule work with the contractor. The States report on the meeting will be furnished to the Town. The contract was awarded to King Trucking Company, Inc. on January 28, 1981 for $293,216.20. Notice to Proceed will be given on March 2, 1981. Time of completion is 264 calendar days, placing the completion date at November 2, 1981. In accordance with the Buckland Road Reconstruction Specifications, S.N.E.T. Co. has to reinforce their telephone duct in the road prior to the start of construction. The Town was instructed by the State to write S.N.E.T. Co. a letter requesting them to proceed with this work. It was also decided that S.N.E.T. Co. will place a temporary patch in the roadway and maintain it until King Trucking Company, Inc, removes the roadway in conjunction with his construction operations. A question was raised as to traffic control; Lester Braddock requested S.N.E.T. Co. to contact the South Windsor Police Department regarding this matter. S.N.E.T. Co. will perform their work within the next two weeks and Papuga will start the construction staking for the Buckland Road Project right after S.N.E.T. Co. completes their work. Prior to the start of construction, King Trucking Company, Inc. will submit a list of all subcontracts for State approval. If someone other than who was approved to do the work, performs the work, then payment will not be made on those items. Federal .funding is involved in this project; therefore, all Federal .Wage and Salary Rates and Equal Opportunity Employment is required._, An Equal Opportunity Employment meeting preceded the preconstruction job meeting. The contractor shall not work between the hours of 4:00 P.M. and 8:30 A.M. Monday through Friday. Construction on Saturday, Sunday, legal holidays and the day preceding and following the legal holidays shall not be allowed. The State shall determine the legal holidays. Memorandum -- Buckland 'Road Reconstruction -- Preconstruction Job Meeting To: J. E. Page, Town Engineer Page 2. Subbase compaction over the water main was discussed. Where filter fabric is not placed, compaction will be performed in twelve inch layers as stated in the contract. In relaying the flagstone walk, the State mentioned that the flagstone has a tendency to break up during removal and that materials to replace it is not readily available. The State suggested possible replacement with a concrete walk. Lester stated it would be alright with the Town if it is acceptable with the homeowner. Discussion was made as to the maintenance and protection of traffic regarding maintaining a twelve foot travelway, advance- warning to property owners of driveway obstructions and providing driveway ramp accesses during non-construction hours. The State questioned the Town as to the inspection of the abandoning of the sanitary sewers. Lester mentioned the Town would probably want to observe this work. The question was raised as to the relocation of telephone poles. Lester mentioned that the poles were relocated in the past to accommodate future roadway expansion and that there should not be any conflict. The State thought that maybe some of the poles may have to be held during construction. S.N.E.T. Co said there should not be any problems with that. The items that the Town will be responsible for will be .to instruct S.N.E.T. Co. to commence work on their telephone duct lines and to observe the abandoning of the sanitary sewer. Dear Mr. Munroe: Re: South Windsor Urban Systems Project No. 132-90 Reconstruction of Buckland Road It is my understanding that the Capitol Region Council of Governments has endorsed the Buckland Road Reconstruction Project, under Urban Systems Project No. 132-90-7including the revised cost estimates. I would appreciate it if you could forward to my office, as soon as possible, a "Construction Agreement" defining the responsibilities during, and subsequent to, construction-- including all funding provisions. It is important that we expedite the Buckland Road project, due to the fact that we have another pending reconstruction project scheduled for Sullivan Avenue (Ct. Route #194) , to be bid in the Spring of 1980, originally funded under the "High Hazard Program. Should both these projects be under construction simultaneously, two major arteries of the five-corner inter- section in Town would be disrupted--causing major detour problems to our commuters and residents. Since Buckland Road is ready to go, I would appreciate your cooperation in scheduling as early a bid opening date as possible; and I appreciate your best efforts to expedite this very critical project. Young Town Manager or -6 Town of South Kindsor S 1540 Sullivan Avenue South Windsor, Connecticut 06074 - Dear Mr. Young: cn Subject: South Windsor Urban Systems Project No. 132-90 Reconstruction of Buckland Road This office has received the final plans specifications and cost estimates for the subject project. As noted at the April 1979 Soils meeting with Mr. Page and again via telephone to Mr. Page on June 5, 1979, the Department cannot process this project further until CRCOG endorses the cost increase for this project. Upon endorsement by CRCOG the Department will initiate the necessary action to obtain the Governor, Bond Commission, and FHWA`s approval of the project. Once all approvals have been received work orders can be obtained and your project processed for construction. Prior to advertising a Construction Agreement must be executed defining responsibilities for maintenance etc. and all funding established. It is presently anticipated that with rapid endorsement by CRCOG a spring 1980 construction start can be achieved. Very u your , Ea a R. Munroe, P.E. Shattuck, Director of Public Works RE: MEETING ON RECONSTRUCTION OF BUCKLAND ROAD A meeting was held on April 30, 1979 between representatives of a) Purcell Associates, b) State Department of Transportation, c) Town Engineer. The purpose of the meeting was to review the plans for reconstruction of Buckland Road and specifically, the typical section. The State had originally commented that a totaled pavement thickness of 19" would be sufficient consisting of: 3" bituminous concrete, 6" premix and 10" sub-base. The State had also indicated that to prevent substantial freezing of the sub-base a thickness of 18" might be acceptable. The Town Engineer had asked for a least 30" of sub-base because of all the bad experience on Buckland Road. This was substantiated by Purcell and their soils engineer, Mr. Clarence Welti. Mr. Welti has had extensive experience in this area of Buckland Road with regard to the failure of the sanitary sewer line, etc. As a result of this meeting, the Town will remain with this composition: 4" bituminious concrete, 6" premix and 30" sub-base. The composition will be documented with letters sent to the State D.O.T. The State D.O.T. is not sure yet whether they will approve this composition, but they are at least looking at it in a more favorable light. The State also requested that the Town get CRCOG to reapprove this project. Since the costs have escalated, the project must be reexamined by the CRCOG on their agenda and be reinstated. According to the State, no construction can begin until this is done. J. E. Page Town Engineer/Planner JEP:bw TO: TOWN OF SOUTH WINDSOR 5 FROM CATHOLIC CEMETERIES ASSOCIATION OF THE.
