ASSOCIATION OF LAND •. .Ill d MEMORANDUM March 1 1 , 1996 TO: Matthew B. Galligan, Town Manager RE: JONES, BASEMENT FLOODING I met with Lynn Jones on January 29, 1996 at 571 Avery Street. It was a period when we had experienced a warming trend and a lengthy, moderate to heavy rain. Heavy rain had fallen on January 19th--two inches or more. This rain fell on approximately 14 inches of accumulated snow. The temperature moderated over the next several days with the temperature hitting 53 degrees by January 27th. There was little or no frost in the ground, as we had snow cover since early December without having any cold weather prior to the first snow. As I spoke with Mrs . Jones, on the 29th, the stream to the north of her home was flowing without obstruction. The two culverts under Avery Street were flowing unimpeded at about two-thirds capacity. There was no pooling or back-up of water on the west side of the street. I went across Avery Street to look at Avery Brook. The brook was flowing without obstruction. Mrs . Jones told me that one of the culverts had silted in. This could not be substantiated at this time. I drove up to the church parking lot to look at the water level behind the dam; the water level was lower than I had seen it in the past. Mrs. Jones asked me to take a look in her basement. The floor was wet. She pointed out her sump pump. It was in the northwest corner of her basement. The sump pump hole was very shallow causing the pump to cycle on and off very often. I suggested that she deepen the hole to allow the pump to lower the water level under the floor. This would allow the pump to pump longer and be more efficient. She told me that she had never had water in her basement before and was convinced that it was because of the dam. The dam was completed prior to 7/20/88. That is the date of the as-built plan. The dam was likely completed in late 187 . The Jones, home home was built in 1985 . Memorandum To: Matthew B. Galligan, Town Manager Re: Jones' Basement Flooding March 11 , 1996 Page 2 . Two additioanl observations are as follows : (1 ) I returned to this location a few days after the storm there was some gravel in one of the pipes. It was approximately 3 inches deep at the inlet and extended into the pipe 5 or 6 feet. This did not effect the flow characteristics to any great extent. (2) During the rainstorm of January 19th, Scott Lappen went to the Avery Brook dam site west of the Jones' property and inspected the outlet. There were no obstructions and the structure was performing normally. Mrs. Jones also told me that when her foundation was being built, the hole had to be filled with several big truckloads of stone to control the soft, wet soil conditions. Melvin C. Ker State Re sentative MAY 3 1996 Co scut General Assembly 3 erle Road outh Windsor, Connecticut 06074 i Dear Representative Kerensky: On May 1, 1996, representatives from the Town of South Windsor Engineering Department, and Alphonse Letendre of the Connecticut Department of Environmental Protection joined us to meet with Lynn and Alex Jones at their residence at 571 Avery Street in South Windsor, Connecticut. Their house is located several hundred feet downstream from Avery Dam Site#1. The Jones' concern is that of water which seeped into their basement in January and April 1996. They stated that they have lived there for over ten years and this is the first time they have experienced water in their basement. They stated that they do have a sump pump but did not have to use it before this year. After looking at the situation, the house proximity to the brook and the culverts under Avery Street, I have the following recommendations to help alleviate their wet basement condition: l. Clean the culverts under Avery Street of all debris and deposition. I observed approximately 6" to 12" of cobbles, sand, and other debris in both culverts. Simultaneously,.excavate within the brook upstream from the culverts by backhoe or other heavy equipment in order to lower the water level in the brook. Approximately 50'to 75' of stream reach would be affected and a town Inland Wetland Permit would be needed to perform the work. 2. If work completed under(L) is not sufficient, improve the drainage within the house basement and increase the sump and sump pump size to handle the additional ground water. 3. If(1.) and (2.) prove insufficient, install a 4" gravity line and a 2" pressurized line from the foundation drain and sump pump respectively with outlets just upstream from the Avery Street culverts. Both outlets should be placed as low as possible without having standing water in the pipes. Backwater valves and animal guards would be needed on both pipes. The Natural Resources Conservation Service, formerly the Soil Conservation Service, works hand-in-hand with the American people to conserve natural resources on private lands. AN EQUAL OPPORTUNITY EMPLOYER Representative Nancy E. Kerensky, May 3, 1996 2 Based on several similar floodproofing jobs completed in Connecticut by the Natural Resources Conservation Service, I feel confident that the above recommendations will alleviate the basement flooding now being experienced by the Jones'. Thank you for inviting me to the site and if we can be of further assistance to you or your constituents, please let us know. Sincerely, 00 ?tate E. PoAulech, E onservation Engineer cc: Margo L.
