Cormier at 1 Ann Road 9:10 A . M. , September 9, 1981 . - Water in cellar - s to be coming up through floor drain . Russ Cable and I went there at 10:05 A . M . and met Mr. Shattuck (D.P .W. ) and Mr . Cormier . We checked the drainage pipes in Ann Rd . , the right-of-way through Cormier' s to Dower Rd . , and Dower Rd . At the rear of Lot #41 - Ann Rd . , we saw, what appeared to be, tree roots growing about one quarter up the pipe . We also saw that water was standing in the catch basin on the East side of Ann Rd . at the intersection of High Tower Rd . It was up over the pipe and only a very minor flow was visible in the basin on the West side of the road . This indicated that there was a blockage in the pipe between these two basins . Mr . Cormier requested that we pump the water out of his cellar. An electric sumppamp was borrowed from the Pollution Control Dept . and the cellar was pumped out . We also set the Sewer Jet out to try to clear the pipes . The Sewer Jet nozzle would not go through the total length of the pipe between Ann Rd . and Dower Rd . At about 140 feet West of Ann Rd . forward progress stopped . However, water continued to flow Westerly and was observed in the catch basin in the rear of 41 y Ann Rd . and the basin in Dower Rd . At the 160 ft . mark, two large weeping willow trees are growing on the property of #27 Ann Rd . These trees are approximately 15 feet South of the pipe . The reputation of this type of tree is well known and it is likely that the roots observed in the pipe are from these two trees and that these roots have caused an almost complete blockage of the pipe . The Sewer Jet was also sent through the pipe in Ann Rd . between the two basins at the corner of High Tower Rd . The nozzle would not go all the way through . When put in from the West side it would go in about 24 ft . When put in from the East side it would go in about 4 ft . The water in the basin on the East side did not lower after use of the Sewer Jet . After lunch the catch basin cleaner was sent to Ann Rd . to clean the basin on the East side of Ann Rd . near High Tower. When it was cleaned, Russ looked in the pipe with a flashlight and he could only see a 2"opening -through to the other side along the top of the pipe . It also appeared to him that the pipe was not laid in straight . Page 2 The decision was made to hire a sewer cleaner contractor with root cutting tools to clean the cross country pipe, and to send our construction crew to relay the pipe between the two catch basins in Ann Rd . This action would correct the apparent deficiencies in the storm system. The Roto-Rooter Company was contracted to clean the cross country line and they began working at 8: 15, Sept . 10. They encountered an obstruction in the pipe at approximately 130 feet West of Ann Rd . The cutter head continued to proceed at a slow pace from this point on, indicating that the unit was cutting through the obstruction . Additional information will be provided when they have completed their work. The Town crew has cut the pavement and the Utility Companies have been contacted to mark the location of their facilities so excava- tion in Ann Rd . can begin . It should begin, Friday, Sept . 11, 1981 . Most, if not all houses, in this subdivision are connected to the storm drain with Orangeberg pipe from perimeter foundation drains . Some are connected directly into the Town ' s pipe . Others are connected'}to collector Orangeberg pipe which are then connected to the closest storm catch basin. They wereinstalled when the sub- division was developed over 25 years ago at a time when such drains were not incorporated into any known plan . The drains served to keep cellars that were built in a high water table dry. They serve their purpose as long as the 4" drains or the storm pipes are not obstructed in any way. Sanitary sewers were recently installed in this area and all pipes were installed at a depth lower than the storm sewers and under- drains . Therefore many of these pipes were crossed . It is possible that settlement of the backfill is bending or even breaking some of the pipes . Melvin C . Stead, Jr. , Supt . of Street Services MCS:ab 10 ANN ROAD - ADDITIONAL INFORMATION - SEPTEMBER 14, 1981 We excavated the cross lateral between the two basins on Ann Road near the corner of High Tower . The pipe is layed in reverse with the low end of the pipe on the east side and the high end on the west side . The difference in elevation is about 20 inches so the pipe must be completely full before water will flow . The pipe was also broken during sewer construction . It was repaired by putting in a piece of pipe and wrapping it with burlap . This had no effect on flow of water at this time but in the future when the burlap has rotted, sand will begin to fall into the pipe and cause settlement in the road surface above . This pipe must be relayed to prevent back-up of water in the under- drains on the east side of Ann Road . There are several problems that prevent us from doing this at this t ime : 1 . The gas line is just above the pipe on the east side of the road . 2 . The water line is just below the pipe on the west side . 3 . The main out-flow pipe going west is too high so that, even if we could lower the cross lateral, the water must build up in the catch basin and pipe to flow west out through the main pipe . This means that approximately 200 ft . of 18" RCP must be re- layed to a depth of about 8-9 feet below the lawn area . The Roto-Rooter Company completed cleaning the main pipe at 3:00 P. M. in the afternoon, September 10. Approximately one and one half cubic yards of willow tree roots were taken out of the pipe . Some sand was washed out when flushed with water . It appears that this blockage was the main cause for water backing up into the basements on the west side of Ann Road . Melvin C . Stead, Jr. Supt . of Street Services MCS:ab
