This project has been approved by the Connecticut Department of Transportation under the STP-Urban Program and 90%of the project costs will be paid with federal and state funds. The Town will be responsible for 10% of the project costs. A conceptual plan showing the improvements proposed for this section of Avery Street has been prepared and is available to view in the Engineering Department at the Town Hall. A public meeting to review the initial concepts for this project and obtain citizen input has tentatively been scheduled for Monday March 5, 2012 prior to the regular Town Council meeting. You are invited to attend this meeting to hear about this project, ask questions and provide input. The Connecticut Department of Transportation has requested a resolution of support for this project from the Town Council later in March, so that preliminary design can begin in the summer of 2012. If you have any questions regarding this project, please call me at 644-2511, ext. 245, or the Project Engineer, Mr. Joe Perna at ext. 240. Sincerely, 4"911 ffrey Doolittle, P.E. Galligan,Town Manager Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074-2786 Dear Bill and Matt: I am pleased to inform you that,in a letter dated August 8,2003, (copy attached)the State of Connecticut Department of Transportation has notified me that, iri response to MY written concerns, an engineer from the Department's Division of Traffic Engineering met earlier this year with representatives from the Towns of Manchester and South Windsor, as well as the traffic engineer for the Gateway Plaza,to discuss sight lines to the left from the Avery Street driveway. I formally addressed the sight lines issue with the Department of Transportation at the end of last year. I was alerted by constituents to this potentially dangerous road condition. I then observed what I considered to be a significant safety hazard, which was confirmed by local South Windsor authorities and which was not being addressed as required. As a condition of approval during the certification process, the State Traffic Commission required 450 feet of sightline to the left from the Avery Street driveway. It was always the responsibility of the Town of Manchester to ensure compliance with this state requirement. The plaza opened for business and many months later there was no plan known to the state. The Town of Manchester chose not to require action until the State Department of Transportation initiated oversight to address the State Traffic Commission safety compliance issue. n L J PrMled en roryekd paper 08/28/03 15:20 FAX 860 240 8833 LEGISLATIVE MANAGEMENT Q 002 I appreciate the leadership and responsiveness of the Department of Transportation,in honoring my request to work with the appropriate agencies. They investigated thoroughly and ensured that the conditions of the State Traffic Commission's requirement be met. In our conversations, they shared our safety concern for residents subjected to making that left turn onto busy Avery Street or facing the possibility of someone with limited sightlines in fast moving traffic making the turn in front of them. They fully recognized that although the location and process lie within the Town of Manchester, the resulting impact is significant in South Windsor. As a result, state intervention was necessary to ensure required conditions were met. Their help was essential in securing the promised improvement. I will be in contact with the Department of Transportation regarding the actual progress of the project. Last year I brought to the attention of the Department of Transportation the inappropriate timing of the Avery Street traffic signal, which was allowing only two cars at a time to cross Route 30 to enter the highway. It was immediately corrected. I was able to provide the leadership to initiate a meeting with legislators, the Department of Transportation_ local agencies and CRCOG to begin a more regional view of our rapidly growing dilemma. Those will be long-term issues. We have identified appropriate contact persons in South Windsor so the Department of Transportation can keep us apprised-of developments that affect us. I will continue to work with the players to provide help to improve traffic flow and public safety for those of us who use local roads. I have worked with your department and have found them to be cooperative and responsive in addressing the issues, which are regional in nature and involve many elected officials. I thank Your department for their diligence and hard work The purpose of this letter is to specifically address an issue that is creating a public safety concern At the Gateway Plaza, which is located on Route 30 and Avery Street. The Town of Manchester and the State Traffic Commission approved a left turn out of that center onto Avery Street. The location of that turn is a few hundred feet from the South Windsor line and is a potentially dangerous area due to site lines and speeds on the road. I'm enclosing a copy of a constituent letter to give you an idea of how serious this problem is becoming. I'm specifically requesting your department reassess this intersection with Manchester officials and the State Traffic-Commission. It appears this left turn is a fatality waiting to happen. An engineer from the Department's Division of Traffic Engineering met earlier this year with representatives from the Towns of Manchester and South Windsor, as well as the traffic engineer for the Gateway Plaza,to discuss the concerns noted in your letter. It was determined that the sightline available from a vehicle turning left into the driveway to southbound Avery Street traffic is adequate, based on Department guidelines. However, various ways of improving traffic operations for vehicles turning left from the drive were discussed. It was agreed that the Gateway Plaza developer would explore the possibility of improving the sightline to the left from the Avery.Street driveway to meet that which was approved during the State Traffic Commission certification process(450 feet). The developer ultimately decided on a scenario that involved re-grading the area on the west side of Avery Street to the north of the drive. The Town of Manchester, however, did not want the developer to implement the scenario until it was discussed with the various property owners in the area whose frontage, although in the town right-of-way, would be impacted by the re-grading. The Town of Manchester has recently indicated that they have discussed the issue with the property owners and given the developer permission to implement the re-grading scenario with the work to begin after August 15,2003. This action on the part of the Gateway Plaza is expected to address your concern. If you have questions regarding the above, please feel free t tact Mr.John F. Town of South Windsor / 1540 Sullivan Avenue Ip South Windsor CT 06074 Dear Mr. Gantick, We received notification about the proposed expansion of Avery St.from Kelly Road to Evans Crossing. We are unable to attend the public meeting on Jan 16, 2000 personally due to calendar conflicts, but we wanted to express our opinion to the proposal in the form of a letter for the record. We are opposed to the widening of Avery Street which would to make it able to handle still more traffic. We believe that adequate north-south orientation roadway capacity in exists in the area of eastern South Windsor in the form of Rt. 83 in Vernon and Ellington Road in South Windsor. We believe that since adequate north-south orientation capacity already exists, that capacity should be fully utilized rather than adding extra capacity by increasing average speeds on a residential street. As an alternative to widening, and to improve safety on Avery Street, we suggest that the following measures be taken • Add additional stop signs at several cross streets south of Beelzebub • Reduce the speed limit • Step up enforcement of the speed limit • Consider selective pruning or tree removal to improve visibility Simply stated, we believe that through traffic belongs on Rt. 83 or Ellington Road, and through drivers should be encouraged to use these roads to attain a higher average speed. Local traffic using Avery Street should benefit from improved safety at minimum South Windsor investment through addition of speed control measures. We hope that our opinion may be taken into account. Dear Mr. Wallace: I asked our Director of Public Works, Michael Gantick, to respond to a letter you sent to the Mayor concerning Avery Street. The Town has always been concerned about utility cuts and how various contractors perform work in the Town when it concerns the digging up of our roads. We do have a program called "Before You Dig", so that our staff can fully review the roadwork is compacted the way it should be. According to Mr. Gantick, we hire one contractor to make the final patch. We work very hard to make sure that we take care of these issues and the public is served and our streets are safe and protected. As far as the issue concerning a section of Avery Street you mentioned, that was part of a proposed project that recently went before the Town Council. They decided not to pursue this project, mainly because the residents in the area did not wish the Town to make any improvements to the road. There was an opportunity for the Town to use Federal funds but the public outcry on that particular roadway was not positive. The Town Council opted to do other construction projects in the area. Director of Public Works MEMORANDUM To: Judy Hall, Assistant to the Town Manager From: Michael J. Gantick, P.E., Director of Public Works Date: July 20, 2000 Re: Letter from Tom Munsell regarding Avery Street The section of Avery Street (Woodland Drive to Dart Hill Road) discussed in Mr. Munsell's letter has been the subject of much attention over the years. In the last 15 years there have been no less than eight subdivision projects accessing onto Avery Street between Woodland Drive and Dart Hill. In addition there have been several individual house lots developed that are also within this stretch of road. All these developments have included some form of either road widening and/or utility excavation within Avery Street - requiring patching. Along the stretch between Philip Smith School to north of the Avery Street pump station we had the area repaved last year. Just north of the intersection of Woodland Drive new drainage was installed and new curbing has been installed. Utility patches associated with Cutler Ridge Subdivisions I and II will be repaired after the required settlement period of one year. Additionally, Avery Street (from Beelzebub Road to Dart Hill Road) is scheduled for resurfacing (overlay) in 2001. Complete reconstruction of Avery Street is not likely in the short term. In the 1980's Avery Street was on a regional list to be considered for reconstruction, however resident opposition lead to the project being withdrawn from the list. Since that time federal/state funding has been redirected and committed to other projects to the point where several of our current projects have been delayed by several years. So even if Avery Street makes it back on the list, it could be 10 plus years before funding is available to undertake reconstruction of Avery Street. The spot improvements (drainage, widening and curbing) associated with some of the subdivision projects along with the Town resurfacing and drainage projects have, overall, improved the riding condition of Avery Street despite increased traffic. Because you run a food stand there, cars have been driving up on that area and have done damage and made ruts. This should not be the responsibility of the Town to keep redoing this area so you can promote a private business. You have indicated to me that there was damage done to your driveway during the reconstruction of the brook. After speaking with some individuals who were involved with the work there, it is my understanding that your driveway was not damaged and the condition was already existing. This past year, you requested a steel barrier be placed over the area where some work was done. I believe you requested this previously and it was staff's input to you that this was not necessary because there are no sidewalks, so there were no concerns of preventing anyone from falling. Therefore, this request will also not be followed through on. I know this is not what you wanted to hear, but as a Town, we have a responsibility to all tax payers that their money is being spent for municipal purposes. Therefore, the items you have requested are denied. I think the Town has been more than fair and adequate for the concerns in the front of your house. I thank you for your cooperation in this matter and hope that you understand the Town's position. Very truly yours, Matthew B. Bowen Davies, Deputy Town Engineer RE: Investigation Request - 727 Avery Street In response to a request for investigation last week, by Fred, I met with Mr. Paul Erickson of 727 Avery Street (644-8743) concerning surface runoff from his abutter, Joe Vassallo of 735 Avery Street. I walked the site with him and observed his concerns about adverse effects caused by the filling, a new retaining wall and a pipe installed by the neighbor to the Erickson property. The change in the runoff pattern is removing the surface litter to a point to expect soil erosion in the near future. The current status of 735 Avery Street is that it is still without a Certificate of Occupancy which was requested 12-22-87, essentially for . the conditions stated. Since that time the backyard has been filled, the retaining wall has been built and a tool shed is within a few feet of the Erickson boundary. All without staff input, other than in-house correspondence such as this . The facts include (without research) this lot existed prior to Evans Crossing, probably the Lynch Subdivision. This is contrary to the Lucek reference. The building Permit plan, 4-28-86 .showed modest grading, certainly within acceptable limits . The finished product: 1. Doesn't show the deck or the shed. 2. Doesn't show the change in the grading, i.e. truck loads. 3 . Doesn't show the gravel roadway, which I'm reasonably sure is outside the easement limits . 4 . It is a house on a pre-existing lot. Before we tell Mr. Erickson that unfortunately the Town didn't approve the filling because we didn't have to and that this is strictly a neighbor problem and he should contact his legal advisor, there is ample drainage case law to cover this condition. I thought you should be apprised of this situation. The major concern is the grading of the sanitary sewer easement. Mr. Vassallo was made aware by Mr. Braddock and myself, this spring, that where his driveway is shown is essentially the only access to about a 700' cross country sewer line and the need for a proper 20 ' wide gravel roadway within the right of way, still has to be built to support the town maintenance vehicles at an appropriate grade. ' This was a condition of approval- of the subdivision and is not done -to the Towns satisfaction. There is a standard, he should see Mr. Shaw about this. Sartor, Town Manager RE: F. J. SMITH EQUIPMENT COMPANY AVERY STREET PUMP STATION - ODOR CONTROL Attached is a memorandum from Fred Shaw relative to the events that have recently transpired concerning the Avery Street Pump Station odor problems. As you are aware, this problem has existed too long . This is the reason I sent the certified letter on May 16 , 1985 to T & M Builders (also attached) . The Town Staff has had numerous contacts with Mr. Frank Smith in the past, and we have always. had a good working relationship with him. The actions of T & M in employing Mr. Smith can be equated to building a road without a design. The request to T & M has always been to have a designed system that we could have confidence in. Our efforts were never meant to impugne Mr. Smith's reputation as an installer of mechanical equipment. Rob t Arsenault Director of Public Works RA:bmr cc: C. F. Shaw, Supt. of Pollution Control Attachments M E M 0 R A N D U M June 6 , 1985 TO: Robert Arsenault, Director of Public Works RE: F. J. SMITH EQUIPMENT COMPANY AVERY STREET PUMP STATION - ODOR CONTROL I personally regret the wholly insensitive and undeserved rebuke Mr. Smith received from an employee of the T & M Building Company (reference Mr. Smith' s letter of May 4, 1985 ) . However, the rebuke was an inappropriate response by an apparently overzealous T & M employee to my recommendation that they secure the technical services of a firm that has the experience and chemical engineering expertise in the application of hydrogen peroxide systems. Mr. Smith is in the business of selling and servicing pumps and power generating equipment. T & M purchased chemical feed equipment from Mr. Smith. Mr. Smith provided those services for which he is in business . Therefore, Mr. Smith performed in a business-like manner, and the reputation of his firm should not be impugned. The T & M response is the result of their unawareness that the installation of a hydrogen peroxide system requires a knowledge of the chemistry of hydrogen peroxide. Mr. Smith is not a chemist, and this misunderstanding could have been avoided if T & M had hired a qualified consultant as requested by the Town for the design and installation of a hydrogen peroxide system. T & M apparently no longer benefits from the consulting services of Lombardi Associates in Vernon; this engineering firm was the first to be involved in this effort to control odors at the Avery Street Pump Station. In a meeting with T & M official Martin Sirkin, on Thursday, March 14 , 1985 , I recommended that they install an automatic hydrogen peroxide system. T & M reported that the equipment had been ordered, but when two odor complaints were received on May 13th, a certified letter (Exhibit A) was mailed to T & M requesting immediate action to control the odors. Memorandum To: R. Arsenault, Director of Public works Re: F. J. Smith Equipment Co. Avery Street Pump Station - Odor Control June 6 , 1985 Page 2. The equipment was installed on Saturday, May 18th; I inspected this installation at a later date, and found that the chemical was being introduced into the force main rather than into the station wet well as I had recommended. Furthermore, the chemical drum was nearly empty. My overall impression was that this system had not been designed by a qualified consultant; this fact was subsequently confirmed by T & M officials Mark Davis and Ralph Miller in telephone conversations on May 28th and June 4th , respectively. In my discussion with Mr. Miller, I recommended that T & M needed the services of a consultant who had a knowledge of the chemistry of wastewater applications of hydrogen peroxide systems . I offered my assistance and requested of Mr. Miller that I be kept informed as to their progress. C. F. BURNS COMMISSIONER tr November 22, 1974 i Ir c Mr. Emil Luc ek Director of Public Works Town of South Windsor 1540 Sullivan Avenue South Windsor, Connecticut o6074 Dear Mr. Lucek: Subject: Avery Road over Avery Brook - South Windsor On November 7, 1974, the Bridge Safety and Inspection Section inspected the subject structure as you requested. The concrete slab deck is deteriorated on the west side of the bridge and traffic has been blocked from this area, as you know. Except for this small area, the rest of the slab appears sound. The abutments are partially undermined along their entire .length and there are full length longitudinal cracks in the abutment faces. Riprap has been dumped into Avery Brook on the west side of the bridge in an attempt to stop further undermining. We feel that traffic can be maintained on the sound portion of the concrete slab, but that the Town should inspect the bridge at least once a week for further signs of deterioration. It is understood that the Town plans to replace the bridge with steel pipe arches and that State District I personnel will review the drainage requirements. We recommend that the bridge be replaced as soon as possible and in any event before the Spring of 1975. The riprap on the west side of the bridge restricts the opening and the additional water which is normal in Spring would no doubt cause additional undermining .leading to the collapse of the structure. Sartor. The purpose of the analysis is to make recommendations that would improve traffic operations and safety along Avery Street. In order to make this evaluation thy_ following factors are considered: accident experience, physical features of the road, traffic characteristics, existing control measures and prevailing vehicle speeds. The recommendations made are for two sets of actions. One set includes low cost measures such as signing, pavement markings and tree trimming that should be implemented immediately. The other set encompasses improvements such as road reconstruction, intersection realignment and sidewalk construction that will require substantial investment by the Town. r. 1 SUMMARY OF RECOMMENDATIONS The following low cost recommendations should be implemented immediately: 1 . Upgrade the signing to reflect good engineering practice and conform to the Manual on Uniform Traffic Control Devices The major elements of this program are: A. Change the posted speed limit to 35 m.p.h. B. Remove the STOP and STOP AHEAD signs on the Avery Street approaches to the intersection with Orchard Hill Drive and Benedict Drive. If two- way STOP control alone is not acceptable to area residents , the addi- tion of an intersection control beacon can be considered. Two-way STOP control with intersection control beacon is much more desirable than the present four-way STOP control. C. Post the warning sign LIMITED SIGHT DISTANCE with 25 m.p.h. advisory speed plate on both approaches to the vertical curve approximately 1200 feet north of Pine Knob Drive. D. Add the advisory plate ALL WAY to the STOP signs that will be re- maining as all-way STOP intersections. E. Replace the non-conforming SLOW SCHOOL sign with the proper school advance sign on the northbound approach to the Learning Place, 839 Avery Street. F. Remove all of the non-conforming SLOW CHILDREN signs since they serve no useful traffic control purpose. 2. Restore essential pavement markings including centerlines and stop lines to Avery Street and the intersections with Avery Street. 3. Make the following modifications to the Avery Street/Orchard Hill Drive/ Benedict Drive intersection: A. Narrow the Orchard Hill Drive approach to the intersection to conform to Town of South Windsor standards for a collector street and install curb returns at the proper radius. B. At the same time realign the Orchard Hill Drive approach so that it lines up smoothly with Benedict Drive. C. Remove the traffic island from Orchard Hill Drive at the same time. 4. Increase police presence and enforcement , particularly in the vicinity of " Orchard Hill Drive, for a period of time following STOP sign removal on the Avery Street approaches to this intersection. Publicize the removal in the press. 5. Relocate the U.S. Postal Service mailbox that is within the intersection of Avery Street with Woodland Drive. 2 6. Trim the trees at the southeast corner of Avery Street and Benedict Drive to improve the line of sight to the south for motorists emerging from Benedict Drive. Do this periodically as needed. 7. Selectively trim trees and bushes that• partially obscure some of the signs along Avery Street periodically as needed. 8. Maintain the existing level of traffic law enforcement on Avery Street. The following high cost improvements should be made as funds become available: 1 . Realign the Woodland Drive/Beelzebub Road/Avery Street intersection so that Woodland and Beelzebub oppose each other at right angles with Avery Street. This would include the elimination of the median on Woodland Drive. 2. Relocate the southern end of Lawrence Road to the west to oppose Avery Street at Dart Hill Road. Narrow the Avery Street approach to this inter- section to conform to Town standards and remove the traffic island. 3. Construct a sidewalk along the east side of Avery Street between Raymond Road and the Manchester town line. 4.- -Reconstruct Avery Street between Kelly Road and Dart Hill Road for a 40 m.p.h. design speed and to meet Town standards. PHYSICAL FEATURES Typically, factors considered under this heading include design speed, charac- teristics of the roadway surface, and measurable physical features. The South Windsor portion of Avery Street extends in a northerly direction from the Manchester town line to Dart Hill Road, a distance of approximately 2.4 miles. Avery Street has a rolling profile with grades up to 10% and its hori- zontal geometry is nearly tangent. A gentle horizontal curve is found just north of Avery Street School . The improved land abutting Avery Street is exclusively residential in use with the exception of that of the Avery Street School and The Learning Place, a nursery school , both louPted near the northern end of the street and a church located at the corner of Beelzebub Road. Residential activity is denser along the southern half of Avery Street than it is along the northern half, but residential development is expected to rapidly continue especially along the northern end. Avery Street is designated as an urban systems street and is classified as a collector street by the Town's Plan of Development. By designating Avery Street as a collector it was recognized that the street primarily functions to carry local traffic movements while providing land access and allowing some usage by through traffic. Collectors that intersect Avery Street are Orchard Hill Drive, Kelly Road, Beelzebub Road and Dart Hill Road. In addition, seven local roads intersect Avery Street. 3 Avery Street is not only channelling traffic from the many local streets it intersects, but also serves as a link in trips made from west to east between residential areas to the west and the Vernon Circle area by way of Kelly Road. It is also a convenient route to Exit 94 of 1-86 just to the south of Route 30 in Manchester. Although it is functioning as a collector, Avery Street does not conform to current design standards. It is too narrow (pavement width varies but in general is between 22 and 25 feet) , has a number of vertical sight restrictions , for the most part lacks curbs and proper drainage and, except for a 400 foot segment between Raymond and Kelly Roads, has no sidewalks. Since 40 m.p.h. is generally considered an appropriate design speed for a roadway such as Avery Street2, sight distance was checked for 40 m.p.'h Where not adequate for 40 m.p.h. , sight distance was also checked for a speed of 30 m.p.h. The existing vertical geometry leaves Avery Street with a number of locations which do not have adequate stopping sight distance for a speed of 40 m.p.h. and three spots do not have sufficient stopping sight distance for 30 m.p.h. (Figure 1) . These three locations are just south of Woodland Drive (for northbound traffic) , just south of Pine Knob Drive (for northbound traffic) and approximately 1200 feet north of Pine Knob Drive in the vicinity of the nursery school (for northbound and southbound traffic) . Although there are a number of intersections with other collectors and local roads, insufficient intersection sight distance is a problem at only two inter- sections: at Pine Knob Drive and at Beelzebub Road/Woodland Drive. Drivers waiting on these streets to enter the flow of traffic on Avery Street would not have time to do so safely if the northbound traffic on Avery Street were not required to stop or slow down. Many of the intersecting streets were poorly designed to create offset inter- sections , intersections that are too close together and excessively large intersections. These conditions cause driver confusion and increase both the number and area of conflicts. The Orchard Hill Drive intersection was constructed slightly offset from Benedict Drive and the area of the intersection is much too wide. The ex- cessive radii encourage drivers leaving Orchard Hill Drive to do so without stopping. The intersection withloBeelzebub Road and Woodland Drive is offset making movements through the intersection more complicated and the potential for conflict greater. The boulevard appearance of Woodland Drive further con- fuses the movement of traffic. A poor choice was made in locating a U.S. Postal Service mailbox within the intersection. Another poor intersection is found at Dart Hill Road. Lawrence Road is off- set. In addition, the Avery Street leg contains an island and is excessively wide. In general , the pavement on Avery Street is in good condition south of Kelly Road and only in fair condition north of Kelly Road. 4 Cc1d os NL ( 9 4NM i ..= I 31ilC d1L1393 _ 1 I ' .00( o 11 W I l a33dS a'a a'0 I Dco Dto II -4- I o o a a caw o LA ! 3 m 3 m ? , I 1 I 1i i I J1 I 9f oLZ . = ` f I I on I I I 1 ,V JI n i SPEED \ I LIMIT 7 35 0 1 =97 <9 If m 1 I I / e I ID j ` hI match to sheet 2 I. An inventory of signing revealed that there are a number of signs along Avery Street, some of which are improperly placed, have no useful purpose or do not conform to the standard uses and shapes necessary to assure the orderly, pre- dictable and safe movement of traffic. As outlined in the Manual on Uniform Traffic Control Devices, a traffic control device should meet the following basic requirements: 1 fulfill a need 2. Command attention 3. Convey a clear, simple meaning. 4. Command respect of road users. 5. Give adequate time for proper response. Signing along Avery Street includes 9 speed limit signs (30 mph) , 7 STOP signs, 4 STOP AHEAD signs, 4 School Advance signs, 3 No Parking signs, 2 BLIND DRIVE- WAY signs, 1 Side Road sign, 1 SLOW SCHOOL sign (not conforming to shape or message) , 2 SLOW CHILDREN signs (not conforming to shape) , 1 SLOW WATCH OUT FOR CHILDREN sign (not conforming to shape) , and 1 SLOW CHILDREN AT PLAY sign (not conforming to shape) . There is a flashing yellow hazard identification beacon suspended over the roadway at the Learning Place. It is operated only during the hours when a hazard exists due to school activities. Two types of pavement markings have been used extensively on Avery Street in the recent past. There are faded remnants of a double yellow center line and of stop lines. At some intersection approaches there are remnants of more than one stop line. A crosswalk has been delineated at the Avery Street School although it is not signed and apparently not used very much. Enforcement procedures are regularly undertaken by South Windsor Police to control speeds on Avery Street. Radar is employed approximately twice a month. Police records and conversations with the police seem to indicate that the use of excessive speed by motorists is not very widespread. There are other streets in South Windsor where the use of radar results in many more summons than on Avery Street.. TRAFFIC CHARACTERISTICS A spot check of free-moving vehicles was conducted in two locations. A free- moving vehicle is one in which the driver may choose his own speed because he is not restricted by other vehicles. The 85-percentile speed* is the principal factor that is generally used to set speed limits. -, The 85-percentile speed is the speed at or below which 85 percent of the vehicles are traveling. 10 A spot speed check in the vicinity of Clinton Drive revealed the mean speed to be 37.5 m.p.h. and the 85-percentile speed to be 40 m.p.h. Nearly 85% of the vehicles observed were travelling at speeds between 31 and 40 m.p.h. Speeds checked north of Pine Knob Drive were slightly higher, probably re- flecting the less dense development in the area and because the vehicles were descending a steep hill . The mean speed was found to be 40 m.p.h. and the 85-percentile speed was 45 m.p.h. Approximately 78% of the vehicles were operating at speeds between 36 and 45 m.p.h. These observations indicate that the posted speed limit of 30 m.p.h may be too low. It is generally agreed by traffic engineers in the United States " that drivers usually adjust their speeds to the conditions of the road and not necessarily to posted speed limits .3 Field observations found little pedestrian activity along Avery Street pro- bably because there is not a particularly attractive walking environment. There are no sidewalks and the road is quite narrow. School children living on Avery Street and in the area east of Avery Street do not walk to school . Parking does not appear to be a problem and the percentage of large, commercial vehicles using Avery Street is low. Traffic counts conducted June 15-17, 1982 at four locations on Avery Street indicate that average annual daily traffic (AADT) varies from a high of 5600 vehicles per day south of Orchard Hill Drive to a low of 2200 vehicles per day north of Avery Street School . The AADT between Kelly and Beelzebub Roads is 4600 indicating that there is a large reduction in traffic volume north of Beelzebub Road. The peak hour volume of 715 vehicles per hour was recorded between 7: 15 and 8: 15 a.m. south or Orchard Hill Drive. The peak hour occurred between 4:30 and 5:30 p.m. at the other locations on Avery Street (Table 1) . TABLE 1 AVERY STREET TRAFFIC VOLUMES June 1982 AADT Peak Hour Volume Location (Vehicles/Day) (Vehicle/Hr.) r South of Orchard Hill Drive 5600 715 Between Clinton Dr. & Glen- 4800 600 wood Road Between Kelly & Beelzebub 4600 510 Roads North of Avery Street School 2200 290 11 ACCIDENT EXPERIENCE An extensive inventory of motor vehicle accidents in South Windsor was made in connection with a transportation study authored by the South Windsor Planning Department and recently released in draft form. The inventory in- cluded the years 1977 to 1980. Avery Street, as a whole, did not experience a particularly high accident rate per million vehicle miles based on an estimated average daily traffic (ADT) of 2740. 1982 ADT's of 4600 to 5600 for the portion of Avery Street south of Beelzebub Road suggest that the accident rate per million miles is actually much lower. The transportation study also identified intersections with major, moderate and minor accident problems. Identified as "moderate" problem intersections were those at Benedict Drive/Orchard Hill Drive and Beelzebub Road/Woodland Drive. The Avery Street intersections with Kelly Road and Dart Hill Road were termed "minor" problems. This classification was based most heavily on the absolute number of accidents and does not necessarily indicate a high accident rate. A review of all accident reports for 1979 through April 1982 was made for this report in an attempt to determine if there are any unusually high fre- quency accident locations and if there are any likely engineering solutions. Fourteen accidents occurred in 1979, 6 in 1980, 12 in 1981 and 6 occurred through April 1982 on Avery Street. Two of the accidents involved bicycles and one involved a pedestrian who was fatally injured. Two other accidents resulted in personal injuries. The other accidents caused property damage only. Many of the accidents resulted when vehicles ran off the road, hitting fixed objects. A large proportion occurred during poor driving conditions , par- ticularly when the pavement was snow or ice covered. A pattern to these accidents is not evident. As is to be expected because of their high traffic volumes (relative to the other intersections on Avery Street) and their poor design, the intersections at Orchard Hill Drive/Benedict Drive and Beelzebub Road/Woodland Drive have been the site of higher concentrations of accidents than have the other intersections along Avery Street. Most of the collisions were minor and probably occurred 6t low speeds as the severity would indicate. Although there does not appear to be a severe accident problem on Avery Street , one tragic event causes special concern and merits mention. A pedestrian was recently struck and killed by a hit-and-run vehicle north of Orchard Hill Drive. Weather and pavement conditions were not factors. A review of the case indicates that, unfortunately, no application of traffic control devices or engineering methods would have been able to prevent the pedestrian from being hit. RECOMMENDATIONS Two sets of actions are being recommended. The first set is largely comprised of a list of low cost improvements to traffic control devices (signs, pavement markings) but also includes a minor intersection realignment and recommends 12 some trimming of trees and bushes. The second set of actions is much more costly and is envisioned to be a long-term solution to the major deficiencies of Avery Street. The second list of recommendations is generally presented in the order in which it should be acted upon. Considerations beyond the scope of this report, such as a change in development patterns or investigations into the cost or engineering feasibility of each recommendation, may well reorder these priorities. Implement the following as soon as possible: 1 . UPGRADE THE SIGNING TO REFLECT GOOD ENGINEERING PRACTICE AND TO CONFORM _4 TO THE MANUAL 'ON UNIFORM TRAFFIC CONTROL DEVICES (SEE FIGURE 1). SPECIFICALLY: A. CHANGE THE POSTED SPEED LIMIT TO 35 m.p.h. The 85-percentile speed on Avery Street was observed to be 40 m.p.h. in one location and 45 m.p.h. in another. The 85-percentile speed is the principal factor generally .used by traffic engineers to determine speed limits. This study has revealed that 40 m.p.h. is neither an unreasonable nor un- safe speed at the locations where the spot speed study was made. However, there are a few locations where stopping sight distance restrictions dictate a safe operating speed of 35 m.p.h. There are also two areas where stopping sight distance is even worse, but because their proximity to intersections dictates the use of an all-way stop, there is no need to lower the speed limit in these areas. In general , 35 m.p.h. is a safe and reasonable speed on Avery Street. Many studies have shown that the imposi- tion of speed limits does not change average speed characteristics and that traffic accidents can be reduced by posting reasonable speed limits. Drivers will disrespect speed limits which they recog- nize as being unreasonable.5 B. REMOVE THE "STOP" AND "STOP AHEAD" SIGNS ON THE AVERY STREET APPROACHES TO THE ORCHARD HILL DRIVE/BENEDICT DRIVE INTERSECTION. These conditions may warrant the use of a multiway STOP sign installation: 1 . Where traffic signals are warranted and urgently needed the multiway stop can be used as an interim measure. 2. Where five or more reported accidents of a type susceptible to correction by a multiway stop have happened in a 12-month period b 3. In the case of Avery Street, where: a. The total vehicular volume entering the intersection from all approaches averages at least 500 vehicles per hour for any 8 hours of an average day, and b. The combined vehicular and pedestrian volume from the minor street must average at least 200 units per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the max- imum hour. 6 None of these warrants is met for this intersection and there are no other safety considerations that justify the use of an all-way STOP control . Apparently the multiway STOP has been employed at 13 this intersection as a speed control device. The Manual states, "STOP signs should not be used for speed control".7 State Traffic Commission regulations also prohibit the use of STOP signs for speed control .8 In addition studies have shown that STOP signs are very ineffective in controlling speeds9 and have even suggested that, between signs , an increase in speed may actually occur . Another recently completed study concluded that indiscriminately placed stop signs at low-volume intersections breed defiance of the law and waste fuel1l The stop-go cycle dramatically increases carbon monoxide (CO) emissions12, the effects of which are widely known. By replacing this four-way STOP with a two-way STOP, approximately 22,500 gallons of fuel and 13,500 hours of travel time will be saved and 55,000 fewer pounds of (CO) will be emitted into the air per year. Although conversion of this intersection to two-way STOP control is all that is necessary, the addition of an intersection control beacon, estimated to cost $2000 to $3000 to construct, is considered to be a more desirable solution than the four-way STOP that now exists. The construction, maintenance and operating cost of the flashing beacon would be more than offset by the user benefits. C. POST THE WARNING SIGN, "LIMITED SIGHT DISTANCE" WITH 1125 m.p.h." ADVISORY PLATE ON BOTH APPROACHES TO THE VERTICAL CURVE APPROXIMATELY 1200 FEET NORTH OF PINE KNOB DRIVE. This sign is necessary to warn traffic that there is not adequate safe stopping sight dis- tance available at this vertical curve on Avery Street and that caution and a reduction in speed are required on the part of the driver. D. ADD THE ADVISORY PLATE "ALL-WAY" TO THE REMAINING ALL-WAY STOP SIGNS . This usage is recommended in the Manual and aids traffic flow and safety by better alerting the driver to the type of control used at the intersection. E. REPLACE THE NON-CONFORMING "SLOW SCHOOL" SIGN WITH THE PROPER SCHOOL ADVANCE SIGN ON THE NORTHBOUND APPROACH TO THE LEARNING PLACE, 839 Avery Street. The existing sign is not standard. It does not conform to the nationally recognized use of shape and message. The uniformity of traffic control devices is important because it aids in recognition and understanding. F. REMOVE ALL THE NON-CONFORMING "SLOW CHILDREN" SIGNS THAT SERVE NO USEFUL TRAFFIC. CONTROL PURPOSE. SLOW CHILDREN signs do not ful- fill a need or command respect of road users. It seems rather obvious that children are to be found in most residential areas. These types of signs tend to reduce the effectiveness of the needed signs and waste money. A recent survey found the cost of installing a STOP sign to range from $21 .60 to $100,00 with an average cost of $58.43. 13 2. RESTORE CENTERLINES AND STOP LINES TO AVERY STREET AND STOP LINES TO THE STREETS INTERSECTING_AVERY STREET. Centerlines provide important guidance to motorists and should be used on collector streets such as Avery Street. Stop lines indicate the point behind which vehicles are required to stop for a STOP sign. These markings should be carefully i t located. Stop line remnants on Avery Street and intersecting streets indicate some confusion about stop line location. 3. MAKE THE FOLLOWING MODIFICATIONS TO THE AVERY STREET/ORCHARD HILL DRIVE/ BENEDICT DRIVE INTERSECTION: A. NARROW THE ORCHARD HILL DRIVE APPROACH: The current configuration encourages noncompliance with the STOP sign. The new approach should conform to the design standards of the Town for a collector street. B. SLIGHTLY REALIGN THE ORCHARD HILL DRIVE 'APPROACH TO LINE UP SMOOTH- LY WITH BENEDICT DRIVE. This can be done at the same time as (A) above. C. REMOVE THE TRAFFIC ISLAND FROM ORCHARD HILL DRIVE. This will no longer be needed in the realigned and narrowed leg of the inter- section. Some minor modifications to the storm drainage system will be necessitated by these improvements. 4. RELOCATE THE U.S. POSTAL SERVICE MAILBOX THAT IS WITHIN THE INTERSECTION OF AVERY STREET AND WOODLAND DRIVE. This is not a desirable location for drivers to stop and deposit their mail . 5. TRIM THE TREES AT THE SOUTHEAST CORNER OF AVERY STREET AND BENEDICT DRIVE. This is necessary to improve the line of sight to the south for motor- ists emerging from Benedict Drive. Tree trimming at other intersections along Avery Street should be done as needed. 6. SELECTIVELY TRIM TREES AND BUSHES THAT PARTIALLY- OBSCURE SIGNS ON AVERY STREET. As in (5) above, this should be done as needed. 7. INCREASE POLICE PRESENCE AND ENFORCEMENT, PARTICULARLY IN THE VICINITY OF ORCHARD HILL DRIVE, FOR A PERIOD OF TIME FOLLOWING STOP SIGN REMOVAL ON THE AVERY STREET APPROACHES TO THIS INTERSECTION. PUBLICIZE THE REMOVAL IN THE PRESS . This action will help to ease the transition period while drivers are becoming familiar with the new level of con- trol of the intersection. 8. MAINTAIN THE EXISTING LEVEL OF TRAFFIC LAW ENFORCEMENT ON AVERY STREET. The spot speed and accident studies conducte6 for this report indicate that there has been an appropriate level of traffic enforcement on Avery Street. - This should continue. The following are long term improvements that should be made when resources become available: 1 . CONSTRUCT A SIDEWALK ALONG THE EAST SIDE OF AVERY STREET BETWEEN RAYMOND ROAD AND THE MANCHESTER TOWN LINE. This action would provide a side- walk along the most densely populated portion of Avery Street that would link with the existing sidewalk between Raymond and Kelly Roads. Construction of a sidewalk north of Kelly Road is not being included as part of this recommendation because of lower population density and because it would be very difficult to build in this area. 15 2. REALIGN AND RECONSTRUCT THE WOODLAND DRIVE/BEELZEBUB ROAD/AVERY STREET INTERSECTION SO THAT WOODLAND DRIVE AND BEELZEBUB ROAD OPPOSE EACH OTHER AND FORM RIGHT ANGLES WITH AVERY STREET. ELIMINATE THE MEDIAN ON WOODLAND DRIVE (See Figure 2) . Presently this offset intersection creates an unnecessary potential for conflict and confusion. The area of potential conflict is very large and the boulevard-like appearance of Woodland Drive is confusing. No signing or pavement markings indicate to which side of the median a vehicle can or cannot go. By relocating Woodland Drive to the north and Beelzebub Road to the south, major disruption to private properties should be avoided. 3. RELOCATE THE SOUTHERN END OF LAWRENCE ROAD TO THE WEST TO OPPOSE AVERY STREET AT DART HILL ROAD. NARROW THE AVERY STREET APPROACH TO CONFORM TO TOWN STANDARDS AND REMOVE THE TRAFFIC ISLAND (See Figure 3). This action should be taken before development of the northwest quadrant of this intersection. Reasons for this recommendation are similar to those for the two intersections realignments recommended above. 4. RECONSTRUCT AVERY STREET BETWEEN KELLY ROAD AND DART HILL ROAD FOR A 40 m.p.h. DESIGN SPEED AND TO CONFORM TO TOWN STANDARDS. This recon- struction should include sidewalks and storm drainage. This portion of Avery Street was chosen for reconstruction because it is generally narrower, the pavement is in poorer condition and the vertical geome- try is poorer than the section of Avery Street south of Kelly Road. The section south of Kelly Road is generally adequate for speeds of 35 m.p.h. but is in need of sidewalks. r Y a 16 I I 1 1 1 1 1 1 1 r-1 - 1 I I 1 1 r L J 1 I 1 1 { j rj J 1 I I I t ..f r_J'1 .1 r + 1 1 11 i I I I 1 I I ' r•' I I ! Sprenkel, Town Manager DATE: September 12, 1975 SUBJECT: LACK OF PURCHASE ORDER FOR PURCHASE AND INSTALLATION OF CULVERT ON AVERY STREET. I have attempted to locate the purchase orders for the purchase of the metal culvert material and labor and equipment contracted to install the culvert. To my knowledge there haven't been any purchase orders filed though the project has been completed and is accepted by the Town. The dollar volume of this project is of sufficient volume that these purchase orders should have been issued so as to properly emvumber the monies related to the cost of the project. cc: G. Ted Ellis, Controller 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 soe•co AREA CODE 203 f 644-2511 Public Works August 15, 1975 Mr. Frank Kamay, Dist. Supervisor Connecticut Light & Power Company Gas Division King Street Enfield, Connecticut 06082 Dear Mr. Kamay: Re: Reconstruction o"very Street Culve"rt f As you may know, on u130 Lestez..$zadeiock of our Engineering Division met with Mr. Andrew Maciolek of CL&P, at the culvert site, to discuss the above-mentioned project. Mr. Braddock described the work to be done and the fact that the gas main in that area would have to be cut and temporarily detoured before reconstruction of the culvert could be started. Mr. Maciolek told Mr. Braddock that as- soon as the Town' s work schedule was firmed up, you should be informed so that CL&P' could schedule their work. On September 8, 1975, the Town will commence reconstruction work; and the work must be completed by September 12, 1975. The work will consist of removing the existing culvert, and replacing it in approximately the same location with twin metal squash pipes. However, the new pipes will extend approximately 25 feet west of the center line of the existing pavement on Avery Street--thus making it necessary to relocate the present gas main. It is --my understanding that this main may be cut, temporarily detoured, and then permanently relocated after the new culvert installation. Since Avery Street is a major traffic artery in South Windsor, we must complete .the work within the time allotted (the 5 days mentioned above) . Would you please contact me, or Mr. Lester Braddock of our Engineering Division, as soon as possible so that we may coordinate our efforts to accomplish the completion of this project within the given time limits. Very truly yours, Emil W. Lucek EWL:prb Director of Public Works MEMORANDUM July 30, 1975 To: Emil W. Lucek Re• ery Street Culvert I met with a representative of Connecticut Light & Power Co, Gas Division, this morning on Avery Street. They located the gas main, and we found that in order to reconstruct this culvert, the gas main must be relocated. CL&P informed me that at the present time the pressure in this main line is down to 60 pounds. After October 1, the pressure is increased to 100 pounds; therefore, if the work is not , completed before October 1, they cannot move this line again until sometime next Spring. If you want this work ;completed this year, we must order the pipe immediately (if we have not done so already) , since it will probably be about four weeks before delivery of the pipe--bringing us up to around September 1st. CL&P needs the same amount of time to order the fittings to relocate their pipe. Connecticut Light & Power is awaiting our decision. Oj Lester•A-.
