SUBJECT: ARNOLD WAY - CUL-DE-SAC TO FOSTER STREET
REPAIR ALTERNATIVES
I have reviewed the subject driveway condition with Mr.
Melvin Stead, Jr. , Superintendent of Streets . The existing
pavement surface is severely stressed with numerous cracks,
rutting and areas which require frequent patching. Several catch
basins have been rebuilt in the few years due to deterioration.
The rutting and other pavement distress suggests an insufficient
pavement structure for the present traffic conditions (i.e. ,
buses) . The pavement is over 20 years old and beyond its
expected life. Several alternative repair methods were
considered:
1 . Cut and patching at existing problem areas .
2 . Shim coat (thin overlay) of existing problem
areas.
3 . Reconstruction/renovation of existing driveway in
total.
Option #3 is the only via long term solution. Total
pavement replacement along with some additional drainage work
would be required. The option will be developed further for
consideration in a future capital project list since the
associated costs will be significant. Option #1 and #2 are
bandaids at best. Option #1 would cost approximately $15,000,
would be labor intensive and would prove some relief through the
next year from the continued pothole problem.
Option #2 would cost approximately $5,000, would be less
labor intensive and would provide similar relief as that of
Option #1 .
Because of the present condition, we will expect to make
the temporary repairs as described under Option #2. It should be
noted that the area under question is not an officially
recognized street--it actually is the driveway to Timothy
Edwards . The Town has, however, done periodic maintenance to
this driveway for many years .
At your convenience;-__f~--stand-.ready to review this matter
with you.

RE: Arnold Way - Cul-de-sac to Foster Street
I investigated the idea of doing a cut and patch repair to Arnold Way to
hold it together for an additional year.
The attached sketch and costs indicate that the method would be too costly
because the permanent repair would likely still require pulverization of
the existing pavement and mixing it into the base. Also there is a
limited space to dispose of the spoil . Overlaying the base with 2 1/2" of
Class I and 1 - 1 1/2" of Class II Surface will give a 18 - 20 year life.
There is also catch basin reconstruction work to be done prior to
permanent resurfacing.
It now appears that even though the longevity of shim coats is almost
nil , a shim approach will provide an adequate surface to hold the road
together until a set of contract documents can be prepared and bid for a
pulverization project next year.
One hundred tons of material should be enough to do this job at $39.00 per
ton. We have Roncari coming to shim the streets planned for Chip Seal , I
could have this added to that schedule during the week starting July 30.
