Dear Mr. Sartor:
The purpose of this letter is to formally notify the Town of South Windsor of
a potential water table problem which may be caused as the result of the town
permitting Richard G. Muller of 383 Foster Street to install a dry well on the
property shown as Clover Drive in the Highgate Estates area.
The installation of same and the revision of existing water courses and
grades may well in the future create a hydraulic problem with land (in particular,
an in-ground pool) of the Stairs known as Lot #33, Highgate Estates directly
South of this dry well. If such is the case in the future, our intent would be to
look to the Town of South Windsor for damages for allowing this installation
without a complete engineering study, including soil sampling and, ultimately, a
designed system for the project now in place.
