Richard Riggs Date: 7/7/03 12:13PM Subject: Re: Traffic Way @ Abbe Road Ext. & Lake Road I have taken a look at the subject area per Mr. Aho's letter. This area is not on any near term location for traffic calming. The nature of Mr.Aho's complaint would really not be solved by his suggestion. Infact if moving violations are the focus of his concerns the reduction of the radius would serve to create other problems such as forcing buses and delivery trucks into the oncoming lanes inorder to negotiate the turns. The area appears to be properly signed and in fact newly painted stop bars are in place. Might the traffic unit do some selective observations at this inetrsection to raise the awareness level? Regards, Michael J. Gantick, P.E. Director of Public Works 1540 Sullivan Avenue South Windsor,Ct. 06074 Tel: (860)644-2511 ex. 242 Fax: (860)644-7280 >>>Sgt. Richard Riggs 06/25/03 02:32PM >>> On Friday 19 June 2003 the police department received a letter from Andrew Aho, of 311 Abbe Road Extension, complaining about the intersection of Abbe Road Extension and Lake Street. Aho believes that due to the excessive speed of traffic, the three-way intersection needs to be redesigned to reflect more of a "T" intersection. Aho believes that the now existing"generous"curves of the roadway allow for vehicles to negotiate the intersection at a high rate of speed. On Monday 23 June 2003 at approximately 0945 HRS I spoke with complainant Andrew Aho on the telephone regarding his request. Mr.Aho was advised that the Chief of Police had reviewed the letter and diagram. I explained to Mr.Aho that traffic calming efforts are being reviewed and considered in various locations throughout town and that his request would be forwarded to your office for consideration. The problem is at the intersection of Lake Street and Abbe Road Extension. The intersection has a three way stop sign, but traffic rarely slows down, much less stops. Cars often slide around the corners, barely under control. The potential for a fatality to a driver or a pedestrian is very high. This increase, however, could be offset somewhat in terms of manpower resources due to the centralization of fields at one site, thus eliminating some travel time. Alternatives b, c, d, &e would require relocation of the Wapping Fair as activities would be severely detrimental to fields. Wapping Fair could be relocated to: a. Evergreen Walk Area b. I-291 Corridor c. Purchase Ferry Lane Property d. Barber Hill Road Sledding Area e. Lawrence Road f. High School Multi-practice Field Area Some additional costs would be incurred for supplying electrical and/or other site specific items. 2. Medium Term Solutions Medium Term Solutions would consist of beginning to follow the Recreation Master Plan by initiating field designs at Lawrence Road. It is anticipated that the design permitting of Lawrence Road would take 9 — 15 months after design funds have been allocated. Improvements would then need to be phased over the course of several years depending on the level of funding available. 3. Long Term Solutions Long Term Solutions would consist of following the Recreation Master Plan beyond the 5 — 7 year period identified under the Medium Term Solutions. Ongoing evaluation of program needs and funding availability would dictate the scope of solutions implemented under this stage. A one — two year lead time for design and permitting should be taken into account for the timelines established under this solution stage. 06/23/03 S:\PubicWorks\Administrataion\Correspondence\Parks&Grounds\Field Solutions Sqt. The neighbor,to the north side of 350 Abbe Rd.Ext,.who was with us during this whole event showed us paperwork of rough drawings by Coven Construction approved by the Town of South Windsor showing the general location of his lateral and#350 and their tie-in to the cross-country line running through the property of#350.He told us that the lateral at#350 had been installed in 16 inches of stone and that the curtain drains for#350 were also tied in to the sewer line.Until the blockage was discovered Skip's Septic Service believed that they were dealing with a ground water problem.I summarize that the stone and perforated pipe used for the drains kept all but water from backing up into the cellar. After the blockage was cleared Skip's was allowed to drain their septic truck of water they had pumped out into the manhole on the property. We picked up our cones and left#350 Abbe Rd Ext.at approx.5:30 pm,notifying the dispatcher that we were clear of that address. On Tuesday,March 24,1998,Ed Wianko and myself again checked the manhole in the street at#350 to make sure that no additional debris had settled out in the bottom after the flow was back to"normal".There seems to be an above normal flow for that area based on the time of day and can only conclude that there is a lot of ground water entering the system. The owners of property at #350 and #364 Abbe Road Extension must grant to the Town an Easement to construct, maintain, and repair the 6-inch sewer line (main), as shown in Exhibit C. The Easement would be similar to the attached Easement (Exhibit 2) . 2. The owner of the property at #364 would have to grant to the owners of property at #374, #341, and #355 an Easement to install and maintain a sanitary sewer lateral. 3. The owner of the property at #341 would have to grant an Easement to the owner of the property at #355 Abbe Road Extension. 4. The Town of South Windsor would need to grant an _ .Easement to the property-owners of #341 and #355, and to the property-owner of #374 (if appropriate) for sanitary laterals constructed within the Town right- of-way. 5. Engineering plans must be prepared by a private engineering firm on behalf of property-owners, and submitted to the Town for approval; said plans will be referenced in Easements. 6. Private issues (i. e. , restoration/repair of driveways) to be resolved by mutual agreement among property- owners. 7. Property-owners to-select, by mutual agreement, their own contractor to construct laterals and manhole at northern terminus of 6-inch sewer line. 8. Property-owners will own and be responsible for maintenance of their laterals; and Town to own and maintain the 6-inch sewer main and manhole. Memorandum Re: Abbe Road Extension Page 2 October 2, 1990 The Town Attorney has offered to help the residents by preparing the Easements referred to above. This, of course, would require the owners' consent. Furthermore, I have been in contact with the contractor who installed the 6-inch sewer line in front of houses #350 and #364. He has provided some information (Exhibit 3) , and has offered to assist in the location of said sewer line. This contractor is also the same contractor who submitted the bid proposal to Lucek Engineering for the sewer designed by this engineering firm on behalf of the Abbe Road Extension property-owners. It is my recommendation that the Town obtain agreement of the property-owners concerning those issues outlined above before proceeding further in resolution of this matter. C. F. Shaw Asst. Marigliani 475 Abbe Road Extension South Windsor, CT 06074 Dear Mr. Marigliani: I too, as a public official and longtime resident of South Windsor, am very much concerned with the events that trans- pired in mid-February as _a result of the heavy rains and S-curve construction activity. We have been in constant contact with not only the State Department of Transportation, as managers of the project, but also, with the Connecticut Department of Environmental Protection to properly regulate the outflow characteristics of the project. Since the siltation occurrence, additional measures have been employed in an attempt to better control siltation problems that are inherent in a project of this nature. I wish to thank you for your letter of concern, and assure you that we are doing everything in our power to sufficiently protect the environmentally sensitive areas in question. Very truly yours, Rob rt r enault Director of Public Works RA:bmr February 20, 1986 Mr. Robert Arsenault Public Works Director Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Arsenault; As a resident of South Windsor, I have on many occasions taken the opportunity to enjoy the natural areas set aside within the town for public enjoyment. One area in particular offers a vast array of waterfowl, plant and animal life because of it's distinct habitat. This area is the inland wetlands of the Podunk River which run parallel with Sullivan Avenue throughout the Strong and Pierce Road areas. This area unfortunately happens to lie adjacent to and downhill from the reconstruction of the S curve on Sullivan Avenue. Since the reconstruction project began, I have noticed significantly increasing levels of silt runoff from the construction site within this conservation area. On Wednesday, February 19, I witnessed a most appalling sight at this area. The new drainage conduit installed on Strong Road which empties into the river was spewing forth runoff contaminated with such a concentration of brick red silt that the waters downstream into the wetlands were hopelessly inundated. In addition, runoff from the fill area across from Sand Hill Road had entered the waters on the eastern side of Pierce Road which is inhabited by numerous waterfowl species. Sadly the same amount of contamination was observed today. Mr. Arsenault, South Windsor prides itself on being a "Nice place to live, work and prosper". Quality of life within a town also includes the aesthetic appeal of its natural areas which bring joy to many of its residents. What kind of quality of life is there if we no longer have these natural areas for ourselves and our children to enjoy? I protest this mistreatment of one of South Windsor's most valuable natural conservation areas, please stop this contamination immediately. Thank you for your cooperation, I await your reply. Sincerely, Robert E. The conclusions reached by this Department are as follows: 1. There is almost no possibility that the approval of the Kelley Subdivision on Abby Road Extension or the construction of sanitary sewers in the area had any effect on the Monterose problem. 2. The blockage of the swale that would not permit the pipe to drain freely might have a minimal effect on the ground water. 3. The time of the storm and the effect of the rain on frozen ground voids most of the accepted drainage patterns. Mr. Monterose's problem is not unique or special. This situation has and will occur all over New England, as a result of winter rains or thaws. 4. There are some corrective measures that Mr. Monterose could take to prevent this from occurring again. 5. In any event, the Town is not liable_ for the damage to Mr. Monterose's property. The file is here and available for your review, and we would be available to answer questions about it if you so desire. Very truly yours, TOWN OF SOUTH WINDSOR A.
