RE: 570 SULLIVAN AVENUE
REQUEST TO DISCHARGE TREATED GROUNDWATER TO
SANITARY SEWER SYSTEM
Dear Mr. Gagnon:
The South Windsor Water Pollution Control Authority, at their
regular meeting of January 15, 1991, has reviewed your request
(letter of January 8, 1991) to discharge treated groundwater to
the sewerage system, and has approved said request based upon the
following reasoning and subject to the following conditions:
Remedial action is required to remove the groundwater
contamination that has existed since April 1990 . In order to
resolve the problem, treated groundwater must be discharged to
either the existing storm or sanitary sewer at a rate of
approximately 2,900 gallons per day for at least a two-year
period.
The existing storm system discharges onto private land; and
therefore, the requirements for securing easements and
groundwater rights, plus the possibility of transferring a
groundwater contamination problem from one location to another
suggest the infeasibility of this alternative.
The sanitary sewer offers a more technically feasible
alternative. The sewer has the hydraulic capacity, provides for
greater dilution and aeration, and is immediately available to
resolve the groundwater contamination problem.
For the purposes of facilitating the groundwater treatment at 570
Sullivan Avenue, the South Windsor Water Pollution Control
Authority has granted approval to discharge treated groundwater
to the Sullivan Avenue sanitary sewer subject to these
conditions .
1 . A State D.E.P. Discharge Permit be obtained or the
existing permit be amended;
2 . A continuous flow charge record be provided to measure
the daily amount of discharge to the sewer;

4 . That the groundwater shall be levels of the treated halogenated here will

be non detectable 1
organic compounds;
5 . Copies of monthly test results of the effluent must be
provided and that the Town shall be copied on all
correspondence with the Connecticut D.E.P. ; the Town
shall be kept informed of the progress of the treatment
operation;
6 . This approval of the Authority's is for one year, and
must be reapplied for on an annual basis .
If you have any further questions, please feel free to contact
this office.
Very truly yours,
