Exhibit 3
SLU ANIS PROPERTY
Land Acquisition Advisory Committee - criteria
A. Open Space
1 . Natural Resources Preservation
a. Unique natural geologic features - none.
b. Sensitive environmental features. Stream corridor,
ponds, regulated wetlands at northern boundary. Provides
diversity of habitat, which will encourage diversity of
wildlife.
c. Education value
1 . Proximate to public schools. Extremely close
proximity.
2 . Unique natural features, habitats: much
diversity/edge, with great potential for
diversity expansion.
d. Contribution to variety: If left open (not farmed) ,
succession will create meadow first, then young woods, then
mature woods, including wetlands, pond and streambelt.
Also, development pressure will be strong on this property,
as it has been on all similar level, cultivated properties
with utilities within reasonable distance. There will come
a time when this property contributes to variety because it
will be one of the only remaining properties in this
category which is undeveloped; while the f loodplains,
wetlands (meadows, swamps, etc. ) and steep hillsides remain
undeveloped because of development constraints . This
parcel's contribution to variety will be much more apparent
in future years than now.
e. Uniqueness of property for particular purpose.
Extremely close proximity to high school and grammar school
would provide unique opportunities for educational uses,
particularly if natural succession is allowed to proceed.
The Town might pursue enlarging the pond within the
wetlands area to further enhance the educational value.
Also, as much of the site is currently under cultivation
unique opportunity exists to guide the tree planting which
occurs to encourage a wide variety of trees (possibly an
arboretum) . The site can be initially naturalized with
wildflowers - school children and others can collect and
dry the wildflowers as art projects or other school
projects.
f . Streambelt corridor completion. Plum Gulley Brook
corridor present at north border, near headwaters. The
Town owns 1 .8 acres, north of and abutting Sluzkanis
property, which contains a segment of Plum Gulley Brook and
ponds . The high school property carries Plum Gulley brook,
as does the Police/Ambulance Facility on Sand Hill Road and
the Town Hall property on Sullivan Avenue. The brook is
within a gully between the police facility and the Town
Hall, and thus is somewhat naturally protected along that
portion. Thus the Sluzkanis property is a major link in
the streambelt protection for Plum Gulley Brook.
g. Preservation of rural character. The site is zoned
Rural Residential but is surrounded by property zoned for
3/4 and 1/2 acre lots. The Town Plan depicts the parcel as
suburban-rural residential, or 1 - 4.5 units per acre. It
is highly probable that a zone change which increases the
allowed density would be sought if the property is obtained
by a developer. It appears that the majority of the site
is developable, and the configuration of the property
renders it maximally usable. Utilities are within
extension distance. Public schools are across the street;
the site is located in the central portion of South
Windsor. Thus the site is and would continue to be very
attractive to residential developers .
The site's central locations and large road frontage across
from two public schools ensures that a large portion of
South Windsor's residents will observe the aesthetically
pleasing view of woods and open areas. The parcel's
contribution to preserving the rural character of South
Windsor will be high.
2 . Rural Character Preservation
a. Aesthetically pleasing view. see l .g above.
b. Vistas. There are no views of Hartford skyline,
Connecticut River or other long-range vistas .
B. Recreational: The site has a high potential for expansion
and/or accommodation of recreational facilities . Its variety of
ponds, wetlands, woods, and meadowlands - both existing and
potential - are quite appropriate to use for passive recreation --
hiking, cross-country skiing, picnicking, etc.
The site's proximity to the active recreational facilities at
Nevers Road Park provides an opportunity to combine active and
passive recreation on one large site, thus providing "something for
everyone' .
C. Agriculture:
1 . Suitable Land: Approximately 40 acres of cultivated land
currently exist on the site; the land is suitable for
agriculture.
2 . Prime farmlands . Approximately 1/3 of the site (about 20
acres) is classified as prime agricultural soils; the prime
agricultural soils are under cultivation.
3 . N/A.
D. Other Public Purposes. The site's ability to support other
public purposes which do not unreasonably interfere with all of the
above purposes is high. The large size of the combined
parcel/Nevers Road Park provides flexibility in location of
amenities/services .
