ZUBOFF TELEPHONE (203) 649-9800 January 19 , 1988 John Shemo Industrial Development Coordinator Town of South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 RE : Standard Printing Company, Inc . Dear Mr. Shemo: Please be advised that I represent the Standard Printing Company, Inc. As you are probably aware, my client has been doing business within your town for the past thirteen years . My client is located at 185 Nutmeg Road South. Presently, my client is intending to expand its present facility by about 20,000 square feet. Following the closure of the old Newberry Road, the town deeded to Standard Printing Company approximately 18 feet of land which represented a portion of the land abutting the old Newberry Road, and a portion of Newberry Road itself. In an effort to allow my client to expand to its desired capacity, it has come to our attention that it would be necessary to obtain the remaining 18 feet of land presently held by the town. In talking with Mr. Lucek of Lucek Engineering Associates, Inc. , he has stated that this particular request was briefly discussed with you at an earlier time and that you thought the request was reasonable. As you are aware , the land that we are requesting is a portion of the old Newberry Road which is no longer in use. The land abutting the strip sought herein is town land and is utilized as a drainage area or catch basin. Obviously, the deeding of this land to my client would have the effect of ultimately benefiting the town. Such a benefit would arise by virtue of the increased taxes that Standard Printing would be paying to the the Town of South Windsor. Additionally, by virtue of Standard Printing being able to acquire this land, Standard will be able to construct a larger facility thereby having the effect of potentially requiring Standard Printing to employ additional persons . i i John Shemo January 19, 1988 Page 2 I have enclosed herewith an engineering diagram with the 18 foot strip of land herein sought highlighted. After reviewing the enclosed and the foregoing, I would appreciate your contacting me so that we may discuss this matter further. Your cooperation is truly appreciated in advance. I look forward to hearing from you in the very near future. Very t y yours, W, Steven u ff SDZ/dc Enc. i I i i I I I I June 17, 1988 i Mr. John M. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application Review - Standard Printing Dear Mr. Moran: The plan states that "the site does not contain any designated wetlands . " The Town's Inland Wetlands Map indicates a wetlands along the northerly boundary. The plans, as submitted, indicate grading up to the northerly boundary and without a field location of the wetland limits to establish a non disturbance area, a determination whether to permit under Section 5.2 cannot be made. i The plans also indicate that "the detention pond #1 was designed to accept developed runoff from the property of applicant. " In a recent submission for another development within the same watershed and using detent #1, they proposed on site detetion to supplement #1 because of insufficient capacity that could be generated by full development. There appears to be a possible conflict. A verification with computations should be submitted for the file. I From an on site inspection, review of a topographic map and the plans submitted, the addition and grading could impede the stormwater runoff from the abutting May Company property. Verification of a non adverse affect will be required. It appears there is insufficient information submitted for the application to be heard at this time. i Very truly yours, i i i A. I submit herewith two (2) copies of the detention pond design which I obtain- ed f ran the Town Engineers files. i Please note on Page I of the computations, that the entire watershed was considered developed to the extent of 75% impervious area (circled in red by this writer) . Our design (and the IP regulations) call for a maximum of 65% Impervious area. This should clearly indicate that detention pond #1 was designed to accept the runoff from the entire watershed in its fully developed state. As a result of the soil survey it was concluded that no wetland soil types exist on the property. In addition to the absence of wetland soil types no watercourses or other waterbodies that would be regulated under the definition of inland wetlands were found. Visual observations of the adjoining land were made and it does not appear that any wetlands fall within 40 feet of the property. No soil profiles were exposed on i I the adjoining land, since wetlands are defined by soil type no final determination regarding off-site wetlands can be made unless soil profiles are recorded. Based on vegetation, topography and the on-site soils it does not appear that wetlands would be found on the land immediately surrounding the subject parcel. Very truly yours, John P. If you plan to extend your project beyond the above expiration date, you must apply for an extension at least sixty-five (65) days prior to the expiration date. There will be a thirty-five dollar ($35) fee required for an extension of the permit. This includes a ten dollar ($10.00) surcharge assessed by the State, to fund the State Environmental Review Team. An application for an extension shall be made in accordance with the following subsection of the IWA/CC Regulations: a. The duration of any amendment or extension shall be for three years unless otherwise specified in the permit. b. The application may incorporate by reference the documentation and record of the original application. c. The application shall state the reason why the authorized activities were not initiated or completed within the time specified in the permit. j d. The application shall describe any changes in facts or circumstances involved with or affecting wetlands or watercourses or the property for which the permit was issued. i e. In unusual situations the Agency may accept an untimely application to extend the expiration date of a permit if the authorized activity is ongoing and allow the continuation of work beyond the expiration date if in its judgement, the permit is likely to be extended and the public interest or environment will be best served by not interrupting the activity; the application shall describe the extend of work completed at the time of filing and the schedule for completing the activities authorized in the permit. f. The Agency shall evaluate the application pursuant to these regulations and grant the application as filed, grant it with any terms of limitations, or deny it; and shall state upon the record the reason(s) for its decision. In the event that you are requesting an extension, section 8.1.6 of the Zoning Regulations establishes the process for monitoring the approved conservation plan. Per that regulation, a progress report is required from the applicant's engineer verifying that erosion and sedimentation control measures have been installed and maintained in, accordance with the approved conservation plan. This verification report shall also be submitted 65 days prior to the expiration date of the permit to allow time for the Commissioners to evaluate your project controls. If work has been finished or will be finished by the expiration date, please send a letter stating work is completed according to the approved plan. If you have any questions call me or Jeffrey H. No soil profiles were exposed on the adjoining land, since wetlands are defined by soil type no final determination regarding off-site wetlands can be made unless soil profiles are recorded. Based on vegetation, topography and the on-site soils it does not appear that wetlands would be found on the land immediately surrounding the subject parcel. Very truly yours, John P.
