I. INTRODUCTION
This report details the analysis and findings of a traffic
impact study which was undertaken in connection with the proposed
zone change from zone RR to RC at the northwest corner of the
Five Corners intersection in South Windsor, Connecticut. The
purpose of this report is to document the probable traffic impact
of the proposed new land use and to ensure safe traffic operation
subsequent to the completion of the project. This report
analyzes both the general office and the drive-in bank land uses
which are the most probable use of the site. The existing
building will remain in any case. See Drawing No. 1 for the area
— location, Drawing No. 2 for the site location, and Drawing No' s.
3 & 4 for the site plans (3 for office, 4 for drive-in bank. )
The scope of the study effort included: 1. traffic
observations; 2. placement of traffic recording devices on major
streets; 3. obtaining count data and accident data statistics
-- from the State of Connecticut Department of Transportation
(ConnDOT) for estimation of future traffic generation; 5.
performance of capacity analysis; and 6. review of internal site
circulation.
In order to clarify the meaning of certain specialized
_ traffic engineering terms which may be used in this report, the
following definitions are offered:
Trip is a one-way movement to or from a site. One car
entering and leaving a site constitutes two trips.

Traffic Generation is the actual number of vehicle
movements which may reasonably be expected to be attracted
by a specific development. Usually, traffic generation is
expressed as a number of trips.
Average Daily Traffic (ADT) is the total traffic
generation of a development on a typical working weekday. Note:
These are also one-way movements so the actual number of vehicles
is half the ADT generated.
Peak Hour Generation is the maximum traffic generation which
may be anticipated during the highest volume hour for the
particular land use. This analysis parameter may vary as to the
time of day, depending on the type of facility proposed.
Commercial development normally generates peak volume rates which
coincide with the peak volume rates of the surrounding roadway
network.
Trip Distribution is the process of determining the
proportions of the generated trips that can be expected to
originate or terminate at any location normally based on the
populations and census data available as to trips to work or
trips to shopping depending on the land use which is analyzed to
provide a percentage of traffic which can be expected to
originate from each location, plus the percentages of traffic
arriving from each location are determined the most probable
route is used to determine the percentage of such generated
traffic using each approach to the site.
_ 2
STORCH
ASSOCIATES
Traffic Assignment is the process of assigning the
trips which have been distributed from the various points of
origin to the roadway system which would provide the most
direct route between the points of origin and destination.
Capacity and level of Service (LOS) are terms utilized to
describe the ability of a roadway intersection to handle its
traffic assignment.
Level of Service (LOS) at signalized intersections such as
those involved in the present study are defined in terms of
average vehicular delay time. Definition of LOS vs. average
delay time is given in the 1985 Highway Capacity Manual (Special
Report 209) and is shown below in the following table:
LEVEL-OF-SERVICE CRITERIA FOR SIGNALIZED INTERSECTIONS
Average
Stopped Delay Expected Delay
Level of Service per Vehicle (sec) Due Average Vehicle
A < 5. 0 Little or no delay
B 5.1 to 15.0 Short traffic delays
C 15.1 to 25.0 Average traffic delays
D 25.1 to 40.0 Long traffic delays
_ E 40.1 to 60.0 Very long traffic delays
F > 60.0 Over-capacity

II. EXISTING TRAFFIC CONDITIONS
A. Site Description and Roadway Geometrics
The proposed site consists of 0. 64 acres of land which
presently contains a structure which is an annex building to the
Wapping Community Church. However, the church has decided that
the use of the annex building is no longer desireable and is
planning to do an expansion on the site of the main church
location. It is an irregularly shaped quadrangle with parallel
top and bottom sides and skewered left and right sides.
The site is bounded by three roads: the northeast side is
bounded by Sullivan Avenue, the northwest side is bounded by
Community Road and the southern side by Ellington Road. The site
borders two legs of the five corners intersection in South
Windsor. It occupies the northwest fifth of that intersection.
The five corners intersection is comprised of Ellington Road
which becomes Oakland Road to the east of the intersection,
Buckland Road south from the intersection and two southbound
approaches which consist of Sullivan Avenue and Ellington Road.
The mainline road of Ellington Road/Oakland Road is also known as
Connecticut Route 30. Ellington Road in this area is a modern
bi-directional roadway with an approximate 40 foot cross-section
with two 15 foot lanes with 5 foot shoulders provided. The
posted speed limit is 40 mph in the vicinity of the site.
-- 4
STORCH
ASSOCIATES
Buckland is also a modern two lane roadway with a 40 foot
— cross-section and a posted speed of 35 mph. Sullivan Avenue and
Ellington Road are both modern roadways with 40 foot
cross-sections with 15 foot travel lanes, 5 foot shoulders and
posted at 35 mph. Buckland Road has the same cross-section as
Ellington Road on the eastbound approach. The five corners is
controlled by a traffic signal. Proper lineage is provided on
Ellington Road at the intersection where it widens to a two-lane
approach, where a left lane is provided for vehicles turning left
to Sullivan Avenue or left to continue on Ellington Road and the
right lane is for through traffic and vehicles turning right onto
— Buckland Road. Similarly, Oakland Road approaching westbound has
the right lane for turning movements right onto Sullivan Avenue
or right onto Ellington Avenue and a left lane for turning
movements left onto Buckland Road or through movements to
Ellington Road. Sullivan Avenue and Ellington Road both have
single lane approaches with all movements made from a single lane
while Buckland Road provides for a left turn lane and a through
right lane. Community Road is commonly used by vehicles turning
left from Ellington Road onto Sullivan Avenue and vehicles making
the reverse movement from Sullivan Avenue right to Ellington
Road.
Continuing north on Sullivan Avenue, are the Town Hall and
Library on the right side of the road in the immediate vicinity
of the proposed site. North of there, Sullivan Ave. intersects
_ 5
STORCH

Sand Hill Road at a T-intersection, and continuing north Sullivan
Avenue becomes Graham Road in the vicinity of the South Windsor
High School and the Wapping Elementary School and Community
Center. The general land use in the area is residential with a
_ few scattered commercial uses. On the south side of Ellington
Road at the five corners intersections there is a 24-hour bank
and also a drive-thru bank. South on Buckland Road there are
some small commercial land uses with a small strip shopping
center and also residential land use. Continuing further south,
Buckland Road intersects with I-84 where I-84 provides a full
interchange supplying separate ramp movements for each desired
movement, both eastbound and westbound and entering and exiting
the highway. Traveling north on Ellington Road there are
primarily residential land uses with various T-intersections and
four-way intersections with an occasional traffic signal.
Continuing east on Oakland Road, Route 30 is primarily
residential, and continuing approximately four miles it
intersects Route 84, again with full ramp movements provided.
West of the site on Ellington Road, land use is primarily
residential with a few small business uses and a few restaurants.
B. Existing Traffic Volumes
_ Points of traffic volume data acquisition include:

Corners, and Ellington Road northeast of Five Corners. A tabular
form of all pertinent traffic volume information appears in
Table I and is summarized below.
The following is a description of the first entry in Table I
(the following entries can be interpreted in a similar manner. )
The 1988 Storch Associates 24-hour machine traffic count data
for Community Road was recorded at a location on Community Road
midway between Sullivan Road and Ellington Road. The
bi-directional average daily traffic was recorded at 1700 ( 600
northbound & 1100 southbound. ) The AM and PM peak hour
bi-directional counts were 200 (49 northerly, 151 southerly) and
150 (68 north, 82 south) , respectively.
C. Roadway Safety
In order to fully assess the safety characteristics
exhibited by Community Road in the vicinity of the site, the
latest available ConnDOT accident statistics (July 1, 1984 - June
30, 1987) were obtained for the full length of Community Road
between Sullivan Avenue and Ellington Road. During the three
year period of no accidents occurred in the above defined area.
The accident rates and types of accidents were analyzed for the
intersections of Community Rd. with Sullivan Avenue and with
Route 30. These accident rates are not considered excessive (see
Appendix for details. )

III. TRAFFIC IMPACT OF PROPOSED FACILITY
In order to determine traffic impact on an area due to a
particular land use, several factors must be considered:
1. total site generated traffic volumes; 2. the directional
distribution of site generated traffic; and, 3. the ability of
adjacent roadways to accommodate additional new traffic volumes.
Traffic volumes generated by the proposed new land use were
determined through the utilization of the Institute of
Transportation Engineers (ITE) 1987 Trip Generation Manual.
Using software prepared by MicroTrans which incorporated all of
the equations and generation rates found in the 1987 manual, the
trip generation rates were calculated. The results of the ITE
traffic generation calculations are presented in Tables II and
III. Table II represents the average generation rates and
driveway volumes expected from 4,200 square feet of office space.
Table III represents the number of generated trips expected from
41100 S.F. drive-in bank. As indicated above, the proposed new
facility will generate relatively small volumes in comparison to
-- the adjacent roadway system. The directional distribution of
site generated traffic was determined using the CRCOG journey to
work statistics with South Windsor as the place of work. From
the CRCOG statistical information it was determined that 9% of
the workers at the new land use will arrive from the east, 26%
will come from the west, 13% will come from the north and 17%
will come from the south. Approximately 26% of the workers live
and work in South Windsor and 9% of workers reside outside of the

capitol region. Assigning the above percentages to routes which
a commuter would logically traverse results Drawing No' s. 5 and 6
which show the A.M. and P.M. peak hour directional distributions,
respectively.
Through the utilization of the directional assignments as
well as the previously described site generated traffic and area
street traffic, it was possible to develop the traffic flow
diagrams for the driveway intersection with Community Road and
also for Community Road at Sullivan Ave. and at Rte. 30. The
traffic flow diagrams were prepared using the above information
to develop present background traffic volumes, future 1990
background traffic volumes, site generated traffic and 1990
combined traffic (future background plus site generated traffic) .
Note, for ease of analysis, all traffic is assumed to use
Community Road. This is a conservative estimate. Level of
Service calculations for 1990 combined traffic volume conditions
at the site driveway intersection with Community Road were
carried out through the utilization of the FHWA HCS software.
The HCS software was designed in accordance with the 1985 Highway
Capacity Manual. The capacity analysis was done using a worst
case scenario, i.e. using P.M. peak hour volumes (the critical
peak) with the drive- in bank generator of traffic (higher
generation rate than the office building) . Thus, A.M. results or
-- an office use would result in bettter Levels of Service. The
1990 Level of Service rating for the PM peak period was found to
be at A for the site drive at Community Road. The Level of
Service provided at the
9

intersections of Community Road at Sullivan Ave. for the P.M.
peak hour was at Level of Service A except for lefts out of
Community Road which was D/E due to the heavy southeast bound
flow on Sullivan Ave. Community Rd. at Rte. 30 will operate at
Level of Service A including the addition of the site traffic.
IV. CONCLUSIONS
Upon careful review of existing data and projected future
conditions, we have determined that no materially adverse traffic
impact will occur as a result of the zone change. The
anticipated site generated traffic volumes were conservatively
estimated. The 1990 Level of Service for the site driveway
intersection at Community Road was determined to be Level of
Service "A" during the AM and PM peak periods. The L.O.S. at the
Community Rd. intersections with Sullivan Avenue and with Rte. 30
were not decreased. Site distances measured at the proposed
driveway from a point 15 ft. east were found to be adequate. The
review of the latest three-year accident history of Community
Road in the vicinity of the proposed site driveway has revealed
no major geometric deficiencies. Roadway geometrics adjacent to
the site driveway will be improved as a result of the completion
of the new facility. The internal traffic circulation and
turning radii for the proposed site driveway have been reviewed
and have been found to be in accordance with ConnDOT standards.
We are recommending that a right turn in right turn out traffic
flow be designed and encouraged by proper striping and lineage
for Community Road and Route 30. Due to the fact that during AM

and PM peak periods traffic from the Five Corners intersections
backs up beyond the intersection of Community Road at Ellington
Road which makes completing a left turn from Community Road
to Route 30 difficult at best. It is recommended to limit the
traffic flow from Community Road at Route 30 to right turns only
during peak periods of operation. We also would recommend that
— for the drive-in bank case, the Route 30 drive be exit only (to
prevent blockage of the drive due to the drive-up window) and
that it be right turn out only. For the office case, we
recommend a left turn out restriction.
We, therefore, conclude that the new land use at the Wapping
Community Church property will not have a negative traffic impact
on the available Level of Service on area roadways and with the
preclusion of left turns from Community Road and from the Route
30 site drive during the peak periods would not endanger the
public safety.

RE: Wapping Community Church
Construction of 8, 180 Square Foot Addition
Dear Ms. Banach:

We hav

Town of South Windsor.
The addition is being constructed adjacent to the
existing
church building and will provide additional classroom

As part of this p j
existing parking lot at the north end of the sitewill

adjacent to the building. The geometrics of the driveway

entrance have been improved and parking has beenwilllallowtqueues
immediately adjacent to the travel way. This
to be formed prior to exiting the site to Sullivan Avenue.
Access to Ellington Road will remain essentially unchanged,
although the driveway providing will be reconstructed, p g a
new
pavement surface and better curb line definition.
Current peak hour generation at the church is minimal, since

In summary, the facility currently generates traffic during
off-peak hours, with limited generation during commuter peaks,
mainly by formation of carpools by commuters in the parking lot.
This usage is expected to continue, with no increase due to the
unrelated church addition. The reconstuction of the parking lot
will change the Sullivan Avenue access to a single driveway
located at the current north driveway location. This driveway
will be restructured and provide better geometric access between
Sullivan Avenue and the site. The second driveway will become
one way inbound, and will be utilized for handicapped access
only. The Ellington Road driveway is reconstructed in place.
For these reasons, we feel that the construction of the 8, 180
square foot addition to the existing church facility will have a
minimal impact on the roadways surrounding the site during the
commuter peak hours. During the peak operations of the church,
the reconstructed facility provides better access, and therefore
favorable impact on the traffic patterns will result.

RE: WAPPING COMMUNITY CHURCH, APPLICATION REVIEW
Dear_ Mr. Moran:
The soils within the proposed construction area are of the
Manchester Classification, a non wetland soils, as shown. The
proposal is for a 15" storm water discharge into Plum Gulley
Brook. This would be the regulated activity, Section 5.1, 5 .2
& 5 . 3 .
A simplified summary would be that they propose to erect an
addition to their existing building and relocate the parking
area, about 70,000 sq. ft. disturbed and then made impervious.
Their proposal includes picking up the storm and foundation
drainage and discharging it into the Plum Gulley Watershed and
floodplain without detention. The natural direction of flow
would be towards the five corners and down an inadequate system
in Ellington Road to the Podunk Watershed.
If a permit were to be considered, the following conditions might
be appropriate.
1 . All the rights and/or permits from N/F Cavaliere.
2 . An approval from the appropriate agencies to permit the
discharge from another watershed.
3 . Modifications to the plans to include a barrier at Ellington
Road to prohibit traffic on the driveway until it is paved.
Riprap through and across the Plum Gulley Brook in the area
of discharge and Item 3 in the construction schedule and E&S
notes 'as soon as possible' is too vague.

"Construction of roadway and all utilities shall conform to
standards and specification of the town of South Windsor
Department of Engineering."
2. An anti-tracking apron should also be shown at the Ellington

3. Who will be responsible for maintaining the impact basin after

4. Soil types and boundaries should be delineated on the plan.
GENERAL COMMENTS
1. The size of the proposed pvc sanitary sewer lateral should be
indicated on the topographic map.
2. Grading is proposed onto Town of South Windsor property along the
north property boundary. Slope rights will have to be obtained from
the Town and should be indicated on the plans.
3. The note regarding the requirement of a state permit along Ellington
Road should identify the purpose of the permit.
Mr. Michael J. Gantick, P.E.
SEA Consultants Inc. April 19, 1988
Englneers/Archit cts Page Three
4. Proposed drainage structures AD #2 and AD #3 indicate less than
the Town's minimum requirement of two feet of cover over pipes.
5. Legends indicating drainage structures, pipes, grades etc. should
be included on the plans.
6. Riprap type should be identified in the section of the impact basin
on the detail sheet.
7. Pre- and post-development peak discharge rates for the site during
the 2, 10, 25, 50, and 100 year storm events have not been included
in the drainage calculations. Therefore, the drainage design review
cannot be completed until these discharge rates are provided.
8. The drainage narrative indicates a discharge increase of 3 efs from
the site for the 100 year storm frequency. The narrative also
indicates that there are no alternatives on the site which would
allow the construction of a detention structure. Also, the high
groundwater table prevents the usage of any infiltration system.
Therefore, the plan indicates direct discharge into Plum Gulley
Brook without detaining proposed flows. The report concludes by
comparing the increase of 3 cfs with the 100 year flow of 1500
efs for Plum Gulley Brook as being negligible to the existing drainage
system.
9. Since the time of concentration for Plum Gulley Brook is significant-
ly longer than the to of the site, the flow increases projected for
the 100 year storm frequency should have minimal effect to existing
conditions.
10. A typical cross section of the proposed pavement should be shown
on the plans.
If you should have any questions, please do not hesitate to call me.

SPECIAL MEETING
CALL TO ORDER
PUBLIC PARTI
NEW B NESS
1. A 1. #88- P in CommunityChurch Site Plan north side
Five Corners
The applicant was represented by Earle Smith, Chairman of the Church
Building Committee, Project Manager Betsy Kaemmerlen of Fuss and
O'Neill Engineers, and Steve Nelson of Moser Pilon Nelson Architects.
After an introduction by Mr. Smith, Ms. Kaemmerlen provided data
regarding vehicular movements, utility hookups, soil analysis, and
grading. She said that the ZBA had approved this addition to a
nonconforming building but that a parking waiver was being requested.
Mr. Nelson then reviewed drawings and elevations of the proposed
addition, commenting that it had been designed with an eye toward
blending it in with the existing structure. Attachments A (Wapping
Church letter 6/2/88 requesting slope rights from the Town) and B
(drainage easement) were presented for the record.
Town Planner Marcia Banach presented the following report:
1 . Site size is 3.35 acres; new addition is 8180 sq. feet.
Total site building coverage will be 8.7%; 10% is allowed.
Proposed building height is 30' by our definition; 30'
allowed.
2. The new addition meets all Town setback requirements;
however, the existing offices encroach into the front yard
setback and a variance was obtained to allow an expansion.
3. Public water and sewer are available. WPCA approval is not
required.
4 . As indicated, on-site detention has not been provided as
there is no suitable area available and there is a nearby
watercourse capable of handling the increased discharge. The
proposed increase is 3 cfs during the 100-year storm into a
brook already carrying 1500 cfs, so it is anticipated that
the impact will be negligible. The Public Works Director has
indicated that he doesn't have a problem with this concept
but does wish to retain final say over the drainage for the
project.
PLANNING AND ZONING COMMISSION - 2 - JUNE 7, 1988
5. There are no regulated wetlands on the site. Conservation
Commission approval has been granted with the conditions set
forth in its April 26, 1988 letter (Attachment C) .
6 . The applicant proposes to provide a total of 85 parking
spaces. The parking formula as shown indicates that 166
spaces are needed. The Planning Department suggests the
formula might instead show parking at 1 / 250 sq. ft. for the
church and the new addition, and 1 / 125 sq. ft. for the 6000
sq. f t. of existing offices, for a total requirement of 107
spaces . (14,900 sq. ft. as place of assembly @ 1 / 250 = 60;
5928 sq. ft. as office @ 1/125 = 47 . ) Thus a waiver of only
22 spaces is requested.
7 . This addition should not result in additional traffic impacts
since the use is simply moving across the street. The church
generally uses the site at off-peak hours . The more
southerly curb cut on Sullivan Ave. will be modified to
enter-only for drop-off and handicap access. The main
driveway is being modified to a standard 24, driveway with
some queueing space available -- a feature which is presently
not available on the site. The driveways onto Ellington Road
will remain basically where they currently exist.
8 . Slope rights are required from the Town for parking lot
reconstruction. We do not anticipate a problem with
obtaining the required slope rights.
9 . Drainage rights are required for the drainage outlet as
proposed.
10. The landscaping plan is quite attractive and, in combination
with the architecture, should provide an attractive finished
site.
If approved, the Planning Department requests that:
1 . Slope rights be shown on the plot plan when obtained;
2 . The new concrete stairs to the existing office
building not encroach on the building line.
The only Engineering comment remaining was that the Engineering
Department wanted to retain final approval of the drainage system
prior to filing of the plot plan.
The F. A. Hesketh traffic report (Att. D) was entered into the
record.
Questions and discussion followed among Commission members regarding
vehicular access; curtailing drivers short-cutting through the church
parking area; and possible effects of discharging drainage into the
nearby brook. Mr. Sorenson returned and was briefed regarding the
presentation and reports. Mrs. Evans made a motion to approve the
application subject to the following modifications:
PLANNING AND ZONING COMMISSION - 3 - JUNE 71 1988
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff.
2. No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.
3. This application is subject to the conditions of approval of
the Inland Wetlands Agency/Conservation Commission.
4 . An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4 . 13 . 10 of the Zoning
Regulations.
5 . A landscape bond in the amount of $5000 is required and must
be submitted prior to filing of mylars .
6 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South Windsor.
7 . Slope rights to be shown on the plot plan when obtained.
8. Concrete stairs to the existing offices should not encroach
on the building line.
9 . Drainage is subject to approval of the Town Engineer.
10. Speed bump is to be installed across parking areas at
walkways to discourage through traffic.
11 . Additional plantings must be added to the north property
boundary abutting Town property as appropriate and as
approved by the Town.
Black and white transparent mylars of Sheets #1 and 2 with the above
modifications, together with three blueprint copies of the entire set
of plans, must be submitted to this Commission to be stamped and
signed. The letters of approval of this Commission, as well as the
Inland Wetlands Agency/Conservation Commission, must be reproduced on
the mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk within 90
days. After filing these plans, a copy of the receipt must be
submitted to the Planning Department.
Mrs. Montana seconded Mrs . Evans's motion with the above
modifications .
After some discussion, Mrs. Evans made a motion to amend her original
motion to include a requirement that additional plantings be added to
the north boundary abutting Town property as appropriate and as
approved by the Town. Mrs . Montana seconded, and this motion carried
unanimously.
The Commission th n voted on Mrs. Evans's original motion with the
amendment, which also carried unanimously.

RE: Wapping Community Church, South Windsor
Dear Mr. LaBarre:
We are proposing to divert 1.8 acres to a positive discharge at
Plum Gulley Brook rather than draining to Rte. 194. This will
only have a negligible effect on existing drainage structures
located downstream of the discharge on Plum Gulley Brook. The
drainage area above the discharge consists of approximately 750
acres while our site drainage area is approximately 3.4 acres.
Also, since the time of concentration is much larger for the
larger watershed than for the on-site drainage area the peak
'for the larger watershed will come alot later than the peak of
the on-site drainage area, further negating the effects of the
diversion.
In conclusion, the effects which the diversion will have on the
existing Plum Gulley Brook drainage system is negligible. And
finally, the diversion is not irreversible; if and when the
state' s project does occur. If you have any questions, please
feel free to call me.

Dear Mr. Moran:
We are submitting this letter along with our revised plans in
order to clarify our response to the conditions in your letter of
April 26, 1988.
1. The State will be consulted regarding the discharge to Plum
Gulley Brook via the existing culvert when an encroachment
f permit is sought.
2. The sewer pipe in Ellington Road is shown on the profile
sheet 4 of 7.
3. The impact basin is also shown on the profile and is depicted
in grater detail on sheet 7 of 7. The structure will be
constructed approximately ten feet from the brook with a
double row of haybales to protect it from sedimentation. The
rip rap outfall from the basin to the brook has been extended
to the opposite easterly bank; even though the erosive forces
from the church's discharge will be controlled within the
impact basin itself.
4. Barrier has been noted and Item 3 has been defined as within
30 days or as directed, see sheet 6 of 7.
5. Easement has been acquired.
6. Discharge permit to be obtained as necessary.

RE: Wapping Community Church Construction
Dear Mr. Nelson:
Last Wednesday, Mr. Gantick, Public Works Director, Mr. McCahill,
Zoning Enforcement Officer, and myself visited your site and
encountered a condition that shall probably jeopardize
consideration of the Certificate of Occupancy for your site.
A little over three months ago, you participated in a
"Preconstruction Meeting" establishing the basic ground rules
expected during construction and inspection routine, to assure
compliance, quality control and allow construction to proceed in
an orderly manner. I presume your payment for services rendered
is probably regulated by acceptance to these standards by your
client and appropriate Town Commissions .
Our immediate focus was on the storm drain outf all area east of
Ellington Road, in and around Mr. Cavaliere's property. Our
observation was, the stone being used in Plum Gulley Brook was an
improper size, the impact basin was at the wrong elevation and
was supported on the 15" storm pipe and the integrity of the
unknown structure, damaged due to construction, had not been
restored.
The items in the October 5, 1988 outline highlight procedures and
concerns to be addressed during construction. No. 16 requires
approval of changes prior to implementation. There are no
requests in our public works or planning file. The Plum Gulley
Brook, at this point, probably collects storm water runoff from
over 3 ,000 acres and is funneled-through this narrow area. The
size of the rip rap was designed to hopefully prevent a scouring
effect and eroding Mr. Cavaliere's property further. The impact
basin has been constructed without adequate support at the
easterly end, which in time will probably cause a failure in the
pipe supporting it. Also the bottom of the basin was designed to
be about one foot above the brook bed.
Mr. Chris Nelson - 2 - January 17 , 1989
r
The hole in the unknown structure exposes us all to an unplanned
and unnecessary liability. This structure is outside any
indicated construction limits and to leave it open to the
elements for weeks isn't too clever. Most of the houses in
Wapping existed prior to the availability of municipal water and
wells were their domestic water supply. Using the worst case
scenario, presume, until you know better, that this is someone' s
water supply. You have certainly contacted your professional
engineer for a detailed report including recommendations and
perhaps a schedule for a connection to a municipal system, if
required. Ample time has passed to have this report available,
we would like a copy please. Also a copy of your daily log when
the hole occurred with your recommendation, for our records.
Please contact us prior to any restoration. No. 20 in the
preconstruction report goes on to require inspection prior to
backfilling. Our visit was per chance, not by request. The
filling was not being inspected and could raise additional
concerns as to what - else was -covered without inspection.- The
standard condition of approval by the Planning and Zoning
Commission requiring an as built drawing to be submitted for
approval prior to the issuance of a certificate of occupancy is
reinforced in Item #6 of the preconstruction letter indicating
the basic accuracy expected, Locating the buried utilites . This
is not a waivable matter. Construction was initiated with this
condition in effect, your engineer shall certify to that
accuracy.
As indicated earlier, searching our files we find no requests for
changes or modifications to the approved plans or standards from
either your client or yourself, as general contractors, since the
October meeting. It seems a safe conclusion would be to expect
no deviation up to this point, from the approved site plan.
In anticipation of additional work in the area around the outfall
at Plum Gulley Brook, please call us prior to this activity,
consistent with the October letter, so we can provide suitable
inspection. The inspector can be contacted at 644-2511, Ext.
257 . I can be reached at extension 240 .

Dear Ms. Banach:
In response to a request from Don Mikkelson, a Property
Trustee of Wapping Church , I am writing to inform you that
Wapping Community Church will be using a room in the
sanctuary wing of our facility to sell SERRV products as an
ongoing fundraiser for local church and global mission.
SERRV is a nonprofit international mission program sponsored
by Church World Service. The products are produced by
handcrafters from 44 third world nations. They are marketed
by nonprofit churches and organizations worldwide. They will
be available for sale to church members and to the general
public.
If you need further information from the church regarding
this project, please contact the Property Trustees through
the church office, 644-0833 , or feel free to call me
directly. We want to be sure that we are keeping you
informed in accordance with town zoning requirements.
Sincerely,
The Rev. Sandra T. Benjamin
