of Planning and Zoning Regulations
As the commission requested, I inspected the property of Mrs.
Carol Sheridan, 103 Palmer Drive, on Wednesday, 24 March 1982.
I did not see the required sign displayed advertising the
public hearing to be held at the Town Hall on 'P Gd v_ 30

PLANNING AND ZONING COMMISSION MARCH 30, 1982
PUBLIC HEARING AND SPECIAL MEETING SOUTH WINDSOR TOWN HALL
Members Present: Sorosiak, Sorenson, Conde, Hallowell, Evans, Montana
Alternates Present: Morrison (sitting for Norman)
PUBLIC HEARING
1. Application of Carol A. Sheridan, 103 Palmer Drive, for a special
exception to Section 4.2.8, keeping of horses, in an AA-30 zone.
Chairperson Montana read a memorandum from Zoning Enforcement Officer D'Auria
which stated he has inspected these premises and found that the sign
stating there was to be a public hearing was not posted as required.
Mrs. Montana said she understood from Mrs. Sheridan that the horse was to
be sold. The applicant was not present.
Commissioner Evans said that the owners stated in the past they would get
rid of the horse and they haven't. Mrs. Evans then moved that the application
be denied. Mr. Conde seconded the motion, and it was unanimously voted and
so ordered.
Mrs. Evans said she thinks the matter should be referred to the Zoning
Enforcement Officer to follow up and be certain they do sell the horse.
She noted that they do have the horse and are in violation of the Zoning
Reguations. Mr. Hallowell agreed, and said the Zoning Officer should find
out when they intend to sell the horse.
Mr. DeMallie said that when he was acting Zoning Enforcement Officer last
year he had contacted the Sheridans regarding this violation with no success.
Mrs. Montana noted the Commission has been very lenient in this matter,
and it was agreed that the matter would be referred to the Zoning
for action.
SPECIAL MEETING
1. Public Participation
Mrs. Montana announced that recently there have been too many interruptions
by non-Commission members during meetings and the Commission now intends
to limit public participation to that portion of the meeting designated for
Public Participation.
Mr. Philip Braender of Elizabeth Street said he questioned the original
approval of Park Centre in 1968 and said there was a condition concerning
a 60' line. The Commission asked the secretary to check back through the
records and find a copy of the original approval for Park Centre.
Mr. Braender then questioned the intersection of Hilton & Belden, and-
Belden and Governor's Highway insofar as safety is concerned. Mrs. M ntana
informed him that she believed the Hilton & Belden intersection was referred
to the Police for inspection several months ago and was found to be all
right.
Planning & Zoning Commission -2- 3/30/82
Commissioner Hallowell informed Mr. Braender that he should write to
the Zoning Enforcement Officer concerning what he feels are violations
rather than going through the Planning & Zoning Commission.
2. Public Utilities Task Force
Commissioner Hallowell stated that he and Mrs. Evans attended the organiza-
tional meeting of this task force. He briefly outlined the Task Force's
job, and the members of the committee. He said the first meeting was quite
disorganized and they went through the book of Town owned lands but the
maps were very inadequate. He said he suggested that the Deeds for Town
lands should be researched to find out if there are restrictions, and
Mr. DeMallie said that would take an enormous amount of time, however,
they are looking at selected parcels.
The Commissioners discussed the old fire house and Mr. Conde said the
Task Force should not recommend uses for it which would require a variance.
Mr. Hallowell said there should be an accurate record of Town owned lands
which should be up-dated every time the Town acquires a parcel, and the
Commission should be certain deeds it is requesting are in fact being
properly recorded.
Mrs. Evans said that many members of the Task Force are unfamiliar with
restrictions that are placed on lands such as wetlands, open space, etc. ,
and Mr. DeMallie is in the process of preparing a large, color-coded map
of Town owned lands so that the Task Force can immediately determine if
there are restrictions on a given parcel.
3. Soil and Water Conservations District
Mrs. Evans made a motion that the Commission write to the Hon. Carl A.
Zinsser supporting Bill No . 5161 whichTDuld increase the funding for the
Soil and Water Conservation Districts from $6,000 to $21,000. Mr. Hallowell
seconded the motion, and stated copies of the letter should be sent to
Sen. Fahey and Rep. Woodcock. It was unanimously voted in favor and so
ordered.
There being no further business, Mr. Hallowell moved the meeting be
adjourned at 9:05 P. M. Mr. Conde seconded the motion. It was unanimously
voted and so ordered.

Dear Tom:
Re: Carol Sheridan
103 Palmer Drive
The Commission denied the application of Carol Sheridan for
permission to keep a second horse at the above property. We under-
stand Mrs. Sheridan plans to sell the horse, and would appreciate
it if you would follow up with her and find out what arrangements
are being made to sell the animal, and when it will be sold?
She is in violation of the Zoning Regulations, and has been for
some time and we would like this situation resolved as soon as
possible.
Please report your findings to us by the April 13th meeting.
