South Windsor On April 2, 1986, a site visit was made to review a proposed development located on US Rte 5 in South Windsor between Strong Road and Glendale Road. Site plans, dated 3/5/86 were also reviewed. The purpose of the review was to determine the most appropriate siting of a drainageway that flows from Route 5 across the property in a western direction. Existing Situation A 30 inch CMP is outletted from Route onto the property. Presently the CMP is blocked with debris for the most part. A 3 to 4 foot open ditch picks up water from the CMP and flows across the property towards the west. The present road drainage system would be greatly improved by upgrading the whole system. Considerations in upgrading the system should include: improved road drainage; improved safety along road; improved maintenance of road and drainage system; aesthetics. RECOMMENDATIONS - Replace the existing open ditch with CMP or RCP as dictated by town engineer. Size of pipe would depend upon town requirements. - Suggest a surface inlet be installed on Route 5 shoulder to facilitate intake of road surface water. - Continue the pipe to proposed culvert crossing of driveway. Install a plunge pool at this outlet. - An Erosion and Sediment Control Plan should be developed for this site that includes, but is not limited to the following: - Construction and control measure sequence - Seeding recommendation - Construction entrance pad and detail - Details of plunge pool , ditch and other control measures - Retention basin details CC: Marcia Banach, Asst Town Planner CC: Richard Martell , Town Engineer 4-j The Soil Conservation Service is an agency of the Department of Agriculture Hartford County Soil and Water Conservation District Inc. _ 1101 KENNEDY ROAD • ROOM 105B • WINDSOR, CT 06095 • 688-7725 PECE !"JED May 1 , 1986 MAY 5 1-36 Mr. Sudhakar V. Site Plan of Development Dear Mr. Montana: The above subject application had to do with a proposed 11,760 square foot building to be erected on an industrial site on John Fitch Boulevard, South Windsor. This letter will serve to explain why we are not proceeding with the project. A few days before we were to begin excavating for the buildings footings, we received a telephone call from a major competitor, Automotive Industries Warehouse, 366 Chapel Road, South Windsor, stating that the business was for sale. Since the possibility of acquiring the business and real estate meant that we could shorten our time to enter into the business for which our building plans were meant, we decided to take advantage of the situation. We placed a "hold" on all activity pending a resolution with Automotive Industries Warehouse. On October 2, 1986, we reached an agreement in principle to acquire the business and real estate, with a closing date set for December 1, 1986. Although we regret that we will not be able to build on John Fitch Boulevard, we feel that the property in its developed condition is far more attractive than it was at the time we purchased the land. In addition, we are pleased over the fact that we will still be able to be associated with the Town of South Windsor. We want to thank you for your confidence in approving our project and if there are any questions, please call me on 1/800-972-9782. This site is immediately north of the Richard Grosso subdivision which Planning and Zoning Commission approved in March, 1986 . We had hoped that Mr. Grosso and the owner of this site would be able to work out street access to, the rear of the Grosso property through this subject property, but at! present that does not appear likely. 2) . The proposal involves rerouting of a small brook which runs through the property from east to west. At town staff suggestion, the appli- cant' s engineer requested assistance from the Soil Conservation Service for the relocation design of the brook. S sulagBested some improve- ments to the existing system on the weee 6"u`te 5 , including a new catch basin and new piping, which will result in improved drainage flow through the area. The applicant has incorporated all of SCS ' s recommendations into the plan. There are no regulated wetlands on the site. This application will be heard at the May 12 Inland Wetlands Agency/Conservation Commission meeting. Applicant has provided what appears to be a commendable erosion and sediment control plan. 3 1 The site is bord red by I zone to the north and south, and A-40 to the west. The propo ed rear yard setback is almost 800 feet from the A-40 zone , so no buff6ring is required at this time . In the event the re- " mainder of this bite is developed in the future , a 25 ' buffer zone, in q/ addition to the 5 ' rear yard, will be required. 11 4) . Building coverage of this site is a scant 6 . 70 , well below the allowed 50% . The required number of parking spaces have been provided. Pave- ment appears to e limited to that which is necessary for parking and vehicle movement. Loading spaces are in the rear of the building. 5) . The proposed landscaping is very attractive in design, with a good mixture of flowering plants , shrubs and trees , plus deciduous and evergreen trees . Note that some of the landscaping is on State of Connecticut land, within the right-of-way of Route 5 , subject to Connecticut DOT approval . 6) . The applicant ha's been very cooperative in meeting with town staff and making requested plan modifications . I would like to see one very minor addition to the data block on the final plan, and that is the amount of', building coverage (which is 6 . 70) . South Windsor Planning Department May 6 , 1986
