It was further reported that storms were predicted that day for several more hours. Due to the condition of the barn, the weather report and its proximity to Buckland Road, I ordered the building razed. The damage to the barn was extensive, after checking the barn I informed Mel Stead to raze the building. After several calls on Monday and Tuesday, 27 th. and 28 th. of July, I reached Mr. Meagler in the New Haven Archdiocese. He informed me there is a Mr. Mc Cowan in South Windsor who will contact me and we may be able to finalyze this project. I will inform you of any new developments, if any occur. SOUTH WINDSOR, CONN. 06074 AREA CODE 203/644-2511 �SOR•C0 August 1 , 1988 INSPECTION REPORT On August 1 , 1988 , I was requested by Richard Sartor, Town Manager of the Town of South Windsor, to witness a potentially dangerous con- dition concerning an outbuilding on Buckland Road, South Windsor. The building owned by the Archdiocese of Hartford was located on the west side of Buckland Road, just north of Smith Street. When I arrived, it was approximately 2 : 45 p. m. I met Richard Sartor, Billy Mitchell of Mitchell Trucking ; and Stanley Waldron of Clark Street, South Windsor, who rents an adjacent building at the site. Apparently when Mr. Waldron had come to the site earlier that day, he noticed that some interior partitions had collapsed within the struc- ture. He then called Mr. Sartor once he saw what had happened. I started to test the structural integrity of the structure, and found that when the interior partitions had collapsed, the collar ties that hold the wall upright had been severed from the top plate of the wall, and the wall had deflected approximately 2-3-2 feet out from the verticle plane. As the wall in question was 4 to 5 feet from the edge of Buckland Road, and measured about 20 feet in height, I determined that an un- safe condition existed, and that the structure declared unsafe and condemned. A service cable from Northeast Utilities was also connected to this wall, which certainly increased the danger. The Fire Marshal was called, and confirmed the condition. Northeast INSPECTION REPORT August 1 , 1988 Page 2 . Utilities was called for an emergency disconnect, and Mitchell Trucking was contracted by the Archdiocese to take down the structure. As the necessary arrangements were being made for demolition, I re -entered the structure with Stanley Waldron. I stepped on a rotted section of floor and fell througn to the basement. After being checked at the South Windsor Ambulatory Care ; Center, I returned to the site. Demolition had commenced and the road had been closed. After checking with Richard Sartor, I left for the remainder of the day. John R.
