Planriing and Zoning Commission South Windsor Town Hall r Special Meeting December 122 1978 DES PRESENT: Evans, Gay, Gilligan, Grace, Montana, Petersen EVES PRESENT; Hallowell, Sorenson New Burliness 1. Acceptance of the application of K. T. Lear Associates,,__ Inc. for a Mite plan'of.development on property located on the west side of J155hn Fitch Boulevard, 760 feet north of Chapel Road, in an Industrial Ztone. Rogers from K. T. Lear Associates appeared before the Commission. The :E.usiness interested in this site is a heating-ventilating contractor. swill have a warehouse and office space. In reply to questions from the QUommission, it was determined that there is no dust connected with t3>is3 operation. The only truck traffic would be their own seven trucks goi*g out. They order materials every three to six months. The ware- housm space is for storage for air-conditioning equipment and furnaces, vVidth they install. There will be nothing sold over the counter. The trwlks will be parked in the rear at night. The Commission suggested filplantings .be added along the street frontage, as well as in front of luxe- building. The. State of Connecticut wants a change in the drainage. befai e a building permit is issued. Mr. Page* said .he s'aw no problems w£tb the drainage and the change requested by the State. 2. William Krawski, 130 Buckland Road 41 Mr. ]McLaughlin stated to the Commission that he had refused to write a bu3cUing permit for a planned addition at Mr. Krawski's property because- he had difficulty accepting the addition as a barn. The proposed sddi-t- ion to a 15' 'x 30' existing structure consists of 2,396 square feet, acl contains two fireplaces, plumbing, heating and a circular staircase. In addition, this "barn" is being built in front of the lot. p Mr. Krawski said that it is a fancy barn. One section will be- used as a S rake, one section as a shop-office, and one section for storage. They plan to use this structure to sell their farm produce. Mr. Grace said tbat the Commission's concern is that it may become a commercial use. Mr. Krawski said there were no plans for any commercial uses, and that he planned to sell nothing but farm produce. Mrs. Evans asked if he intended to use it as a guest house. Mr.. Krawski replied that he had no intentions of using it as a guest house. Mr.- Grace asked if he intended to convert it to a home at some future date. Mr. Krawski said it is built structurely so it could be converted. He said he has no immediate plans, but noted in Fairfield County old barns are constantly being converted into homes. Mr. Gilligan asked about the company "Diamond K" on the letterhead. Mr Krawski said that "Diamond K" was the potatoe brand of the Krawski family. Mr. Gilligan asked if it were not also the name of a construction company run by Mr. Krawski. Mr. Krawski said it was a division of the construction company with offices in New York City. 1 Planning and Zoning Commission -2- December 12, 1978 v y Mr. Grace stated that as long as this structure is used for the limited purposes of a garage, storage and office for selling the farm produce, _ he could see no problem. If, however, it is used for something other than allowed in an AA-30 .Zone, the Commission will take steps to have the operation stopped. Old Business 1. Consideration of regRproval of John Krawski Resubdivision, Ellin ton Road (near Sand Hill Road) It was noted that Mr. Krawski had submitted the necessary fees so that the final map could be filed- for this resubdivision. Commissioners concurred that this resubdivision could be reapproved and the. map filed. Mrs. Evans moved to reapprove the application of John A. Krawski for a resubdivision of property into three lots located on the west side of Ellington Road, approximately 200 feet north of Sand Hill Road, in an A-30 Zone. - The motion was seconded by Mrs Montana. All in favor; none opposed. It was a unanimous vote, and so ordered. Approval of Minutes Mr. Petersen moved approval of the minutes of November 14, 1978. The motion was seconded by Mrs. Evans, and unanimously approved. Correspondence 1. . Re uest for 90-day extension for filing of final Tans .for J. E. Krawsk i A-L the meet ;ng of the Zoning Board of Appeals held on March 5 , 1992 , a variance was granted to Section 1C . 1 o' the Zcninc . Regulations to allow logs l-hat cannot meet the buildable square requirements on oroperty located on the east s ;de of Fel:. Road . south of R i dgef i e 1 d Dr ,ve (AA-30 Zone) . Conditlo'"s placed or th-Is approval are as fol lows : V,"; th respect for definition of bui 1dable area, approval sha1 1 not be i =- 'tee to areas w i th a slope over t^e i 5 o recu ;rement on the condition that said slope shall not exceed 18°o and t^at no fill shall be removed from each lot and rc fill brought onto each lot with the exception of normal construc:, ion fill . The hardship placed' with th, =s appeal is that removal of trees and nat.ra1 lardscapinC on the slope in question in order to grade the slope would break the na-ural barrier and become a detriment instead of an asset to the land . in addition , denial of this application would leave each ict unbuildable due to the 15% slope regulation when there are of^er houses within the surrounding area built on the same type of slope. This action is effective March 5, 1992 and upon your filing of the enclosed form in the Town Clerk ' s office at your own expense. Very truly yours , Q,►-3 Robert W. William Krawski R.+c 1 add Road South Windsor, Ct 06074 RE: ZBA Application #1612-90 Dear Mr . Krawski : At the meeting of the Zoning Board of Appeals held on January 3, 1991, a variance was granted to Section 4 . 2 . 5 of the Zoning Regulations to allow a 5 foot by 8 foot sign . The following conditions apply to the approval of the sign : 1 . The sign to be fastened to the existing post located 10 feet from the curb of Buckland Road . The horizontal bar on the post can not exceed any further than it currently extends . (Building permit is required for the sign) 2 . This sign is the only permitted sign on the town road right of way. All other signs must be removed . The Zoning Board voted to deny your request for a variance to Section 4 . 13 of the Zoning Regulations for requirement of site plan approval for restaurant on property located at 130 Buckland Rd . (AA- 30 Zone) The commission felt there was not sufficient information submitted to determine the specific variances needed . The Board recommends the applicant apply to the Planning and Zoning Commission for site plan approval . If specific variances are needed at that time the applicant may reapply to this board . This action is effective upon your filing of the enclosed form in the Town Clerk's office at your own expense.
