Collins, Chief Building Official RE: Demolition of barn at Cinnamon Springs Condominiums Upon receipt of a letter from Thibodeau Management Services, Inc. representing the Cinnamon Springs Condominium Association, I met with Steve Cabaniss from Thibodeau to assess a damaged structure adjacent to the Cinnamon Springs property. At the site I observed that the structure had partially collapsed, and was able to ascertain from the property owner that the collapse had taken place during the blizzard in January, 1996. My immediate concern was the close proximity (5 feet) of the failing structure to the access road for the condominium project. During my research for the property's owner, I found the barn actually straddled the property line between the condominium property and the adjacent property, as indicated on the as-built site plan on file in the town clerk' s office as part of the condominium declaration documents. I have enclosed a portion of this map showing the location of the barn for the record. It appears from this map that 48% of the barn was on the property owned by the Marouskis of 1062 Pleasant Valley Road, and the remaining 52% by Cinnamon Springs Condominiums. It became apparent from talking with both owners that neither was willing to assume the full responsibilty for the removal of the barn. Based on this situation, and the immediate threat to the public access road, I invoked the provisions of section 121 of the Connecticut Basic Building Code, specifically sections 121 . 2 and 121 .4, condemned the structure, and contracted with Mitchell Associates of South Windsor to demolish the barn and remove the debris. At your direction, I did confer with Attorney Alexander, and received his concurrence for these actions. The cost of the demolition was quoted at $8500-$9000, and both property owners involved are aware that there is joint responsibilty for this cost. The contractor, Mitchell Associates is to be paid by the Town, however, as per section 121 .5 of the Connecticut Basic Building Code. The property owners should then be billed accordingly. I feel that Cinnamon Spring Condominiums should bear 52% of the cost, and the Marouski ' s 48%. Pictures of the structure were taken prior to the demolition, and are on file in the building department. Box 696 Glastonbury, CT 06033 RE: Cinnamon Springs Decks Dear Mr. Cabaniss, Robin Saccoccia, the president at Cinnamon Springs, called me regarding some concerns she had about the rigidity of the railings of the new Cinnamon Springs decks. I met with Robin, reviewed the deck on her unit and her concerns with regard to stiffness and the recent screwing of the decks into the siding material. In addition, I took this opportunity to review the railings with regard to their specification compliance. In general, I believe that these railings do meet the specification requirements in most areas. There was, however, one area where the railings did not meet the specification requirement, in particular Paragraph 4 . 3 .H. which called for the 4X4 railing supports to be installed with 1/2" galvanized carriage bolts as opposed to screwing these posts into the deck base. I believe if the contractor made this change to using the carriage bolts, it would add to the rigidity of the railings, and would resolve Robin's concerns. Additionally, I do not believe that it was appropriate to screw the railings into the building with long sheet metal screws, as the contractor did. This is potentially a leak point. We would prefer to maintain the railings separate from the unit to minimize this potential. Also, where the siding was repaired at Robin's unit, there should have been an overlap in the siding as opposed to butt joining the siding joints.
