We write to you today in the hopes of resolving an issue important to all of us. We were notified
on June 30''of a delay in obtaining a Certificate of Occupancy for our new house at 101 Cardinal
Way, South Windsor. The driveway of our new house was originally proposed as a single
opening into a triple. Our builder,JMJ installed the new driveway as a double opening into a
triple. In doing so a sewer grate was changed in order to accommodate access. Unfortunately,
the appropriate approvals were not requested and therefore caused the delay. Our builder,JMJ
provided you with a letter stating he would change it back to the original proposal and we
provided a letter stating that we would allow him to make this change to our property. The
Certificate of Occupancy was granted.
At this time we are requesting that you grant us approval to maintain our driveway entrance in its
current design. We are a family of four with 3 licensed drivers. We also have an approved in-
law apartment accommodating two additional drivers. My husband works for Northeast Utilities
and has required on-calls several times a year when he must have his company vehicle on
premises. This is a total of 6 vehicles at varying times simply within our family. Having only
lived in our new residence for approximately 1 week, we cannot imagine the parking dilemma
and rearranging of vehicles we would have to go through with a single entrance. We are not yet
familiar with all of South Windsor's zoning regulations,bu€From Mown where vehicles in
certain residential areas were not permitted overnight parking on the road, changing our driveway
would leave us no choice at certain times.
This is our first"new home"and we have found the JMJ Family to be wonderful to work with.
He accommodated our needs and beautified our home and neighborhood by making this change.
As you can see by the photos provided to you this evening, several homes in our new
neighborhood have double driveways and several streets throughout the town as well as Town
Hall have flat sewer grates.

SWIMMING POOL REQUIREMENTS:
This list is not all inclusive;please refer to pool packet.
❑A 48"barrier will be provided to protect the pool access. Including a temporary fence
for inground pools prior to filling.
❑Access gates will be self closing and self latching(if less than 54"high they shall be on
the pool side and be protected within 18"of release mechanism).
❑Doors providing direct access to the pool shall either have an alarm,a self closing self
latching device 54"above the floor,or a safety cover over the pool.
❑No receptacles within 10'of pool.(locking type receptacle for pool equipment must be
at least 5'from pool and GFCI protected).
❑All metal parts of pool structure,fixed metal parts within 5'of pool,pump motors etc.,
shall be bonded with a minimum#8 solid copper wire.
❑Convenience GFCI receptacle shall be provided between 10'and 20'from pool.
❑Trench depth for 20 amp.circuit to pool equipment shall be 12"minimum.
❑A surface pool alarm shall be installed pursuant to Public Act 99-140.
❑All swimming pool pumps must be equipped with a time clock.
❑Heated pools require a pool cover unless over 20%of the heating energy is from non-depletable sources.
REQUIRED SWIMMING POOL INSPECTIONS:
The following is a list of inspections that need to be performed prior to the continuation of work. Requests for
inspections can be made by calling the Building Department at 644-2511 ext.230.
1. TRENCH AND BONDING-Electrical trench depth verification and bonding of pool and metal appurtenances
including metal reinforcing for gunite pools.
2. FINAL ELECTRICAL-Location of equipment and GFCI protection. Convenience outlet provided.
3. FINAL-Swimming pool access protection must be provided before pool can be used.
Each swimming pool installation requires a Building and an Electrical permit. Additional permits and inspections
are required for pool decks.

Pool season is almost here. I would like to remind you that the Building Permit(s)
#27189 for your pool is(are) still open. State Building Codes require the issuance of a
Certificate of Occupancy prior to its use. Please contact our office for a final inspection
prior to the removal of the winter cover or adding any water to your pool.
All permits must be closed by May 1, 2001. Should you have any problems meeting this
date please send our office a letter stating the reasons. (The pool still can't be opened). If
the pool is opened without the benefit of a Certificate of Occupancy a caveat may be
placed in the land records stating there are Building Code Violations on your property.
Please call Christopher J. Dougan,Deputy Building Official, or myself should you have
any questions regarding this. Our office hours are 8-9am. and 1-2pm. The phone number
