SUMMERVILLE at SOUTH WINDSOR An Assisted Care Living Facility Project 97013.10 MEETING MINUTES March 17, 1995, 2:45 PM Location: South Windsor Fire Department Headquarters Ellington Road South Windsor, Connecticut 06074 Attending: John R. Collins - Chief Building Official Bill Lanning- Fire Marshall Jim LeClair - Fuss & O'Neil Joseph Camarda - Architecture, Inc. Discussions: A. The Site Plan was reviewed and the following was discussed in relation to fire department access around the building. 1. It was agreed to delete curbs at the two entrance points to the fire lane. 2. The curbs and grass strip separating the parking lot from the service drive on the south side of the site will be eliminated and the parking lot connected to the service drive with paving. Chief Lanning stated that this would avoid the fire trucks either backing up which was most undesirable or driving over the curbs and through the grass strip. 3. Mr. LeClair stated that the fire lane would have a gravel road base and a 4" loam with grass covering. The lane will be 18 feet wide and bordered on the outside edge with planting and light pole. He confirmed to Chief Lanning that the pole height would be 20 feet. 4. The placement of a chain across both access locations to the fire lane was considered by Chief Lanning. This probably will not be necessary. 1 801 ALEXANDER BELL DRIVE • SUITE 640 • RESTO-,,VIRGI,NIA 20191 • (703) 476-3900 • FAX: (703) 264-0733 • (800) 969-3901 800 EAST BROWARD BOULEVARD •SUITE 300 • FORT LAUDERDALE, FLORIDA 33301 • (954) 763-8133 • FAX: (954) 763-5272 .AA C001375 E-NiA1L:AI@.ARCHI`C.COM Meeting Minutes March 17, 1998 Page Two 5. The Architect suggested that the crosswalk and sidewalk at the north entrance to the parking lot be relocated slightly to keep these item out of the fire lane. 6. The location of the porch on the north side of the building and two corners of the building on the west side that are within the 15 foot dimension between the building wall and the fire lane were presented by the Architect. Chief Lanning indicated that these conditions should not be a problem after reviewing the expected operation of a ladder truck at these locations. The 6 foot high fence around the Alzheimer walk-around yard that is located along the edge of the fire lane was reviewed and would not be a problem with the operation of fire trucks. 7. The loading area was discussed. The Architect stated that the typical delivery vehicles expected would be single body trucks and step vans. He agreed with Chief Lanning that a semi-trailer truck certainly may make a delivery to the facility, and would have to back into or from the loading zone. 8. Water service and the fire line to the building was reviewed and a location for a yard Siamese at the south end of the parking lot was selected. The location of new fire hydrants will by the water service company. 9. Chief Lanning stated that the Automatic Sprinkler System design submittal and shop drawings shall be reviewed and approved by the Owner's property insurance carrier prior to fire department submission. B. Preliminary plans for Summerville at South Windsor were reviewed and the following was discussed: 1. The Architect confirmed that the building is designed as an I-2 occupancy and a Type 2B Construction. The architect pointed out the features of the building including exit stair locations, elevator locations, the two story lobby with motorized fire door at the second floor, smoke and smoke barrier partitions, and one hour protection of the building structure. 2. Mr. Collins stated that a Threshold Review and Special Inspections are required on this project. The Architect stated that Cianci & Cianci will be the Threshold Reviewers and IMTL will do the Special Inspections. This was acceptable to Mr. Collins. 3. Chief Lanning reviewed the Kitchen Hood and its flue. The hood will have Ansol fire protection and the flue will be protected within a 2 hour shaft. The Architect also confirmed that standpipes will be located in the two exit stairs. Meeting Minutes March 17, 1998 Page Three 4. The Architect stated that the UL floor/ceiling and roof ceiling assemblies will be used for the one hour fire separations. Protection of the steel frame within a floor/ceiling assembly was of concern to Mr. Collins. It was the Architect's opinion that it is inclusive in the UL Design assembly. Mr. Collins will research this item and respond (enclosed are copies of the UL Floor/Ceiling Designs intended for this project). 5. Mr. Collins will research the requirements for fire ratings, if any, on the partitions between units and the corridor partitions. The Architect stated that the corridor partitions are smoke tight in accordance with the requirements for an I-2 occupancy. Mr. Collins stated that all fire rated partitions will be run through the ceiling membrane of the floor/ceiling and roof/ceiling UL Designs to the deck above. C. The Architect asked about permitting and explained the need to obtain a building permit as part of the Owner's financing arrangements. This concern was later addressed at the Town of South Windsor, City Hall with Marcia Banach. It was confirmed that, with all Town requirements met, a building permit can be issued without Corps of Engineers approval. A notation that construction cannot begin until approval by the Corps may be made by the Town on the documentation. A pre-construction meeting is also necessary. D. During concluding discussion, Mr. Collins suggested that the Owner contact Mr. Ralph Hedenberg at the Economic Development Office, Town of South Windsor, 860-644-2511 ext. #255, concerning any tax incentives. Collins, Chief Building Official Town of South Windsor Town Hall 1540 Sullivan Avenue South Windsor, Connecticut 06074 Re: Summerville at South Windsor Project No: 97013.10 Dear John: Thank you for returning my call on this date. To summarize our conversation on this I-2 Occupancy building, we discussed the Corridor and Resident Unit partitions and the UL Designs for the referenced project. These items were noted on the Minutes to the March 17, 1998 meeting as open questions to be researched. The Corridor and Resident Unit separation partitions shall be smoke tight. Where a drywall ceiling is provided, these partitions may run to the ceiling to provide the smoke tight conditions. At any locations where suspended acoustic tile ceilings occur on both sides of the smoke tight partition, the studs and one layer of drywall shall run and be sealed to the deck above. Currently, this condition with tile ceilings does not occur in our design. Concerning the UL Designs for the floors,we are going to use a sprayed-on fireproofing design, so the concern over protecting the structural steel is resolved. The UL Designs for the roof will still be Roof/Ceiling Assemblies and we will ensure that the required minimum dimension between the roof deck and the ceiling is maintained. Please contact us should you have any questions on the foregoing. The purpose of our task is to review the primary structural system for compliance with the current Connecticut State Building Code (effective: June 15, 1994), Our review was based on the following: • Ref. 1: Architectural drawings prepared by Architecture, Inc.,dated April 3, 1998, Ref. 2: Structural drawings prepared by Rathgeber Goss Associates, dated April 3, 1998. • Ref. 3: Partial computations prepared by Rathgeber Goss Associates, received April 29, 1998. • Ref. 4: Project Manual prepared by Architecture, Inc,, dated April 2, 1998. The latnral portion of the footings and foundations review was based on frame loading supplied by you. We were not supplied with a complete set of computations and foundation reactions. We will revisit the foundations associated with the lateral resisting system during the superstructure portion of our review. We have conducted our review of the foundation and have the following concerns for your review and comment: 1. Code: Sheet S0.0 of the drawings of Ref. 2 indicates the use of the 1996 BOCA National Building Code. The current Connecticut State Building Code is the 1990 BOCA National Building Code with the 1992 Supplement and the 1994 Connecticut Supplement. It is our understanding that Connecticut does not intend on adopting the 1996 BOCA Code until late 1998. 2. Seismic Sstem: Sheet S0.0 of the drawings of Ref' Z indicates the use of concentrically braced frames for the seismic resisting system. The seismic resisting system of the building consists of eecentricaliy braced frames. However, the computations of Ref. 3 indicate the calculation of the load based on concentrically braced frames. Using the concentrically braced frame load is conservative but should be reviewed. Sheet S0.0 should be modified for the correct lateral system with the corresponding response modification factor and deflection amplification factor. 3. Soil Profile Tyne: Sheet S0.0 of the drawings of Ref. 2 indicates a soil profile type of S 1 which corresponds to an "S" value of 1. The soils report of section 02010 of Ref. 4 indicate an"S" value of 1.5 which corresponds to a soil profile type of S3, The computations Ref. 3 indicate an "S" value of 2.0 which corresponds to a soil profile type of S4. Please confirm the correct site coefficient, "S",value and modify the drawings and/or computations accordingly. 4. Anchor Bolts: Refer to the baseplate schedule within the drawings of Ref. 2. The schedule indicates the use of 4 anchor bolt connections for all of the column baseplates. This is consistent 199 Wethersficld Avenue. Hzr:f. c; Cor'rr'iecc.icr_ir C1E)1'14-i 1 13 Phone (8601 527-v415 Tulpfax: (850) 249-1918 .MAY-05-1998 17:17 CIANCI & CIANCI P.03iO3 MEMORANDUM with a moment transferring fixed base connection. The lateral load distribution within the computations of Ref. 3 indicate select locations of lateral resistance (at the eccentrically braced frames). This is inconsistent with the baseplate schedule. Column baseplates should be modified to reflect the condition utilized within the analysis and design of the columns and footings. If it was the intent of the design to have all fined bases, then please supply our office with the foundation reactions in order to complete the foundation review prior to completing the lateral portion of the superstructure review. S. Dimensions: Refer to the drawings of Ref. I and Ref. 2. The dimension between gridlines "H.3" and "I" and the dimension between gridhnes "H.7" and "I" are not consistent between the two sets of drawings. Please review the two dimensions. 6. Footing Size: Refer to the drawings of Ref. Z. The footing located at the intersection of gridline HT and "12.9" is designated as "F-2" which corresponds to a Y-6" x Y-6"footing. Based on our computations we have determined that this footing size is inadequate to support the loads indicated. Please review the reaction on this footing. If desired,we are available to discuss the above noted concerns in further detail. Subsequent to a response to the above noted concerns, we will finalize our review of the foundation and initiate our review of the superstructure. CODE: The structural drawings will be modified to show the design building code to be the 1990 BOCA National Building Code with the 1992 Supplement and the 1994 Connecticut Supplement. 2. SEISMIC SYSTEM: The structural drawings will be modified to show the seismic system as eccentrically braced frames and the corresponding response modification and deflection amplification factors will be changed to reflect the eccentrically braced frames. 3. SOIL PROFILE TYPE: The structural drawings will modified to show the soil profile type"S"as 1.5 as reflected in the soils report. At the time, the calculation were prepared,we did not have the soils report. Therefore,we conservatively assumed the soil profile to be 2 and did not change our calculations since, the equation that contains the soil profile factor does not control in determining the seismic load on the building. 4.ANCHOR BOLTS: All the columns in the eccentrically braced frames have fixed column bases. The rest of the columns, carrying gravity loads only, are considered to have pinned column bases. The gravity columns have 4 anchor bolt base plates to provide stability to the columns during erection since the columns are not spliced and have a height of 34 feet. 15807 Crabbs Branch Way, Rockville, Maryland 20855 301/590-0071 Fax:301/590-0073 Joseph Camarda Architecture Inc. 5 February 1998 Page 2 5.DIMENSIONS: The dimensions on the structural drawings will be changed to reflect the correct dimensions as shown on the architectural drawings. 6.FOOTING SIZE: The column footing at column grids Q-12.9 will be changed to a F-3 to adequately support the column load in this location. The modifications to the structural drawings required from comments 1,2, 3, 5 and 6 will be issued in the next addendum to the structural drawings before construction begins. The purpose of our task was to review the primary structural system of the above noted area for compliance with the currem Connecticut State Building Code(effective: June 15, 1994). Our review was based on the following: • Architectural drawings prepared by Architecture, Inc.,dated April 3, 1998. • Structural drawings prepared by Rathgeber Goss Associates, dated April 3, 1998, and revised through May 14, 1998. • Partial computations prepared by Rathgeber Goss Associates, rived April 29, 1998. • Project Manual prepared by Architecture, Inc., dated April 2, 1998, We have received and reviewed the responses to our review comments from Mr. Craig Johnson of Rathgeber Goss Associates, dated July 10, 1998. The response indicates that several changes will be made to the drawings in addendum form on July 13, 1998. We received the addendum on July 22, 1998 and spoke with Mr.Johnson regarding his responces. We are satisfied with the responces and the submitted changes. Based on the above it is our engineering opinion that the priniary structural system for the superstructure was designed in substantial compliance with the requirements of the current State of Connecticut Building Code. This completes our scope of services for the threshold review portion of the project.
