RE: Review of THE TOWN SHOPPING CENTER CONSERVATION PLAN (revised 1-9-87) RECOMMENDATIONS/COMMENTS; 1 ) Inland wetlands should be flagged on site by a soil scientist and shown on the site development plan. 2) An alternate construction entrance, located out of wetland areas, should be considered. 3) Extend silt barriers to protect all Inland wetland areas, and all property boundries where any land clearing or grubbing will take place within 10 feet of the adjacent property. 4) So i I s on site are predominantly mapped as E I mwood very fine sandy loam, 0 to 3 percent slopes (EoA) and Buxton silt loam, 3 to 8 percent slopes (BxB) with I oca l i zed wetter soils. The E I mwood soil has a perched high water table at a depth of 1 .5 to 3.0 during November through May. The Buxton soil commonly has a seasonal high water table at a depth of 1 .0 to 2.5 feet from October through April . Wetness is a problem on both soil types. Extensive subsurface drainage will be needed. Both soils have severe problems for roads construction due to low bearing strength. 5) Subsurface water is likely to seep into the temporary sediment basin making it difficult to stabilize slopes and maintain the basin. Since this basin is temporary, it would probably be more effective to control sediment prior to this point using filter fabric and temporary seeding rather than disturb this wet soil area. 6) Subsurface water is currently draining into the open field ditch and outletting into a culvert under Ellington Road. Drainage should be provided for this water. 7) The E I mwood soil (EoA) Is classed as Prime Farmland Soil . The Buxton soil (BxB) Is classed as Farmland of Statewide importance. The Farmland Preservation Committee of South Windsor may wish to comment on the agricultural value of this sit . 8) Details of all erosion and sediment control structures should be included in the development plan. 0 Th Soil Cons rvation S rvice is an ag ncy of th D partment of Agncultur Tlawn 0-Y S-0am ?dzn v 1540 SULLIVAN AVENUE . It is unfortunate that the "five corners" intersection will not be reconstructed prior to the completion of this project or any other signifi- cant development in this area of Town. In their report, Storch Associates recognized the current traffic flow problems at this intersection and concluded that ". . .traffic impacts related to Town Shopping Center will not materially affect area roadways " and "Identified concerns will be mitigated to an acceptable level by the noted improvement program." I do not agree with these statements. I believe that any development in this area of the magnitude of this proposal will only exacerbate traffic congestion and related problems. Only the redesign and reconstruction of the "five corners" intersection will correct the situation and eliminate the potential for increased traffic congestion resulting from development. The State Traffic Commission has also expressed similar concerns about additional traffic congestion in this area that will result from this project. The State Traffic Commission has also questioned the information and methodology cited in Storch Associates' report. Please refer to the attached copies of letters dated May 29 and June 1, 1987, from the State Traffic Commission to Mr. James W. Ford of Storch Associates. My second concern is that there is only one driveway planned for Town Shopping Center. All vehicles entering and leaving this site will have to use a single access point which will be located on Ellington Road, approximately 960 feet west of Buckland Road. From the public safety perspective, this is not desirable. In a worse case scenario, in which a motor vehicle accident or another incident results in the complete obstruction of this driveway, it would be very difficult, if not impossible, for emergency vehicles (police, fire, ambulance) to enter or leave the premises in a timely manner. Mrs. Louise Evans, Chairperson June 10, 1987 Page 2. A project of the scope and magnitude of Town Shopping Center should be served by multiple access/egress points. Additional driveways would not only provide alternative entrance/exits to emergency vehicles, they would also provide for a better distribution of vehicles entering and leaving Town Shopping Center. It was noted that two "future drives" are depicted in this proposal. One "future drive" connects this parcel with land to the south owned by John Samsel. The second "future drive" connects this parcel with land to the west now or formerly owned by William and Florence Waldron. It is respectfully suggested that the Planning and Zoning Commission require the inclusion of one or both of these "future driveways" in the construction of Town Shopping Center. Also of concern is the proposed traffic control signal which will service Town Shopping Center's driveway on Ellington Road. As noted in this proposal and in the attached letters, this signal must be synchro- nized with the traffic control signal at the "five corners" intersection to prevent additional congestion. This proposal, as it pertains to this traffic control signal does not appear to have taken into consideration the traffic that would be entering/ exiting two driveways located on the north side of Ellington Road. These driveways service the businesses located at 1708 and 1720 Ellington Road (Options, Framecrafters, etc.) . Discussion with the Town Engineering staff indicated that Town Shopping Center's driveway will be located across from these two driveways. If this is the case, the driveways for 1708 and 1720 Ellington Road must be given consideration in order to provide safe entry and exit to and from the businesses located at these addresses. Also of concern is the internal traffic flow pattern. Following are several recommendations which are being made to provide increased safety for those motorists and pedestrians who will be patronizing the retail establishments and professional offices located in Town Shopping Center: 1. Make the first cross intersection after entering the site a four way stop intersection instead of a two way stop intersection as proposed. 2. Erect stop signs at all egress points from parking lots onto the internal access road. 3. Erect one way-do not enter signs to prevent motorists from entering the exit lanes of the driveway. The last concern I want to bring to the Commission's attention is about the level of illumination during hours of darkness. The town green area in the center of this proposed project is enticing. I am sure that patrons of Town Shopping Center and others will find it inviting and will walk through or otherwise utilize this area. Lighting in this area Mrs. Louise Evans, Chairperson June 10, 1987 Page 3. and in the parking lots should be of a level that will produce a safe environment and discourage persons from loitering in the area. I thank you for your kind attention to the comments contained in this letter. Very truly yours, "'L I A Aw4.--Z I I - I BLG:eoc Captain Bruno L. Giulini, Jr. cc: Richard S. Kelley President RSK-Kellco Company, Inc. 1744 Ellington Road South Windsor, Connecticut 06074 Subject: Certificate Application Town Shopping Center Ellington Road South Windsor, Connecticut Dear Mr. Kelley: This letter will bring you up to date on the status of the review of the Town Shopping Center by the State Traffic Commission (STC) . On May 13 , 1987, Storch Associates filed with State Traffic Commission Application for certification pursuant to Section 14-311. On May 29, 1,987, correspondence was returned to us transmitting comments of the planning division, specifically Mr. John Curtis, concerning trip distribution assignments. We would note that the comments involved, not the numbers of vehicles to be generated by the Town Shopping Center, but rather differences in opinion as to the methodology used with respect to assigning these trips to the roadway network. On June 1, 1987, we met with Mr. Curtis and resolved the concerns and are currently preparing additional information with respect to this application as requested by Mr. Curtis. In summary, the State has requested that we use a less weighted approach to distributing traffic to the roadway system. This will result in a more balanced assignment of trips to roadway network. This, we believe, will not materially affect the results of our analyses presented in the report prepared for the Planning & Zoning Commission. In fact, the analysis which is being utilized at this point results in a less critical volume condition for the Five Corners Intersection, in that the volumes are not as heavily weighted on a per approach basis. The June 30, 1987 and March 23, 1987 Planning do Zoning Commission and the Inland Wetlands Agency/Conservation Commission approved letters are for the original plans. After final approval has been granted from both commissions, the appropriate approval letters should be incorporated on the plans. TRAFFIC COMMENTS 1. The Traffic Impact Study recommends widening Ellington Road in the vicinity of the development northern drive to provide a westbound left turn lane and eastbound right turn lane. An actuated traffic signal at that drive, interconnected with the Wapping Five Corner signal, is also recommended. These recommendations were not incorporated into the plans. It may be difficult to interconnect the two signals as the Five Corners signal is complex and has a very long cycle length. Timing changes and equipment modifications at the Wapping Five Corners signal are recommended but not described. 2. The proposed Buckland Road drive is approximately 300 feet from the Wapping Five Corner intersection (roughly 12 vehicle lengths). This may cause delays for northbound vehicles turning left into the development due to the queue of vehicles on the Buckland Road approach to Wapping Five Corners. 3. Trip generation rates used in the Traffic Impact Study appear too low and should be recalculated. For example, assuming . that approximately ten percent of the development's 65,000 square feet of retail space would be required for common areas and access, the gross leasable area remaining is 58,500 square feet. Interpolating between land use codes 820 and 821 in the ITE Trip Generation Manual Third Edition produces an estimate of 5.65 and 5.75 trips per 1,000 square feet entering and exiting respectively, during the PM peak hour. These rates yield 331 entering trips and 336 exiting trips compared to the Traffic Impact Study estimates of 208 entering and 221 exiting during the same period of time. For general offices the ITE land use code 711 provides estimates of 0.40 trips entering and 2.42 trips exiting per 1,000 square feet during the PM peak. This yields 22 and 133 trips entering and exiting, respectively, compared to the Study's 11 and 63 trips. Drive-in bank generation rates appear similarly low. Mr. Michael J. Gantiek, P.E. December 30, 1987 S E A Consultants Inc. Page Three Engineers/Architects 4. Using the higher traffic volumes entering during the PM peak hour, as discussed above, and the Study's percent distribution, approximately 100 + vehicles will enter the development via a left turn from Buckland Road. This would require an exclusive left turn lane on such a heavily travelled roadway as Buckland Road. 5. The Society for Savings' relocated driveway is very close (less than 100 feet) to the development's proposed Buckland Road drive. This may cause severe delays and accident problems for the Society for Savings traffic. n",,?S ( , cf, L11-r5 1 , 6. A second entrance/exit to the Town Shopping Center via the Terry Office Park expansion may be a viable option. Obviously, this would require a connecting roadway between the two developments resulting in some potential conflict with the 4,000 square foot building proposed for the Terry Office Park. The viability of this interconnection, however, cannot be fully evaluated without further analyses including projected volumes of combined traffic and resulting peak hour levels of service at the second Buckland Road entrance/exit. Depending upon the conditions some control might have to be imposed on through traffic in the form of speed bumps, one-way limitations, etc. Interconnection between the developments would not preclude the need for the other Buckland Road driveway proposed to the north. This recommendation is referenced to plans prepared by Storch Associates entitled and dated as follows: 1. "Town Shopping Center, South Windsor, Conn. , Traffic Control 'Plan" drawing No. 1 and 2 of 2 dated May 1987 and revised February 4, 1988. This recommendation is also based on the following conditions: 1. That the developer locate and . construct the proposed access drive on Route 30 as indicated on the above-referenced plans. 2. That the developer locate and construct the proposed access drive on Buckland Road, as indicated on the above-referenced plans. 3. BY DIVISION OF TRAFFIC BUREAU OF HIGHWAYS s r REPORT OF FINDINGS TOWN OF SOUTH WINDSOR SOUTHWEST QUADRANT OF ROUTE 30 AND BUCKLAND ROAD S.T.C. NO. 132-8803-01 On February 23, 1988, the South Windsor Planning and Zoning Commission voted against the State Traffic Commission approved plan providing a secondary access to Buckland_ Road. On March 4, 1988, the developer requested permission to phase his development and complete all the other certificate requirements except the access drive to Buckland Road and the closure of the Society for Savings drive on Buckland Road. He is proposing to limit constructin to 52,000 sq. ft. of retail space, 24,000 sq. ft. of office space and a 2500 sq.ft. bank. A total of 375 parking spaces will be provided under Phase I. While the action of the local Planning & Zoning has prevented the developer from providing a significantly better access to his facility, the proposed development under Phase I will have about the same effect on traffic operations at the Wapping Five Corners intersection as the full development with two access drives. The reason for our request is the adverse action of the South Windsor Planning & Zoning Commission denying RSK-Kellco site plan approval for an amended site plan incorporating driveway access to Buckland Road. As you will recall, our initial submission on this project indicated a driveway only to Ellington Road substantially in conformance with the details shown on the plan eventually approved by the STC. At the suggestion of the Traffic Division, RSK-Kellco submitted an amended plan to the town requesting approval for direct access to Buckland Road. We concurred with the Traffic Division' s assessment at that time and continue to believe that the plan which was approved by the STC presents the best circulation- scheme for this project. $U.Nor.0 LIAR it b8d '-k STATE TRAFFIC COMMISSION •.: MASSACHUSETTS NEW JERSEY NEW HAMPSHIRE .. STORCH ASSOCIATES Mr. William Stoeckert Page Two March 4, 1988 However, we are now faced with the reality that the action of the Planning & Zoning Commission of the Town of South Windsor effectively limits access to this property to the single driveway previously approved by them on Ellington Road. We recognize the concerns of the STC for proper operation of the Wapping Five Corners intersection and that the loss of the driveway to Buckland Road forces additional traffic through this critical location. We intend to pursue the additional efforts to implement the approved plan but wish to proceed with a phased approach to this project. It is the request of RSK-Kellco that the STC consider modification of the conditions of the currently approved Certificate No. 802 to include a provision which would not require construction of the Buckland Road access until the completion of 52, 000 sq. ft of retail space, 24,000 sq. ft. of office space and the bank facility. This number was arrived at to achieve an overall reduction of 1,600 vehicles per day in the estimated traffic generation of this shopping center development. This is the number of vehicle trips which was assigned to the Buckland Road access and would now be forced through the. Five Corners intersection. We are, in essence requesting that a limited amount of development be permitted to a point where the Wapping Five Corners intersection would experience overall volumes of the same level as would have been experienced under the full build scenario with the Buckland Road access. Thus, traffic operations will be consistent with the existing approval granted on February 25, 1988. Attached hereto is a revised traffic control plan indicating closure of the Buckland Road access. It should be further noted that with this driveway not being constructed, it would not be possible to tie the Society for Savings driveway into the shopping center pattern and it would remain at its present location. We are, however, planning to provide widenings as indicated on the attached plan. Also enclosed is the previous approved trip generation for this project and the revised calculations in substantiation of our request. We are seeking no other modifications in certificate conditions. We are appreciative of the on-going and constant cooperation which your office and the Traffic Division have shown to this firm and RSK-Kellco in the discussion and review of our application and we understand the workload of the department and Commission. We have been asked by RSK-Kellco to indicate to you it is presently being put under extreme time constraints with respect to an identified tenant for this property and that any expediting of the review of our request which could be avkumtb; b. would be deeply appreciated. We believe that the connection proposed in the attached plan will service the site and functionally provide the same benefits as the proposed connection to Buckland Road which was originally approved by the State Traffic Commission. Prior to preparing the final detailed drawings and a formal application for modification of our certificate approval to incorporate this concept we are requesting that the matter be reviewed by the Department of Transportation and that there be an indication to us that this revised location is, in the opinion of the State, functionally equivalent for purposes of the certificate. We fully realize that the drawings attached hereto do not constitute the required 40 scale detailed engineering drawings, however, they do depict the relocation of the proposed driveway and we believe can be reviewed, subject to a further detailed engineering analysis, for purposes of an indication of conceptual acceptability. That all conditions of Certificate No. 802, including those added for the amended certificate outlined in State Traffic Commission Report No. 132-8812-02 be complied with except for condition No. 6 of Certificate No. 802 referring to the widening of Buckland Road at the Wapping Five-Corner intersection. 2. That condition No. 6 of Certificate No. 802 referring to the widening of Buckland Road at the Wapping Five-Corner intersection be completed at the direction of the Town in conjunction with the Town's interim improvement project at the intersection. Ms. Marcia A. Banach, representing the Legal Traffic Authority for the Town of South Windsor, concurred with the above when contacted on October 12, 1989. Mr. James W. Ford, the developer's representative, concurred with the above when contacted on October 12, 1989. ! BY OFFICE OF TRAFFIC ENGINEERING i BUREAU OF HIGHWAYS r Report of Findings Town of South Windsor Town Shopping Center Route 30 and Buckland Road Existing Conditions and Departmental Concerns: As a condition of Certificate No. 802, issued to RSK-Kellco for Town Shopping Center, the developer was required to widen Buckland Road to provide for a northbound left-turn lane and additional two-lane northbound storage at the Wapping Five-Corner intersection. In providing the required widening, the developer must relocate several utility poles. The Town of South Windsor is currently in the process of designing an interim improvement project for the Wapping Five-Corners intersection which will also require utility pole relocation. The project is currently scheduled for start of construction in late spring 1990. In order to prevent any duplication of utility relocation, SNET, the developer, and the Town have requested that the developer's widening be done at the same time as the Five-Corners construction project. Buckland Road is a Town-owned roadway, and the requirement for the northbound left-turn lane and additional two-lane northbound storage came at the Town's request. Therefore, since the Town has requested that the develop- merit be allowed to operate prior to the completion of the above-mentioned roadway improvements, and that they be constructed at the same time as the Five-Corners interim improvements, it is recommended that the entire development be allowed to operate without full compliance of Certificate No. 802, as outlined previously. There is currently a dry cleaner located at Store 8, Town Center, operating under a special permit from ZBA. This business is similar to others in adjacent areas. There is ample parking and, due to the system they use, there should be no environmental concerns. If further information is needed, please contact me. truly, Richard S. I would prefer to post separate bonds for the E & S and Landscape requirements, per the recent CVS approval, in the form of passbook savings accounts and be able to gain full release of the funds that are currently being held by Savings Bank of Manchester to cover the old bonds. Please contact me when the paperwork is available, and I will pick it up. Many thanks for your help in this matter. Yours truly, Carol S.
