The property of the Connecticut Water Company is parcel 98-2 on the Key Map. I am requesting that you review these plans relative to the State Health Code Regulations. As always, time is a factor as this application should be before our local Planning and Zoning Commission within the next three weeks. What may be of most concern is the storm drainage. The plans show a recharge system through large dry wells. Town Staff generally supports this type of storm water management. It has been indicated to us that deep tests will be performed on the site. We will keep you up to date on any testing. If you have any questions, please give me a call. Very truly yours, Richard P. Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06040 RE: Application Review South Windsor Child Development Center Dear Kevin : The following are the review comments as they relate to the plans submitted March 23 , 1987 . There are no wetland soils or water courses as indicated on the drawings on the site and does not require a wetlands permit per se , but it does provide a vehicle to control the activities . In general , it appears that the only area to be undisturbed is to be about 50 ' north and south of the existing house; about one fifth of the 1 . 25 acre site . I also realize that it is a high and dry site and a good portion will be eventually covered with an impervious material , but the rough grading routine will leave about one acre exposed to the wind . I would hope that the sequence would go from detention basin to the building and then the driveway , and drainage with the appropriate stabilization and seeding in between phases .For instance , the building could be built without excavating for the pond or the retention pond . The plans should also be modified to show the off season seeding in detail . In the past , I have objected to grading and/or earth work right up to the property line . It provided no buffering or cushion . If an error occurs , one would have to trespass to clean it up . This one isn ' t any different . Three or four feet of undisturbed property should be ample , especially around the retention basin . In a discussion with the applicant last week , I did ask that they contact the Connecticut Water Co . , due to the nature of their business , of what is proposed and if they have any input . If an approval were considered , I would ask that the plans be modifed to show: 1 . The specific procedure to be followed for seeding or surface protection for outside the planting season designated for wind erosion protection . Together with times , such as one week after disturbance or exposure. Mr . Kevin F. Rennie Page 2 . 2 . The retaining wall detail enough to show that there will be NO disturbance or encroachment of the abutter during construction . 3 . The stockpile , due to the nature of the soil , probably should be netted and certainly should be baled or protected on the down hill side . 4. Submit some documentation on the wells , for the existing house and by the retention pond . 5 . The Town has had spillway problems before where it has been placed on fill . Modify it to be on original ground . Provide an access for the owner to clean the basin . 6 . I would like some assurance from the applicant that this is to be what and how the site is to be worked . If approved , a bond of $2 , 500 to assure - compliance should be submitted . Very truly yours , 7/ ' Ci A . Bowen Davies Deputy Town Engineer ABD/jsv CC : RSK-KELLCO Michael J . We are not opposed to this proposal, however, we would ` like to offer the following comments: 1. We would like to make the Town aware of the fact that we intend to develop a production well within approximately 200 to 300 feet of the proposed development. Our major concern is the quantity and quality of storm water runoff that may flow from the proposed detention basin onto our property, and the manner in which it will be channeled over our property. We would, therefore, like to review additional technical information pertaining to the design of the outlet structure associated drainage calculations, and the anticipated quality of storm water runoff emanating from the site. 2. We recaTmend that provisions be made for regular maintenance of the detention basin and for containment of any potential "spills" on- site (i.e., oil, gasoline from the parking lot) . The detention basin should be cleaned out periodically and the accumulated sedkr nt should be properly disposed of. Assignment of these responsibilities is recommended. 3. We reccnmend that salting of the parking lot and walkways be kept to a minirrnnn, and that underground fuel storage tanks be prohibited on- site. Salt (sodium) laden runoff and leakage from underground fuel storage tanks are major contributors to ground water contamination in Connecticut. 4. Proper erosion and sediment controls should be implemented prior to, during and following all development activities. We recarmend the use of a filter fabric fence, instead of hay bales, in the area surrounding the proposed detention basin where it abuts our property. The silt fence must be properly installed according to the "Connecticut Guidelines for Soil Erosion & Sediment Control". Thomas Murrin Page 2 4/16/87 Source protection is a major concern of the Connecticut Water C7cmpany, and we appreciate the opportunity to comment on this proposal. Martel, Town Engineer Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: South Windsor Child Development Center Dear Mr. Martel: I have reviewed the subject plans dated 3/23/87 concerning drainage considerations from the subject project and possible Public Health Code violations regarding the proximity of Connecticut Water Company's adjoining parcel. Section 19-13-B51(d) sub paragraph (c) item #3 requires, "no such well shall be located within two hundred feet of a system for disposal or other source of pollution." The series of dry wells proposed would be con- sidered sources of pollution. Connecticut Water Company's parcel, identified on the plans submitted as 98-2, presently has an inactive well. The proposed dry wells may not encroach upon the required 200 foot separating distance noted above. The distance between the proposed dry well locations and the existing well must accurately be ascertained by the site development engineers. If this distance is 200 feet or greater, the above note of section of the Public Health Code will not be violated and this office would expect no adverse impact. _ Should questions arise, please call this office. All items have been addressed individually and, in our estimation, meet the requests made by the Commission and Town Staff. Please be advised we did not deviate from the approved plans without the consent of Mr. Martel or Mr. Davies during the construction period. Ad- justments were made to better locate the building on site and to follow the Planning and Zoning Commission's suggestion that the, site be developed with care and with the neighbors in mind. 1. The building was raised two feet to establish a more workable grade between the existing house, the new building and the abutting property owner. This adjustment was made in the field in consultation with the Town Engineer. The height of the building does not exceed regulations. 2. The contours were shown on the As-Built plan dated 9/10/87 and are shown on As-Built dated April 1988. 3. The fence is shown on revision dated April 1988. 4. The outfall and detent area are as designed and approved. 5. The existing site and the approved site plan showed more surface run-off than our completed grading. The As-Built shows that we eliminated as much surface run-off as the site will permit. 6. North exterior doors, decks and stairs are on the As-Built revised April 1988. 7. The present walks were constructed to accommodate a handicap ramp from the parking lot to the entrance door. Parking lot elevations were modified to eliminate the need for retaining walls, with the approval of the Town Engineer. The propane tank was installed by Fuels, Inc. with required approvals. 9. The Dayton house utilities were added to As-Built plan dated April 1988. 10. Playground is shown on As-Built dated April 1988. 11. The dumpster pad is shown on As-Built dated 9/10/87 and again on revision dated April 1988. 12. There are two (2) more parking spaces on site than approved. 13. The type and location of site lights changed based on on-site inspection for best possible illumination of parking area and in consideration of others residing near the CDC building. We believe we have addressed your concerns. The site and building reflect improvements made in the field during construction that had been suggested by the Town Staff to make the site and building fit as naturally as possible into the existing setting. 7Yo truly, t Richard S. CONN. 06074 OR•CO AREA CODE 203/644-2511 April 22, 1988 Mr. Richard S. Kelley RSK-KELLCO, Inc. 1744 Ellington Road South Windsor, CT 06074 Re: South Windsor Child Development Center Dear Mr. Kelley: Please be advised that your request for a Certificate of Occupancy for the above-referenced site has been denied based on the following deviations from the approved site plan which have not been resolved as of this date and which have not been satisfactorily explained in your letter dated April 15, 1988 . 1 . (Item #4 on letter of March 9, 1988) We indicated that the outfall in the detention basin is higher than shown on the approved plan; you indicated in your reply that the detention basin was constructed as designed and approved. A comparison of the as-built plan with the approved site plan demonstrates that the detention basin was not built in conformance with the approved site plan. We need verification (drainage computations) that the detention basin as built contains the capacity for which it was designed. 2. (Item #5 on March 9 letter) The as-built plan indicates that grading on the north side of the building is not as engineered on the site plan. The site plan shows a drainage Swale directing water around the northeast corner of the building; the grading detail on the as-built seems to indicate that runoff is directed onto the abuttor' s property rather than into the detention basin. If runoff is not in actuality draining onto the abuttor's property, please clarify detail on as-built plan. 4 . (Item #12 on March 9 letter) It still appears that the site is one parking space shy of the approved number of spaces, as two additional spaces at the south portion of the site were not included on the approved plan and would not be useable if/when school buses are on the site. Please provide a written waiver from the Daytons indicating that they have no need for the missing parking space. 5. (Item #13 on March 9 letter) Modification #l.f. on Planning & Zoning's approval required that, "There is to be a street light at the entrance to the site. " The as-built plan indicates that there is an outdoor light located approximately 40 feet back from the intersection of the entrance drive and Sullivan Avenue entrance. Does this light provide the same amount of illumination at the entrance to the site that a street light at the intersection would provide? All other conditions/requirements contained in our letter dated March 9 have been satisfactorily resolved. Very truly yours, Marcia A. Banach Michael J.
