RE: Site Development Plan for The Cornerstone Company Review
Dear Kevin:
A couple of weeks ago, staff met with the applicant and they were told
of some of the wetlands questions to possibly expect, such as: Where
did the wetlands delineation come from, soil scientist or town maps?
What are the soil types? What percentage of the 15. 42 acre site is
wetlands and what percentage will be affected by this proposal? Are
the contours shown from a field survey or existing maps?
Since then, I was asked by a concerned citizen for an explanation of
how a storm drainage system for a 21+ acre shopping center site with a
stated negative increase in stormwater runoff and together with this
proposal of 15+ acres for say a 50 acre total water shed that has for
years been discharging through the 15" pipe under Ellington Road with-
out an adverse effect on the land trust property, has to have it replaced
by a 24" pipe and will still not adversely affect the watercourse. I
indicated that I would expect the Engineer to have an explanation at
the meeting.
Again, my concern is the potential of a dirty water discharge during
construction. These plans fail to indicate sufficient erosion control
to address the total exposure expected when the site substantially
leveled. The watercourse at Ellington Road area shall have about 7/ of
fill when done. Wind erosion has not been addressed at all. There is
no formal siltation basin north of the principal building. If built
as shown, it will be, by default, 100 ' from the anti-tracking apron
and in the driveway.
There are two distinct construction phases, the buildings, which by their
nature, are confined. The other is the earth work including drainage,
which could be half of the site. To be in compliance with their
erosion and sediment control, Note #3 "Land disturbance will be kept to
a minimum. " More detail or sequencing should be shown addressing the
amount of earth exposed at one time, especially the parking areas.
Perhaps move the earth when it can be seeded or paved.
Mr. Kevin F. . Rennie - 2 - April 7, 1987
RE: Cornerstone Company Review
I am opposed to a closed storm system at the Ellington Road connection.
There should be a spot where the runoff from both sites can be observed
to check the water quality.
If an approval were to be granted for work on this site , a bond in the
amount of $20 ,000 to assure compliance with the sedimentation and
erosion controls could be appropriate and subject to the following
conditions:
1. Modify the plans to show temporary siltation basins around
the site.
2 . Indicate the disposition of the topsoil that is on the site.
3. Adjust the storm outlet from the site to permit observation.
4 . Modify the plans to show the building and earth work phases
and a procedure to minimize exposure at one time.
5 . Indicate on the plans the proposed wind protection to be
employed.

Dear Mr . Korris:
Re: Application #458 - Cornerstone Companies
At the May 18, 1987 meeting , the South Windsor Inland Wetlands
Agency/Conservation Commission denied without prejudice your
application for the construction of four office and retail buildings
to be located between Ellington Road, Clark Street , and Deming
Street . The reason for denial was the tremendous impact over a large
percentage of the wetlands and watercourse .

Cornerstone Companies
Dear Attorney Rennie:
On behalf of Cornerstone Companies, we would like to again express
our appreciation to you and your Commission for the attention
given our application. We do, however, want to express our
disappointment in the denial of our permit. Please understand
that the Cornerstone Companies insists upon quality design and
construction, and places maximum emphasis on being sensitive to
the community's goals.
To this end, both Richard Korris and William Hodge of Cornerstone
Companies had spent a great deal of time, effort, and monies in
developing a quality project, as well as addressing any and all
concerns raised by your Town Staff. We hope that in the future
any efforts by Cornerstone to work with your town staff will be
better received.
Thank you again.
