Janet Rice appeared and said she was the daughter-in-law of Joseph Rice of South
Windsor. They would like to divide the property of her in-laws to provide a lot
for she and her husband as well as a lot for her husband's parents. She explained
city water has been installed and sewers are in the process of being installed.
No one spoke in favor or in opposition to the appeal.
Upon questioning by the Board, Mrs. Rice explained the location of the parent's
house in the smaller lot being planned and said she would like to build her house
near the front of the other parcel about in line with the parent's house. There is a
house located on the adjacent property to the north but Mrs. Rice did not know how
far from the line it was located. The Board pointed out by building a house at the
front of the parcel the rest of the acreage would become landlocked because there
were no other entrances to the property. The Board also determined a 58-foot
house could be built on the lot without encroaching on the sidelines. i

APPLICATION NO. 1161-77 - EDVi7 ,RD GOLAS, 694 Sullivan Avenue, requests a
va.riailce to Section 3. 1-0, Articie 3. 10. 7 t )-a-H-ow an addition to a nonconforming
building on premise: known as 694 Sullivan Avenue, Zone GC. 4
Mr. Golas was present, accompanied by Adam Wisniewski his neighbor. Mr.
Wi: '=,wski explained Mr. Golas had difficulty understanding i--nglish a.,Id said he
wish ± to spec,tw, for him. He explained Mr. Goias had purchased - sma l' Your-
roon, ruse and would like to add two rooms to accommodate his fainily N
clude.s his wife and two children.
No one spoke in favor or in opposition to the appeal.
The F,_jard questioned Mr. Golas and determined the other building on the plot plan
was a garage and the addition he planned would be two stories and include two bed-
rooms and room for possible expansion upstairs.
APPLICATION NO. 1162-77 - CHR.I.QT0_:_'HER S. ROBINSON, 183 Oak Street, Man-
c es er, requests a variance o E: ;i:7.= I __; rtic e an -Section 4, Article 4. 1.2
to allow repairing of pianos in a garage on premises known as 190 Long Hill Road,
Zone R.R.
Mr. Robinson told the Boarr he had a valid sales c° .. ct to pr-?-cbase the property
in question presently owned by Th i,as Hickey. F aine," lais -Aession is
piano tuner technician and most o.i. :,;q work is dory :i;s cu :me .s Homes. Oc'-
casionally, parts of pianos :dust b - .cght into b' vhoi• for ;.t,pair and sometimes
whole pianos must be brow_.,",t into rLop for re 1lding. Located on the property
is a 5-car gararY.. which wo;,ld be s.,, _.._'_!e for ust ..,s his shop with only slight repairs.
Mr. Robinson r-,,frerred to Article 1. c`b i,.-id Article, 4. 1.2 of V., zoning regulations
and .felt the interpretation of these articles could both allow a : disallow his us;r
the garage as his shop depending on the interpretation. He explLained the renting;
of another facility to be used as a shop would be too costly. He presentee a letter
from one of his neighbors and a v tition signed by four other neighbors tiring they
had no objection to what Mr. Robinson planned to do. Mr. Robinson said he did not
plan to have a sign, wov Zd not store parts in the yard and would not have customers
coming to his shop. He explained there were very few piano tuners in the area and
he did have a business phone listed in the yellow pages.
Mr. Brown, 62 Northview Drive, said he was-the realtor involved in the sale and
urged the Board to grant the variance.
No one was present to speak in opposition to the appeal.
Mr. Eriksson asked if Mr. Robinson's business would be exclusively in the 5-car
garage and was told yes with the exception of the storage of a small amount of spruce
in one of the sheds.
Mr. Eriksson also asked how Mr. Robinson got the pianos to his shop. Mr. Robin-
son replied smaller pianos he hauled himself in a trailer but larger ones were hauled
by an express company. He said he probably would bring in about five or six pianos
a year and could never handle more than twelve.
Mr. Eriksson wondered if he had any large woodworking tools which might cause
excessive noise and Mr. Robinson replied no.
APPLICATION NO. 1163-77 - J. KIRBY HOLCOMBE, c/o E. A. Lassman, Esq. ,
Ill ear ree , ar or , requests a variance o ection 5, Article 5. 2 to allow
lots of record to remain individual lots on premises known as 524 and 550 Buckland
Road and 19 Oakland Road, Zone RC.
Attorney Lassman explained Mr. Holcombe plans to purchase three pieces of land
as indicated on the drawing. These parcels surround the old Sadd Library. Attorney
Lassman said the purpose for the variance was to set the record straight in case
Mr. Holcombe should ever want to sell one of the properties individually. The
properties were purchased and owned separately until Marion and Harold Snow sold
19 Oakland Road in April, 1964. In June, 1964, 524 Buckla.nd Road was purcha_ed.
Since 1971, the three pieces have been owned by the same owner. The properties
have always been individually taxed and used separately. The only thing they have
r-
in common is the same person owns all three. Attorney Lassman said the main
concern Mr. Holcombe has is the common ownership of the three p) . -e' . could
create an illegality by making the lots nonconforming if sold separai ly.
No one spoke in favor or in opposition to the appeal.
Mr. Eriksson asked what would happen if the Board thought these lots should be
conforming and turned down the request. Attorney Lassman said the only way the
Board could do that was in a development situation. He also felt it was a continuation
of a nonconforming use.
Mr. Eriksson also asked if Mr. Holcombe had plans for the pro_, x~-, Attorney
Lassman replied if he can purchase the Enes property on Buckkind doad some day
he di - have plans for developing.
Attorney Lassman explained Mr. Mathews and Mr. Filip now own the property and
Mr. Holcombe has a bond for deed. I
APPLICATION NO. 1164-77 - PETER CHURILLO, c/o E. A. 'Lassman, Esq. , 111
Pearl ree , Har requests a variance^o ection 4, Article 4. 4. 7 to allow a
sign with 36 square feet of area on premises known as 59 John Fitch Boulevard,
Zone GC.
Attorney Lassman stated the owner of the Brave Bull Cafe would like to erect a
sign larger than permitted at the front of the property on two pees where the Robert
Hall sign had been located. He explained the Robert Hall sign had been larger than
the one being requested. The two poles have been lowered to 27 feet high. One of
the conditions in obtaining site plan approval from PZC was to place any sign on
these two poles. The proposed sign will be 6 feet x 6 feet with internal lighting.
an apartment on premises known as 107 Pine Knob Drive, Zone A-20, be granted
for 2 years. The Board felt this was a reasonable addition to the house which
would be used only temporarily as a separate residence and long term as an addi-
tion to the house. The addition complies in all other respects to the zoning regula-
tions and the building code.
Mr. Cote' seconded the motion; unanimously approved.
Effective Date May 18, 1977
APPLICATION NO. 1160-77 - Thomas Rice
The Board discussed whether the dividing line on the property could go directly up
the middle but decided it probably would go through the existing house or at least
make it nonconforming at the sideline.
Mr. Cote' moved Application No. 1160-77, Thomas Rice, 535 GooLiwin Street, East
Hartford, requesting a variance to Section 5, Article 5.2 to allow a building lot with
less than the required frontage on premises known as 326 Foster Road, Gone RR, be
approved. The Board felt the hardship was approximate?.- 9 acres of land with only
one house on it. It is understood the smaller lot with tb#, existing house is a con-
forming lot and a variance of approximately 77 feet is granted on the larger lot.
The Board felt there was still ample room to build on the narrower piece and not be
-out of character with the neighborhood. Also, sewer construction is presently under
way on Foster Road. _
Mrs. Murray seconded the motion; unanimously approved.
Effective Date: May 18, 1977

L APPLICATION NO. 1161-77 - EDWARD COLAS
Mr. Warren moved Application No. 1161-77, Edward Golas, 694 Sullivan Avenue,
requesting a variance to Section 3. 10, Article 3. 10. 7, to allow an addition to a
nonconforming building on premises known as 694 Sullivan Avenue, Zone GC, be
approved. The Board felt the addition will allow the bu (ding to conform with e
square footage requirements which are currently nonec. 'arming for ., residem.
use. Also, the dwelling will not further encroach on any side or front line require-
ments.
Mr. Vitiello seconded the motion, una.nimousl,: pproved.
Effective Date: May 8, 1977
APPLICATION NO. 1162-77 - Christopher S. Robinson
Mr. Eriksson reported he had visited the premises where Mr. Robinson now works
and felt it was a clean operation.
Mrs. Murray moved Application No. 1162-77, Christopi °?r S. Robinson, 183 Oak
Street, Manchester, requesting a variance to Section 1, Article 1. 8b and Section 4,
Article 4. 1.2 to allow repairing of pianos in a garage on premises known as 190 Long
. Hill Road, Zone RR, be approved. The Board granted this variance with the stipula-
tion there be no sales, no signs and only a minimal in and out of pianos, which they
felt will not create a traffic hay t•d or excessive noise. There also may be no storage
LA of pianos on the premises.
