RE: Review of CONSERvArj(;N CDS Ag e
THE TOWN SHOPPING CENTER CONSERVATION PLAN (revised 1-9-87) "'
RECOMMENDATIONS/COMMENTS;
1 ) Inland wetlands should be flagged on site by a soil scientist and shown on the
site development plan.
2) An alternate construction entrance, located out of wetland areas, should be
considered.
3) Extend silt barriers to protect all inland wetland areas, and all property
boundries where any land clearing or grubbing will take place within 10 feet of
the adjacent property.
4) Soils on site are predominantly mapped as Elmwood very fine sandy loam, 0 to 3
percent slopes (EoA) and Buxton silt loam, 3 to 8 percent slopes (BxB) with
localized wetter soils. The Elmwood soil has a perched high water table at a
depth of 1 .5 to 3.0 during November through May. The Buxton soil commonly has a
seasonal high water table at a depth of 1 .0 to 2.5 feet from October through
April . Wetness is a problem on both soil types. Extensive subsurface drainage
will be needed. Both soils have severe problems for roads construction due to
low bearing strength.
5) Subsurface water is likely to seep into the temporary sediment basin making it
difficult to stabilize slopes and maintain the basin. Since this basin is
temporary, it would probably be more effective to control sediment prior to this
point using filter fabric and temporary seeding rather than disturb this wet
soil area.
6) Subsurface water is currently draining into the open field ditch and outletting
into a culvert under Ellington Road. Drainage should be provided for this
water.
7) The Elmwood soil (EoA) is classed as Prime Farmland Soil . The Buxton soil (BxB)
is classed as Farmland of Statewide importance. The Farmland Preservation
Committee of South Windsor may wish to comment on the agricultural value of this
site.
8) Details of all erosion and sediment control structures should be included in the
development plan.

Gentlemen :
RE: Lakewood
We are approaching the transition period between winter erosion and
sedimentation measures and the onset of the planting season.
Potential for erosion and sedimentation problems increase with the spring
thaw and rainy season . This is a reminder that ALL E & S measures should
be in place and working according to your plans.
Please field check all working sites to ensure that everything is in
order.
Members of the Agency as well as Town staff will be visiting sites in
progress during the next several weeks. If problem areas are observed you
will be notified.
A recent tour of Lakewood indicated inadequate and failing protective
efforts. Fallen silt fences, extensive unprotected excavation and
inadequate hay bales during the last rain caused silt to run into the pond
below.
Your cooperation in this regard will be appreciated .
Yours very truly ,

1 . In general haybales and silt fence have been installed with
some modifications to the plans, but meet the intent of the
drawings. According to Bruce Kelley these modifications
have been submitted to John McCahill for his information.
2. Originally the topsoil stockpile and other exposed areas
were mulched. Recent disturbance will require the
remulching of these areas.
3 . The energy dissipater at structure #22 is working well and
shows little siltation. Haybales should_ be installed here
as an addition precaution.
4 . A double row of haybales should be placed at structure #10.
5. A triple row of haybales was installed at the final outlet
#115. (Only 2 rows were required) .
6. A stump dump was placed in the southeast corner of the site
and the silt fence adjusted south to meet the intent of the
plans.
7. Some control devices have yet to be installed where the
area remains undisturbed.
8. Slopes on sedimentation basin appear to be stabilized.
9 . Areas that have been disturbed for utility installation but
will not be under construction for sometime should receive a
temporary seedbed of perennial ryegrass in_ the spring.
10. - Basins in sags (3-10 & 16-21 ) were to act as temporary
sedimentation basins. A brick was to be omitted when
setting the frame and filter fabric placed- over the grate.
Instead a gap was left between frame and base where water
can seep through after passing through the haybales.

RE: Application #436-Town Shopping Center
Dear Chairman Lombardi:
I am writing this letter to report the findings of a site
inspection (done February 19, 1990) of the Town Shopping Center
to verify that erosion and sediment control devices were in
proper working order.
It appeared that most of the site was well protected against
erosion by established permanent vegetative measures or
pavement, however, the following items needed to be addressed to
completely meet the intent of the approved conservation plan:
1 . Haybales should be placed around catch basin #19
as shown on the approved plan.
2. Haybales should be placed around the catch basin
located approximately 35 feet west of the "tenant
banners" adjacent to Ellington Road.
3. Remove silt and install silt fence at the new
flared culvert end adjacent to the anti-tracking
apron for the temporary entry drive at Ellington
Road.
4. Remove silt and install silt fence at the energy
dissipater in the detention basin.
5. The disturbed area southwest of the shopping
center building should be stabilized. Place silt
fence in the swale that runs northerly to the
detention basin.

6. Place haybales along the southern property line
(Samsel property) at the toe of the slope where
minor erosion has taken place.
I informed the applicant of these items and he promptly began to
address each issue. On February 26, 1990, the applicant
contacted me and stated that the necessary work had been done in
response to these items. I made a site inspection that same day
and it appeared that most, if not all, of these concerns had
been properly addressed (a newly fallen blanket of snow somewhat
limited the inspection) .
It is my opinion that with the completion of the aforementioned
items the intent of the approved conservation plan has been
achieved.
I hope you find this information sufficient, however, should you
have any questions, please feel free to contact me at any time.
Sincerely,
Thomas J. Galeota

RE: Application No. 436
Town Shopping Center
Dear Mr. Lombardi:
This letter constitutes an Engineering Report on the above
referenced project as per Section 4. 13. 6 of the Zoning
Regulations. As you know, the existing IWA/CC approval on this
project expires on March 19, 1991. With this letter, we request
an extension of that approval.
I inspected the site and found no construction activity in
progress. All areas subject to construction disturbance and
sedimentation and erosion have been completely established
either with pavement or grass. No erosion control measures are
currently in place and, as there is no disturbance on the site,
none are necessary.
One building remains to be constructed as part of Phase I as
well as all of the construction under Phase II. Upon
commencement of any further construction, proper erosion and
sediment control measures will be implemented.
An extension to the existing approval is respectfully
requested. Thank you for your consideration in this matter. If
you require any further information, please do not hesitate to
call.

Please renew the IW/CC permit currently in effect for Town Center.
I have enclosed a check in the amount of $25 to cover the fee.

three years.
You will be receiving the required engineering status report from
Chris Stone of Fuss & O'Neill, Inc. as soon as he has it completed.
If there is anything further required, please contact me.

Dear Mr. Kelley:
Re: EXPIRATION OF PERMIT #87-436 , Town Center
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, application #87-436 will expire on
March 19 , 1995 .
If you plan to extend your project beyond the above expiration date,
you must apply for an extension at least sixty-five ( 65 ) days prior
to the expiration date. There will be a thirty-five dollar ( $35 ) fee
required for an extension of the permit . This includes a ten dollar
( $10 . 00 ) surcharge assessed by the State, to fund the State
Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations :
a . The duration of any amendment or extension shall be for three
years unless otherwise specified in the permit.
b. The application may incorporate by reference the documentation
and record of the original application.
C . The application shall state the reason why the authorized
activities were not initiated or completed within the time
specified in the permit .
d. The application shall describe any changes in facts or
circumstances involved with or affecting wetlands or
watercourses or the property for which the permit was issued .
e . In unusual situations the Agency may accept an untimely
application to extend the expiration date of a permit if the
authorized activity is ongoing and allow the continuation of
work beyond the expiration date if in its judgement, the permit
is likely to be extended and the public interest or environment
will be best served by not interrupting the activity; the
application shall describe the extent of work completed at the
time of filing and the schedule for completing the activities
authorized in the permit .
Richard Kelley - 2 - October 28, 1994
Application #87-436
f . The Agency shall evaluate the application pursuant to these
regulations and grant the application as filed, grant it with
any terms or limitations , or deny it; and shall state upon the
record the reason(s ) for its decision .
In the event that you are requesting an extension, section 8 . 1 . 6 of the
Zoning Regulations establishes the process for monitoring the approved
conservation plan. Per that regulation, a progress report is required
from the applicant' s engineer verifying that erosion and sedimentation
control measures have been installed and maintained in accordance with the
approved conservation plan. This verification report shall also be
submitted 65 days prior to the expiration date of the permit to allow time
for the Commissioners to evaluate your project controls .
If work has been finished or will be finished by the expiration date,
please send a letter stating work is completed according to the approved
plan .
If you have any questions call me or John E. McCahill, Zoning/Wetlands
Enforcement Officer at 644-2511 , ext 253 .

Re: EXTENSION OF PERMIT #87-436, TOWN CENTER
Please extend the above permit for a period of three years. I have
enclosed a check in the amount of $35 to cover the cost as outlined
in your communication.
Section 8 . 1. 6 of the Zoning Regulations requires that an engineer's
report be submitted regarding the installation and maintenance of
erosion and sedimentation control measures. As there has been no
construction done on this site for several years there are no E &
S measures to maintain. I enclose a copy of the letter submitted
to you with our previous extension request and nothing has changed
since that time.
If anything further is required, please contact me.

4 ) . Application #391 - RSK - Shoppina Center :
1 . Wetlands are indicated.
2 . Sheet SD5 - The engineer persists in grading or draining into
the abutters without protection. Not too clever.
3 . Sheet SD7 - Considering the clearing that was done on the site ,
it does appear very thin restoration of the open area .
4 . Sheet SD9 :
1 ) Hay bales in wrong spot .
2) Stock pile?
3) Construction sequence - Spring 1986 - As soon as practical .
4 ) Same as application -390 .
5) Completion fall 1986 - revise E&S
This is a very visible site . The improvements , landscaping outside
the pavement area should be done before a C .O .
It is nice to have a total picture of what is to happen at Buckland
and Ellington, but applications tt390 and #391 are separate and should
be complete enough to stand on their own. If and when , after the plans
are revised and an approval might be granted , a conservation bond of
$15 , 000 might be in order .
Application #390 - RWR Associates - Office Complex:
1 . There are no indicated wetlands on the site . Plans should so
indicate this .
2 . Sheet SD4 highlights new construction and grading. What are
they saving? 6" tree? 24 " MPL? Construction limits? It does
seem that nothing is to remain. Excavate everything.
3 . Downstream drainage rights will have to be submitted.
4 . Sheet SD6 Landscaping should be complete prior to C .O . Doesn ' t
the detention basin deserve landscaping?
5 . Sheet SD8 Construction schedule :
a) Construction to commence spring ' 86 etc. adjust time .
b) Stock pile? - Where?
c) Locate construction limits .
d) Consider more the use of silt fencing as opposed to hay bales .
e) Restore disturbed areas i .e . , detention basin A. S .A. P . - Seed
it. Use vegetative growth to control siltation, per guidelines
handbook.
6 . Erosion & Sedimentation notes :
#3 - 'As soon as practical ' - For Whom? For the contractor it
would be spring of ' 92 !
#6 - This is to assume that no earth work shall occur between
October 1 to March 1 and June 15 to August 1 .
7 . Designate some E&S protection for the storm sewer installation
along Ellington Road.
8 . I am opposed to grading up to a property line . There should be
some buffer .
If it reaches an approval stage , a minimum bond of $5 , 000 to cover the
E&S controls should be adequate .
