FEBRUARY 1986 hampagne,. ssociate WI -- Consulting Engineers INTRODUCTION The following, report summarizes the results of an evaluation of the expected traffic conditions resulting from the operation of the pro- posed McDonald's restaurant on U. S. Route 5 (John Fitch Boulevard) in South Windsor, Connecticut. The analyses and evaluation contained in this report are based on field investigations of the site area and the adjacent roadway system. Traffic counts have been obtained from the Town, the Connecticut Department of Transportation (CONNDOT) , and recent counts have been made by Champagne Associates. In addition, discussions of the project have been held with the Town Planning Office and representatives of CONNDOT. - 1 - CA EXISTING CONDITIONS Surrounding Lard Use The proposed restaurant is to be located on a 1.1 acre parcel of land on the west side of Route 5 approximately 250 feet south of Mascolo Road. The site property is zoned for general commercial use. It is bordered on the north by a Mobil service station that occupies the southwest quadrant of the Route 5/1lascolo Road intersection. To the south side of the site is located a marine supply store and Sepino's Restaurant. Mascolo Road serves some eight commercial businesses. The Properties along the west side of Route 5 north and south of Mascolo are generally commercial/ industrial with some scattered residential and farm use extendina between Route 5 and the Connecticut River. The east side of Route 5 has commercial/ industrial use, including the Park Cent9i Industrial Park. A considerable amount of industrial space is already occupied, but large parcels of undevel- oped land suggest a potential for significant future industrial development. East of the industrial areas along Route 5 are developed residential areas of South Windsor. Physical Characteristics of Route 5 Route 5 (John Fitch Boulevard) is an arterial state highway running north/ south across the state from New Havento Enfield at the Massachusetts line. Specific geometric features of the highway opposite the proposed restaurant site include the following: - Four-lane divided highway with raised median island; median openings at side-street intersections and at some intermediate locations; Northbound and southbound roadways paved to widths of approxi- mately 32 feet including two 12-foot travel lanes and a 6-foot outside and 2-foot inside paved shoulder for each direction of traffic; - A 22-foot wide curbed median island; - Straight horizontal alignment; - A roadway profile that is relatively level adjacent to the site; - Posted speed limit of 50 MPH with operating speeds to 55 MPH. - 2 - CA The unsi nalized intersection of Route 5 and Mascolo Road is located approxi- mate y 250 feet nor fi of the site where thereisVa median opening in Route 5 and all traffic movements are permitted. Approximately 280 feet north of Mascolo Road, Souj=b...Satellite Road intersects the east side of Route 5 at a signalized intersection. It---§Ei:iv_'e_ s the industrial park on the east side of the highway. The traffic signal was installed when Newberry Road, the next intersection north, was closed between Route 5 and Nutmeg Road South. The South Satellite Road signal incorporates signalization of the Conrail rail- road line that borders the east side of Route 5 throughout this area. A non-intersection, Route 5 median opening is located approximately 660`0 feet nth of the McDonald's site. Approximately 1000 feet south of that opening is the Route 5/Pleasant Valley Road intersectio_n w is isFtraffic sigh-a3 controlled with e -turn—Zane the Route--'5--median. Figure A, appended, shows the site location with respect to nearby intersections. The principal intersections alonq Route 5 in South Windsor are controlled by traffic-actuated type traffic signals that are incorporated in the State Department of Transportation's central computer system. This system monitors traffic flow and then selects an operating program for traffic signal opera- tion from the many that are available that best suits the needs of prevailing traffic demands. Traffic signal cycle splits, cycle lengths and signal off- sets are adjusted at each signal location to optimize the traffic operation at each intersection and to provide progressive traffic flow along the Route 5 highway. Existing Traffic Volumes Traffic count data for Route 5 has been obtained from CONNDOT and additional data has been collected by Champagne Associates. Based on CONNDOT traffic counts, the Route 5 volumes are generally higher to the south and lower north of the site. South of Pleasant Valley Road, the 1983 ADT amounted to 19,300; between Pleasant Valley Road and Mascolo Road, it was 18,300; and north of Govenor's Highway, it was 15,800. Machine traffic counts were taken by Champagne Associates on Route 5 in front of the McDonald's site. These counts were taken between December 3 and Decem- ber 5, 1985, for both directions of traffic. For the 48-hour count period, average 24-hour southbound volume was 10,320 and the northbound volume was 9,965 for a total two-way volume of 20,285 vehicles. Using typical CONNDOT monthly adjustment factors, this represents a 1985 annual average daily traffic volume of approximately 19,900. 3 - CA Summaries of the machine counts are appended as Table A and Table B. The Route 5 peak hour volumes -on Wednesday, December 4, 1985 are indicated in Table 1. TABLE 1 Existing Route 5 Peak Hour Traffic Time Southbound Northbound Total 7:00 to 8:00 AM 1196 740 1935 4:00 to 5:00 AM 843 1014 1857 In order to determine turning movements and side street traffic volumes, manual traffic counts were taken by Champagne Associates at the Route 5/ South Satellite Road intersection and at the Route 5/Mascolo Road inter- section during peak traffic hours. Summaries of these field counts are appended in Tables C, D, and E. The South Satellite Road count, taken from 4:00 to 6:00 PM on December 4, 1985 (Table E) , showed the peak hour occurring from 4:15 to 5:15 PM. During this hour, 180 vehicles entered Route 5 from South Satellite Road, of which 69 turned left and 111 turned right. A manual count was also taken at Mascolo Road during the same two-hour period (Table D) . The peak traffic hour also occurred between 4:15 and 5:15 P14. Twenty vehicles entered Route 5 from Mascolo Road in that hour, of which 9 turned left and 11 turned right. The Mascolo Road intersection was also counted on Tuesday, December 3, 1985, from 12:00 to 1:00 PM (see Table C appended) , the usual lunchtime period. During that hour, 16 vehicles entered Route 5 from Mascolo Road, with 14 turninq right and 2 turning left onto the highway. - 4 - CA Present Traffic Level of Service The signalized intersection of Route 5 and South Satellite Road is the loca- tion closest to the McDonald's site that imposes capacity restraints on the operating level of traffic service for Route 5. An analysis of that inter- section indicates a high current level of service during typical peak weekday traffic hours. Approximately 50% of the available intersection capacity is now beinq used based on the maximum sum of the critical approach lane volumes. This represents a Level of Service "A" in the range of levels from A (best) to F (congested) . The recent upgrading of the traffic signal operation in conjunction with separate lanes for turning traffic contribute to this good intersection level of service. Traffic Accidents Review of records of traffic accidents from South Windsor indicate that two property damage accidents and one personal injury accident occurred at the Route 5/Mascolo Road intersection during 1983. There were no reported inter- section accidents on the record for 1984. At South Satellite Road, there was one property damage accident in 1983, while in 1984 there was one property damage accident and one personal injury accident. It is noted that South Satellite Road was not signalized until 1985, so the reported accident history does not represent current hiqhway conditions. Future Route 5 Traffic A comparison of 1983 and 1985 Route 5 ADT traffic volumes in the vicinity of Mascolo Road indicate a growth over this two-year period of approximately 41%per year. It is likely that high growth levels will continue but future traffic on Route 5 is difficult to project in part because of the influence of Route I-91, which parallels Route 5 on the west side of the Connecticut River, and other future projects such as the I-291 project. During the past two years, it is most likely that Route 5 carried traffic diverted from I-91 because of its congestion and inadequate capacity. This diversion will likely increase in the near future as the I-91 widening pro- ject further limits the capacity of that facility, although alternative transportation strategies are being implemented in an effort to mitigate construction stage traffic impacts (i.e. , the I-91 Corridor Management Plan Task Force recommendations) . When the widening is complete, diverted traffic will return to I-91 and Route 5 will return to a condition of normal traffic demand. 5 - CA Projections of the volumes of traffic that will be diverted to Route 5 durinq the I-91 construction period, are not available in any documented form, based on discussions with various offices of the CONNDOT. Since other routes are available to handle the diversions, plus other traffic management techniques are being implemented, they feel that accurate projections are very difficult if not impossible to make. However, they are confident that their Route 5 improvements will adequately handle any of the temporary traffic increases. These include the computer-controlled signal system along Route 5 and the planned resurfacing of the highway. Upon the completion of the I-91 and I-291 projects, the Connecticut Department of Transportation has estimated a net reduction in the Route 5 average daily traffic volume in the order of 1100 vehicles (ADT) in the year 2000. This is traffic that would be diverted from Route 5 to I-91 and I-291. - 6 - AL PROPOSED RESTAURANT TRAFFIC Proposed Restaurant Characteristics The proposed McDonald's restaurant is to have the following characteristics: - Floor area of approximately 3500 square feet; - Approximately 104 seats; - Special service window (drive-thru) ; - Traffic access to and from Route 5 via a two-way driveway; - Traffic access to and from Mascolo Road via a 24-foot two-way driveway located within a 35-foot easement behind the Mobil service station. Traffic Generation Vehicular traffic to and from the proposed restaurant will have two components. The first will consist of customer traffic diverted from the adjacent highway traffic, already traveling past or in the vicinity of the site. This component can typically range from 50% to 80% of the total traffic; an average of 65% has been estimated for this site. The second component will be the newly generated traffic which has the sole trip purpose of eating or working at the McDonald's restaurant. The "new", added traffic can range between 20% and 50% of total traffic, with an estimated average of 35% for this South Windsor site. This estimated composition of traffic is based on characteristics of existing McDonald's restaurants that have been surveyed and studied by Champagne Associates or others. The nature of the potential trade area for the restaurant has also been considered in arriving at these estimates. Table 2 indicates the estimated traffic that will enter and leave the McDonald's site during three time periods. These periods were selected because they repre- sent, typically, the two busiest hours at the restaurant, i.e. the noontime peak hour on a weekday between 12:00 and 1:00 PM and on a Saturday between 12:00 and 1:00 PM. The other time period shown is for the Route 5 roadway peak hour, occurring typically between the 4:15 to 5:15 PM hour. These time periods are presented because they are typically the busiest or "worst case" traffic periods for purposes of site traffic analysis. 7 - CAL TABLE 2 DICDONALD'S SITE TRAFFIC ESTIMATES ROUTE 5, SOUTH WINDSOR TRAFFIC VOLUME (TRIPS) TIME IN OUT TOTAL Route 5 Weekday Evening Peak Hour 4:15 - 5:15 PM 65 65 130 Restaurant Weekday Peak Peak Hour 12:00 - 1:00 PM 130 130 260 Restaurant Saturday Peak Peak Hour 12:00 - 1:00 PM 155 145 300 The vehicle trip estimates are based on characteristics of other existing McDonald's restaurants including the Windsor site on Route 159, the East Hartford store on Burnside Avenue, and other locations which are presently in operation and have been evaluated by Champagne Associates. The relationship of the proposed restaurant to land use within the general trade area has also been taken into consideration. Traffic Distribution The directional orientation of restaurant traffic has been estimated based on the potential trade area and an appreciation of the existing traffic dis- tribution on Route 5. The trade area is judged to extend further north of the site than it does to the south. This suggests a strong traffic orientation to the north. On the other hand, trade areas east of Route 5 will be well served by Pleasant Valley and Chapel Road, both of which intersect Route 5 south of the site. Taking all of these considerations into account, it has been estimated that McDonald's traffic will be oriented ao_proximately 60% from the north and 40% from the south on Route 5. Traffic Access Figures 1 and 2 illustrate the expected entering and exiting traffic volumes for the McDonald's site during peak traffic periods. Ingress from the north will be via a direct right turn at the main restaurant driveway on Route 5. This traffic has the option of using Mascolo Road and the rear restaurant drive, but the number of drivers selecting that route is expected to be minimal and a number has not been assigned to the movement. 8 - FIGURE I McDONALD'S RMAURANT TRAMC ESTMAM ROUTE 5 PEAK HOUR ( WEEKDAY 4:15 - 5:15 PM ) N NOT To SCALE I so. They may choose the rear drive to Mascolo Road and then turn left onto Route 5 northbound; or, they may turn right from the main McDonald's drive at Route 5 and then U- turn through the Route 5 median opening to the northbound direction on Route 5. There is also the option of travelling south to the Pleasant Valley Road intersection and making a U-turn at that intersection. It is felt that few drivers, however, will choose the latter route. Traffic arriving from the south on Route 5 will U-turn at Mascolo Road and enter the site via a right-turn at the main drive. These drivers also have the option of using Mascolo Road and the rear drive, but few are expected to do so. Departure from the site to the south will be made via direct right turn to Route 5 from the main drive. A few drivers will elect to use the rear drive and Mascolo Road for these exits. A small volume has been assigned to that route on Figures 1 and 2. Figure 3, appended, includes the site traffic volumes estimated for a Satur- day noon period. Impact of Added Traffic The estimated traffic volumes illustrated in Figures 1, 2 and B include the traffic diverted from the existing traffic stream as well as newly generated traffic. However, the impact of the restaurant at adjacent street intersections will be a reflection of only the newly added traffic, conservatively estimated at an average of 35% of the total McDonald's traffic. The majority of traffic is typically "diverted" traffic which is traffic already on the roadway (Route 5) or adjacent street system. Table 3 indicates the estimated volumes of newly generated traffic that will be added to Route 5 during the various peak periods. - 11 - CAL TABLE 3 Newly Generated Traffic* On Route 5 Location Time To South To North Weekday, 4:15 to 5:15 PM 18 28 Weekday, 12:00 to 1:00 PM 36 54 Saturday, 12:00 to 1:00 PM 43 64 *NOTE: Traffic Volumes in Table 3 represent Total, Two-way volume; i.e. , 18 represents sum of 9 added vehicles northbound and 9 added vehicles southbound on Route 5, on south side of site. The newly generated McDonald's traffic amounts to less than 2% of existing Route 5 peak hour traffic and will have no measurable effect on the capacity of the highway. The Route 5/South Satellite Road intersection will continue to operate at a good level of service. During the noontime hours, McDonald's traffic will add from 4% to 5% to exist- ing Route 5 traffic, but through traffic volumes are considerably lower and the combined traffic will be well below the evening peak volumes. Accordingly, no capacity deficiencies are projected. 12 - AL ROUTE 5 IMPROVEMENT CONSIDERATIONS Southbound Shoulder The shoulder of southbound Route 5 is currently paved to a width of approximately 6 feet. It is recommended that an additional 4 feet of naved shoulder be added to Route 5 between the Mobil Station (south curb of existing driveway) and the driveway to the proposed McDonald's. This area is presently a gravel shoulder. By so doing, southbound customer traffic will have a 10-foot wide paved shoulder in which to pull out of the travel lane and use in entering the restaurant site. This will enhance the safety of entering traffic. Left-Turn Lane Another improvement that is recommended is the construction of a northbound left- turn lane in the median at Mascolo Road. This improvement is recommended for the benefit of existing traffic, as well as the potential McDonald's traffic. It would more safely serve existing traffic generated by the eight commercial and industrial sites on Mascolo Road plus all of the existing businesses along the west side of Route 5 between Mascolo Road and the existing Route 5 median open- ing just south of Sepino's Restaurant. It would be desirable for the Town to recommend the improvement to CONNDOT, or alternatively, coordinate a cost-sharing effort by all of the property owners who would benefit. - 13 - CA ON-SITE PARKING AND CIRCULATION Parking The site plan indicates proposed on-site parking for 61 vehicles. Based on the anticipated McDonald's operation with a special service window, and data from surveys at other comparable McDonald's, this parking availability appears adequate for anticipated peak hour operations. With the expected volume char- acteristics of the subject site, we estimate the parking demand to be in the order of forty-five (45) to fifty (50) spaces during the peak noontime period. The presence of a special service window has a beneficial effect on parking demand during the restaurant's peak hours. Approximately 30% to 35% of the total site traffic uses this service facility during peak periods. Thus, customer parking demand can be reduced by 20% or more (depending on the location) compared to a facility with no such drive-thru window. In light of the beneficial impact of the special service window on parking demand, a waiver from the Town's parking requirement (in accordance with Section 8.4.1 of the Town's Zoning Ordinance) should be requested. On-Site Traffic Circulation Traffic circulation around the restaurant consists of one-way flow which will provide for good internal traffic circulation. It will safely and efficiently accommodate the special service window traffic. Pavement markings and traffic control signing will be provided to effectively mark the entrance and exit drives, and separate and control special service window traffic and other parking lot traffic. A raised channelizing island has been provided at the main driveway in order to separate entering and exiting traffic and encourage a safe one- way flow out of the site and into the southbound Route 5 traffic stream. 14 - AL CONCLUSIONS Based on the analysis and evaluation discussed above, the following is concluded: 1. The new traffic generated by the proposed restaurant is estimated to increase the peak hour traffic on Route 5 north of the site by less than two (2) percent during the highway weekday peak period between 4:15 and 5:15 PM. At noontime the increase will amount to 4% to 50 of the highway traffic. These increases are well within the capacity of Route 5 in this area. 2. The supply of on-site parking spaces will be more than adequate for normal peak hour traffic anticipated at the site. 3. The restaurant site is designed to provide safe and efficient vehicle movement with regard to on-site traffic circulation and special window operation. 4. Minor widening of the southbound Route 5 shoulder by approximately 4 feet should be considered in front of the site. This will permit drivers to pull out of the southbound travel lane on Route 5 when turning into the restaurant. 5. It is recommended that a left-turn lane in the northbound median of Route 5 at Mascolo Road be constructed. Specific design requirements would have to be reviewed by the CONNDOT and the Town. 15 - N SCALE O too e00 FEET 0 0 • 1 1 1.
